The use of artificial intelligence (AI) in small and medium-sized enterprises and in public administration is the goal of european, national and regional digitization and innovation strategies. However, available data and experiences show that in the partner regions of this project (South Bohemia, Upper Austria and Vienna) the potential of AI is used much less than in other European and non-European countries, mainly in the field of R&D, only slightly in connection with the processes of large companies. The territorial interconnection of the partner regions of the project reveals a number of existing economic and tourist, educational, social, environmental relations - also in public administration, but there are also a number of common obstacles to further development of the common territory, including in the case of the introduction of new technologies and trends in the processes of SMEs and institutions operating in the border area. Artificial intelligence plays an important role in this context, as it is a megatrend in the field of digitalization and offers a number of new possibilities and opportunities, especially in view of current global events. The goal of this project is to create a cross-border network of cooperating entities to (1) jointly identify opportunities for the practical use of AI, (2) find an appropriate and effective application of this technology to optimize organizational processes, and (3) find ways to overcome existing obstacles that hinder the implementation of AI in practice. The outcomes of the project will be realized based on the initial analytical work (Letters of Interest annexed to the proposal, the analysis of available data and documents, expert analysis, stakeholder analysis, the mutual exchange of expertise and experience between regions), which will lead to a cross-border roll-out of the strategic agenda with the aim of mutually supporting and accelerating the cross-border implementation of AI into business and institutional practice (WTP1). AI Social Design Thinking Labs will be established on both sides of the border to support the realization of the strategic agenda (WPT2). The lab methodology will include participant discussion on responsible implementation and use of AI. As an accompanying tool to the lab concept, 3 introductory educational modules will be developed targeting the following audiences. The use of project results will be supported by a comprehensive set of communication tools (WPC).

Der Einsatz der künstlichen Intelligenz (KI) in kleinen und mittleren Unternehmen sowie in der öffentlichen Verwaltung ist das Ziel der europäischen, nationalen und regionalen Digitalisierungs- und Innovationsstrategien. Aus den verfügbaren Daten und Erfahrungen geht jedoch hervor, dass in den Partnerregionen dieses Projekts (Südböhmen, Oberösterreich und Wien) das Potenzial der KI viel weniger genutzt wird als in anderen europäischen und außereuropäischen Ländern, hauptsächlich im Bereich der F&E, nur geringfügig im Zusammenhang mit den Prozessen großer Unternehmen. Die territoriale Vernetzung der Partnerregionen des Projekts zeigt eine Reihe bestehender wirtschaftlicher und touristischer, bildungsbezogener, sozialer, ökologischer Beziehungen - auch in der öffentlichen Verwaltung auf, aber es gibt auch eine Reihe gemeinsamer Hindernisse für eine weitere Entwicklung des gemeinsamen Gebiets, auch im Falle der Einführung von neuen Technologien und Trends in den Prozessen von KMU und Institutionen, die im Grenzgebiet tätig sind. Die künstliche Intelligenz spielt in diesem Zusammenhang eine wichtige Rolle, da sie ein Megatrend im Bereich der Digitalisierung ist und eine Reihe neuer Möglichkeiten und Chancen bietet, insbesondere im Hinblick auf aktuelle globale Ereignisse. Das Ziel dieses Projekts ist es, ein grenzüberschreitendes Netzwerk kooperierender Einheiten zu schaffen, um (1) gemeinsam Möglichkeiten für den praktischen Einsatz von KI zu identifizieren, (2) eine geeignete und effektive Anwendung dieser Technologie zur Optimierung organisatorischer Prozesse zu finden und (3) Wege zu finden, um bestehende Hindernisse zu überwinden, die die Umsetzung der KI in die Praxis erschweren. Die Ergebnisse des Projekts werden auf der Grundlage der ersten analytischen Arbeiten (Letters of Interest im Anhang zum Antrag, die Analyse der verfügbaren Daten und Dokumente, Expertenanalyse, Stakeholder-Analyse, der gegenseitige Austausch von Fachwissen und Erfahrungen zwischen Regionen) realisiert, was zu einer grenzüberschreitenden Einführung der strategischen Agenda führen wird, mit dem Ziel, die grenzüberschreitende Umsetzung der KI in die unternehmerische und institutionelle Praxis gegenseitig zu unterstützen und zu beschleunigen (WTP1). Auf beiden Seiten der Grenze werden AI Social Design Thinking Labs eingerichtet, um die Realisierung der strategischen Agenda zu unterstützen (WPT2). Die Labormethodik wird auch eine Diskussion der Teilnehmer über die verantwortungsvolle Implementierung und Verwendung von KI beinhalten. Als begleitendes Instrument des Laborkonzepts werden 3 einführende Bildungsmodule entwicklet die sich an folgende Zielgruppen richten. Die Verwendung von Projektergebnissen wird durch ein umfassendes Set von Kommunikationsmittel (WPC) unterstützt.

Využití umělé inteligence (AI) v malých a středních podnicích a veřejné správě je cílem evropských, národních i regionálních digitalizačních a inovačních strategií. Z dostupných dat a zkušeností je ale zřejmé, že v partnerských regionech tohoto projektu (jižních Čechách, Horním Rakousku a Vídni) je potenciál AI využíván výrazně méně než v jiných evropských a mimoevropských zemích, a to zejména v oblasti VaV, marginálně pak v návaznosti na procesy velkých firem. Z územního propojení partnerských regionů projektu vyplývá řada existujících vztahů a vazeb v oblasti hospodářství, cestovního ruchu, vzdělávání, sociální oblasti, oblasti životního prostředí a veřejné správy, ale existuje také řada společných překážek, které brání dalšímu rozvoji společného území, a to i v případě zavádění nových technologií a trendů do procesů MSP a institucí působících v příhraničí. Umělá inteligence hraje v této souvislosti významnou roli, neboť je megatrendem v oblasti digitalizace a přináší celou řadu nových možností a příležitostí aktuálních zejména s ohledem na současné celosvětové dění. Cílem tohoto projektu je vytvořit přeshraniční síť spolupracujících subjektů za účelem (1) společně identifikovat možnosti praktického využití AI, (2) najít vhodnou a efektivní míru aplikace této technologie k optimalizaci procesů organizací a (3) najít způsoby, jak překonávat stávající bariéry komplikující zavádění AI do praxe. Výstupy projektu budou realizovány na základě úvodních analytických prací (Letters of Interest v příloze žádosti, analýza dostupných dat a dokumentů, expertní analýza, analýza stakeholderů, vzájemná výměna odborností a zkušeností mezi regiony), z nichž vzejde dokument přeshraniční strategická agenda upravující společný postup partnerů předkládaného projektu s cílem vzájemně podpořit a urychlit přeshraniční zavádění AI do firemní a institucionální praxe (WPT1). Za účelem podpory realizace strategické agendy budou na obou stranách hranice vytvořeny AI Social Design Thinking Labs (detailní popis v WPT2). Součástí metodiky laboratoří bude také diskuze partnerů týkající se odpovědné implementace a užívání AI. Doprovodným nástrojem konceptu laboratoří budou 3 úvodní osvětové a vzdělávací moduly zaměřené na vybrané cílové skupiny. Přeshraniční využití výstupů projektu bude podpořeno ucelenou sadou komunikačních nástrojů (WPC).

Das vom Projekt gebildete Netzwerk der kooperierenden Einheiten wird dazu beitragen, die neuen Möglichkeiten und Chancen der KI-Technologie effektiv zu nutzen, um die Wettbewerbsfähigkeit der Unternehmen in der Region zu verbessern und die Effizienz der regionalen Institutionen zu steigern. Immer mit hohem Fachwissen und unter Beachtung der Grundprinzipien und Verantwortlichkeiten, die mit dem Einsatz KI verbunden sind. Eine sinnvolle Einführung der neuen Technologien und Trends trägt nachweislich zur Entwicklung von Unternehmen in der Region bei, stärkt aber auch die Wettbewerbsfähigkeit und das Innovationspotenzial der gesamten Region. Im Falle des Projekts handelt es sich um eine relativ große grenzüberschreitende Region, sodass die Vorteile des Projekts durch den weiteren Ausbau der grenzüberschreitenden Kooperationsstrukturen verstärkt werden, die auf den in den letzten Jahren bestehenden territorialen Verbindungen und Beziehungen aufbauen.

Expected Outputs (CS):

Projektem nastavená síť spolupracujících subjektů pomůže efektivně využít nové možnosti a příležitosti, které technologie AI přináší, ať už k rozvoji konkurenceschopnosti podnikatelských subjektů v regionu, nebo ke zvýšení efektivity činnosti regionálních institucí. Vždy však s vysokou odborností, při současném respektování základních principů a odpovědností, které s využitím AI souvisí. Smysluplné zavádění nových technologií a trendů prokazatelně přispívá k rozvoji subjektů v regionu, ale i k posílení konkurenceschopnosti a inovačního potenciálu celého regionu. V případě projektu se jedná o poměrně rozsáhlý přeshraniční region, přínosy projektu budou tedy umocněny dalším rozšiřováním struktur přeshraniční spolupráce, postavených na základě stávajících územních vazeb a vztahů vybudovaných v průběhu posledních let.
