Description (EN): The common cross-border challenge is that children, young people and other population die, have lasting consequences or a long periods of recovery, from injuries and illnesses which could be treated correctly and efficiently with timely reaction of first responders. The causes of this problem are uneven standard operating procedures and procedures in the provision of emergency medical care in the three neighboring countries (CBC), insufficient number of people who could provide first-aid on-site and insufficient equipment for emergency medical assistance (EMS).
The approach of the project to address common challenges is to harmonize operating procedures, standards, equipment procurement, and education of people who are most likely to be present at accident sites such as police, fire brigade, school teachers, coaches in sport clubs,etc.
The overall objective of the project is to harmonize and improve the Emergency Medical services (EMS) in cross-border cooperation in order to act professionally and efficiently as possible in saving every human life and to provide common response in case of major, massive accidents in any territory of programme area.
The results of the project will be reflected in the improvement of the EMS, the training of non-medical staff in providing first aid, contingent medical training, cooperation in common crisis situations in the event of elemental disasters or major accidents.
Target groups are the large population of people who live in this area and for whom we can never know when their life will be endangered and when they will need help.
Cross-border co-operation on this project will have great significance and role in improving and sustaining the quality of first aid delivery. Continuous cooperation through the sharing of knowledge and experience will be of the utmost assistance to each partner, and joint action will be of great importance for the whole region.
Read more Achievements (EN): Demonstration exercise organized within project RACE:
Demonstration exercise entitled “MOSTAR RACE 2022” was successfully organized by the Lead Partner of project RACE and performed on 29 March 2022 in Mostar area, Bosnia and Herzegovina.
Health Center Mostar as the lead partner of the project, together with the cross-borders partners: the Institute of Emergency Medicine of Zagreb County and the Institute of Emergency Medicine of Montenegro, including the help of local organizations, the Armed Forces of Bosnia and Herzegovina, the Ministry of the Interior, the Fire Brigade, the Red Cross, the Civil Protection of the City of Mostar, the Civil Protection of the HNC and the Mountain Rescue Team successfully completed a demonstration exercise aimed at creating a unified protocol for dealing with mass accidents.
The exercise simulated an earthquake in the area of the City of Mostar, and after a report from the citizens, an operation to rescue and take care of the injured was started. Collaboration of all services in such cases is crucial and we are extremely pleased with the cooperation and demonstration of joint intervention.
During this exercise, all cross-border partners presented the new sanitary vehicles and equipment procured through the RACE project, but also demonstrated their skills that they acquired through joint educational activities.
Educational and medical equipment procured within project RACE:
As part of project RACE, the Lead Partner – Health Centre Mostar procured educational, medical equipment and sanitary material for Emergency Medical Service in total value of EUR 118.578.
Medical equipment will help in improving technical capacity of emergency medical service in Mostar and it will largely benefit the patients. This equipment includes defibrillators, ECGs, suction pumps, Automated external defibrillators (AEDs), ultrasound machine and other necessary sanitary materials and equipment needed for providing emergency medical care.
As far as educational equipment goes, this procurement included: 4 basic life support training manikins for children and adults, 2 advanced life support training manikins, Pneumothorax training manikin, Set for education of setting the intraosseous pathway, Endotracheal intubation exercise trainers for adults and children and AED simulators.
After all this necessary equipment has been procured, the project activities of educating the citizens of Mostar in the field of first aid will soon be feasible. 10 AED devices will be placed in strategic public places in the City of Mostar, and all participants in the training will be trained to handle them. Health Centre Mostar will also use this equipment for continuous advanced trainings of its medical staff in cooperation with partners from Croatia and Montenegro.
Two modern and fully equipped ambulance vehicles for the Mostar Health Center:
Within the RACE FOR LIFE project two new and fully equipped ambulance vehicles were delivered to the Mostar Health Center on 17 September 2020 in Mostar. The formal reception was held on the ground floor of the City Hall, and was attended by Mr Ljubo Bešlić, Mayor of Mostar, Mr Mario Kordić, Director of the Mostar Health Center and other project participants, as well as employees of the Mostar Health Center.
In the first part of the project cycle, the Mostar Health Center procured two modern and fully equipped ambulance vehicles for the needs of the Emergency Medical Service, their value is 163.600,00 EUR. These vehicles will be in the service of all citizens of the City of Mostar and its surroundings and all potential users of emergency medical services, which will result in faster, more efficient and effective service for all our beneficiaries and uniformed level of service delivery in first aid providers in the cross-border area.

Expected Results (EN): The level of accessibility and availability of the services within public health care sector
Expected Outputs (EN): The expected results of the project is Improved the level of accessibility and availability of the EMS in the cross-border area covered by improved quality of emergency medical services (EMS). The project result will directly contribute to the program's achievement by performing the following:
- One day training "Reanimation of Basic Vital Functions" for a total of 970 participants (non-medical staff) (Mostar 200, Zagreb County 450 and Montenegro 320 persons), including developed training program for this training;
- Two-day training for trainers - medical employees (doctors) of partner organizations "Prehospital Care for Traumatized Patients", the total number of participants 6 (3 from Mostar and 3 from Zagreb) held by partners from Montenegro. Trainers who attended training in MNE along with their mentors will continue in-house education of employees of the EMS "Prehospital Care for Traumatized Patients" for a total of 230 persons (30 from Mostar, 150 from Montenegro, 50 from Zagreb County - medical staff). With above mentioned ToT there will be total of 236 medical staff trained.
- Project will develop "Unified protocol in case of mass accidents" with input from all partners . Exercise "Common action in case of earthquake" with total number of participants 52 (partners - 18, firemen-3, police - 3, military - 3, volunteers -25), will showcase application of the protocol for emergency medical services.
- 201.000 people will enjoy the benefits of improved EMS service in the CBC area.
All partners have their own evidence base of emergency interventions The total number of patients registered for all three partners in 2017 was 288,398. The number of repetitive patients is about 30%, which brings us to number of 201.000 patients that were treated in 2017 through EMS services.
Taking as a baseline record in partners organizations for 2017, we will measure from the same record progress during project implementation less for 30%.
