Deliverables:
- Develop hubs and remodel the structures for long-term Multi-Helix inclusion / Strategic focus and helicopter perspective over hubs. What happens when we fully recognize and remodel the local structures for a long-term inclusion of the Multi-Helix model? 1 joint report and 10 hub specific.
- Mapping of the partners rural areas / Descriptive desk research on local characteristics, collection of available local data, and mapping of local individuals, businesses, authorities, organisations and groups as potential participants in innovation processes.
- Development of comparative framework / Multi-Helix helixes are complex systems with vertical and horizontal spheres and interactions. These must be made operational. An online-monitoring system of the helix transformation will be developed
- Identify and visualise the regional innovation ecosystems and communicate strategically with it / Each hub has identified their regional innovation eco-systems and started to strategically communicate with them regarding needs and conditions, as well as local strengths. 10 hubs communicate TO the innovation system and ABOUT the innovation system.
- Identification of local Multi-Helix innovation stakeholders, networks and workgroups / Hosting & facilitation of recurring local events that create engagement across sectors and within different organisations/groups with the aim of identifying & fostering innovative ideas and create strong local Multi-Helix partnerships and workgroups.
- Collection of data from the individual hubs / Structural & activity related data from hubs will be collected & made operational. Activities at local hubs will be compared transnationally using a framework of indicators e.g. Self-reflectiveness Co-creation Resilience-mindness Openness Path-Independency
- Develop hubs by linking them to the regional innovation eco-systems in a structured way (strategy) / Strategically link hubs to identified innovation systems. Aggregate hubs knowledge & experiences for a joint report on how to create a structural linkage and increase rural innovation support. Related to how rural areas can implement the Green deal
- Development of a typology of Multi-Helix hubs / The individual hubs will be assigned to specific types relating to their structure and development. This typology will reflect upon the above mentioned indicators.
- Conceptualising local hub Multi-Helix smart specialisation innovation processes into local context Multi-Helix pilot actions / With knowledge supply and process assistance for smart specialisation from WP3 the local hubs will compile local context concepts for development and implementation of Multi-Helix innovation pilot actions
- Connect hubs to each other / Hubs form a transnational network. All hubs will meet at annual partnership conferences with the purpose to integrate hubs with each other (in total 7 physical meetings). The physical meeting will then be complemented with monthly digital ones.
- Testing, assessment and evaluation. Local context Multi-Helix innovation pilot Best Practice / Data for testing, assessment, evaluation is collected from activity 1-3 and processed for further qualification of hub innovation processes by support partners. The data will also be used for analysing local Multi-Helix innovation pilot Best Practice
- Supporting and hindering factors in the local transformation to Multi-Helix helix structures / Supporting and hindering factors will be identified for the relevant types; interventions to transform or improve the network will be identified. Special attention will be paid to sustainability and training.
- Coordinate activities and WP:s / Project leader coordinates activities with WP-leaders to ensure joint development and WP-coordination WP:s are closely related and need coordination between WP1 (strategic hub development)WP2 (Multi-Helix pilots)WP3 (supportive evaluation and inputs)
- Dissemination of learning from local context pilot actions / Wide-spread communication of knowledge, learnings, experiences, and results from implementation of local pilot innovation processes. Focus on added value from transnational cooperation and/or from Multi-Helix approach.
- Pathways to Multi-Helix / Following the analysis of Multi-Helix hubs and their typology actors and stakeholders will be provided with suggestions relating to their further improvement. An online-monitoring system will demonstrate the development towards Multi-Helix hubs
- Network and joint coordination between support partners / The support partners will gather in a network where they coordinate the support they offer to local hubs (The collection of the joint tool box).
Contribution to wider strategies and policies:
- The Green Deal sets ambitious goals for fighting climate change and transforming the economy. SIRR contributes to green transition, circularity AND to some of the preconditions of the Green Deal implementation: No person or place left behind; engaging citizens in social innovation and all able to benefit from the transition fairly. By ensuring Multi-Helix approach and better balance between rural and urban areas SIRR will deliver to the Green Deal at both precondition and green transition level.
- SIRR is in line with the renewed Circular Economy Action Plan. The action plan sets ambitious goals - also in the normative area, as it has as an explicit goal that circularity and sustainable products should be the norm in Europe. SIRR contributes to: implementation of a circular & sustainable mindset in innovation processes supports that circularity/circular economy works for people and communities by developing sustainability and circular competences of decision makers, companies and citizens.
- SIRR connects to "A SMART NORTH SEA REGION" by working for local smart specialisation strategies that strengthens rural areas capacity for new and innovative industries and economic diversification (resilience) that ensures viable jobs in all parts of the region. The increased innovation capacity due to SIRR also leads to higher employment rates. SIRR has a focus on sustainability where circular economy models and marine resources, tourism and digitalisation are important for the partners.
- SIRR contributes by working for the better of rural areas so that its citizens, associations and enterprises can reach the same level of support regarding innovation and sustainability as urban areas. Local cohesion is a focus in SIRR, as a way of counter-balance the urbanisation trend. Multi-Helix will bring together various society groups who must cooperate to balance sustainability, competitiveness and resilience through participative and innovative integrated territorial development.
- SIRR contributes to the strategy by having a focus on connecting rural hubs to the regional innovation eco-system and in that way link SME to innovation support. SIRR will also increase skills regarding sustainability and green business models for SME at rural locations - as a way of making sure they are ready for the demands of tomorrow where sustainability will be of major importance.
