Description (EN):

Italy, Albania and Montenegro are important trade partners nowadays and national customs administrations play an important role in securing the movement of goods across borders and the international supply chains by preventing illicit trade in large volume freight and by facilitating the flow of legitimate commercial cargo. Accordingly, the improvement of inspection processes and customs controls is fundamental to address this dual need. The ISACC (Innovative Systems to enhance Antifraud Customs Controls) project responds to this challenge by defining informative methodologies, models, processes and structures that could simplify and harmonise the introduction of innovative approach in the phases of inspection and antifraud control in the three countries. The main objective of the project is to define a so-called customs "footprint", consisting in a digital form that include all info and parameter of a good, aiming to verify in intermediate stages (customs control points) the invariance of the generated information through automatic data analysis systems and geo-tracking information elaborated by AI technologies. The implementation and testing of it will be guaranteed through the prototyping and setting-up of an interoperable custom supervision technological platform, in three specific pilot targets in the Area, in order to measure the effectiveness of the introduction of such systems in terms of process speed and confidence in the results of the inspection and related prompt risk warnings. On this purpose, the project will be based on three pillars: building up of an international network of public institutions in the customs sector; design, development and pilot of the IT platform supporting customs controls activities; capacity building for customs servants, focusing on the use and functionalities of the ISACC platform, and for private stakeholders, focusing on eCustoms procedures.

Expected Results (EN): Agreements for cross-border passengers and freight sustainable transport systems and multimodal mobility solutions.

Expected Outputs (EN):

The project main results are the following: – a solid network of players and public operators in the Programme Area that will cooperate to tackle the common challenges of increasing the efficiency of customs procedures, facilitating trade and improving the exchange of information on circulating goods; – an hi-tech platform supporting the customs activities, which is interoperable and integrated with the technological systems already adopted by customs authorities of the three countries; – reinforced skills for both transport private operators and customs servants in terms of use of advanced IT systems to manage custom procedures. Overall, the aggregate of project results will contribute to achieve the expected programme results in terms of more sustainable and efficient freight transport systems; optimization of existing connections and of regular transit times and shared procedures; consolidation of the supply logistic chain.
