COMPOSE PLUS capitalisera sur le développement réussi d'un outil de planification du développement durable, l'outil COMPOSE, démontrant sa valeur d'utilisation pratique dans la planification du développement, aidant les décideurs et les planificateurs du développement à mûrir les projets vers la transition énergétique propre, en particulier sur les zones rurales et insulaires de la MED. Il encouragera l'introduction de mesures d'EE et la mise en œuvre des SER comme moyen de fourniture d'énergie ou même de nouveaux modèles commerciaux avec une combinaison d'innovation sociale et technique. COMPOSE PLUS est un consortium de 12 partenaires très motivés de 7 pays MED pour transférer, adopter et intégrer l'outil COMPOSE et augmenter leur capacité de planification et afin la capacité de plusieurs autres parties prenantes. Le transfert sera mis en œuvre par le biais de cours de formation et de renforcement des capacités, co-développés en consortiums, sur la base de l'analyse des besoins des parties prenantes et des nouvelles opportunités de financement du nouveau cadre financier pluriannuel de l'UE. Pour assurer la durabilité, les bénéficiaires signeront un protocole d'accord, pour utiliser davantage l'outil COMPOSE dans leurs opérations, des cours exclusifs de formation des formateurs seront également mis en œuvre non seulement pour assurer la durabilité institutionnelle, mais aussi pour soutenir l'intégration et l'adoption de l'approche COMPOSE dans les pays respectifs.

Description (EN):

COMPOSE PLUS project will capitalise on the successful development of a sustainable development planning tool, the COMPOSE tool, demonstrating its practical use value in development planning, supporting policymakers and development planners to mature projects towards the clean energy transition, focusing especially on rural and island areas of the MED. It will promote introduction of EE measures and implementing RES as means of energy supply or even new business models, with a combination of social and technical innovation. COMPOSE PLUS project is a consortium of 12 highly motivated partners from 7 MED countries, to transfer, adopt and mainstream COMPOSE tool and therefore increase their planning capacity and by spill over effect also capacity of several more stakeholders, to be better prepared for absorption of EU and cohesion funds, especially in the energy sector. The transfer will be implemented via training and capacity building courses, co-developed in consortia, upon stakeholder needs analysis and EU new multiannual financial framework financing opportunities. To ensure sustainability, receivers will sign a Memorandum of Understanding, to further use COMPOSE tool in their operations, exclusive train the trainer courses will also be implemented not only to secure institutional sustainability but also to support mainstreaming and further uptake of COMPOSE approach in respective countries.

Achievements (EN):

The COMPOSE Plus is intended to capitalise on the successful sustainable development planning COMPOSE tool, demonstrating its practical use value in development planning, supporting policy makers and development planners to mature projects towards the clean energy transition, focusing especially on rural and island areas of the MED. LP and PPs ensured efficient and effective Management of project activities (A3.1) based on involvement and commitment of 11 partners. LP monitored and guided the work in a transparent way. Online KoM + 3x SCMs were organised. Steering committee (SC) as the main decision-making body of the project was set up and met regularly. Partners were Exchanged information (A3.2) about the project progress regarding to MED Communication Manual, Meeting Minutes, ToDoList, Dropbox. MED web platform was regularly updated via social media, disseminations, presentations, events, articles&press releases and Scientific publication in inter. journal (SPRINGER NATURE). Evaluation of the institutional /administrative needs (A3.3): 224 interested stakeholders have been contacted and responded to the A3.3 survey, declaring in parallel their interest to the toolbox and activities. The analysis of surveys assisted in the evaluation of the institutional& administrative needs and in tailoring the training events and building transferability actions based on stakeholders’ specific needs and potential. The report of key issues and findings from the survey was provided. Updating, upgrading and fine-tuning of the COMPOSE model (A3.4): COMPOSE Toolbox content was updated and renewed. New content making clear links to recent topics, challenges and priorities was developed and uploaded. Technical oriented activities were designed and Toolbox content localisation activities initiated. In Mobilisation of stakeholders in receiving territories (A3.5) 8 individual stakeholder engagement plans were developed to facilitate individual mobilization of important stakeholders needed for implementation of RES and EE measures. They were identified potential stakeholder groups that will help in identification of stakeholders for RES and EE project implementation. In Training and capacity building for stakeholders in the receiving territories (A3.6) useful resources to support tailored training material development were assessed and provided. Tailored capacity building activities in Greece have been identified and 2 experts’ missions have been delivered by partner REAN.
