The main challenge of the programme area , at international level, is to reduce carbon emission and to improve energy efficiency in public sector through innovative practices and tools (the European goal of “reducing of 20% the greenhouse gas emissions, of 20% the energy demand that is produced from renewable sources, of improving of 20% the energy efficiency compared to 1990 and by 2020, Climate and Energy package, UE"). A vision also shared by the Municipalities through the “Covenant of Mayors” (www.eumayors.eu). Goals that are difficult to achieve if we don't promote and implement bottom-up participation paths, based on the citizens’ mobilisation. In fact, considering the public spending reduction, the role of the users, from the P.A. to the municipalities and private sectors, citizens and businesses, become fundamental for the goals achievement at global and local level .The project,in line with the Directive (EU) on the energy efficiency 2018/844 of 30 May, will contribute to improving the energy efficiency and renewable energy usage through the development of “local community of active energy consumers ” (LEC) which cooperates with municipalities (public-private partnerships), by encouraging the sustainable Municipalities models through local actions in accordance with the change in the citizens behavior. (overall objective).To this end will be created n.4 LEC (SO1) that elaborate and commit themselves to implement a shared common action plan finalized to Energy efficiency in a sustainable and ethics way related to the territory’s needs (OS2).The Common Action plan will become a political commitment of the municipalities and LECs through the signing of an Agreement The application of the common action plan will be shown through the implementation of n.4 pilot projects in identified public buildings /areas that includes the active involvement of 4 LEC(OS3)Project outputs will consist in the implementation of n. 4 pilot projects.

Expected Results (EN): Common plans for energy efficiency and sustainable energy production.

Expected Outputs (EN):

The result of the project will consist in the adoption of a common action plan for energy efficiency and sustainable energy and production in 4 target areas of the municipalities of Tuzi, Tirana, Mirabello and Bari, based on the model of the "local community of active energy consumers" (LEC). The common action plan will be defined and adopted thanks to the establishment of 4 local energy communities (LECs), public-private partnerships (municipality, citizens and SMEs ), which will contribute to the creation and implementation of 4 coordinate pilot projects consisting of interventions of efficiency energy in public buildings interventions and industrial park, identified in the target areas. In this way, the project will contribute to the programme result indicator. Common plans for energy efficiency and sustainable energy and production.
