Description (EN):

The public health care service is one of the basic civil rights guaranteed by the Constitution of all 3 countries, but the structure of the system itself and the economic situation often does not follow the modern achievements resulting in failure to fulfil the potential of providing the high-level service. Education of health professionals is at a high level, but infrastructure often does not follow employee know-how, while the level of preparation of the general public is at the low level which undermines the overall quality of the system. In that order, joint activities will be implemented such as educations of health professionals and the general public in the programme area. The goal of the project is to improve the quality of public health service by improving human capacity, to increase the efficiency of lab diagnostics and to envelop as much of general population as possible with improved health care. OB Zadar will set up PTS and Ministry of Labour, Health, Social Welfare and Displaced Persons of Herzeg-Bosnian Canton will implement the LIS. A significant proportion of lab tests need to be redone because of sample contamination. The installation of the PTS will enable faster delivery and smaller contamination, reducing the time required for patient treatment. Alongside PTS the LIS will be implemented that enables the input, processing and storage of data generated as a result of lab tests. The project will have a positive impact on health professionals and patients that gravitate to this area (cca. 200.000). Through education and study visit they will gain new knowledge. Citizens will enjoy shorter waiting lists and better service contributing not only to the public health in the area but to the sustainability of the health care system in all 3 countries. The added value of cross-border cooperation is manifested through information sharing, examples of good practice, standardization of lab systems etc.

Achievements (EN):

The specific goal of the LAB-OP project is to improve the quality of public health services in the cross-border area through increasing the efficiency of laboratory diagnostics, and improving the infrastructure and enhancing human capacities in the field of laboratory diagnostics with the aim of improving the level of service provided. The defined goal was achieved despite the pandemic, which significantly hampered the implementation of the project. The project enabled a total of 91,854 patients to receive better quality health care. The project ensured the additional education for 151 health professionals from hospitals and health centers. The implementation of joint activities in the programme area contributed to a positive impact on health workers and patients who gravitate to this area. After the official part, the networking of the participants followed with a pertinent refreshment, which was prepared by the host General Hospital Zadar in their new hospital restaurant.

Expected Results (EN): The level of accessibility and availability of the services within public health care sector

Expected Outputs (EN):

Project main results are: 1. Implementation of education and raising awareness activities that will contribute to improving the current level of knowledge and implementing up-to-date methods of Laboratory and Diagnosis Operational Systems will add to spreading knowledge for lab sampling to be standardized, and the described procedure made available at each workplace. Also, patients will be adequately informed and educated about the importance of proper preparation for laboratory testing. The educational approach will reduce the risk of pre-analytic errors and improve the comparability of search results across the cross-border area. 2. Implementation of new systems in hospitals for adequate patient treatment will reduce the time spent on the diagnostic process and cut errors associated with the transcribing process. It will provide quality diagnostic testing and provide accurate timely information for patient care, public health planning and policy decisions. It will give capacity to partners to adequately contribute to the surveillance of and response to public health events of international concern such as epidemics.
