Cycling trail “Green Border”: Gap closure between the Oder-Neiße cycle path at Staffelde and the border crossing Rosov (Rosowek) along the border strip

In 2015, German and Polish municipalities of the border region signed an agreement on cross-border cooperation with the aim of developing the German-Polish border region to the “Odertal Experience Region — Pure Recreation in a Borderless Nature” and on the joint implementation of projects aimed at advancing the economic development of the less-favoured area. As a result of the stakeholder cooperation, first projects were developed that facilitates a meaningful linking of existing cycle paths through modernisation and complementary new construction to a wide-ranging network of the Oder region cross-border. In a region characterised by population decline and sustainable structural change, further potential is needed to bring about positive structural change. As a result, industries such as the tourism industry continue to gain importance. The project partners, the municipality of Mescherin, represented by the Gartz Office (Oder) and the Municipality of Kolbaskowo, accept the challenge of jointly developing nature and cultural heritage through the project in such a way as to exploit its potential and improve the conservation status of the natural environment. The planned project aims to create a gap closure and a new connection to existing regional and supraregional bicycle routes, cross-border, in order to lead new guest groups to the region. With the continuation of the cycle path on the German side over a length of 3.6 km and the connection, from the border to the cycle path to be built in Kolbaskowo, the new solution aims to close the gap to the Oder-Neiße cycle path. Szczecin would then be directly connected to the region’s most important long-distance hiking trail on the German side. The expansion will make a significant contribution to the development axis Berlin — Szczecin, as the “missing link” of the Berlin-Szczecin cycle path can also be closed. The cycling trail can also be seen as a first independent building block for the project “Green Border”. Behind the abbreviation is the idea of a cycling trail along the German-Polish border to the north up to Neuwarp am Szczecin Haff and is currently being prepared by the Polish and German partners. In addition, the junction from the Oder-Neiße cycle path to Kolbaskowo creates a new hub in the cycle path network and new, attractive route options for residents and guests can be developed. Another innovation is the establishment of a meeting point directly on the German-Polish border, which informs the inhabitants and visitors of the region about valuable natural areas, cultural historical sights as well as the city of Szczecin and the connection to the regional and supraregional routes. The aim of the investment is to increase the mobility of the inhabitants of rural areas, to increase the tourist attractiveness of municipal cycle routes and, consequently, to increase the number of tourists and to improve the standard and comfort of the use of the bicycle infrastructure. Multilingual information boards will be installed on the new cycle paths. The information offers are supplemented by cycling maps with tour suggestions, flyers and digital offers. The project supports the identification of the population with your region. The development of cross-border, nature-friendly tourism offers a great opportunity and will help to bind the population to their region, including through newly created recreational offers and earning opportunities in the growing tourism sector. Through the joint development and marketing of the new, direct cross-border cycling route, a significant contribution is created to the development and networking of new touristic nature and cultural experiences.

W 2015 r. gminy niemieckie i polskie w regionie przygranicznym podpisały porozumienie o współpracy transgranicznej w celu przekształcenia polsko-niemieckiego regionu przygranicznego w "Atrakcyjny region Dolina Dolnej Odry - prawdziwy wypoczynek - w przyrodzie bez granic" oraz wspólnej realizacji projektów mających na celu przyspieszenie rozwoju gospodarczego słabego strukturalnie obszaru. W wyniku współpracy pomiędzy podmiotami opracowano pierwsze projekty, które umożliwiają znaczące połączenie istniejących ścieżek rowerowych poprzez modernizację i uzupełniające nowe budownictwo w celu utworzenia rozległej sieci regionu Odry ponad granicami. W regionie charakteryzującym się spadkiem liczby ludności i trwałymi zmianami strukturalnymi należy wykorzystać dalszy potencjał, aby doprowadzić do pozytywnych zmian strukturalnych. Dlatego sektory takie jak turystyka nadal zyskują na znaczeniu. Partnerzy projektu, gmina Mescherin, reprezentowana przez Urząd Gminy Gartz (Oder) oraz gmina Kołbaskowo, podejmują wyzwanie wspólnego rozwoju dziedzictwa przyrodniczego i kulturowego przy pomocy projektu w taki sposób, aby związane z nim potencjały zostały wykorzystane, a stan ochrony środowiska naturalnego uległ poprawie. Wraz z planowanym projektem, zamknięciem luki, jak również nowym powiązaniem z istniejącymi regionalnymi i ponadregionalnymi połączeniami rowerowymi, powstanie transgraniczna droga rowerowa, w celu wprowadzenia nowych grup gości do regionu. To nowe rozwiązanie ma na celu wypełnienie luki pomiędzy granicą a ścieżką rowerową, która ma zostać wybudowana w Kołbaskowie a ścieżką rowerową Odra-Nysa poprzez kontynuację ścieżki rowerowej po stronie niemieckiej na długości 3,6 km i połączenie jej ze ścieżką rowerową Odra-Nysa. Szczecin byłby wówczas bezpośrednio połączony z najważniejszą długodystansową ścieżką rowerową w regionie po stronie niemieckiej. Rozbudowa w znacznym stopniu przyczyni się do realizacji osi rozwoju Berlin-Szczecin, ponieważ można również zamknąć brakujące ogniwo trasy rowerowej Berlin-Szczecin. Ścieżka rowerowa może być również postrzegana jako pierwszy niezależny element projektu "Zielona granica". Inwestycja ma na celu zwiększenie mobilności mieszkańców obszarów wiejskich, zwiększenie atrakcyjności turystycznej gminnych tras rowerowych, a w konsekwencji zwiększenie liczby turystów oraz poprawę standardu i komfortu korzystania z infrastruktury rowerowej. Na nowych ścieżkach rowerowych zostaną zainstalowane wielojęzyczne tablice informacyjne. Uzupełnieniem informacji są mapy rowerowe z propozycjami wycieczek, ulotki i oferty na nośnikach cyfrowych. Projekt wspiera identyfikację ludności ze swoim regionem. Rozwój transgranicznej, przyjaznej przyrodzie turystyki stwarza dużą szansę i przyczyni się do związania mieszkańców z ich regionem, m.in. poprzez nowo tworzone oferty rekreacyjne, ale także możliwości zarobkowania w rozwijającym się sektorze turystyki. Poprzez wspólny rozwój i promocję nowego, bezpośredniego transgranicznego połączenia ścieżek rowerowych, powstanie istotny wkład w rozbudowę i połączenie w sieć nowej oferty turystycznej przyrody i doświadczeń kulturalnych.

Deutsche und polnische Gemeinden der Grenzregion unterzeichneten im Jahr 2015 eine Vereinbarung zur grenzübergreifenden Zusammenarbeit mit dem Ziel der Entwicklung der deutsch-polnischen Grenzregion zur „Erlebnisregion Odertal – Erholung pur – in grenzenloser Natur“ und zur gemeinschaftlichen Umsetzung von Projekten, die die wirtschaftliche Entwicklung des strukturschwachen Gebietes voranbringen sollen. Im Ergebnis der Akteurskooperation wurden erste Projekte entwickelt, die eine sinnvolle Verknüpfung vorhandener Radwege durch Modernisierung und ergänzenden Neubau zu einem weiträumigen Netzwerk der Oderregion grenzübergreifend ermöglicht. In einer Region, die durch Bevölkerungsrückgang sowie einen nachhaltigen Strukturwandel gekennzeichnet ist, müssen weitere Potenziale erschlossen werden, um einen positiven Strukturwandel herbeizuführen. Daher erlangen Branchen wie die Tourismuswirtschaft weiter an Bedeutung. Die Projektpartner, die Gemeinde Mescherin vertreten durch das Amt Gartz (Oder) und die Gemeinde Kolbaskowo, nehmen die Herausforderung an, mit Hilfe des Projektes das Natur -und Kulturerbe gemeinsam so zu erschließen, dass die damit verbundenen Potenziale genutzt und der Erhaltungszustand der natürlichen Umwelt verbessert wird. Mit dem geplanten Projekt soll ein Lückenschluss sowie eine neue Anbindung an bestehende regionale und überregionale Fahrradwegeverbindungen, grenzübergreifend hergestellt werden, um neue Gästegruppen in die Region zu führen. Der neue Lösungsansatz zielt darauf ab, mit der Fortführung des Radwanderweges auf deutscher Seite über eine Länge von 3,6 km und der Anbindung, von der Grenze an den zu bauenden Radweg in Kolbaskowo, einen Lückenschluss bis zum Oder-Neiße-Radweg herzustellen. Szczecin wäre dann direkt mit dem wichtigsten Fernradwanderweg der Region auf deutscher Seite verbunden. Mit dem Ausbau wird ein wesentlicher Beitrag für die Entwicklungsachse Berlin - Szczecin geleistet, da auch dass "missing link" des Radweges Berlin-Szczecin geschlossen werden kann. Der Radwanderweg ist zugleich als ein erster selbstständiger Baustein für das Projekt "Grüne Grenze" zu sehen. Hinter der Abkürzung steht die Idee eines Radwanderweges entlang der deutsch-polnischen Grenze nach Norden bis nach Neuwarp am Stettiner Haff und wird derzeit von den polnischen und deutschen Partnern vorbereitet. Darüber hinaus entsteht mit dem Abzweig vom Oder-Neiße-Radweg nach Kolbaskowo ein neuer Knotenpunkt im Radwegenetz und neue, attraktive Routenoptionen für Bewohner und Gäste können entwickelt werden. Eine weitere Neuerung stellt die Herrichtung eines Begegnungspunktes direkt an der deutsch-polnischen Grenze dar, der die Einwohner und Besucher der Region über wertvolle naturräumliche Gebiete, kulturhistorische Sehenswürdigkeiten sowie die Stadt Szczecin und die Anbindung an die regionalen und überregionalen Wegeverbindungen informiert. Mit Hilfe der Investition soll eine Erhöhung der Mobilität der Bewohner ländlicher Gebiete, eine Erhöhung der touristischen Attraktivität kommunaler Fahrradrouten und folglich eine Erhöhung der Anzahl der Touristen sowie eine Verbesserung des Standards und des Komforts der Nutzung der Fahrradinfrastruktur erreicht werden. An den neuen Radwegen werden mehrsprachige Infotafeln installiert. Die Informationsangebote werden ergänzt durch Radwanderkarten mit Tourenvorschlägen, Flyern und digitalen Angeboten. Das Vorhaben unterstützt die Identifizierung der Bevölkerung mit Ihrer Region. Die Entwicklung eines grenzübergreifenden, naturverträglichen Tourismus bietet eine große Chance und wird dazu beitragen, die Bevölkerung an ihre Region zu binden, u.a. durch neu geschaffene Erholungsangebote aber auch Verdienstmöglichkeiten im wachsenden Tourismussektor. Durch die gemeinsame Entwicklung und Vermarktung der neuen, direkten grenzübergreifenden Radwegeverbindung, wird ein wesentlicher Beitrag zum Ausbau und zur Vernetzung von neuen touristischen Natur- und Kulturerlebnisangeboten geschaffen.
