Description (EN):

The project is based on selected outcomes of DIGINNO project implemented 2017-20. The project’s objective is to support the implementation of selected tools, solutions and recommendations provided by DIGINNO, thereby optimising the project’s impact on the digital transformation of SME’s in the BSR. The project will build on those DIGINNO tools and solutions where the interest and innovative potential is strongest. The project will directly target SME’s and relevant industry sectors to encourage the usage of DIGINNO tools and solutions to support digital transformation. The project will seek to extend the selected DIGINNO outputs to Russia and test the interest and adaptability in a Russian industry digital transformation context. The overall output will be a set of innovative digital transformation instruments to support capacity enhancement among SME's, industry associations and policymakers. Supporting outputs: List of transnational actions for the BSR industry digitalisation community to adopt, i.e. transnational activities to improve ICT uptake among SME’s. Practical report with learning and recommendations helping the ICT uptake, to be used by Industry 4.0 platforms, SME’s and public institutions involved in industry digitalisation. An eCMR data exchange system that enables secured data exchange between government and business,to be used by government agencies and business associations as inspiration and guidance in providing and using cross-border data exchange instruments. Methodology to inspire a transnational governance framework presented to government agencies and the BSR institutions regarding how to implement cross-border e-services successfully. Transnational stakeholder community with the task to influence and promote the implementation of the showcases at the national level. Expected results and change for the BSR region: A considerable amount of SME’s in the BSR region will be familiar with the digitalisation and digital awareness tools developed in DIGINNO, thereby achieving better digitalisation capacity and better equipped for uptake of ICT. In the long term this will improve the competitiveness of SME’s and the BSR industry. A sustainable transnational dialogue between BSR industry digitalisation communities will strengthen collaboration networks between public and private stakeholders working with digital transformation of public services in the BSR. This will in the long term improve innovation capacities of SME’s and encourage and support SME digitalisation based on transnational learning. A more transnationally focused policy support for SME digitalisation in the BSR will be achieved, in the long term leading to a more efficient uptake of ICT in industry. The project will help to targetly implement selected DIGINNO outcomes so they can more concretely support the digital transformation of SME's via tools, networks and publicly provided e-services for business.

Achievements (EN):

The overarching goal of DINNOCAP was digital innovation capacity building and supporting the transnational collaboration on digitalisation. The project targeted SMEs, public sector authorities, Industry associations, and ICT associations. The project contributed to the digital transformation in the Baltic Sea region by shaping a stronger community and enabling SMEs to deliver e-services. To achieve the targets, DINNOCAP carried out transnational and national events involving SMEs, academia, public sector institutions, and industry associations. Besides, the project developed and tested a data exchange system as eCMR prototype 2.0, composing the Governance Framework for cross-border e-services- KnowYourCustomer, eReceipt and eCMR. This led to shaping a new project to continue the eCMR -related work by the countries in the Nordics and Baltics. The testing of the DIGINNO-tool and eCMR prototype was in the spotlight of the project. With the eCMR prototype, the cross-border data exchange, between logistic sector companies and controlling agencies, was tested. Totally, 35 eCMR were executed over the prototype, covering 4 countries in one logistics corridor. The observers circle was much larger, including Benelux countries, Germany, Russia, and Finland. The DIGINNO-tool was tested in Estonia 252 times, in Latvia 231, in Lithuania 11 and in Poland 39 times.
