Contribution to wider strategies and policies:
- EUStrategyBalticSeaRegion As our proposal addresses PO 6 “Improved employment opportunities” it is linked to EUSBSR Policy Area Education, addressing 2 sub-areas: education and employability.
- In “Silver Strategies” creating better employment opportunities for senior age people is the goal to be achieved, while education is the means.
- Employment opportunities for silver age people will be achieved by developing strategies and measures, but also by educating companies and stakeholders, training company managers and human resources managers, sharing the experience and expertise across CB region which means peer learning.
- In turn, one of the approaches that companies may use to address out-dated skills of senior employees is upskilling of pre-retirement age people and as well as training solutions for recruired retirees.
- Also, the process of building strategies, designing measures and being in dialogue with companies within Silver Strategies project will mean learning and capacity-building for partner organizations.
- Other EU Social and Employment policy:
- In 2017, the European Commission presented a communication establishing the European Pillar of Social Rights, which sets out 20 key principles and rights to support a renewed process of convergence towards better living and working conditions. These are structured around three categories: (i) equal opportunities and access to the labour market, (ii) fair working conditions, and (iii) social protection and inclusion.
- In 2021, the Commission issued a European Pillar of Social Rights Action Plan which proposed targets for 2030, namely bringing the proportion of people aged 20 to 64 in employment up to at least 78%, increasing the percentage of adults who participate in training every year to at least 60%, and reducing the number of people at risk of poverty or social exclusion by at least 15 million.
- Taking into account the demographical situation when the share of young people is decreasing, the increase in proportion of employment requires addressing senior age . Silver Strategies does that at practical, i.e., company level, being aware of the opportunities (more flexibility enabling part time work, remote work, upskilling) which can be addressed by devising specific measures within companies.
- Other Latvia's Sustainable Development Strategy 2030:
- One of key challenges is to remove structural causes of poverty, social exclusion and socio-economic inequality by creating equal opportunities for all members of society to participate in social, economic and cultural processes.
- And one of the priority areas for long-term action is:
- to make full use of Latvia's human capital through eliminating all forms of discrimination in the labour market: - ethnic, gender and age.
- As Latvia's population and labour force is ageing like in other Baltic Sea region countries, Silver Strategies will propose and test approaches and measures through which companies become more welcoming for senior age employees and help them shift towards silver economy.
- Other National Programme on Ageing 2030 - For an age-competent Finland
- The publication of the Ministry of Social Affairs and Health in 2020 discusses the cross-administrative measures of the programme on ageing, and sets goals for the next decade to support the welfare, independent living and active participation in societal functions and facilities. The action plan outlines measures for both the current government term (2020–2023) and, provisionally, future government terms (2023–2030) in relation to six main impact objectives. Of these six, Silver Strategies will address to "extend the functional ability and working careers of senior labour"
