Understanding, processing and utilising relevant data from a wide range of sources has become a central component of digital transformation in both the public and private sector. In this context, gaining insight and developing methodologies towards establishing data-driven services contributes to so-called "data sovereignty". However, such potentials are far less exploited for municipal and regional authorities than for national and federal administrations or private businesses and industry. Among many of its kind, an analytical report published by data.europa.eu in 2020 emphasises technical barriers, limited awareness and lack of legal and organisational support as the main obstacles to data-driven solutions in municipalities, coupled with technical complexities as well as insufficient standardisation and interoperability mechanisms. Despite various fruitful initiatives already implemented, municipalities require continuous, practical hands-on support, an environment of knowledge exchange as well as inspirational use cases to help advance their digital transformation. Data for All (D4A) empowers municipalities and regions of varying sizes, both in rural and urban settings, to effectively manage data and translate their learnings into digital services. D4A will create local data ecosystems, thereby equally considering technical, organisational and regulatory or ethical aspects of affordable, scalable and sustainable digital public services. Nineteen partners from seven nations will jointly develop and test seven pioneering data-related concepts in the fields of mobility, energy, sustainability, tourism, transparency and economic development. The knowledge acquired will form the "D4A roadmap", a digital transfer tool providing a step-by-step guide for municipal and regional authorities in the NSR and all over Europe. D4A will create a community around data utilisation, enabling municipalities and regions to become active contributors in the age of data.

Actual Achievements (EN):

Like a solid vessel, the Data for All project has embarked on an exciting journey across the North Sea over the past 2 years. Slow but steady, necessary preparations were made in each of the 7 regions to bring together a team of relevant stakeholders to get on board and set sail for an important journey towards supported and informed data-driven policy making. The consortium has grown collectively in the Data for All project as knowledge and awareness of the project goals and common regional challenges increased. Supported by Leiedal and aconium as project management team, and the continuous support offered at the level of reporting, communication and financial related topics, the group has matured in a strong Northsea region consortium. A WP-Leads team was established, assuring close follow-up on all work plan related activities based on close contact and collaboration with the involved partners. WP1: A first collection round of academic and knowledge articles was carried out, which will be made available with related metatexts and be linked to 7 defined data related tags. Next step is finding a user friendly method to share relevant content and topics online in an accessible and comprehensible way. WP2: Several workshops took place aiming at defining the method and content leading to the developement of the D4A Training Modules, the Solution Pool and the Data for All Roadmap. Inspiring brainstorm sessions led to first steps in the development of training modules, e.g. two training modules focusing on ethical and juridical topics. WP3: The 7 pilot regions made good progress in their activities and included this in their PSAP (Pilot Strategy Action Plan). The 'once a month meetings' were initiated: monthly pilot-oriented 1hr online meetings for frequent internal exchange of pilot activities. WP4: Setup of 'data for us' internal newsletter to further intensify internal D4A cooperation. Next steps have been made for the development of D4A podcasts and brochure.

D4A Kick-off / At the kick-off meeting in BE, partners focus on building a common understanding on the project overall plan. Under the WP1 lead, they define a detailed procedure for developing the D4A knowledge pool.
Internal knowledge exchange structure / D4A creates an internal exchange structure for pilot regions and research partners to share knowledge and experience. In this way, pilot findings will enrich research, and academic knowledge will support pilots in their implementation.

Pilot 7: Open data strategy toolbox in Kungsbacka / The Kungsbacka pilot designs and develops a standardised Open Data toolbox as a digital service which will automatically assist municipalities in setting up open data platforms based on individual capabilities. Moved to outputs to avoid duplication as requested by the Monitoring Committee.
D4A pilot-oriented partner meetings dedicated to knowledge sharing / Six partner meetings will be organised in year 2 and 3 in FR, DE, NO, SE, BE and SE with the aim of sharing technical knowledge and fine-tuning the process and development in pilot implementation as well as requirements and learnings to other WPs.
D4A tandem workshops / Pilot consortia organise together regular tandem workshops (at least once a year), in which they exchange information, share challenges and practical insights in a truly transnational manner. Regular ad-hoc online meetings will also take place.

Contribution to wider strategies and policies:

To tackle climate change and environmental degradation, regions invest in decarbonised energy, energy renovation, clean air and sustainable mobility. Each of these themes involve massive amounts of data. D4A acknowledges that regional public authorities need more knowledge, expertise and capacity to enrich, exchange and analyse this information towards enhanced sustainability. The Danish pilot goes a step further by implementing a digital tool to monitor and improve its climate actions.
D4A highlights potentials for supporting the EU industrial strategy with regard to fostering the sustainability of European SMEs through innovation and skills. Enabling authorities to process and share data will help small businesses increase their individual level of data awareness and potentially their value creation. The Norwegian and French pilots aim to develop new business models based on publicly shared data, while the German and Danish pilot include data from private sources.
The EU's Digital Strategy aims to strengthen its digital sovereignty and set standards that allow a free flow of data between Member States, reducing interoperability issues of national infrastructures and providing guidelines (e.g., Data Governance Act). D4A, as a role model, will design technical infrastructure and new services which meet all European standards. In WP4, it will make sure to actively enrich and optimise current European approaches.
The territorial agenda focuses on balancing out the heterogeneity of the nations and regions in Europe. The D4A partners and pilots have various backgrounds: some urbanised, some rural, some advanced in digitalisation, some at an early stage. Thereby, an exchange of knowledge and parity of development is reinforced. Any solution developed will be sustainable and affordable despite differences in individual framework conditions, which contributes to achieving the targets of 2030.
Mobility and transport on the one hand, and sustainability on the other, are two of the most data-intensive topics currently under discussion in context of data-driven public services. Consequently, they will be integrated into D4A. The Belgian pilot specifically focuses on data-driven traffic optimisation, while the German pilot will create a hub for merging mobility data with data in other sectors (climate, energy, health), from both public and private entities for synchronised value creation.
