Des mécanismes financiers innovants, tels que les contrats de performance énergétique (EPC) peuvent être un outil précieux pour encourager les investissements dans la rénovation énergétique des bâtiments publics. Grâce à STEPPING, les 3 partenaires GIVER ont acquis une bonne expérience dans le domaine et peuvent désormais transférer les principaux résultats obtenus, les lignes directrices MED EPC et l'outil de simulation à 6 RÉCEPTEURS. Cela se fera grâce à la valeur ajoutée d'une approche transnationale qui permet de mutualiser différentes solutions. La mise en œuvre de l'EPC est une entreprise complexe qui nécessite des compétences spécifiques à acquérir grâce à une expérience pratique. Compte tenu de cela, les donateurs sont ceux qui ont obtenu les résultats les plus importants en STEPPING, tandis que les récepteurs sélectionnés seront divisés en 2 groupes différents. Le premier comprend 3 institutions placées dans les territoires des donateurs: elles seront soutenues par une approche de transfert individuel et travailleront avec une approche d'apprentissage par la pratique qui fournira la rédaction d'un plan d'investissement EPC. Les 3 autres destinataires ne sont pas des nouveaux venus dans l'EPC, car l'efficacité du transfert est maximisée si une solide connaissance du concept EPC est déjà en place, et seront impliqués dans des programmes d'apprentissage mutuel et d'échange. Ils développeront un plan d'action pour le déploiement futur de l'EPC dans leur région.

Description (EN):

Innovative financial mechanism, such as Energy Performance Contracting (EPC) can be a valuable tool to foster investments in energy refurbishment of public buildings. Due to the former STEPPING project, the 3 GIVER Partners, coming from Italy and France, have acquired good experience in the specific field and can now transfer their knowledge and the main outputs achieved, the MED EPC guidelines and the Simulation Tool to 6 RECEIVERS. This will be done thanks to the added value of a transnational approach that allows to mutualize different solutions. The implementation of EPC is a complex undertaking which requires specific skills to be gained through practical experience. Given this, the Givers are those that obtained the most important results in STEPPING, while the selected Receivers will be divided into 2 different groups. The first one includes 3 institutions placed in the Givers territories: they will be supported with a one-to-one transferring approach and will work together with a learning by doing approach that will provide the drafting of one EPC Investment Plan in each region. The other 3 Receivers, placed in Slovenia and Spain, are not new comer in EPC, since the effectiveness of the transferring is maximized if a solid EPC concept knowledge is already in place, and will be involved in mutual learning and exchange programs. By consequence, they will develop an Action Plan for the roll out of EPC in the future in their region.

Achievements (EN):

Although the project timescales were tight and bottlenecks insidious, the project successfully achieved all the objectives and outputs set, also laying the foundations for future concrete developments. The partnership has consistently worked on the project in a constructive way. The 2nd project meeting was organised online on February the 10th 2022. Within December 2021 the interactive training program set up by Giver partners was completed including video, workshops and Q&A sessions. The feedback from Receivers partners was very positive, as they could focus the discussion on concrete doubts, clarifications and needs. All the training material was also disseminated through the project website. The Givers succeeded in the transferring process by supporting step by step the Receivers thanks to a "learning by doing" model. Three of them, coming from the Piedmont, Emilia Romagna (IT) and Occitanie (FR) regions, developed an EPC Investment Plan, which led to the formal engagement of 15 administrations, with a stock of 38 buildings and almost 14M€ of investments triggered in addition to the preparation of documents for EPC calls launch. The other Receivers, 2 from Slovenia and 1 from the Province of Girona, were able to draft their EPC Action Plan, which meant to carry out an in-depth territorial analysis, providing the involvement of about 220 municipalities with estimated investments of 66M€. The results achieved and the methodologies used were spread in the Receiver’s regions thanks to 5 dissemination events organised in May and June 2022 and participated by stakeholders and decision makers. The final conference was held in Girona on May 24, 2022 and attended by 40 participants, in person and online. Moreover the project was presented at 8 international events organised by other institutions, in particular during the final conferences of the Interreg Central Europe PROSPECT2030 and of the C-Track50 HORIZON2020 project. A database including all the stakeholders contacted during the project was set up. The development of the EPC simulation tool from a simple excel file to a web app was fine tuned. It is now freely available online for the institutions aiming to perform financial analysis of an EPC investment project bundling buildings belonging to different municipalities. It defines the conditions under which an ESCO can consider the investment sustainable from an economic and financial point of view, thus easing the EPC implementation in the MED Area.
