ECOLE will help to solve problems Industrial Parks (IPs) face to become integrated circular Eco-Industrial Parks (EIP), i.e for industries to introduce at all levels the principles of the circular economy (CE). Indeed, this challenge affects in particular industries, but also infrastructure providers, public authorities, sectoral agencies, business support organisations (BSO), which deal with and provide services to EIP (energy, waste/ sewage collection, development and support) in the Alpine region. In fact, IPs suffer from an image of polluters, but also from the increasing cost of energy/production inputs and lack of knowledge on integration of CE approach both in the value chain, and in daily activities. To change this, cooperation is central because only a systemic change will speed up the transition to a circular and resource efficient industry in the Alps. This is why working together with industries, infrastructure providers, public authorities, sectoral agencies, BSO and universities, ECOLE will provide IPs a CE integrated approach both for their value chains and their support functions. To achieve this, we will use the community approach and establish a systemic thinking community model (STCM), which will co-design action plans to implement collected tools in the pilot sites. We will start by delivering the community model for EIP after reviewing different frameworks, policies and tools. Local communities will prepare their action plans to integrate CE in their sites. We will then develop a set of solutions, promote them together with actualised action plans. Finally, we will recommend adaptation of policies and strategies to speed up the adoption of the CE principles in EIP. In three years of cooperation we expect to transform industrial parks into more circular, resilient and sustainable EIP in the Alps, able to face climate and economic crises.

Actual Achievements (EN):

Management LP ZAI, ECOLE Lead Partner and responsible for the internal communication among PPs and external communication with the JS, supported PPs in the project kick-off activities, in the registration and validation of their accounts in JEMS and in the management of the delays that consequently postponed the deadlines previously defined at the 31/07/2023 to the 30/09/2023. Within RP1 the LP has coordinated and participated with all the partners to the preparatory activities to kick-off the project, contributed to monthly meetings, and carried out most assigned activities related to WP1 and WP2. LP organized and coordinated the KoM in Verona, Italy, from 24th to 25th January 2023, managed the regular online monthly meetings and the online preparation meetings with the WP leaders. Within technical activities, LP managed the coordination among ECOLE project partners in setting up the WP1 and WP2 activities, contributing to the development of documents, exchanging views, and sharing experiences with other project partners. In particular related to WP1, where the main focus of the first period was on the set up of the general joint understanding of eco-industrial parks, circularity defining Local Systemic Thinking Community, co-define the action plan of local STCs and STC network. Lastly, LP, as the others PPs (more details in deviation section), appointed the FLCer, started designing the concept for their pilot activity, organized meeting with their local stakeholders and contributed to the project’s dissemination. WP1 PP07 TZE, WP1 Leader, participated in the KoM in Verona in January 2023, for which a workshop on WP1 was prepared and conducted. The main focus of the first period was on the set up of the general joint understanding of eco-industrial parks, circularity and systemic thinking communities. PP07 coordinated, with the support of the other partners, the preparation of the deliverables D.1.1.1 Benchmark study on the overall Circular Economy (CE) approach in the Industrial Parks and D.1.1.2 Paper on Eco Industrial Park (EIP) concept in the Alpine region and supported the task leaders in the elaboration of the documents. Both deliverables were finalized. Additionally, PP07 started working on D.1.2.1 Technology toolkit and D.1.4.1 Action plans for the Eco-Industrial Parks and their uptake of the circular economy approach. PP07 had several meetings with WP2 and WP3 leaders to align project activities and WPs. PP11 FLA worked with PP12 and PP7 and the support of all partners to highlight the elements necessary for the start of Activity 1.1 and worked on the D.1.1.2 Paper on Eco Industrial Park (EIP) concept in the Alpine region. The document produced by FLA represented an important starting point to define the concepts of circular economy to be applied to IP, since it was possible for the other PPs to define in more detail the Action Plan envisaged by the project. PP12 TUM participated in the preparatory activities to kick-off the project and contributed specifically to the Act.1.1, elaborating, with the support of the other partners, the DT1.1.1 Benchmark study on the overall Circular Economy (CE) approach in the Industrial Parks; DT1.1.2 Paper on Eco Industrial Park (EIP) concept in the Alpine region. PP12 Coordinated the deliverables for ACT.1.3, conducting the research for DT1.3.1 Representative Model of the Systemic Thinking Community for Circular Economy in Eco-Industrial parks in Alpine region and for DT1.3.2 Article/scientific paper on Systemic Thinking Community Model and its activation in specific industrial contexts. Lastly PP12 Aligned with TZE on ACT.1.4 to support with SWOT and Action Plan development. WP2 PP04 RRA LUR, WP2 Leader played a crucial role in leading the co-designing process for the first WP2 workshop in Verona, during the KoM in January 2023. PP04 provided a draft document of the WP2 methodology and collaborated with WP1 and WP3 Leaders to align activities and actively participated in setting up the WP1 activities, contributing to the development of documents, exchanging views, and sharing experiences with other project partners. Communication PP08 ITALCAM, Communication Leader worked on the development of the Project Website after taking part in the seminar organized by JS and drafted and developed the Communication Strategy based on the Communication Handbooks of Interreg Alpine Space. Together with the support of an external graphic PP08 realized the ECOLE Project Poster and developed the template through specific software such as CANVA. PP08 developed the social media calendar and the content for LinkedIn and YouTube. PP08 took part in the ECOLE KoM in Verona in January 2023 and presented the ECOLE communication activities to the partnership. PP08 took part in online monthly meetings and bilateral meetings online, concerning the WP1 and WP2 activities and deliverables, gave several feedbacks concerning the D.1.1.1 & D.1.1.2 and developed 6 Info graphics D.1.1.3. Within RP1 the LP has coordinated and participated with all the partners in the monthly meetings, preparation meetings with the WP leaders and carried out most assigned activities related to WP1, WP2 and WP3. LP supported PP03 RA SORA and PP04 RRA LUR in the organization and coordination of the 2nd PP & SG meeting in Ljubljana, Slovenia, from 4th to 5th July 2023. LP managed the coordination among ECOLE project partners in setting up the WP1, WP2 and WP3 activities, contributing to the development of documents, exchanging views, and sharing experiences with other project partners. LP supported PP05 for the management of the 3rd PP meeting that will take place in Weiz, Austria, from 5th to 6th December 2023. In particular related to WP1, LP supported WP leader PP07 in the finalization of the Action Plans (D.1.4.1.). Related to WP2, LP supported WP leader PP04 in the co-development of pilot actions for the adoption of the circular economy approach in the eco-industrial parks in Alpine region (Act.2.1), organized meetings with their local stakeholders and contributed to the project’s dissemination supporting and monitoring communication activities, in particular E-newsletters (D1.3.4) and Eco-Industrial Parks leaflets (D1.4.2). WP1 The main focus of the first period was on Act.1.2, Act.1.3, Act.1.4. Concerning Act.1.2, PP07 started working on the Circular Economy Platform (D.1.2.1) doing research to draft a report to be discussed with the partner in the 3rd PP meeting in Weiz in December 2023. Concerning Act.1.3, PP12 TUM finalized the Representative Model of the Systemic Thinking Community (D.1.3.1.) and the Article/scientific paper on the Systemic Thinking Community Model (D.1.3.2.). LP ZAI presented at the PP meeting in Ljubljana the Transnational report on Local Systemic Thinking Communities working sections (D.1.3.3). In particular, with the feedback received from the partners, LP ZAI set up the objectives and the framework of the STCM working sessions, providing also the Report Template and the questionnaire to be submitted to the stakeholders involved. Concerning Act.1.4, PP07 additionally organized workshops with project partners to provide guidance and feedback on the development of the Action Plans (D.1.4.1) to support their finalization. WP2 PP04 RRA LUR as WP2 Leader played a crucial role in leading the co-designing process for the first WP2 workshop in Ljubljana, during the 2nd PP meeting in July 2023, hosted by PP04. The main focus of the first period was on Act.2.1. The process envisioned by RRA LUR was a co-designing process where all the partners contribute with their knowledge, experiences, and exchange of best practices to establish the concept for the pilot implementation. A co-designing process started at the Partner Meeting in Ljubljana, where intense work of defining the LAB operations and its members started to develop. The results of the workshop were further integrated into the draft of the concept document of LAB A “energy-materials & circularity” (D.2.1.1) and LAB B “supply & value chains resilience & sustainability” (D.2.1.2). RRA LUR additionally took a very active role in synchronizing the WP1 and WP2 activities and deliverables as this was crucial for the effective work progress of the partnership. WP3 PP09 GAM as WP3 Leader, has started to set up the workflow of the WP3, with the support of PP03, PP06 WAB and PP11 FLA. Communication PP08 ITALCAM as Communication Leader, with the support and contribution of all partners, finished developing 6 infographics (D.1.1.3) and adapted the feedback received from the partners. The first newsletter from the project was sent and published on the ECOLE website (D.1.3.4) and the ECOLE LinkedIn page was kept updated with weekly posts (D.1.3.4). A first draft of 10 Digital information leaflets was created. PP08 ITALCAM started a stakeholder mapping, as requested by PP09 for future activities concerning WP3. PP08 ITALCAM went to Hallstad to have an in-person meeting with the director of the industrial park Cleantech Innovation Park which is its pilot action. PP08 ITALCAM participated at the Transnational partner meeting in Ljubljana on 6-7.07.2023 and updated the partners on the ECOLE communication activities: next steps for communication, an update on social media posts, and future deliverables. ITALCAM participated also in the monthly calls, always updating on the progress of the communication; furthermore, PP08 took part in bilateral meetings with partners concerning the activities from WP1, WP2 and WP3. ITALCAM participated, on the 7th of September, in a workshop organized by PP07 TZE. Management LP ZAI, ECOLE Lead Partner and responsible for the internal communication among PPs and external communication with the JS, supported PPs in the activities management and in the reporting phases in JEMS. Within RP3 the LP has coordinated and participated with all the partners to the monthly meetings, preparation meetings with the WP leaders and carried out most assigned activities related to WP1, WP2 and WP3. LP supported PP05 WEIZ in the organization and coordination of the 3rd PP & SG meeting in Weiz, Austria from 4th to 5th December 2023. LP managed the coordination among ECOLE project partners in setting up the WP1, WP2 and WP3 activities, contributing to the development of documents, exchanging views, and sharing experiences with other project partners. LP supported PP08 ITALCAM and PP07 TZE for the management of the 4th PP meeting that will take place in Munich, Germany, from 16th to 17th May 2024. WP1 The main focus of the first period was on Act.1.2, Act.1.3 and Act.1.5. Concerning Act.1.2, PP07 worked on the Circular Economy Platform (D.1.2.1) doing research and discussing with the partners. LP provided support in the elaboration of this deliverable with its experiences in the field of the CBA and MCA. Concerning Act.1.3, LP ZAI monitored the working sessions that each pilot managed with its local stakeholder on the topic of Local Systemic Thinking Communities. Concerning Act.1.5, LP ZAI, together with the contribution of all ECOLE partners, drafted and developed the Alpine Systemic Thinking Community network LinkedIn group (D1.5.2) that collects all the stakeholders that have been reached by the D1.5.1 Signed agreement for the Alpine Systemic Thinking Community network that is under preparation by PP08 ITALCAM. Lastly LP supported PP07 TZE in the development of the project Output 1 A Systemic thinking community (STC) model for the integration of circular economy (CE) in industrial parks. WP2 PP04 RRA LUR, WP2 Leader played a crucial role in leading the co-designing process for the WP2 workshop in Weiz, during the 3rd PP meeting in December 2023, hosted by PP05. The main focus of was on Act.2.1, in order to set up the concept for the development of the LAB A “energy-materials & circularity” (D.2.1.1) and LAB B “supply & value chains resilience & sustainability” (D.2.1.2). PP04, with the contribution of the partners, finalized the concept for LAB A, LAB B and LAB C and drafted the calendar for 6 WP2 workshops and the cross-border collaborations among partners. RRA LUR additionally took a very active role in synchronizing the WP1 and WP2 activities and deliverables as this was crucial for the effective work progress of the partnership. WP3 PP09 GAM, WP3 Leader, started to set up the workflow of the WP3, with the support of PP03, PP06 WAB and PP11 FLA. During the 3rd PP meeting in Weiz, PP09 GAM presented the Preliminary work on stakeholders and actors of interest with feedback and exchange on first targets synthesis. PP06 WAB started structing the framework for the D3.5.1 Eco Industrial Parks Communities open days, D3.5.2 Conferences and fairs on circular economy and EIPs participation reports. Lastly, PP06 WAB and PP11 FLA started cooperating for the development of the D3.5.3 Contribution to EUSALP Actions Groups and D3.4.2 Funding schemes access guidance for circular economy in EIPs Communication PP08 ITALCAM, Communication Leader finalized 10 Digital information leaflets. PP08 started collecting information form the partners on their stakeholders to be reached by the D1.5.1 Signed agreement for the Alpine Systemic Thinking Community network. PP08 ITALCAM participated at the 3rd PP meeting in Weiz and updated the partners on the ECOLE communication activities: next steps for communication, update on social media posts, future deliverables. PP08 ITALCAM participated also in the monthly calls, always updating on the progress of the communication; furthermore, PP08 took part in bilateral meetings with partners concerning the activities from WP1, WP2 and WP3. Lastly PP08 started working with LP ZAI for the organization of the 4th PP meeting that will take place in Passau, on summer 2024. LP supported PP07 TZE and PP08 ITALCAM n the organization and coordination of the 4th PP & SG meeting in Ruhstorf an der Rott, Germany, from 16th to 17th May 2024. LP managed the coordination among ECOLE project partners in setting up the WP1, WP2 and WP3 activities, contributing to the development of documents, exchanging views, and sharing experiences with other project partners. LP supported PP09 GAM for the management of the 5th PP meeting that will take place in Grenoble, France, from 3rd to 5th February 2025. WP1 The main focus of the first period was on Act.1.2, Act.1.3 and Act.1.5. Act.1.2: PP07 started working on the elaboration of the Circular Economy Platform (D.1.2.1) and shared a final draft to the partners in order to test and check it. Act.1.4: PP08 working on the elaboration of the Circular economy approach in Eco-Industrial Parks leaflets Act.1.3: LP ZAI monitored the working sessions that each pilot managed with its local stakeholder on the topic of Local Systemic Thinking Communities. Regarding Act.2.1 PP04 finalized with LP, PP11 FLA and PP12 TUM the D211 Concept on energy-materials & circularity, D212 Concept on supply & value chains resilience & sustainability, D213 Concept on EIP governance, local symbiosis & circular economy (CE) knowledge & transfer. PP04 started also working with PP05 WEIZ for the development of Act.2.2 Co-implement & co-assess complementary pilot actions and related D221 Energy-materials & circularity implementation report, D222 Supply, value chains resilience & sustainability implementation report, D223 EIP governance & local symbiosis & circular economy knowledge & transfer. Lastly PP04 managed the overall coordination of ACt.2.4 Record video interviews and pilot explanation sessions and organize press conferences with PP08 ITALCAM RRA LUR additionally took a very active role in synchronizing the WP1 and WP2 activities and deliverables as this was crucial for the effective work progress of the partnership. WP3 PP09 GAM, WP3 Leader, continues its work of coordinating activities of this WP whose deliverables and results will be deliver during RP5 and RP6, focusing on Act.3.5. Mainstream policy, planning and operational recommendations and related deliverables: D3.5.1 Eco-Industrial Parks Communities open days. The implementation papers, developed previous period, have been used to start planning activities regarding WABs own open day and to make sure the already held open days, from PP02 & PP05, were reported on correctly. D3.5.2. Conferences and fairs on circular economy and EIPs participation reports: common guidelines for the attendance of conferences and fairs as well as a brain-storming and voting tool for potential events has been established and it has been decided on 3 events that will be attended by the consortium. D3.5.3 Contribution to EUSALP Action Groups: in a meeting with EUSALP representatives, a contribution of the project to some EUSALP Action Groups has been discussed and it has been agreed to work together and share information and results. WP2 RRA LUR and LP ZAI played an essential role in guiding the exchange of knowledge and experiences at the level of LABs and guiding the process of the pilot activities as well as testing the tools. The main focus of the first period was on Act.2.2, Act.2.3, Act.2.4 Act.2.2: PP04 finalized with LP, PP11 FLA and PP12 TUM the D221 Energy-materials & circularity implementation report, D222 Supply, value chains resilience & sustainability implementation report, D223 EIP governance & local symbiosis & circular economy knowledge & transfer Act.2.3: LP managed the development of the D2.3.1. LP coordinated the co-validation of tests and creation of a unique circular approach starting from the concept design, qualification and verification with the direct involvement of local STCs and STC network. The deliverable will be finalized during RP6 since the Peer Review that each partner has to manage will be done between April and May 2025. PP08 worked on the D2.3.2 Digital publication with info graphic on pilot results and lessons learnt Act.2.4: PP08 worked on the D.2.4.1 Videos published and promoted that wil be finalized during RP6. WP3 PP09 GAM, WP3 Leader, coordinated activities of this WP whose deliverables and results will be deliver during RP6 D 3.3.1RA-Sora has started the writing of a methodology and the creation of a table in order to list stakeholders to mobilise- D3.3.2 PP08 Started worked on the masterclass with the experts on application of technology for circulary economy in Eco-Industrial Parks asking feedbacks to the partners before sharing within ECOLE network. FLA started working on the D3.4.1 A set of digital factsheets with recommendations and D3.4.2. Funding schemes access guidance for circular economy in EIPs PP06 managed discussions on open days reports & making sure PP02, PP04, PP05 & PP08 (that already held their open days) correctly reported on them. During RP, GAM has also started the process for applying for organising a Conference during the European Week of Regions and Cities in October 25 (Brussels). Regarding D3.5.3 Contribution to EUSALP Action Groups: contact and exchanges were organised during RP5 with EUSALP AG2 (economy) and AG9 (Energy) with invitation to participate in meetings in Spring 25 (RP6) to present ECOLE objectives and results. INTERREG ASP GreenCycle (EN) | ECOLE will base its work on the fore runner ASP project on circular economy. Its strategy for public authorities and its platform for urban management will be further used, particularly in the frame of the creation of the community model. The concept of cooperative economy will be considered in the frame of the industries and some questionnaires of the toolbox adapted to the industry. (EN), INTERREG ASP CIRCULAR 4.0 and possible follow up (EN) | CIRCULAR 4.0 accompanies SMEs in integrating the circularity in their value chain through digitalisation process (CE Design Model, CE Optimal Use and CE value recovery). ECOLE will make use of some of the developed tools foreseen for SMEs (SMEs maturity assessment check, identification of the innovation needs, investment plans), which could be relevant for some industries as part of their action plans. (EN), INTERREG ASP AlpLinkBio (EN) | The main output of AlpLinkBioEco will be further used and adapted to industries’ needs and then tested in the pilots. It has been currently used for the bioeconomy industry. Indeed the value chain generator could be further implemented in a CE approach if waste are integrated. It will increase the value chains possibilities in the Alps. (EN), INTERREG CE HEAT (EN) | The project worked on the heat waste and developed a waste heat cadaster portal in Central Europe, which could be advantageously promoted in the Alps, and particularly among industries. The project could inspire alpine EIPs. (EN), INTERREG ASP BIFOCALPS (EN) | The project dealing with the factory of the future in the Alps developed a map of the manufacturing sector in the Alps as well as some indicators’ system which could be taken over if relevant for the community model and the local STC. (EN), INTERREG CE INDU-CE (EN) | If approved, INDU-CE should integrate the energy efficiency management of industrial districts through the smart city approach. The digitisation process and the results in terms of energy efficiency could create synergies with the approach of ECOLE. (EN), European Circular Economy platform (EN) | The platform is a joint initiative of the EC and the EESC providing a common platform for CE stakeholders and to disseminate knowledge, good practices. The project will make particularly use of it in WP1 but also to promote its pilots and outputs in WP3. (EN), RIS4DANU (EN) | ECOLE will create synergies with the HORIZON project RIS4DANU, dealing with the re-opening of industrial sites in the Danube region in line with the RIS macro strategy. Synergies will possible based on the Sustainable Smart Specialisation (S4+), on the project pilots as well as the policy recommendations. (EN)

Contribution to wider strategies and policies:

EUStrategyAlpineRegion ECOLE will contribute to EUSALP cross-cutting initiatives, but mostly to:
- AG2 objective “bridge different policies & stimulate the transformation of the industrial structure” by bridging CE & industrial policies in OI.3.1
- AG9 objectives “Support energy management systems ” & “Support a better use of local resources & increase energy self-sufficiency…” by providing tools and models (O.I.1 & 2.1) to industries
- AG 5 for the ICT/smart solutions, AG1 for R&I impact in economic & societal terms.
EuropeanGreenDeal ECOLE will contribute to the EU Green Deal, particularly to the circular economy, which is one of the key aspects of the green deal, to reduce pressure on natural resources (COM/2020/98 final) by providing tools to apply CE, particularly the primary & secondary sectors, a community model for EIP. ECOLE engages policy & decision-makers, spatial, industry, economic and environmental planners in setting up communities of practice to ensure a resilient, circular & sustainable environment.
TerritorialAgenda2030 ECOLE will contribute to the inclusive & sustainable development of industrial parks, their surrounding areas and regions by providing a model of community working on a circular, systemic and integrated approach, some tools to ensure sustainable but financially competitive tools to ensure a good quality of life and territorial cohesion in the Alps.
Other ECOLE will contribute to the New EU INDUSTRIAL STRATEGY by setting-up local communities to co-create the twin transition in industrial parks; ECOLE’s tools will identify actions to maximise investments in digital and green transition, to support circular approach in industrial parks but also improve the use of renewable energies and better energy management. It will support the autonomy of industries thanks to the creation of a new supply chain thanks to the circular approach.
Other ECOLE will also contribute to national and regional strategies for the circular economy and for the industries (often sectoral) by providing recommendations for a more integrated and effective approach of CE in industrial parks. Some national strategies are more integrative than others. Many regions have sectoral CE policies (waste, products, value chains). ECOLE will support a more systemic and integrative vision thanks to its policy recommendations and its community network.
