PROJECT DESCRIPTION H2MA brings together 11 partners from all 5 Interreg Alpine Space EU countries (SI, IT, DE, FR, AT), to coordinate and accelerate the transnational roll-out of green hydrogen (H2) infrastructure for transport and mobility in the Alpine region. Through the joint development of cooperation mechanisms, strategies, tools, and resources, H2MA will increase the capacities of territorial public authorities and stakeholders to overcome existing barriers and collaboratively plan and pilot test transalpine zero-emission H2 routes. H2MA’s integrated planning and implementation solutions for H2 mobility will enable the synchronised deployment of transnational infrastructure for freight and passenger transport (heavy-duty trucks and railway in the short-term, maritime and aviation in the long-term), in tandem with urban mobility planning (buses), amplifying the macro-regional impact of currently siloed initiatives. As a result, H2MA will contribute to climate change mitigation (by curbing GHG emissions), reduce air and noise pollution, and further support the growth of Alpine space as a sustainable transportation hub, significantly advancing the shift to low-carbon mobility. TERRITORIAL CHANGE H2MA will: 1. Improve the governance of green H2 mobility in the Alpine region, as over 20 policy authorities and 80 stakeholders will use and upscale project outputs (resources, tools, strategies), optimising mobility plans. 2. Boost the uptake of green H2 for heavy-duty transportation across the Alpine space by supporting infrastructure development for at least 2,000 H2-powered vehicles, thus contributing to saving approximately 240 thousand CO2 tons (per year) by 2030. 3. Unlock green financing and improve the cooperation framework between public authorities and businesses involved in green H2 mobility in the Alpine region, by deepening public-private synergies and harmonising policy planning with automotive and green H2 production and distribution value chains.

Actual Achievements (EN):

In the first period of the H2MA project, project partners, led by KSSENA, as the LP1 of the project, have successfully initiated the preparatory activities, crucial for the successful launch of the H2MA project in December. KSSENA, the LP of the consortium, has primarily shared all the necessary programme and project related documents and all the preparatory instructions to the partners. A first and preliminary Kick-off meting was organized online (on MS TEAMS platform), on the 19th of December 2022, by the previous Project coordinator Mr. Niko Natek. In January, the coordination of the project was taken over by Mr. Matevž Šilc (KSSENA), who is still actively running the H2MA project. The on-site Kick-off meeting was organized on the 22nd of February 2023 in Celje (Slovenia). At the on-site Kick-off meeting in Celje, the layout, workplan and workload of the H2MA project were thoroughly discussed and presented to the consortium. The first steering group meeting also took place at the venue. The project’s management and communication structure were developed, and the activities envisaged for the 1st period were also discussed in details. After the on-site Kick-off, KSSENA successfully prepared the working templates, all the communication material (including project’s poster) and developed the Communication strategy of the H2MA project. It was decided to use the MS TEAMS platform, as the official project’s database and digital working environment. It was also arranged to have all the virtual meetings convened on every first Tuesday of the implementation month. Thus, 5 virtual meetings were convened in the 1st project period. The virtual meetings were organized on the 19th of December (Preliminary Kick-off meeting), on the 24th of January, on the 7th of February, on the 21st of March, and on the 4th of April. With the general delay from the programme’s side, consequently, there has been some delay in the kick-off of the implementation of the activities A1.1, A1.2, and A1.3. At the first projection it was assumed that the implementation of the activities will start with the month of December, but as the month was filled with the absence of the partners, related to the Christmas and New year holidays, the kick-off of the activities was postponed to January. The schedule was tight, but nevertheless, the first activities started already in January. KSSENA (LP1), responsible for the development of the Activity A1.1, successfully developed the Methodology and tools for mapping green H2 mobility infrastructure gaps in Alpine space (D.1.1.1). By this activity the partners were collecting the intelligence on the already existing and planned H2 mobility infrastructure (hydrogen production plants, hydrogen refuelling stations etc.), which went smoothly, despite the lack of the capacity, justified from some of the partners. KSSENA (LP1) gathered all the input results, and successfully finished the A1.1 activity, with the development of the deliverable D.1.1.2 - Final report on green H2 mobility infrastructure gaps in Alpine space. The activity A1.2, led by EMS (PP3) and ITALCAM (PP11), was also initiated according to the AF’s work plan. EMS (PP3) developed the deliverable D.1.2.1 and provided the partners with the Input paper on planning specifications and requirements for setting up green H2 mobility routes. As it was envisaged in the AF, two study visits should have been organized within the activity A1.2, but since the EMS (PP3) lacked the capacity to organize one (explained in the box: Partner problems and deviations), the sole study visit, with the organisation of which the deliverable D.1.2.3 was developed, was organized on the 17th and 18th of April 2023 in Augsburg (Germany). The study visit was very informative and of good quality, as the partners connected with quite a few companies (important Green H2 value chain players), including the company Quantron, which is already successfully providing the H2 green mobility market, with the converted H2, HDVs, LDVs and personal cars. The final activity of the 1st period, Activity A1.3, was also successfully implemented within the boundaries of the workload and the workplan, slightly moving to the first two weeks of May. The deliverables D.1.3.1 – Methodology and tools for identifying H2 mobility planning models and parameters, and D.1.3.2 - Evaluation analysis on optimal H2 mobility planning models and parameters were developed by PVF (PP5), providing the partners with the first layout of the parameters crucial for the development of the H2MA tool (in the 2nd project period). The partners regularly engaged the stakeholders and observers in the implementation of the H2MA project. More than 30 observers and stakeholders participated at the Study visit in Augsburg (9 as participants from abroad). The observers and important stakeholders were also involved in the development of the partner inputs for activities A1.1 and A1.3. In the second period of the H2MA project, project partners, led by KSSENA, as the LP1 of the project, have successfully concluded the last details and the payments of the delayed WP1 activities, which were initiated in the first period of the H2MA project but were slightly delayed into the 2nd period, due to the reasons already justified in the first progress report. In the second project period of the H2MA implementation phase, partners immediately initiated the WP1 activities, envisaged for the implementation of the project in the 2nd period. Partners organized 4 virtual project meetings, two in-person project meetings, and 4 additional “Expert group” meetings, which were convened for the safe and sound development of the “H2MA planning tool”. The 2nd Steering group meeting was also convened within the workshop organized in Torino, within the activity A1.5. Generally speaking, the partners were meting on more than monthly basis, which was quite often, but also crucial for the high level of quality of the implementation of the H2MA project. In addition to the activities, foreseen for the 2nd period in the AF, partners organized the Study visit on the Urban Transportation, which was convened on the 19th and 20th of September in Strasbourg. After the meeting, the PP3 – EMS, delivered the only delayed deliverable from the 1st project period, The deliverable D.1.2.2 – Lessons learnt on planning specifications and requirements for urban H2 infrastructure. In addition to meeting on the 19th and 20th of September in Strasbourg, project partners also met in person in the Torino, within the activity A.1.5 – Joint development of the “H2MA planning tool”. The sound organisation of the “Workshop on organisational and thematic guidelines for the joint development of the “H2MA planning tool”, which was organized on the 11th and 12th of October 2023, was essential for the quality development of the tool. Partners met with the stakeholders of the project, project partners, H2MA tool developers and EUSALP members. One of the EUSALP members, Mr. Massimo Da Vià, who was also present at the workshop in Torino, gave some important guidelines & remarks for the development of the tool. Mr. Massimo Da Vià, recruited as technical expert by PP6 - CMTO. Mr. da Vià works at Environment Park S.p.A., the science and technology park for environmental technologies of Torino (ww.envipark.com). Since 2002 he operates on hydrogen sector charged of strategies, policy compliance and market intelligence activities, in support of public institutions and major EU companies of mobility, oil and gas and utility sectors. He represents the company inside the Hydrogen Italian Association H2IT in WG “permitting and regulation”, the National Energy cluster CTNE in WG “Hydrogen strategies”, and EUSALP AG2 “economic development” and AG9 “energy” as technical expert in support of Regione Piemonte. Mr. Da Vià’s inputs, highlighted some crucial aspects of the GIS planning within the tool. The 2nd period activities were otherwise implemented according to the Gant chart and AF’s plan, with the exception of two deliverables which were a little bit delayed in the 3rd project implementation period. The consortium of the project partners successfully initiated the Activity A 1.4 – “Development of the maturity scenarios on green H2 production and supply in the Alpine space, to improve transnational intelligence and coordination for green H2 mobility in the participating territories”. The deliverable D.1.4.1 – Guidelines for developing maturity scenarios, has been developed within the first half of the 2nd period, by the PP11 - ITALCAM. Based on the D.1.4.1, partners successfully gathered the inputs for the D.1.4.2, which was developed in the last days of October, by LP01 – KSSENA. Both deliverables were developed by AF’s time plan and workload. Activity A1.5 – “Joint development of the “H2MA planning tool” to cooperatively design transnational green H2 mobility supply and distribution networks across the Alpine space, was also initiated within the 2nd period. PP06 – CMT, successfully developed deliverables D.1.5.1 and D.1.5.2, also based on the Workshop in Torino, already mentioned before. The final act of the activity A1.5, was the development of the deliverable D.1.5.3 – H2MA planning tool. There were some delays, related to this deliverable, which are presented and justified in the section “Partner problems and deviations”. The Activity A1.6 – Integrating H2MA knowledge and resources into partnership territories’’ H2 and mobility strategies, was a little bit delayed within the 2nd period. The reason lies within the sequencing of the deliverables, since the developers of the D.1.6.1, had to wait at least for the first version of the D.1.5.2 to be developed, to include its results in their development. Due to these facts, the deliverable D.1.6.2, was slightly delayed in the 3rd project period, and was developed, within the first half of the 3rd project period. In the 3rd reporting period, the workload for the consortium of the H2MA project, continued as planned in the AF. As the LP of the H2MA project, KSSENA oversaw, monitored, and coordinated the overall implementation of the H2MA activities falling under the WP1 and WP2. At the start of the 3rd implementation period and as justified in the following box, project partners, primarily concluded the delayed deliverables of the WP1, before continuing with the workload of the WP2. With KSSENA being the LP and WP1 leader, micromanaging the activities in the first two project periods, the micromanagement structure slightly changed in the 3rd implementation period, as the coordination of the WP2 activities and its activity leaders, was overtook by PP05 – FLA, being the WP2 leader, as stated in the AF. PP05 coordinated, organized, and monitored all aspects of the WP2 workload, falling under the 3rd implementation period. The WP2, which was based on the previous learnings and the deliverables (especially D.1.5.3 – “The H2MA planning tool”) developed in the first two project periods, began with BSC KRANJ (PP02) developing the deliverable D.2.1.1 – “Pilot-testing action plan with guidelines on how to establish and manage Local Working Groups” and COD (PP10) developing D.2.1.2 – “Training package on green H2 mobility planning”. Both deliverables were produced and prepared as a baseline for the organization of the Local Working Groups (LGWs), which were organized by each participating region and all the H2MA partners. The organization of the LGWs was supported by the WP2 leader (FLA – PP05), which also organized the Global Stakeholders Meeting (serving as the global “pre-event” of the LWGs) on the 18th of March 2024. Shortly after the “Global Stakeholder Meeting” kicked off, the partners began to organize their respective LWGs. Surprisingly, the process took a lot of time, since there were some time delays due to the effort of persuading and engaging the right stakeholders, with the ability to clarify the regional H2 infrastructure-related strategic objectives and milestones. This action was crucial for the development of the scenarios in line with activity A 2.2. Due to the slight delay of the LWGs and the overall delay, which had been going on from the start of the project, both documents of the deliverables D.2.2.1 and D.2.2.2, were also slightly delayed in the 4th project period and were finalized in June and July of 2024, as there was a high need of providing a complete overview on partner insights and inputs for their “green hydrogen route” scenarios. The delay was however minor, as the process of collecting insights already began in the 3rd period, and thus only the development of the final versions of both documents was delayed. In line with the communication and the management workload of the H2MA project and the Interreg Alpine Space Program, KSSENA as the LP of the H2MA project, organized regular virtual consortium meetings and additional consortium meetings, according to the advancements in line with the planned activities. KSSENA monitored, oversaw the implementation, and controlled the finances of the project. At the start of the 3rd implementation period, KSSENA submitted the 1st progress (2nd overall project) report and also initiated the “Request for change” procedure, coordinated and overseen by the JS and the MA, primarily, to deactivate the PP10 (COD) and activate the PP12 (COD IT), and also to reflect additional minor changes on several details in the AF. All the partners also produced the 2nd project partner report and KSSENA clarified all the points for clarification of the 2nd project report. KSSENA regularly updated the H2MA webpage, and social media pages and produced the 2nd project newsletter. In line with the communication and dissemination objectives, KSSENA and other PPs disseminated the project materials to the recognized target groups through different communication channels. The project steering group was convened according to the needs of the consortium or was engaged by the written procedure. There were only minor travel activities in the 3rd reporting period, and the consortium did not meet physically. In the fourth implementation period of the H2MA project, the consortium's workload progressed as planned. KSSENA, as the project coordinator, effectively oversaw and coordinated activities under Work Package 2 (WP2). At the beginning of this period, project partners focused on completing delayed deliverables from WP2 due in the previous implementation period. KSSENA maintained its role as lead partner and WP1 leader, ensuring consistent micromanagement of activities, with PP04 – FLA coordinating and monitoring all aspects of WP2's workload. WP2 built upon resources from earlier work packages, particularly focusing on finalizing delayed deliverables such as Activity 2.2, which involved designing transalpine green hydrogen mobility plans for various transport modes. The completion of two key deliverables—D.2.2.1 (Summary report of Local Working Group meetings) and D.2.2.2 (Compilation of territorial green H2 route plans)—was slightly delayed due to challenges in engaging stakeholders for Local Working Group (LWG) meetings. Deliverable D.2.2.1 was finalized by May 2024, while D.2.2.2 was completed in June 2024. After addressing these delays, the consortium moved forward with Activity A 2.3, organizing a peer-review workshop on June 19, 2024, to establish a common trans-Alpine green hydrogen mobility masterplan. This workshop facilitated valuable discussions and insights that were incorporated into Deliverable D.2.3.1 (Peer-review guidelines). Following this, work began on D.2.3.2 (Green H2 route masterplan for the Alpine space) in early July but faced interruptions due to summer breaks. This deliverable aimed to present a comprehensive overview of green hydrogen routes and infrastructure across the Alpine region. To gather further stakeholder input on the green H2 routes plan, additional LWG meetings were organized, reflecting the project's focus on collaborative planning through stakeholder engagement. However, delays persisted in producing Deliverable D.2.4.1 due to the need for input from these meetings. Throughout this period, KSSENA ensured financial oversight and submitted the second financial report while maintaining communication with its Joint Secretariat officer, Mr. Nuno Madeira. All partners contributed to the third project partner report, clarifying points from previous reports. KSSENA also managed communication efforts by updating the H2MA website and social media channels and producing the fourth project newsletter to disseminate information to target groups effectively. The project steering group convened as needed, although physical meetings were limited due to travel constraints. In summary, while challenges arose in stakeholder engagement and deliverable timelines, the consortium remained committed to advancing green hydrogen infrastructure planning within the Alpine region as part of its broader objectives for sustainable mobility solutions by 2030 and beyond. In the fifth implementation period of the H2MA project, the consortium's workload progressed substantially as planned, though some WP2 activities experienced delays stemming from issues in the first four periods. KSSENA, acting as project coordinator, effectively managed and monitored activities under Work Package 3, launched this period, as well as those from WP2 that had been carried over. Delays from prior periods have been steadily minimized, so by the 4th period, the only deliverable still overdue from the period was D.2.4.1 (“Comparative analysis of pilot results and joint lessons learnt”). Output 2.1 was also slightly delayed during the first two months of this implementation period. KSSENA oversaw the finalization of these delayed WP2 deliverables—D.2.4.1, developed by PP08 4ER, and Output O 2.1, “Common green H2 mobility routes” by PP04 FLA—both completed before the production of Progress Report 4 (PR4). In this period, WP3 was initiated. Initially, PP03 EMS was designated as WP3 leader, but, having declared incapacity, the coordination was taken over by partner PP05 PVF. The planned WP3 workload continued as outlined in the Application Form. KSSENA implemented regular coordination meetings with PP05 PVF and its project manager, Mr. David Richard-Molard, maintaining close oversight. KSSENA, as Lead Partner, also coordinated the production of WP3 deliverables: D.3.1.1 (“Implementation handbook on using the H2MA approach in green H2 mobility planning”) by PP11 ITALCAM; D.3.1.2 (“Governance model for monitoring H2 infrastructure roll-out and planning”) by PP07 KPO; D.3.2.1 (“Roadmap for developing H2 mobility valleys and creating synergies”) by PP12 COD IT; D.3.2.2 (“Strategic framework for interoperability”); and D.3.2.3 (“Policy harmonization recommendations”) both by PP02 BSC KRANJ. All were finished on time by the end of period five. KSSENA also organized regular meetings with international, national, regional, and local stakeholders and decision-makers, and coordinated with the partnership and program bodies. In January, KSSENA, as LP, submitted the fourth progress (financial) report at project level and responded to clarifications from the JS and MA in March. Partners cooperated efficiently through this period, experiencing only minor setbacks. Throughout, KSSENA ensured financial oversight and submitted the second progress report, maintaining communication with the Joint Secretariat officer, Mr. Nuno Madeira; coordinator Mr. Matevž Šilc held online meetings with him to address potential issues. All partners contributed to the 4th partner report, clarifying previous points. Additionally, the JS was asked to merge two workshops— training workshops (A 3.3) and matchmaking workshops (A 3.2)—to optimize outreach and ensure broad participation by key stakeholders. The event was split into two sessions, each dedicated to a specific workshop type. A planned Brussels EU-wide policy development workshop with FEDARENE proved unfeasible, so KSSENA and PP03 EMS organized a successful Strasbourg event instead, held in May, with over 50 participants. Since it was slightly into the sixth period, it will be reported in the final progress report. Communication-wise, KSSENA produced material for the H2MA website and social media and issued H2MA newsletter No. 5. Stakeholder engagement was strong: KSSENA oversaw the participation of H2 value chain actors in multiple project activities. EUSALP AG 4 and AG9 leaders and members were regularly updated, with KSSENA taking part in relevant AG meetings and events. As envisaged, KSSENA managed spending, finances, and administrative duties in its Lead Partner role.

Clean Hydrogen Joint Undertaking (EN) | H2MA will draw from the Undertaking’s (and its previous version, Fuel Cells & Hydrogen JU) pool of knowledge, through KSSENA’s involvement with the ‘Cities and Regions initiative’, making use of its ‘European Hydrogen Refuelling Station Availability System’ and ‘Observatory’. To that end, the project will make use of relevant project resources (e.g., h2-map.eu), to identify gaps in H2 infrastructure for transnational and urban heavy-duty transportation vis-à-vis territorial hydrogen strategies. (EN), H2ME2 (EN) | H2MA will a) synergise with H2ME2 partners located in the Alpine region so as to work together in WP2 Local Working Groups, as well as in WP3 matchmaking workshops, setting up a public-private collaboration framework; and b) take into account technical and supply chain solutions developed by H2ME2, as the project performed a large-scale market test of hydrogen refuelling infrastructure, passenger and commercial H2-powerd vehicles across the EU. (EN), E-SMART (EN) | H2MA will build upon the e-SMART project to develop its transnational cooperation approach. In particular, it will a) valorise the knowledge on transnational mobility planning acquired by partners BSC, PVF, COD who are common between the two projects, b) use the ‘e-SMART Mobility Road Map’ as complementary input for planning zero-emission H2 routes, and c) valorise the Smart Energy Toolkit when developing approaches for RES energy integration with H2 infrastructure. (EN), e-Moticon (EN) | H2MA will build upon the e-Moticon project to develop its transnational cooperation approach. In particular, it will a) valorise the knowledge on transnational mobility and interoperability planning acquired by partners BSC, PVF, and RL, who are common between the two projects, and b) use the ‘e-MOTICON’ whitebook and guidelines on integrating infrastructure as input for planning zero-emission H2 routes. (EN), DINAMHySE (EN) | DINAMHySE was launched in 2019 under the "Be Est Filières" call for projects, to drive and accelerate the development of an industrial hydrogen sector in the Grand Est region, FR. To that end, it will result in commissioning 10 stations powered by locally produced hydrogen, introducing 500 light utility vehicles and 20 HDVs, as well as the production of 9,000t of carbon-free H2. H2MA will take into account these H2 infrastructure network when designing zero-emission H2 commercial routes in WP2. (EN), H2 REAL-WORLD LABORATORY BURGHAUSEN / CHEMDELTA BAVARIA (EN) | The Laboratory, in which ITALCAM’s members actively participate, aims to become the nucleus of the Bavarian industrial H2 economy, planning to initiate H2 infrastructure for rail, heavy-duty and local public transport. H2MA will synergise with the Laboratory to a) jointly work in WP2 Local Working Groups and WP3 matchmaking workshops, setting up a public-private collaboration framework; b) take into account infrastructure solutions developed by the Laboratory. (EN), Hydrogen Valley in the SAŠA region (EN) | The Municipality of Velenje in Saleska valley aims to develop a hydrogen ecosystem, focusing on zero-emission public transport. The project, in which H2MA LP KSSENA is involved, will include the construction of a H2 refueling station, modernization of bus fleet with H2 HDVs and EVs, and upgrade of local H2 production facilities. H2MA will include the Municipality in WP2’s Working Groups, using as input the local infrastructure plans. (EN), ALPGOV 2 (EN) | AlpGov 2, an EUSALP project led by RL, horizontally enhances the Strategy’s governance structures and mechanisms, to mainstream policies and improve collaboration with stakeholders. H2MA will make use of a) AlpGov 2’s innovative & integrated approach for governance when establishing Local Working Groups in WP2, especially as regards target groups’ involvement, and b) the synergies mapped by AlpGov 2 between funding instruments and investments, to conduct matchmaking and develop WP3 resources. (EN), H2iseO (EN) | H2iseo aims to achieve a Η2-powered railway mobility and transform the region of Lombardy into the first Italian "hydrogen valley", with a RES district that includes production, storage, distribution, and consumption of H2. The project will make use of H2iseO by a) taking it into account when designing zero-emission H2 commercial routes in WP2, b) strengthen and extend the public-private collaborations that already exist, through WP2 Local Working Groups and WP3 matchmaking workshops. (EN), SOLEZ (EN) | SOLEZ, an Interreg Central project, aimed to improve low-carbon mobility planning for cities, assisting in updating regional strategies and developing smart services around the concept of Low Emission Zones (LEZs) in urban areas. H2MA will capitalise the knowledge on low carbon mobility acquired by CMT, which was a project partner, and in particular it valorise SOLEZ’ ‘E-Bus Planning Tool’ methodological approach and lessons learnt to develop the H2MA H2 route planning tool in WP1. (EN), R-Hynoca (EN) | R-Hynoca, a joint venture between R-ENS and Haffner Energy, will produce clean H2 from locally sourced biomass and will provide refuelling services to the local transport industry. H2MA will valorise R-Hynoca by a) visiting the facility during WP1, to better understand planning requirements, b) involving the R-ENS and Haffner Energy into WP2’s Local Working Group, as well as c) WP3’s matchmaking workshops, to further develop green mobility collaborations in the Alpine Space. (EN), UMOS (EN) | UMOS, an EIT Urban Mobility project, aims to develop a pan-European urban mobility operating system, to offer a one-stop platform for customized and optimised mobility. H2MA will capitalise on the knowledge on multi-modal mobility acquired by EMS, a project partner and EIT Urban Mobility core member, by using a) UMOS’ business model as an example for WP3’s matchmaking workshops and b) UMOS’ methodological and lessons learnt to develop the H2MA route planning tool in WP1. (EN), EUSALP Action Group 9 (EN) | H2MA will establish a two-way communication channel for synergies development with EUSALP Action Group 9, consolidated through RL (group member) and the Slovenian Ministry of Infrastructure (group member; KSSENA’s observer), by involving AG9 leadership and members in A1.5, A2.3, and A3.3 meetings and events, to a) provide feedback on key activities, b) develop data sharing synergies with AG9 H2 studies, and c) integrate the H2MA transnational green H2 mobility masterplan in AG9 planning. Contribution to wider strategies and policies:

EUStrategyAlpineRegion H2MA contributes to the objectives of EUSALP Strategy Thematic Policy Areas 2: ‘Mobility and Connectivity’ and 3: ‘Environment and Energy’. H2MA will ensure close cooperation with a) AG9 and the ‘Green Hydrogen for the Alps’ initiative and b) AG4 (under priority TA3-Smart and low-carbon mobility), with the aim to synergise and develop common strategies. The JS will act as a liaison with AG9 and AG4, and H2MA observers that are AG members will brief the LP on both AGs’ workplan.
EuropeanGreenDeal H2MA is aligned with the EU Green Deal’s ‘Hydrogen Strategy’ (COM(2020) 301 final - 8.7.2020) as it will play a crucial role in facilitating and pilot-testing policy solutions to streamline H2 infrastructure development in a key climate-threatened EU economic & transportation macro-region. To that end, the project will build critical mass for the scale up of H2 production and demand, as well as for clean energy from renewables, contributing to a climate-neutral and zero-emissions EU.
TerritorialAgenda2030 H2MA tackles climate change in a sensitive EU macro-region, outlined as a key challenge in the EU Territorial Agenda 2030, and promoting at the same time the territorial priority ‘Green Europe’. This is achieved by facilitating the introduction of clean energy in H2 mobility and the development of zero-emission transnational routes, thus coupling the societal transition to a climate-neutral economy with solutions to improve air and noise quality, mitigating climate change.
Other H2MA will support the achievement of the Sustainable and Smart Mobility Strategy milestones, as it will contribute to a) the 30 million zero-emission vehicles goal in EU roads (2030), as well as b) the zero-emission heavy-duty vehicles goal (2050), by supporting the design of zero-emission routes and relevant infrastructure roll-out across a key EU transportation hub and GHG emissions producer, the Alpine region.
Other H2MA will translate into action Alpine Convention’s Climate Action Plan 2.0 and Alpine Climate Target System in the field of transport. By supporting the efforts to decarbonise commercial and urban HDVs, H2MA will specifically assist in realising Target 4 (Decarbonised transport fleet) through Pathways 1 and 3 (decarbonise freight & public transport); that way, the project also contributes to the "Sustainable transport" priority (2017-22 Programme) and Transport Protocol’s first objective.
Other H2MA is aligned with the ‘Alternative Fuels Infrastructure Regulation’ (under review; to replace the older Alternative Fuels Infrastructure Directive) of the ‘Fit for 55’ package (COM(2021)550 final). The project, by coordinating the transnational infrastructure roll-out of green H2 in the Alpine region for heavy-duty transportation, will contribute to achieving the accelerated infrastructure roll-out targets envisioned by the Regulation until 2030 (as it stands by February 2022).
Other Slovenia is on track to develop its National H2 Strategy in 2022/23, which is expected to dictate that 7% of fuel consumption, particularly in the transport sector, can be met by green H2 until 2040. KSSENA participateσ in the strategy’s drafting working group as technical partner; in this capacity, it will employ H2MA’s planning approach and knowledge to suggest a) optimal infrastructure roll-out for transalpine routes, and b) H2 ecosystem development pathways for coal-dependent regions.
Other The ‘Action plan on Alternative Fuels Infrastructure’ (2019) of the Slovenian Ministry of Intrastructure prescribes H2 infrastructure roll-out, under Directive 2014/94/EU (transposed in 2017). KSSENA cooperates directly with the Ministry’s working group that monitors and yearly revises the plan’s measures; KSSENA will improve 2022-24 planning by proposing a) increased deployment targets for H2 infrastructure, b) coordination with Alpine countries, and c) green H2 quotas in the trasport sector.
Other The Regional Development Programme (RDP) of Gorenjska 2021-2027 includes measures and investments to promote alternative fuels infrastructure (under Objective 6.5 ‘Green Connected Gorenjska’; Measure 6.5.1 ‘Introduction of smart mobility modes on alternative fuel sources’). BSC is the author and managing authority of the RDP; H2MA knowledge will enable BSC to establish a Regional Mobility Centre and steer RDP funds towards projects that promote green H2 refuelling infrastructure.
Other Austria’s H2 Strategy (2022) de-prioritises H2 transport applications. 4ER, as a research partner and consultant to the Ministry of Environment (BMK), will use H2MA knowledge and pilot results to suggest the re-prioritisation of green H2 for mobility in the strategy’s upcoming 2023 consultation. Also, policy and governmental observers (BMK, Land Carinthia, AustriaTech) will safeguard that H2MA plans and A1.6 recommendations for Austria comply with both national and regional H2 strategies and infrastructure plans for the transport sector.
Other The Strasbourg Climate Plan 2030 (2020) outlines measures to promote the development of an infrastructure network for H2 mobility and relevant technological innovations, under Priorities 1.2 “Improve air quality for all” and 1.2 “Promoting sustainable mobility”. Through H2MA, EMS, the owner and implementer of the Plan, will improve its knowledge on how to coordinate the territorial H2 roll-out and achieve 2023 targets, creating synergies between HDV and port H2 refuelling infrastructure.
Other Baden-Württemberg adopted a H2 Roadmap (2020), in which the creation of refuelling network and introduction of H2-powered HDVs in public and commercial transportation feature prominently. KPO will valorise H2MA resources and pilot experience to a) coordinate H2 infrastructure roll-out in tandem with the ongoing H2-SO project (mapping regional H2 demand in mobility, funded by Baden-Württemberg Ministry of the Environment) and b) accelerate local business ecosystem development.
Other PVF was one of the primary authors of the Bourgogne-Franche-Comté H2 Roadmap (2019) and participates in its monitoring (as the Region’s thematic expert). Drawing from the H2MA experience and planning approach, PVF will a) provide suggestions on how to streamline the regional investment planning under a transalpine angle, and b) suggest revisions to the Roadmap’s sections 4 (‘Mobility uses’) on H2 infrastructure combinations for trains and HDVs.
Other PVF was one of the primary authors of the Grand Est H2 2020-2030 Strategy (2020) and participates in its monitoring (as the Region’s thematic expert). Based on H2MA pilot results and resources, PVF will aim to steer the Strategy’s implementation towards a) widening green H2 mobility applications, promoting the coordinated infrastructure roll-out for HDVs, trains, and ships, and b) securing the growth of relevant business ecosystems, by identifying and encouraging public-private synergies.
Other CMT is in the process of drafting an Urban Logistics Plan (to be finalised in 2023), which will feature H2 as a decarbonisation solution for mobility and industry. As its main author and implementer of the Plan, CMT will valorize H2MA resources, planning approach, and pilot results to a) fine-tune planning requirements for H2 mobility refueling infrastructure, b) promote the connection of H2 production and distribution ecosystems with renewable energy production.
Other The Piedmont H2 Valley Protocol, a collaboration framework with the Italian government for the H2 roll-out in the region, aims to accelerate infrastructure development in the mobility sector and promote R&D efforts. Through its H2MA involvement, CMT, as a key actor in realizing the Protocol, will support it by a) streamlining and unlocking relevant investment opportunities (through WP3), b) improving the location planning of upcoming refuelling infrastructure (via WP1 resources and WP2 pilot).
Other Lombardy Region is on track to develop a H2 Strategy in 2024, with particular reference to the mobility sector in the Alpine area. H2MA experience, resources, and pilot results will be integrated in the upcoming strategy in the following ways: a) WP2 pilot results will be used to plan infrastructure roll-out and set targets for refuelling stations, and b) the WP3 business development approach will be used as a model to set up the regional H2 mobility business ecosystem.
Other Strasbourg, KPO, and PVF, in collaboration with regions, municipalities, and green H2 mobility actors across the river Rhine (within and beyond the Alpine space) are planning to initiate in 2023/4 an interregional H2 strategy to coordinate H2 port infrastructure. H2MA will function as the precursor to the envisioned pan-Rhine H2 strategy, which will aim to coordinate separate territorial H2 strategies, emphasing interconnections with renewables, marine, and road transport.
