Description (FR): Le rapport WRAP de 2015 estime que la transition vers une économie circulaire (EC) en Europe permettra de créer jusqu’à 3 millions de nouveaux emplois et de redonner un emploi à près de 520 000 chômeurs, dont 400.000 nouveaux emplois prévus en FR (Club de Rome 2016) et 500.000 au R-U (WRAP 2015). Il s’agira principalement de nouveaux emplois liés à l’augmentation du recyclage, à la logistique des revenus et aux marchés secondaires. Si les autorités locales (AL) mettent en œuvre une stratégie d’EC efficace, elles pourront corréler la croissance née de l’EC avec des opportunités pour des personnes provenant de milieux défavorisés.
Un changement radical est nécessaire au sein de l’espace FMA, au vu des derniers taux de chômage: 3.9% (1.3million de personnes) en Angleterre et 8.6% (2.4m de personnes) en France. La FR ayant un des taux les plus élevés d’Europe en 2019. Profiter des opportunités de croissance liées aux nouveaux marchés, comme l’EC, par la formation et le développement de nouvelles compétences permettra d’augmenter la sécurité d’emploi, pour agir positivement contre le chômage dans l’espace FME.
BLUEPRINT créera le premier modèle transfrontalier permettant aux AL d’accélérer la transition vers une EC:veiller à ce que les AL disposent du cadre stratégique adéquat pour combiner l’EC avec la nécessité d’atteindre les nouveaux objectifs de l’UE en matière de recyclage des déchets, atteignant 65% d’ici 2035mobiliser les entreprises sociales pour former les personnes qui bénéficieront des nouveaux emplois créés par le CEdonner des outils aux ménages dans le but de faciliter le changement de comportement et augmenter leur taux de recyclage et soutenir la croissance de l’EC.Nous proposerons un programme de formation d’EC à un total de 2000 personnes, avec la répartition suivante :
1300 des milieux défavorisés, en les rapprochant de l’emploi.700 employés des ES et PME pour soutenir la reprise de leur entreprise après Covid-19, en sauvegardant leurs emplois, et pour créer des opportunités d’emploi dans l’EC.La formation permettra à 195 personnes défavorisées de trouver un nouvel emploi, soit un total de 15% (300)."
Nous mettrons en œuvre un programme de formation en EC qui permettra à 1300 personnes venant de milieux défavorisés de se rapprocher à l’emploi. Cette formation garantira un nouvel emploi à 15% des participants (195). Cela correspond à un avantage fiscal annuel de 12,161.18€ (en retirant une personne des aides sociales) et de 17,426.97€ (salaire qui retourne dans l’économie locale) pour un total de 29,588.15€ par personne et par an ou de 5,769,689.25€ si 195 personnes trouvent un emploi. Sur une période de 5 ans, cela générerait un bénéfice économique de 28,848,446.25€.
Read more Description (EN): WRAP 2015 estimates that the transition to a circular economy (CE) across Europe will create up to 3million new jobs and reduce unemployment by 520,000. With 400,000 new jobs expected in FR (Club of Rome 2016) and 500,000 in the UK (WRAP 2015). These will mainly be new jobs from increased recycling, revenue logistics and secondary markets. If local authorities (LAs) get their CE strategy right, they can align CE growth with opportunities to generate new jobs for individuals from disadvantaged backgrounds.
There is a need to make a step change in the FCE, as the latest figures show unemployment rates at 3.9% (1.3 million people) in ENG and 8.6% (2.4 million people) in FR. The latter having one of the highest unemployment rates in Europe in 2019 with youth unemployment reaching a record number in the country (Statista 2019). Aligning growth of new markets, like the CE, with upskilling people to secure work in those markets is key to positively tackling unemployment in the FCE.
BLUEPRINT will create the first cross-border enabling model for LAs to accelerate the transition to a CE via a three-prong approach:ensuring LAs have the correct strategic framework to combine action on CE with the need to achieve new EU waste recycling targets of 65% by 2035mobilising social enterprises to train people to take advantage of new jobs that are created through the CEenabling households to change their behaviour to increase their recycling rates and support CE growthWe will deliver a CE training programme to a total of 2000 people, with the following distribution:
1300 disadvantaged backgrounds bringing them closer to employment700 SEs and SMEs employees to support their business’s recovery from Covid-19, safeguarding their jobs, and creating CE opportunities.The training will enable 195 disadvantaged individuals to secure new jobs, a total of 15% (195).
This equals an annual fiscal benefit of €12.161.18 (by removing someone from benefits) and €17,426.97 (salary that goes back into the local economy) = a total of €29,588.15 per person per yr or €5,769,689.25 if 195 people gain employment. BLUEPRINT unites world class research centres in CE and waste management with LAs in the FCE to develop a BLUEPRINT model that enables LAs to accelerate the transition to a CE. The approach enables LAs to benefit from thought leaders in FR and ENG, identifying the most effective means for the CE to drive both sustainable and inclusive growth and create new jobs for those most at risk from economic exclusion.
