Les bâtiments publics (BP) représentent 10% du parc immobilier total et consomment de grandes quantités d'énergie avec les émissions de GES associées. Bien que la rénovation des BP soit stratégique pour parvenir à une économie sans carbone comme le prévoit le Green Deal de l’UE, elle est entravée par des compétences insuffisantes des autorités publiques, une connaissance des mesures et un manque de ressources financières.PrioritEE PLUS vise à capitaliser sur l'expérience de PrioritEE et à améliorer, grâce à la coopération transnationale, les capacités des pouvoirs publics dans la gestion énergétique des BP et dans la planification locale des énergies durables. Il favorisera l'utilisation d'outils analytiques pour des décisions éclairées et la promotion de solutions techniques réplicables dans différents territoires MED.Les fonctionnalités du PrioritEE DST seront améliorées pour faciliter son application entre les différents niveaux des agences et pour soutenir les plans d'action locaux. Un processus structuré de formation et de transfert du DST permettra d'améliorer les compétences du personnel municipaux pour réduire la consommation d'énergie, améliorer le confort thermique du parc BP et sélectionner les bâtiments sur lesquels il est économiquement viable et écologiquement rationnel d'intervenir.Les principaux acteurs locaux soutiendront le processus de transfert et contribueront à la définition de recommandations pour les stratégies et plans locaux.

Description (EN):

Public Buildings (PBs) represent 10% of the overall building stock, due to their specificities they consume large amounts of energy with associated GHGs emissions. Although PBs’ renovation is strategic to achieve a carbon free economy as foreseen by the EU Green Deal, this is hampered by insufficient competences of public authorities, knowledge on measures and lack of financial resources. PrioritEE PLUS aims to capitalize on the experience of the PrioritEE project and improve, through transnational cooperation, the capacities of public authorities in the energy management of PBs and in local sustainable energy planning. It will favor the use of analytical tools for informed decisions and the promotion of replicable technical solutions in different MED territories.The features of the PrioritEE Decision Support Tool (DST) will be further improved to facilitate its application among different governmental levels (e.g. municipalities, energy agencies, public institutions) and support local action plans (e.g. SECAP). A structured training and transferring process based on the DST will improve the skills of municipal staff and technicians to reduce energy consumption, improve thermal comfort in the PB stock and select the buildings on which it is economically viable and environmentally sound to intervene. Key local actors will support the transferring process through a multi-level communication and contribute to the definition of recommendations for local strategies and plans.
