The Dialogue4Innovation Project is contributing to a better governance and to a more innovative and sustainable economy in the Mediterranean, engaging with a large network of organisations from public sector, business, research and civil society. Capacity building is one of the pillars of the Project, since it is key to increase the capacity of policy makers and stakeholders to address the Sustainable Development Goals more effectively. By working with territorial actors through Transformative innovation policy labs (TIPL), the project will promote the diffusion of more systemic and integrated approaches, which are necessary to tackle the urgent challenges of the ecological transition. The Project will contribute to improve the long-lasting conditions for a permanent institutional and social dialogue in the Mediterranean, bridging the transnational dimension with local solutions and increasing coordination, policy coherence and alignment of actions for an innovative sustainable economy. Jointly with the Mission thematic community, Dialogue4Innovation will offer a platform to mobilise Mediterranean stakeholders to foster more open, inclusive and effective governance, increasing the visibility and relevance of the Mediterranean instances at the European and international levels. To amplify its impact, the Project will support MED challenge-driven multi-actor alliances. To meet its objectives, the Dialogue4Innovation Project will build on the outcomes of the Interreg Euro-Med thematic projects, narrowing the gap with the policy priorities – at local, regional, national, Mediterranean and European level – and promoting their integration in structural policies and practices.

Le projet Dialogue4Innovation contribue au développement d’une meilleure gouvernance et d’une économie plus innovante et durable en Méditerranée, en y associant un large réseau d'organisations issues du secteur public, des entreprises, de la recherche et de la société civile. Le renforcement des capacités est l'un des piliers du projet, car il est essentiel d'accroître la capacité des décideurs politiques et des parties prenantes à répondre plus efficacement aux objectifs de développement durable. En travaillant avec les acteurs territoriaux par le biais de laboratoires de politiques d’innovation transformative (TIPL), le projet favorisera la diffusion d'approches plus systémiques et intégrées, nécessaires pour relever les défis urgents de la transition écologique. Le projet contribuera à améliorer les conditions durables d'un dialogue institutionnel et social permanent en Méditerranée, tout en mêlant dimension transnationale et solutions locales, et en augmentant la coordination, la cohérence des politiques et l'alignement des actions pour une économie durable innovante. En collaboration avec la communauté thématique de la Mission, Dialogue4Innovation proposera une plateforme pour mobiliser les parties prenantes méditerranéennes afin d'encourager une gouvernance plus ouverte, inclusive et efficace, en augmentant la visibilité et la pertinence des instances méditerranéennes aux niveaux européen et international. Afin d’amplifier son impact, le projet soutiendra les alliances multi-acteurs axées sur les défis MED. Pour atteindre ses objectifs, le projet Dialogue4Innovation s'appuiera sur les résultats des projets thématiques Interreg Euro-MED, en réduisant l'écart avec les priorités politiques - au niveau local, régional, national, méditerranéen et européen - et en favorisant leur intégration dans les politiques et pratiques structurelles.

Actual Achievements (EN):

The Dialogue4Innovation project, officially started on 1° January 2023, during the first period of activities has been successfully started-up advancing along 3 main lines of work: 1. Set-up of the project governance and management structure: Project partners met for the first time already on 17 January 2023 in Marseille in person/online to discuss the project rational and workplan in the frame of the Programme architecture to create a general alignment in the consortium. The Steering Committee was formally set-up during the kick-off meeting on 14 February 2023 (online). The partnership agreement was finally signed on 3rd April 2023 and the subsidy contract between the Programme MA and the LP (on behalf of the partnership) was signed on 28 April 2023. The Steering Committee met again on 20 June 2023 to discuss project advancements, plan activities and prepare for technical and administrative first reporting. Day to day management and communication is kept through a dedicate workspace in Microsoft Teams, while communication with the Euro4governance group and the JS are kept through Basecamp. 2. Coordination and alignment with Community4Innovation: the alignment with the TCP, under the guidance of the JS, required substantial effort despite previous contacts anticipated after projects approval. A 2-years joint/aligned workplan has been defined and sent to the JS at the begin of June, highlighting activities in common between the two Projects. A joint communication strategy has been drafted and the joint initial communication channels have been created (website and social media accounts, templates). The Mission official launch event was organised and scheduled at the begin of July; 3. Creation and broadening of the stakeholder network: in parallel with the fine tuning of the internal organisation Project partnership has already started liaising with other relevant strategies and initiatives and building the stakeholders network. The organisation of the first innovation camp together with EUSAIR Presidency and IPA ADRION Programme, within the 8th EUSAIR Forum on 23-24 May created a big momentum for the new project. Representatives of three different EU Commission DGs (Regio, Mare and JRC) participated as speakers at the event, together with representatives of Programmes, national and regional administrations, universities and research organisations. One of the follow-ups is the close dialogue with the Regional Cooperation Council, together with the JS. The Project/Mission was presented in several public events by Partners, such as the SeaRICA workshop on blue economy (25/01), CPMR IMC Working Group and General Assembly (22/02, 29-30/06), Dialogue4Tourism (02/03)Western Balkans Innovation & Research Platform (08/06), MedCat Days (13/06), WestMed stakeholder conference (22/06). Special attention has been given to youth involvement, inviting MYC representative in the innovation camp to start a possible collaboration; Besides Project level activities, Project Partners, mainly through the LP in this initial phase, actively contributed to all Programme common activities, coordinated by the JS, and to the start-up of the overall coordination mechanism and respective activities. On the other hand, each Partner organised internally with the definition of the working team. Each Partner appointed a contact person who is active in the project, while the teams will evolve according to the workplan schedule considering that most of « technical » activities are supposed to start in 2024 and 2025. During the reporting period the Dialogue4Innovation partnership worked to consolidate the management structure established in the first half of the year, to continue the alignement with C4I and to strenghten the coordination within the Euro-MED4Governance architecture. Concerning the first strand, after the approval of the 2-year joint workplan WP and Activity Leaders worked to plan their respective duties in more detail. Priority was given to activities ready to start and less dependent on information concerning the thematic projects (approved only at the end of November 2023). The partners met bilaterally online and in presence and and a plenary technical meeting was held on 15 December 2023. The progress of Activities is summarised in the next section. A minor adaptation of the Application Form (now in version 4.0) was approved by written procedure by the Project Steering Committee. Concenrning the alignment with C4I, it focused on two activities which are jointly implemented by the two Projects: the implementation of the joint Communication Strategy (A 1.5) and the set-up of the ISCE Hub (A 3.1) as it is illusrated in more details in the workplan progress section. The two projects jointly contributed to the organisation of the following events: - The launch event of the Innovative Sustainable Economy Mission, which took place on the 6th of July 2023 (online), gathering representatives of the partner organizations, the Interreg Euro-MED Programme, the Union for the Mediterranean (UfM) and the European Commission - the workshop "Starting the journey together: Co-designing the mission scope and identifying priority challenges on Innovative Sustainable Economy" during the "Connecting the Dots" Programme event (21-22 November 2023, Ljubljana, Slovenia) to consolidate Mission shared understanding and common narrative among the partners and closer stakeholders; - "MED Talks" (5 December 2023, online) organised with UfM and the other 3 Mission governance projects, specifically targeting stakeholders from the southern Mediterranean shore. Concerning the coordination within the Euro-MED4Governance, the partnership actively contributed to the activities of the working group supporting the organisation of the Programme event "Connecting the Dots" for the design of different sessions. In parallel, D4I with D4GLA promoted the coordination among the 4 IDPs for the organisation of a common side event to the Programme event titled “Interreg Euro-MED Missions for a Mediterranean Green Deal.  Effective synergies: starting with the right foot” (21 November 2023). The session was participated by several Mediterranean governance organisations and EU Institutions (either in presence or online) and helped consolidating the reciprocal relationships. They have been important steps to test the coordination among the different Missions' governance projects, that needs to be consolidated in the coming months. During the period, Projects partners contributed to dissemination (re)presentating the project in several external events, such as: the EUSAIR event "Towards the future of blue growth in the Adriatic and Ionian Basin" (7 July 2023, Rimini, Italy), the final event of the Interreg Adrion 2014-2020 BLUEAIR project (11 July 2023, Trieste, Italy), the 14th UfM Working Group on Blue Economy (11 October 2023, Barcelona, Spain). During the reporting period, the project moved out of its start-up phase and some activities began to be defined more concretely, in accordance with the workplan: -Concerning WP1 a first internal draft of the mapping of policy priorities in the Mediterranean (A1.1) has been developed having in mind coordination with the clustering of projects in the thematic community and articulation of the ISEC Hub. Given the great diversity among existing strategies and agendas, the mapping exercise is exploring different possibilities to provide effective and usable information. Concerning the development of the monitoring system for MED collaboration networks (A1.2) an application for a targeted analysis has been submitted to the ESPON Programme at the end of March 2024, which has been approved for funding. The targeted analysis, which reflects very closely the original proposal in the D4I AF, will allow to upscale and broaden the analysis going beyond the scope of the Mission ISE and the Euro-MED programme area. Moreover, the proposal has been submitted involving a number of Mediterranean stakeholder and other Interreg Programme, going in a direction of a truly joint developed solution, going beyond cooperation with the TCP. The initiative has been also presented at the MedLab Annual meeting (26 June 2024, online) upon invitation from Interact. - Regarding WP2, although most of the activities will be implemented in the coming semesters, a further step towards sharing the approach to transformative innovation, the cornerstone of the project, was taken through the second Innovation Camp (28-29 May, Barcelona, A.3.3). A joint contribution to the Euro-MED Academy consultation was developed in collaboration with C4I. - Finally, regarding WP3, the ISEC Hub structuring process continued. A public consultation workshop was organised (26 March 2024, online) to gather feedback from the Hub Ambassadors and further develop the envisaged tools. Important steps were also taken to consolidate the Mission Coordination Bodies (A3.2) with the organisation of the first Mission Consultative Body (MCB) meeting during the MedCat Days (25 June 2024, Barcelona and online). As anticipated the second edition of the Innovation camp has been organised successful with good level of participation and satisfaction. Moreover, having cleared picture of the structuring of the Mission protagonists (TPs) and relationships, the table of contents liasing for advocacy strategy has been drafted in parallel with the start-up of the activity to explore and map the existence of multi stakeholder alliances to jointly challenge sustainable development challenges at Med level. Coordination with C4I was effective. The two projects exchanged regularly on joint activities and also on the topic of TP clustering. In addition, D4I participated in some of the KoMs organised by the projects, in the LP seminar (14-15 February 2024, online) as well as in the official launch of the ISE Community of Practice (CoP) and the MED Innovation Day (18-19 June 2024, Marseille).

PANORAMED (FR), PANORAMED (EN) | english (FR), Interreg MED 2014-20 PANORAMED is the base the IDP is built on, capitalising knowledge gained during its implementation, about success and failures. Namely, the Project thematic approach to innovation follow-up on the WP10 Innovation activities and key policy paper; the approach to the governance challenge builds on the Panoramed stocktaking paper and following discussion. The experience of transnational working groups (TWG) to implement the Panoramed thematic WPs (particularly 5 and 6) is up taken here for the establishment of taskforces to draft policy oriented documents that can be real expression of multiple and transnational points of views and priorities. The taskforces will be more open compared to Panoramed TWG and open to expertise from TCP and TPs, upon relevance.
The methodology for mainstreaming contains the basic concepts at the basis of the WP2 TRANSFER that follow-up on the recommendation to introduce more demand oriented approach to facilitate mainstreaming.
The IDP design will take into account also shortages of PANORAMED experience, as highlighted in the different evaluation, namely in the design of the liaising and advocacy strategy
(EN), BLUE BIO MED (EN), BLUE BIO MED (FR) | english (FR), The Interreg MED 2014-20 BLUE BIO MED strategic project is designed according the innovation approach proposed by PANORAMED WP10. The project tested some some solutions that will be taken up in the IDP: the creation of a Sounding Board with the reference Mediterranean governance frameworks, to ease the mutual understanding and communication; the co-design of multi-actor multilevel transnational innovation alliances to improve cooperation and orientation towards sustainable development goals; the system mapping as a mean to create shared understanding among diversified actor as a basis to identify leverage points for common action (tested with regards to the challenge of macro-plastic recovery in the Mediterranean) (EN), B-BLUE (FR), B-BLUE (EN) | The Interreg MED 2014-20 B-BLUE strategic project is designed according the innovation approach proposed by PANORAMED WP10. The living lab approach applied in B-BLUE will be assessed in the development of the conceptual approach to the transformative innovation policy labs. The B-BLUE is contributing to the Mediterranean Innovation Alliance for sustainable blue bioeconomy (MedIA-SBB) proposed as a permanent governance mechanism to ensure collaboration of different territorial hubs. (EN), english (FR), Plataforma RIS3-MCAT (FR), Plataforma RIS3-MCAT (EN) | english (FR), It is a monitoring Platform developed by the Catalan Government to monitor how R&I projects financed with EU funds contribute to the smart specialisation of the territory and to the SDGs. This interactive tool visualises the collaborative networks of Catalan actors participating in R&I projects financed with EU funds. It also visualises how R&I projects are connected to the SDGs and to other areas of interest for policy (in the case of Catalonia The S3 specialisation areas and technologies). http://ris3mcat.gencat.cat/#/ (EN), SwitchMed (FR), SwitchMed (EN) | english (FR), The SwitchMed initiative is funded by the European Union and implemented by the United Nations Industrial Development Organization (UNIDO), the United Nations Environment Programme (UNEP) Economy Division, and MedWaves, the United Nations Environment Programme Mediterranean Action Plan (UNEP/MAP) regional activity centre for Sustainable Consumption and Production (formerly known as SCP/RAC). The initiative is carried out in close coordination with the Directorate-General for Neighbourhood and Enlargement (DG NEAR). The initiative was launched in 2013 to speed up the shift to sustainable consumption and production patterns in the Southern Mediterranean, notably through the promotion of circular economy approaches. Its activities benefit 8 countries in the Southern Mediterranean: Algeria, Egypt, Israel, Jordan, Lebanon Morocco, Palestine and Tunisia
The IDP will seek for synergies with the three components off the Switchmed project, namely: Direct support to the private sector (implemented by UNIDO and MedWaves); Creation of an enabling policy environment (implemented by UNEP and MedWaves); Coordination, networking and communication (implemented by UNIDO and MedWaves). It will particularly important to involve stakeholders from outside the Euro-Med Programme area
(EN), Switchers support programme (FR), Switchers support programme (EN) | english (FR), The Switchers Support Programme creates an enabling environment for entrepreneurs and small and medium-sized enterprises pursuing circular economic and sustainable business models in the Mediterranean region. It is managed by MedWaves and supported by the European Union through the SwitchMed programme, ENI CBC Med; the Government of Catalonia- Waste Agency of Catalonia; the UNEP-MAP; the Organization for Security and Co-operation in Europe; and the UfM.
The Switchers Support Programme works closely with young entrepreneurs that develop sustainable products and services and carefully engages with a wide range of partners, including policy-makers, business intermediaries and impact financing institutions. It is a unique regional programme supporting green entrepreneurs to design, develop and accelerate their green and circular business models, and is intended to act as the main catalyser of green innovation and green employment as strategic sectors for development in the Mediterranean region.
Specifically, the Programme provides entrepreneurs, business support organisations and local communities with business development services, networking opportunities and, most importantly, access to finance services.
The IDP will seek for synergies with the programme and the extensive community of stakeholders involved. Synergies will be explored especially about the development of a new policy hub, as part of the Switchers Support Programme
(EN), Solid (FR), Solid (EN) | The SOLiD Project is the result of a long-term support of the European Union to strengthen social dialogue in the Southern Mediterranean Countries, reinforcing economic and social councils and gradually opening up the dialogue to civil society organisations. It involves six countries (Jordan, Morocco, Tunisia, Algeria, Lebanon and Palestine). The Solid expected results are very much in line with the IDP objectives related to open, inclusive and multilevel governance:
1 Improved environment for social dialogue between social and economic actors in the target Southern Mediterranean Countries.
2 Improved civic and multi-stakeholder dialogue on implementation of the Charter on the Social Dialogue between the CSOs and regional and local authorities.
3 A community of Practice (CoP) including ESCs, public authorities, NGOs, local authorities, media is established in the target countries and at regional level.
The IDP will seek for synergies (Businessmed can act as a trait-d’union) with the SOLiD project instruments, namely COUNTRY STUDIES for the diagnosis phase; FIELD VISITS to exchange withNorth Mediterranean countries in order to share best practices in Social Dialogue; MULTI STAKEHOLDERS WORKSHOPS as part of a wide capacity building programme; REGIONAL SEMINARS bringing together representatives from Northern and Southern shores of the Mediterranean; ADVOCACY AND PROMOTION OF SOCIAL DIALOGUE covering both online advocacy campaigns and field work to promote social dialogue at the decision-making level. The SOLiD Charter to promote social dialogue in the South Mediterranean will be taken into account in WP3 COORDINATION to promote pan-Mediterranean dialogue.
(EN), english (FR), MedCoopAlliance (FR), MedCoopAlliance (EN) | english (FR), The Alliance for Mediterranean Cooperation was created in Barcelona in 2019. It represents a unique network of networks working for multi-level transnational governance, and has set itself the goal of establishing cooperation, between local and regional authorities and international entities. Its main aim is to ensure that local and territorial challenges are duly considered by global and Mediterranean policy-making actors on the one hand, while collaborating for global Agendas to land in a sound way on territories on the other hand.
The current members of the MedCoopAlliance are the CPMR Intermediterranean Commission, Pyrenees Mediterranean Euroregion, MedCities, Arco Latino, Adriatic Ionian Euroregion and Coppem.
The IDP will exploit synergies with this initiative to improve governance and dialogue in the Mediterranean, by promoting its members’s direct involvement in the TAB to build on collaborations already in place
(EN), AI-NURECC PLUS (EN), AI-NUREC (FR) | The Adriatic Ionian Network of Universities, Regions, Chambers of Commerce and Cities Initiative PLUS (AI-NURECC PLUS) is a preparatory action financed by DG REGIO that will capitalise on the results of the AI-NURECC Initiative, ended in December 2019.
This project is coordinated by the CPMR in partnership with four stakeholders from the area: the Adriatic Ionian Euroregion (AIE), the Forum of Adriatic and Ionian Cities (FAIC), the Forum of the Adriatic and Ionian Chambers of Commerce (FORUM AIC), and the Association of Universities of the Adriatic Ionian area (UniAdrion).
The AI-NURECC PLUS partners have joined their efforts to support the EU Strategy for the Adriatic and Ionian Sea Region (EUSAIR) implementation, ensuring deep and broad territorial coverage while enhancing Regional and Local Authorities’ appropriation of the EUSAIR main objectives and opportunities in the EUSAIR cross-pillar topics: “Research and Innovation”, “SMEs Development”, and “Skills Development”. AI-NURECC PLUS will therefore support entrepreneurship, transnational clusters, and digital innovation hubs activities for the EUSAIR.
Special attention will be paid to Youth, also through initiatives addressed to sport, integration and social inclusion, tools that are expected to further encourage community sustainable development, cohesion and solidarity in the area. AI-NURECC PLUS also aims at encouraging multi-actor networking and collaboration among representatives of the private and public sectors and civil society to foster coordination among EU, national, regional, and local policies to develop Circular Economy.
In this context, AI-NURECC PLUS will operate in the following fields: Sustainable Tourism, Cultural and Creative Industries, and Circular Economy.
Besides networking activities, synergies will be developped to tackle this last common topic dealing with circular economy (EN), - (FR)

Other The BlueMed Research and Innovation Initiative is an intergovernmental regional-scale initiative launched in 2014 during the Italian Presidency of the European Union, aiming to advance a shared vision for a healthier, productive, resilient, better-known and valued Mediterranean Sea. It addresses research and innovation through a multi-disciplinary approach, linking economy, environment and humans, to build sustainable Blue Growth by means of networks of actors and international science diplomacy efforts. Since 2017, with the signature of the Valletta Declaration6, the Initiative is formally joined by 16 EU and non-EU Mediterranean countries and steered by the Euro-Mediterranean Group of Senior Officials BlueMed Working Group (GSO BlueMed WG), co-chaired by the European Commission and the co-chair of the Union of the Mediterranean and supported by the Secretariat of the Union of the Mediterranean.
The GSO BlueMed WG endorsed at first the BlueMed Strategic Research and Innovation Agenda7 (SRIA) and then this BlueMed Implementation Plan.
Even if the IDP scope is not limited to blue economy, it will contribute to Bluemed initiative and will benefit from a close collaboration with its representatives, also thinking to the new Mediterranean Lighthouse of the Horizon Europe Mission 'Restore our Ocean and Waters by 2030' (that is partially building on the BlueMed Pilot Initiative on Healthy Plastic-free Mediterranean Sea).

Other The Partnership on Research and Innovation in the Mediterranean Area (PRIMA) develops solutions for a more sustainable management of water and agri-food systems in the Mediterranean basin. It is a ten-year initiative (2018-2028), partly funded by EU's research and innovation programme and participated by 19 countries from both shores of the Mediterranean. PRIMA is funding projects contributing to sustainable use of natural resources, economic growth and stability in the Mediterranean.
The Prima Secretariat will be involved in the TAB to explore synergies and exchanges between the Euro-Med Mission 1 community and the PRIMA project partners.
