Description (FR):

TIGER stimulera la croissance de l’ énergie hydrolienne (EH) en FR & RU, et accélèrera son déploiement dans la région FMA. Il redynamisera un secteur paralysé : sites non mis en service, manque de partenariats entre les PME et les académiques, manque de soutien public de l’EH décourageant les investisseurs privés. Le projet va créer des partenariats transfrontaliers pour développer de nouvelles technologies, les tester et les exploiter dans plusieurs zones de la région Manche, et utiliser les apprentissages tirés de ce projet pour défendre plus ardemment et rentablement l’EH dans le cadre du bouquet énergétique FR-RU Le projet rassemble des organisations spécialisées du secteur, des PME et des développeurs technologiques, ainsi que des experts universitaires. Les équipes transfrontalières collaboreront pour développer le secteur plus rapidement et efficacement qu’en l’absence du soutien Interreg. Les développeurs de turbines participant au projet, soutenus par des organisations de recherche, collaboreront pour créer une chaîne d’approvisionnement franco-britannique, conçue pour fournir de nouveaux designs de turbines et d’équipements plus efficaces et économiques. TIGER réactivera le site inexploité de Ramsey Sound (Pembroke, RU) et installera de nouvelles turbines d’une capacité allant jusqu’à 1MW; il créera un nouveau programme énergétique communautaire et opérationnel à Yarmouth (île de Wight, RU) avec de nouvelles turbines d’une capacité allant jusqu’à 1,2MW; il convertira le site de Paimpol-Bréhat (Bretagne, FR) en site d’essais ou sera installé un système de 100 kW; il engagera les procédures d’autorisations de 2 nouveaux sites au Raz Blanchard (Normandie, FR) et d’un site au Morbihan (Bretagne, FR) avec l’installation d’un système de 500 kW et la possibilité d’installer 6MW supplémentaires. Ce faisant, le projet pourrait impliquer une capacité énergétique supplémentaire totale de 8,8MW, entraînant une réduction des émissions de GES de 11000 tonnes par an, un investissement dans les communautés côtières, une augmentation économique de la VAB de €13m par an et une réduction des coûts hydroliens qui s’établiraient à environ 150€/MWh. Le partenariat regroupe des acteurs clés de l’EH, qui possèdent ensemble l’expérience pour développer des sites et construire, tester, installer et exploiter des turbines hydroliennes. Ensemble, ils seront aptes à influencer positivement les régulateurs et gouvernements de FR & RU. Cette initiative rassemblera pour la 1ère fois, une équipe unique et complète d’acteurs influents au sein d’un projet qui démontreront des résultats de nature à poser les bases d’une croissance économique régionale à venir.

Description (EN):

TIGER will drive the growth of Tidal Stream Energy (TSE) in FR & the UK & accelerate the deployment of TSE in the FCE region, with significant economic benefits for coastal communities. It addresses the need to reenergise the stalled TSE sector in FR & the UK, which is slow to develop because sites do not come on stream at a required pace, partnerships between SMEs are not developed to realise the opportunities, & the public case for tidal energy has not been made to win policy support for the sector, so discouraging private investment. The project will address these challenges by building cross-border partnerships to develop new technologies, test and demonstrate them at a number of locations in and around the Channel region, & use the learning from this development to make a stronger, cost-effective case for TSE as part of the FR/UK energy mix. The project brings together sector specialist organisations, SMEs & technology developers, with academic experts, to build cross-border teams to collectively accelerate the development of the sector, faster and more effectively than would be possible without Interreg support. Project partner turbine developers, supported by academia & research organisations, will work together, creating one new UK/FR supply chain network that will deliver new designs for improved performing/ lower cost turbines, associated infrastructure and ancillary equipment. TIGER will transform the current TSE baseline in the Channel region. It will switch back on the dormant Ramsey Sound site (Pembrokeshire, UK) and install up to 1MW of new turbine capacity; it will create a new operational community energy scheme at Yarmouth (Isle of Wight, UK) with up to 1.2MW of new turbine capacity; repurpose the Paimpol-Bréhat site (Brittany, FR) and install 100KW of capacity; complete consenting at two new sites at Le Raz Blanchard (Normandy, FR), & a new site at Morbihan (Brittany, FR) installing 500kW, with the opportunity to install a further 6MW of new installed capacity during the project. In doing so, the project could install a total 8.8MW of additional energy capacity, leading to a reduction in GHG emissions of 11,000 tonnes p.a., creating investment in coastal communities, an economic increase in GVA of €13m p.a. & contribute to a TSE cost reduction towards €150/MWh. The partnership brings together key stakeholders in TSE who have the necessary experience of developing tidal sites, building, testing, installing and operating tidal turbines who can best work together to influence the TSE sector, regulators and UK/FR Governments. This will be the first time that such a complete range of influential stakeholders has been brought together in a single TSE project to deliver, through collaboration, a range of results and outputs that will be crucial to set the foundations for the industry’s future growth with a predictable positive impact on regional economic growth.

Expected Outputs (FR):

TIGER réduira les coûts de l’énergie hydrolienne et encouragera son adoption en améliorant les technologies et processus. Grâce à une capacité de production accrue (8 MW sur 5 sites additionnels), TIGER économisera 11 000 tonnes de CO2/an et augmentera la VAB de 12 M€, soit l'équivalent de 250 années-personnes d’emploi. L’augmentation de la capacité de déploiement et la mobilisation de la filière contribueront à atteindre l’objectif européen de réduction des coûts de 150 €/MWh d’ici 2025.

Expected Outputs (EN):

By improving technology and operational processes, TIGER will reduce TSE generating costs & increase uptake. Through increased production capacity – 8.8MW from 5 additional sites – TIGER will trigger a CO2 saving of 11,000 tones p.a. and a GVA boost of €12m, equivalent to 250 person-years of employment. Increased deployment capacity & mobilisation of tidal stakeholders in the Channel will contribute to achieving EU cost reduction target of 150€/MWh by 2025.
