The need to respond to complex social, environmental and economic challenges is constantly increasing. These overall societal challenges, which affect the environment and express rapid technological developments that also affect people’s privacy and influence their forms of work, as well as the ageing population, are starting to demand attention in everyday life. The areas listed above can be summarised under the term “Corporate Social Resposibility” or “Corporate Social Resposibility” or “Corporate Social Responsibility of Companies and Organisations”. The aim of CSR-NET is to increase the awareness and involvement of public administration subjects in the implementation of the CSR guidelines with the help of a sustainable, cross-border partner network. Although the topic is constantly gaining relevance, the previous activities in the border regions (e.g. CSR prizes, CSR audits) and experience of the partners involved show that the topic has not been systematically addressed by subjects of public administration. The project aims to focus on the practical application and exchange of concrete best practice examples in the 4 guiding principles (economy, social affairs, environment, regionality) that have proven their worth in Czech or Austrian municipalities. For this purpose, a cross-border network is to be established. The main findings include educational materials for the public administration, covering all four guiding principles of the CSR. The contents of the educational materials are conveyed to the target group in a total of 4 network seminars and a technical conference. Another result is the website www.csr-net.eu, which includes, among other things, an interactive overview map of municipalities/cities that are active in the CSR and want to share their experiences or build partnerships with communities/cities facing similar challenges. In the geographically identical but politically separated border area, the societal challenges are similar. However, cross-border networking of people who actively deal with the topic of the CSR in the district or state offices or municipalities does not exist. The aim of the project is to change this fact. The up-to-dateness and new access to the topic also confirms the fact that the project includes 4 strategic partners and a number of other subjects who have signed a Letter of Intent and are interested in working actively with the project partners. Representatives of these partners form a tax group, who continuously comment on the individual results from a technical point of view. This will ensure that the needs of the target group are reflected throughout the programme area.

Die Notwendigkeit, auf komplexe soziale, umwelt- und wirtschaftliche Herausforderungen zu reagieren, steigt kontinuierlich. Diese gesamtgesellschaftlichen Herausforderungen, die die Umwelt und äußert rasche technologischen Entwicklungen betreffen, die auch in die Privatsphäre der Menschen wirken und ihre Arbeitsformen beeinflussen, ebenso wie die alternde Bevölkerung, beginnen, die Aufmerksamkeit im alltäglichen Leben einzufordern. Die oben angeführten Bereiche können unter dem Begriff CSR - „Corporate Social Resposibility“ bzw. „Gesellschaftliche Verantwortung von Unternehmen und Organisationen" zusammengefasst werden. Ziel von CSR-NET ist es, mit Hilfe eines nachhaltigen, grenzüberschreitenden Partner-Netzwerkes, das Bewusstsein und die Einbindung der Subjekte der öffentlichen Verwaltung in die Umsetzung der CSR-Leitlinien zu erhöhen. Obwohl das Thema stetig an Relevanz gewinnt, geht aus den bisherigen Aktivitäten in den Grenzregionen (z.B. Preise zum CSR, CSR-Audits) und aus Erfahrungen der beteiligten Partner hervor, dass das Thema bei Subjekten der öffentlichen Verwaltung bisher zu wenig systematisch bearbeitet wird. Im Projekt soll das Hauptaugenmerk auf die praktische Anwendung sowie den Austausch von konkreten Best-Practice-Beispielen in den 4 Leitsätzen (Wirtschaft, Soziales, Umwelt, Regionalität) gelegt werden, die sich in tschechischen oder österreichischen Kommunen bewährt haben. Dazu soll ein grenzüberschreitendes Netzwerk aufgebaut werden. Zu den Hauptergebnissen zählen Bildungsmaterialien für die öffentliche Verwaltung, die alle vier Leitsätze des CSR abdecken. Die Inhalte der Bildungsmaterialien werden der Zielgruppe im Rahmen von insgesamt 4 Netzwerkseminaren und einer Fachkonferenz vermittelt. Ein weiteres Ergebnis ist die Webseite www.csr-net.eu, welche u.a. eine interaktive Übersichtkarte von Gemeinden/Städten beinhaltet, die im CSR aktiv sind und ihre Erfahrungen teilen oder Partnerschaften zu Gemeinden/Städten aufbauen wollen, die vor ähnlichen Herausforderungen stehen. Im geografisch identischen, jedoch politisch getrennten Grenzraum sind die gesellschaftlichen Herausforderungen ähnlich. Eine grenzüberschreitende Vernetzung von Personen, die sich in den Kreis- oder Landesämtern oder Gemeinden aktiv mit der Thematik des CSR beschäftigen, existiert jedoch im Grunde nicht. Ziel des Projektes ist es, diese Tatsache zu ändern. Die Aktualität sowie der neue Zugang zum Thema bestätigt auch die Tatsache, dass in das Projekt 4 strategische Partner und eine Reihe weiterer Subjekte eingebunden sind, die einen Letter of Intent unterzeichnet haben und interessiert sind, mit den Projektpartnern aktiv zusammen zu arbeiten. Vertreter dieser Partner bilden eine Steuergruppe, die laufend die einzelnen Ergebnisse aus fachlicher Sicht kommentieren. So wird sichergestellt, dass die Notwendigkeiten der Zielgruppe im gesamten Programmgebiet widerspiegelt werden.

Potřeba reagovat na komplexní sociální, environmentální a ekonomické výzvy se v současnosti neustále zvyšuje. Tyto celospolečenské výzvy týkající se životního prostředí, překotného vývoje technologií a měnící se způsoby práce i komunikace, začínají vyžadovat pozornost v každodenním životě. Výše uvedené oblasti lze shrnout pod zkratku CSR – „Corporate Social Resposibility“ neboli „Společenská odpovědnost firem a organizací". Cílem přeshraničního projektu CSR-NET je prostřednictvím udržitelné sítě, vzniklé z přeshraničního partnerství, zlepšit osvětu a zapojení organizací veřejné správy do realizace CSR principů. Přestože je na dané téma v současné době kladen stále větší důraz, z dosud realizovaných aktivit v příhraničních regionech (např. ocenění CRS, audity CSR) a ze zkušenosti zapojených partnerů vyplývá, že u organizací veřejné správy dosud není téma dostatečně a systematicky řešeno. Hlavní důraz v projektu bude kladen na praktickou využitelnost a přenos konkrétních příkladů dobré praxe ve 4 hlavních pilířích CSR (ekonomický, sociální, environmentální a regionální), které se již osvědčily v českých nebo rakouských obcích, včetně vytvoření přeshraniční sítě. Mezi hlavní výstupy budou patřit vzdělávací materiály pro veřejnou správu pokrývající všechny 4 oblasti CSR. Obsahy vzdělávacích materiálů budou cílové skupině prezentovány v rámci celkem 4 síťových seminářů a odborné konference. Dalším výstupem je webová stránka www.csr-net.eu obsahující mimo jiné interaktivní mapu obcí/měst aktivních v CSR, které by se chtěly podělit o své zkušenosti a navázat partnerství s obcemi/městy čelícími obdobným výzvám. V geograficky shodném, ale politicky rozděleném přeshraničním území, jsou společenské výzvy obdobné, ale přeshraniční propojení aktérů, kteří se na krajských a zemských úřadech či obcích aktivně zabývají tématikou CSR, v podstatě neexistuje. Cílem projektu je tuto skutečnost změnit. Aktuálnost a nový přístup k tématu potvrzuje také fakt, že projekt má 4 strategické partnery a celou řadu dalších subjektů, kteří podepsali Letter of Intent a mají zájem s realizátory aktivně spolupracovat. Zástupci všech těchto partnerů vytvoří řídící skupinu, která se bude k jednotlivým výstupům průběžně odborně vyjadřovat a tím bude zajištěno, že odrážejí potřeby cílové skupiny celého programového území.

Hauptergebnisse des Projekte sind: - Erhebung des aktuellen Standes in Städten/Gemeinden im AT-CZ Grenzraum mit Hilfe einer Befragung mit Fragebogen , - Erarbeitung von Bildungsmaterialien zum CSR, maßgeschneidert für die Zielgruppe und anschließende Bildungsmaßnahmen , - Aufbau eines gü. Netzwerkes der zuständigen MitarbeiterInnen der Kreis-/Landesverwaltungen im Bereich CSR und von relevanten MitarbeiterInnen von Städten und Gemeinden. - Bilaterale Aktivitäten (Netzwerkseminare, Exkursion). Die Einbindung der Teilnehmer im gesamten Programmgebiet kann in der interaktiven Projektwebseite verfolgt werden, ebenso nach den TeilnehmerInnen, die in die umgesetzten bilateralen Aktiviäten eingebunden werden.

Expected Outputs (CS):

Hlavní výsledky projektu budou: - Zmapování stávajícího stavu ve městech a obcích česko-rakouského příhraničí pomocí dotazníkového šetření , - vytvoření vzdělávacích materiálů k CSR na míru cílové skupině a následné vzdělávání, - vybudování přeshraniční sítě odpovědných pracovníků krajských a zemských úřadů v oblasti CSR a relevantních pracovníků obcí a měst, - bilaterální aktivity (síťovací semináře, exkurze). Zapojení účastníků na celém programovém území bude možné sledovat v interaktivní mapě na webové stránce projektu a také dle účastníků zapojených do realizovaných bilaterálních akcí.
