Description (EN):

Climate Change (CC) is altering the habitats and life cycles of organisms. Life in the biosphere is today more vulnerable than ever, and Mediterranean territories will be affected severely by this environmentally, socially and economically. CC requires a systemic and holistic vision (IPCC March 2022), which allows defining solutions for mitigation and adaptation in an integrated manner. It is necessary strategic governance based on cooperation and coordination, taking firm steps forward in the right direction. The GLA thematic community's challenge is to encourage governance mechanisms that speed up the implementation of CC mitigation and adaptation solutions, through capacity building and knowledge transfer. Our proposal consists of a governance system enabling the replicability of the results in an effective way in Med cities and towns and following a transnational approach. The governance mechanism includes coordination at 3 levels: 1) within GLA thematic community; 2) within the Interreg Euro-Med Programme and Governance Projects; 3) with networks, strategic organisations, and key decision-makers to ensure the amplification impact in the whole region. The main outputs are: 1) tools and methodologies ready to be implemented by local and regional authorities; 2) living labs co-creation process liaising the GLA community with civil society, EU, Countries and Region programmes and initiatives. To this end, the proposal adapts and integrates the best practices of 2 Interreg MED projects: Renewable Energy and Urban Transports, adapting them to the new challenge of promoting GLA. The innovation of our project lies in the fact that we will implement 2 mainstreaming processes: 1) focused on the transfer of results to public authorities; 2) focused on actions encouraged by civil society and public-private partnerships. In this way, our proposal seeks to incorporate a transdisciplinary approach to people's well-being, socio-economic and financial opportunities.

Le changement climatique (CC) modifie l’habitat et le cycle de vie des organismes. La vie dans la biosphère est aujourd'hui plus vulnérable que jamais, et les territoires méditerranéens en seront sévèrement affectés sur le plan environnemental, social et économique. Le CC nécessite une vision systémique et holistique, définissant des solutions d'atténuation et d'adaptation intégrées. Une gouvernance stratégique basée sur la coopération et la coordination est nécessaire. Le défi de la Communauté Thématique Bassins de Vie Verts (CT BVV) est d'encourager ces mécanismes de gouvernance, par le renforcement des capacités et le transfert de connaissances. Notre proposition consiste en un système de gouvernance permettant la réplication des résultats de manière efficace dans les territoires MED et suivant une approche transnationale. Le mécanisme de gouvernance comprend une coordination à 3 niveaux: 1) au sein de la CT BVV; 2) au sein du programme Interreg Euro-Med et des projets de gouvernance; 3) avec des réseaux, des organisations stratégiques et des décideurs clés pour assurer l'impact d'amplification dans toute la région. Les principaux résultats sont: 1) des outils et méthodologies prêts à l’emploi pour les autorités locales et régionales; 2) un processus de co-création de laboratoires vivants assurant la liaison entre la CT BVV et la société civile, les programmes et initiatives de l'UE, des pays et des régions. À cette fin, la proposition adapte et intègre les meilleures pratiques de 2 projets Interreg MED: Energy Renouvelables et Transports Urbains, en les adaptant à la CT BVV. L'innovation du projet réside dans la mise en œuvre de 2 processus de mainstreaming: 1) axé sur le transfert des résultats aux autorités publiques; 2) axé sur les actions encouragées par la société civile et les partenariats public-privé. Le projet vise à intégrer une approche transdisciplinaire du bien-être des personnes et des opportunités socio-économiques et financières.

Actual Achievements (EN):

The project started smoothly and focused on assuring the contractual setting of the project and creating a positive and cohesioned partnership collaboration, getting to know the partners and clarifying the project structure to reach a common understanding of the rules of the project, its goals and expected achievements. The partnership met in Marseille at the beginnig of the reporting period, and later on in Tirana, Albania, for the project steering committee and first national public conference. The WP leaders have developed their detailed work plans in a joint effort. The project planning is being adapted to the delay in the approval of the thematic projects, which should be the backbone of the C4LA work. While these projects are not yet approved, MedCities as WP TRANSFER leader has worked on Activity 2.1 Mapping of potential takers in collaboration with the partners and the D4LA to create a joint tool that will be shared throughout the project implementation. Moreover, MedCities has contributed to: - WP1 - Activity 1.1 REUSE mapping of the thematic community led by ENVIPARK - WP1 - Activity 1.5 Coordination with Institutional Dialogue Projects and within the Interreg EURO-MED Programme - WP2 - Activity 2.1 Mapping of potential takers - besides proposing a preliminary table format with data and metadata inputs, MedCities has coordinated partners' contributions and preapred a practical sheet to ease partners' use of the table. - WP3 - Activity 3.4 Coordination with Institutional Dialogue Project and Interreg EUROMED Programme - WP3 - Activity 3.6 Communication strategy, which was built jointly with the D4LA under the leadership of POLIS, MedCities provided feedback to the strategy and first promotional material. - WP3 - Activity 3.7 Outreach and networking events - MedCities participated in the preparation and was physically for D.3.7.1 Organisation of GLA Thematic Community Project event (in Albania). The partnership has continued preparing the path for building the thematic community as soon as the new projects are appointed. An enriching discussion has taken place regarding the thematic axis and working groups the community will be structured upon, including exchanges with the D4LA on its links with the advocacy strategy of the mission. In this reporting period, we focused its work on the following activities: A1.1 - Mapping the thematic community A1.2 - GLA Community building A1.5 - Coordination with Institutional Dialogue Projects and within the Interreg EURO-MED Programme A2.1- The stakeholder mappings A3.4 - Coordination with Institutional Dialogue Project and Interreg EUROMED Programme A3.7 - Outreach and networking events Participation to the concept and organisation of the workshop dedicated of the GLA mission realised in the frame of the Interreg EUROMED annual event in Slovenia. End of the year when the thematic project was approved we start work on the database of thematic project deliverables, synergies between them,…. In this third period, 19 TPs were newly selected and the TCP project partners, in a coordinated way with the D4LA project partners, welcomed them in the Community. The partnership has continued the community mapping and increased the coordination activities with the D4LA partnership. During this period, we organised the GLA TC kick-off event: a 2 day event dedicated to welcoming the TPs (What’s new for Green Living Areas?” was organized on the 10 and 11 of April 2024 by the Community4LivingAreas - C4LA project, with the collaboration of the Dialogue4LivingAreas - D4LA project, in the framework of the Green Living Areas Thematic Community Kick-off even) , giving everybody a comprehensive picture of the GLA mission and starting with working groups. There are synergies with the GLA-TCP project in relation to joint promotion of fostering re-use, renovation, circular economy, use of natural materials, lower energy demand, renewable energy sources and digital tools that can improve the sustainability performance of buildings. REGEA is the official partner of NEB and will work proactively on the integration of NEB values into project activities and deliverables.

EUStrategyAdriaticIonianRegion EUSAIR covers all countries of the project consortium and leans on promoting sustainable economic and social prosperity in the region while preserving the environment and ensuring healthy and balanced marine and coastal ecosystems. Project outputs will contribute to several pillars of the EUSAIR within the Adriatic region:
Pillar 2: Connecting the region - subgroup Transport
Pilar 3: Environmental quality – the project promotes the transition towards climate neutrality and its results will contribute to the EU Biodiversity Strategy to halt the loss of biodiversity and the degradation of ecosystem services by ensuring a minimal impact on environment and waste flows.
EUStrategyAlpineRegion Contribution to the 3rd Thematic Policy Area of EUSALP: ENVIRONMENT AND ENERGY which objective is more inclusive environmental framework for all and renewable and reliable energy solutions for the future. Project will contribute to to the two actions groups:m AG7-GREEN INFRASTRUCTURE and AG9–ENERGY ( which is leading by our ASP AURA-EE).
We will organise events on which all macro regional strategies will be invited to tray to build a common dialogue and contribute to strategies and policies.
Other WESTMED Initiative.
With regard to coastal areas and islands, the project contributes to the WESTMED initiative by promoting a smarter and more resilient blue economy in these types of territories. The project will encourage the transferring of results to countries in the Southern shore of the Med Region, matching tools that enable inclusiveness, sustainable development, green energy transition, and also natural-based solutions to tackle sea level in coastal areas.
Other ‘Sustainable and Smart Mobility Strategy’ together with an Action Plan.
The project contributes to the Mobility Strategy and Action Plan by promoting climate neutrality in cities and by aligning its strategy to two core flagship policies:
Flagship 1: Boosting the uptake of zero-emission vehicles, renewable & low-carbon fuels and related infrastructure;
Flagship 3: Making interurban and urban mobility more sustainable and healthy.
