Les changements indispensables et les défis inévitables posés par l’atténuation du changement climatique et la nécessaire adaptation à ses effets, dans le contexte méditerranéen, nous obligent à modifier nos modèles anthropogéniques actuels, en décarbonisant les secteurs de notre économie de manière homogène, efficiente et équitable. Le projet adoptera une approche holistique des Bassins de Vie Verts, notamment en promouvant l’efficacité énergétique, l’énergie renouvelable et les communautés citoyennes d’énergie, en soutenant les transports urbains durables, en améliorant la gestion de l’eau et des déchets, et en développant l’agriculture urbaine et péri-urbaine. Tout en appuyant le projet de Communauté Thématique parallèle et la Euro-Med Academy, le projet propose de créer un mécanisme d’appui innovant pour les principales parties prenantes euro-méditerranéennes (autorités locales/nationales, institutions européennes, associations, réseaux, programmes de coopération, stratégies macro-régionales), visant à leur participation active dans une Communauté de Dialogue Institutionnel, pour renforcer la coopération méditerranéenne par l’amélioration et le transfert d’initiatives et de politiques publiques. Le projet D4LA s’articule donc autour de 3 objectifs: -Mieux identifier les parties prenantes et les politiques publiques, et le potentiel de coopération, -Encourager les échanges entre les différents niveaux institutionnels et soutenir le partage/transfert des expériences et pratiques, -Améliorer la coordination stratégique aux niveaux national, européen et méditerranéen entre les principaux responsables des politiques publiques. Les activités de ce projet de 7 ans formeront une arborescence, augmentant progressivement le nombre d’acteurs impliqués et le périmètre des actions, afin de mettre en place une Association Durable Euro-méditerranéenne pour le Dialogue Institutionnel sur les Bassins de Vie Verts, avec des résultats démontrés cohérents avec les objectifs 2030.

Description (EN):

The necessary changes and inevitable challenges of the mitigation of climate change and the adaptation to its effects, especially in the Mediterranean context, require us to modify the prevailing anthropogenic model, challenging us to decarbonize the economy in all its sectors in a homogenous, efficient and fair manner. From a thematic point of view, the project will focus on a holistic approach to “green living areas”, notably: promotion of energy efficiency, renewable and citizen energy communities; support of sustainable urban transports; improvement of waste and water management; development of urban and peri-urban agriculture. While supporting the parallel Thematic Community Project and the Euro-Med Academy, for a maximum efficiency of the overall process from local to transnational level, the proposal aims to implement an innovative support mechanism for key Euro-Mediterranean stakeholders (local /national authorities, European institutions, associations, networks, cooperation programmes, macroregional strategies), to actively participate in a Euro-med working Community for green Living areas’ Institutional Dialogue, to reinforce cooperation in the Mediterranean area by improving and transferring public initiatives and policies. D4LA thus proposes 3 main axes: -To better identify public stakeholders, public policies and the potential for coordination (WP1 Reuse), -To foster exchanges between these different institutional layers and support sharing/transfer of experiences and practices (WP2 Transfer), -To improve strategic coordination at national, European and Mediterranean levels with key policy players (WP3 Coordination). The activities of this 7-year project will form an arborescence, gradually increasing the number of actors involved and broadening the scope of the actions, by implementing a sustainable Euro-Mediterranean Green Living Areas’ Institutional Dialogue Association with mature results in line with the 2030 targets.

Actual Achievements (EN):

The main objective of the first semester was to get the project going and the partnership involved. In order to ensure cohesive partner collaboration, monthly conference calls were set up, for the partners to get to know each other and to clarify the project structure and the expected achievmeents. A steering committee (SC) was set up and a first SC meeting held adopting the project rules. A first project meeting was also held in person in Nice (France) on 3-4 April 2023. This allowed the partners to meet in person, and to clarify various issues (definition of Green Living Areas, objectives and characteristics of the Working Community/Association, communication issues, etc.). The first period focused on the finalisation of the administrative issues: signature of Partnership Agreement, of Subsidy Contract, setting up of JEMS accesses and clarification of the programme manual rules (Basecamp, reporting, expenses certification, etc). The communication activities started with the preparation and submission of the Mission's Communication Strategy (currently being reviewed following comments from the JTS). In terms of technical activities, work started on WP1 with the mapping of stakeholders, associations and events, with all partners providing previous input for the activity piloted by PP2 IREC. This work in still ongoing in semester 2. Finally, the project contributed to the preparation of the Programme event to be held in Ljubljana (Slovenia) on 21-22 November 2023. It also organised, in parallel, an Institutional Dialogue Projects’ Session, held on 21 November 2023 in the morning, bringing together the four institutional dialogue projects to discuss common issues. LP1 ensured a smooth start and endeavoured to create a cohesive partnership collaboration, by organising and leading monthly partnership conference calls, to ensure a common understanding of the project activities and programme expectations. All partners participated actively in all Project Meetings and JS coordinated events. The administrative management of the project was ensured by LP1, who organised a first in person meeting held in Nice on 3-4 March 2023, and a second in person meeting was held in the frame of the Programme event "Connecting the Dots", organised in Ljubljana on 21-22 November 2023. These permitted more in-depth discussions on the implementation of project activities, resulting in clear roadmaps for the next steps . LP1 also oversaw the drafting of the communication strategy by the communication partners (PP4 POLIS and PP7 ANETEL), again in collaboration with their counterparts from C4LA. LP1 led the collaboration efforts with the TCP, the newly selected TPs (from November 2023 onwards), and the other IDPs, in order to ensure a common understanding of the project activities and programme expectations. The initial conceptualisation of the EUCLID Working Community/Association started, notably with the mapping of stakeholders for the core group, and the creation of the storytelling by the communication partners. This initial work has enabled D4LA to prepare the grounds for the First Institutional Dialogue, to be held in Brussels in October 2024, to coincide with the European Week of Regions and Cities. Focus was directed towards deploying key tasks of WP1: defining and collecting initial data on outcomes from prior projects and programs, identifying crucial stakeholders associated with Green Living Areas (GLA) and governance in the Med, and delineating essential policy instruments for promoting GLA throughout the Med region. A collaborative approach was adopted, enabling the sharing and validation of insights and proposals with project partners and the TCP of the Green Living Areas mission. The systematic development of activities 1.1, 1.2, and 1.3, relied on existing knowledge and previous experiences, with a special emphasis on the local scale and aiming to assist the next future new Thematic Projects in translating their outcomes into policies. Once the first set of Thematic Projects was selected in November 2023, IREC coordinated the mapping work to include stakeholders from the TP project partners and associated partners,to involve them in the governance process. Despite the focus on TPs, it's important to highlight that external stakeholders relevant to the GLA in the Med area have been included in the mapping activities, with a view of implicating them in the Institutional Dialogue process. Implementation of WP2 started towards the end of the current reporting period (period 2). UPatras coordinated and launched the survey of this activity for the Public transversal Euro-Mediterranean Living Lab the main aim of which is to record the multilevel experiences via a questionnaire. The survey was discussed and validated by the partnership, then released in the public during the “Connecting the Dots” event which was organized by JS in Slovenia in November 2023. After that, the questionnaire was shared to all governance and thematic projects and it was published online in the Mission website and on Basecamp. The report which records the survey results will be finalized in the next semester after the engagement of the public partners of the selected thematic projects. The report will aim to provide recommendations on how to best address the needs of institutions, reflecting the wide range of level of experience across institutions, covering the entire Euro-MED area and highlighting specificities and classifying recommendations accordingly. Additionally, UPatras started drafting the EUCLL methodology based on its previous experiences in Interreg Med and ENI CBC MED initiatives. Thus, a customized integrated LL methodology is being developed to encourage the transfer of practices and results to other stakeholders and territories, and their integration into local, regional, national and European policies and strategies. As agreed in the partners meeting in Slovenia in November 2023, UPatras made efforts to draft the methodology by the end of January 2024, when it will be presented to the partners for comments/suggestions and final approval. This methodology will be the tool for the implementation of the policy dialogues among the identified stakeholders and the thematic projects representatives. Following the attempt to integrate a partner’s certificate that was long to issue, combined with a technical bug in Jems that will be only solve in a later version, we have to submit 2 separated project report : one for all partners except PP8 LEN, one for PP8 LEN only. WP1 Under the coordination of IREC (PP2), and with participation and contributions from all the partners, significant efforts were dedicated on the mapping activities, concentrating on the identification and collection of data related to outcomes from both past and newly selected thematic projects. In parallel, the partnership continued working on the mapping of stakeholders involved in Green Living Areas (GLA) and governance in the Mediterranean, and of policy instruments promoting GLA across the Mediterranean. These efforts contribute directly to the development and implementation of Institutional Dialogues (WP3) using the Living Labs methodology (WP2) and support the establishment of a future GLA entity, facilitating the translation of outcomes into policies for the ongoing and upcoming Thematic Projects. These mapping activities were done in coordination with C4LA to avoid duplicate work and to ensure a coordination amongst the mission. Following this collaborative work, IREC was able to complete and submit for validation the deliverables 1.1 (toolkit of TP outcomes for public initiatives and policies – factsheets of selected outcomes), 1.2 (public stakeholder clusterisation) and 1.3 (transversal mapping at Euro-Mediterranean level). WP2 During the reference period, as a first step in the implementation of the Living Lab methodology, UPatras reported the recommendations from the multi-layer survey which included the analysis of survey data providing detailed insights into respondents' views on GLA initiatives and their involvement in policy-making processes. Based on that, UPatras updated the Public transversal Euro-Mediterranean Living Lab Methodology and reported it. The guidelines adapt past methodologies to the needs of Green Living Areas, ensuring effective policy dialogues. Together, these deliverables lay the groundwork for enhancing public involvement in environmental policy-making and developing a comprehensive framework for Living Labs in the Euro-Mediterranean region. This methodology was then applied to the organisation of five Online Thematic Working Groups (TWG), focusing on policy, held on 11-13 June 2024, focusing respectively on green mobility (TWG1), green energy systems (TWG2), green & climate change resilient spatial planning (TWG3), financing the green transition (TWG4) and green community engagement (TWG5). The preparation and management of the 5 TWGs was a collaborative effort of the partnership, with each of the specific sessions lead by different partners (TWG1 led by POLIS and UPatras, TWG2 led by IREC and LEN, TWG3 led by REGEA and UPatras, TWG4 led by IRE, IREC and REGEA, and TWG5 led by ANETEL and LEN. These TWG were defined in coordination with C4LA in the context of the collaboration on synergies. Common working group titles were defined, and it was agreed during the Turin Thematic Community kick-off meeting that specific policy-oriented TWGs would be organised by D4LA in preparation for the first Institutional Dialogue to be held in Brussels on 10 October 2024. WP3 LP1 ensured the management and the overall coordination of project activities, by organising monthly conference calls with the partners. A 3rd in person partnership meeting and Steering Committee was held on 12-13 February 2024 in Nice. This was the occasion to discuss the mapping activities, as well as validate the Living Lab methodology proposed by UPatras and define the next steps. It was also the occasion to prepare D4LA’s participation in the Thematic Community’s kick-off meeting. The partnership also participated in the Thematic Community’s KOM held in Turin on 10-11 April 2024. This was the occasion for D4LA to have an in-person coordination meeting with C4LA, but also to co-organise the first thematic working groups, and to present its policy-focused work and the first Institutional Dialogue during a dedicated session. A second in person meeting of the partnership was also held in this occasion. In addition, the partners, under the leadership of LP1, started the process of preparing the first Institutional Dialogue, and set a reverse schedule leading up to this event to be held on 10 October 2024. In parallel, LP1 and the WP leaders coordinated with their C4LA counterparts to propose to the JS a consolidated table of synergies between their respective activities. Many meetings were held on this topic, and the final agreed “synergies table” was agreed upon by both governance projects during an in person meeting in Marseille in early July 2024. During this period, the partners shared the task of attending the KOMs of the newly selected TPs, and taking this occasion to present the work of the Institutional Dialogue Project and highlight how it can be of assistance to the TPs in their achieving their policy-oriented objectives. This workload was shared amongst the partners based on their geographic location, their contacts with various projects/LPs, and their interests in specific technical topics. Year 2 of the project was the start of the concrete project activities. Indeed, after preparing the groups in year 1 with the mapping activities, and preparation of the necessary methodologies and frameworks, year 2 enabled the project to truly implement the activities. As such, the Thematic Workign Groups (TWGs) were organised in collaboration with C4LA for a smooth and clear communication with the Thematic Projects. The first set of TWGs were organised and led jointly by C4LA and D4LA, in the frame of the Community Kick off meeting held in Turin in March 2024. The 4 TWGs were co-led by a partner from each project, based on their specific expertise and preference. The second set of TWGs, this time focusing on policy, were held online in June 2024, with the main objective to prepare the first Institutional Policy Dialogue. The main event of D4LA for the year 2024 was the organisation of the first Institutional Policy Dialogue in Brussels in October 2024. This event brought together over 60 stakeholders, including partners and associated partners of the Thematic Projects, as well as some selected key Euro-Mediterranean stakeholders. During this event 4 policy champions were presented and discussed, for potential replication, adaptation and transfer. On the basis of these discussions, policy briefs were prepared and finalised in early 2025.

D4LA IDP can establish cooperation with REGILIENCE during collection of innovative policy solutions and performing wide dissemination within regional authorities and key stakeholders, including civil society organisations and citizens in the Euro-MED area. (EN), REGILIENCE aims to foster the adoption and wide dissemination of regional climate resilience pathways, following a demand-driven approach and bearing in mind the expertise and knowledge acquired, as well as the solutions available from Innovation Packages. REGILIENCE will provide knowledge and tools for 50 most climate vulnerable regions in the EU, most of which are located within the Euro-MED area.

EuropeanGreenDeal Climate change and environmental degradation are an existential threat to Strategy Europe and the world. To overcome these challenges, the European Green
Deal seeks to transform the EU into a modern, resource-efficient and competitive economy, ensuring:
- no net emissions of greenhouse gases by 2050
- economic growth decoupled from resource use
- no person and no place left behind
D4LA is built on Green Deal challenges posed to Member States and will establish the mechanisms that will facilitate their response to the required deadlines. It is necessary to act at all levels; the actions cannot fall only on the national governments, but also at regional and local level in a coordinated manner, also considering citizenry. D4LA will contribute, with a territorial approach, to sustainable urban planning & transport, energy efficiency, RES, (peri)-urban agriculture, towards 2030 Climate Target Plan.
TerritorialAgenda2030 The Territorial Agenda underlines the importance of and provides orientation Strategy for strategic spatial planning and calls for strengthening the territorial dimension of sector policies at all governance levels. It seeks to promote an inclusive and sustainable future for all places and to help achieve Sustainable Development Goals in Europe.
This must be based on:
- a common understanding that development needs and impacts of future developments differ between places in Europe; and
- cooperation and coordination between places, levels of governments, policy sectors and societal groups to address complex issues and utilise diverse potential.
The D4LA project, as a governance project, fosters a similar approach of sustainable territorial development with a specific focus on green living areas. It grants a central attention on multilevel governance, public policy adaptation, the mobilization of societal groups and on the necessity to develop solutions beyond borders.
From a thematic point of view, the D4LA project will especially contribute to the following objectives of the Territorial Agenda, by transversally mapping public initiatives-policies related to green living areas at Euro- Mediterranean level & by providing recommendations to strengthen their territorial dimension, support inclusive & sustainable future for regions involved:
- to promote a better balanced territorial development utilising Europe’s diversity,
- To support convergent local and regional development, in order to enhance competitiveness and at the same time reduce territorial disparities,
- To support better ecological livelihoods, climate-neutral and resilient towns, cities and regions, with a focus on balancing development & environmental protection,
- Sustainable territorial development, sustainable urban development, ports, etc., with the importance of strategic spatial planning.
EUStrategyAdriaticIonianRegion D4LA is geographically linked with EUSAIR, as it involves partners from Adriatic and Ionian Croatia, Greece, Italy, Slovenia, Albania and Bosnia-Herzegovina, countries Region Strategy actively working in all 4 EUSAIR Pillars. It shares common objectives and territorial challenges such as promotion of sustainable growth, economic & social prosperity in the regions. D4LA will contribute to EUSAIR by bringing together project key actors with the EUSAIR Thematic Steering Groups, facilitating their debate aiming to the development of common Policy Papers.
Through its partnership, the project will actively participate in the EUSAIR Forums, to disseminate the exchanges on public policies and strategies in the Adriatic-Ionian region.
EUStrategyAlpineRegion D4LA is geographically linked with EUSALP, which offers the mechanisms to bring together key actors of MED & ALPINE, as it involves partners from France & Italy; countries actively working in Action Groups of 3 Thematic Policy Areas plus the Cross-cutting one.
Through its partnership, D4LA will specifically contribute to the work under Objective 2, promoting better transport systems in terms of sustainability and quality, notably with action group 4, in which Région Sud Provence-Alpes- Côte d’Asur (AP) is involved; and under Objective 3, Ensuring sustainability in the Alps, notably with Action Groups 6 and 9’s missions, aimed respectively at preserving and valorizing natural resources of the EUSALP territory and at making it a territory a model region for energy efficiency and renewable energy, in which IRE (PP6) is involved.
MediterraneanSeaBasin The Green Living Areas tackles some the issues of Blue economy promoted by the WestMed initiative, especially regarding the sustainable development of coastal areas (renewable energy, pollution, coastal cities and ports activities...).
D4LA will therefore establish active bridging initiatives among key stakeholders and regional and local public representatives all over the Med countries and other key regions, since a holistic approach is needed for the achievement of the SDGs and the Green Deal challenges. WESTMED will be invited to participate in these initiatives and debate with the project actors on complementary blue growth and marine and maritime issues, sharing knowledge and following a common decision-making process.
