Deliverables:
- Coordination group for Framework development / The expertise of partners is assembled into a small coordination group that focuses on developing and improving the framework and finally drafting the strategy advise. The group will work together regularly and have meetings at least every 3 months.
- Coordination group for mainstreaming actions / A coordination group is set up to develop the necessary products and align with all pilot activities in the WPs and coordinates the interactions with WP1 and WP3.
- Coordination group for capacity building / A coordination group is formed to coordinate the development of products and the capacity building instruments to take place within the partnership, with partners in cooperation with target groups and for future professionals.
- Development of an initial framework for mainstreaming of NBS in the NSR / Based on the existing ISBAM framework an initial framework is developed including an overview of the strengths, weaknesses and gaps in the framework that exist on an EU and transnational level that will be addressed during our project.
- Development of a survey to assess progress in pilots / Development of a survey to assess 1) the starting situation on the pilot sites considering the natural and governance situation and the barriers and opportunities for mainstreaming, and 2) assess intermediate and final results of actions.
- Developing a system for sustained availability of data / Development of a data storage system and manual to realise that data collected in pilots and analysed in WP1 and 2 are accessible for future use by partners and third parties for education, research, and other professional and policymaking purposes.
- Intermediate evaluation of pilot results for upscaling & mainstreaming approaches / In interactive partner meetings the results of the pilots (WP2) are reflected upon with the aim of gathering input on how the pilots contribute to regional or national upscaling and mainstreaming strategies of NbS. This is set up jointly with WP3.
- Data gathering for baseline assessment in the pilots / In all pilot sites necessary data will be collected by the pilot owners in cooperation with the pilot coordination team and relevant stakeholders at the start, middle and end of the project.
- Transnational exchanges / The assessments and joint experiences in WP2 are discussed and further advanced to increase the capacities of the partnership for mainstreaming NbS, while providing input for tools for external capacity building.
- Reflection meeting / During the development, the framework will be reflected upon regularly by high level policy makers and decision makers of observing organisations to test applicability for use and secure adoption.
- Baseline reports / Per pilot a baseline report is made providing insights in the actual situation, and barriers and opportunities for mainstreaming. For insights on project level a synthesis report is made.
- Develop and deliver transnational learning workshops / Develop learning workshops including opportunities for discussion and exchange of ideas with target audiences from within the NSR and deliver as part of local site visits.
- Update of generic mainstreaming framework on EU NSR level / The initial framework will be updated in two steps. The framework will outline the way to initiate, upscale and mainstream NbS in EU (NSR) countries. It builds on the outcomes of WP2 and WP3.
- Implementation and validation of mainstreaming actions in the pilot sites / Based on the baseline results promising mainstreaming actions are implemented and validated in the pilot sites, involving all necessary target groups.
- Collection of capacity building instruments for mainstreaming NbS in organisations / Instruments that support the ISBAM framework and are helpful for mainstreaming NbS for different target groups are collected and refined based on the pilots in WP2, and transnational reflections. These will be incorporated into existing platforms.
- Translation of framework in national strategy advice / Based on the generic final framework, the reflections of observers, and the results of the pilots (WP2), national policy and EU briefs are generated that assist organisations in application of the framework in their specific contexts.
- Stakeholder meetings in pilot sites / In all pilot sites stakeholder meetings are organised to discuss and reflect on proceedings considering the mainstreaming activities. Results will be input for the assessments and internal reflection meetings of WP1 and WP3.
- Student competitions for the next generation of coastal managers / Competitions are developed for students and young professionals. These offer opportunities to learn state-of-the-art techniques and engage with professionals from various countries.
- Share progress on framework development / Develop and execute a plan to share updates with targets on framework development by distributing key findings through e.g. LinkedIn posts, articles in specialized magazines, infographics and presentations.
- Assessments of pilot activities / Mid- and end term assessments on the process of mainstreaming based on the standard survey per pilot and syntheses reports. Outcomes are inspiring use cases that feed into the enabler framework (WP1) and capacity building initiatives (WP3).
- Curricula for the next generation coastal managers / Lessons learned on capacity building for mainstreaming and upscaling of NbS for the next generation are translated into updated curricula of the involved educational institutes.
- Stimulate dialogue / Create dialogue by organising special project sessions and workshops, by participating in site visits and attending conferences.
- Recommendations for strategy development / Based on the experiences of WP2 recommendations are generated that feed into the strategy development of WP1.
- Raise interest for (the framework for) mainstreaming NBS / Develop a plan to share motivational mini-documentaries, and written stories of use cases and lessons learned with target audiences within NSR through e.g. social media (LinkedIn) and specialized magazines.
- Engage local/national (target)audiences / Jointly develop and execute communication plans for each pilot site aimed at the local/regional level to actively engage with progress made including e.g. social media and newspapers.
- Promote all tools, data and other project outcomes / Develop and execute a plan to locally promote concrete project outcomes with target audiences and invite them to reflect and contribute e.g. via social media, webcasts, and academic events.
- Organize international local site visits / Organize local site visits which create opportunities for discussion and exchange of ideas with transnational target audiences from within NSR.
Contribution to wider strategies and policies:
- The project directly contributes to the EU Green Deal, in particular the EU Adaptation strategy, which aims to make adaptation smarter, swifter and more systemic, and to step up international action on adaptation. MANABAS COAST does exactly this by creating a framework for mainstreaming NbS, while building upon existing knowledge in the NSR. This will take place by on-the-ground action and implementation, education of future generations, but also by policy learning on national and EU levels.
- The project will play a significant role in the alignment of biodiversity goals as stipulated in the Biodiversity Strategy for 2030 with FCERM. It does so by providing solutions for technological, social and institutional barriers that can occur throughout the life cycle of a NbS. Our project partners include nature conservation agencies and public authorities that play a leading role in nature conservation. Nature conservation organisations are key stakeholders providing knowledge to all WPs.
- The project contributes to the Maritime Policy and specifically the development of a sustainable blue economy. The EU agenda for the blue economy promotes the development of NbS in coastal areas to preserve biodiversity and landscapes, while benefitting tourism and the coastal economy. This is at the centre of MANABAS COAST. It contributes to an approach that creates resilience to climate change as well as opportunities for a sustainable development of maritime services and coastal development.
