Contribution to wider strategies and policies:
- TerritorialAgenda2030 C4Nature will follow the Territorial Agenda 2030 overarching objectives for a Just and a Green Europe, and will respond
- to the increasing pressure for sustainable development and for fighting climate change. More specifically, C4Nature’s A 3.3 will contribute to national and regional Agendas’ priorities concerning FUNCTIONAL REGIONS applying an integrated multilevel governance approach, INTEGRATION BEYOND BORDERS promoting cross-border cooperation and dialogue with all governance levels, HEALTHY ENVIRONMENT linking ecosystems and protected areas in spatial planning, increasing the resilience of all places impacted by climate change, raise communities’ awareness for protecting, restoring and valorizing the natural environment and heritage. Moreover, C4Nature will put the Territorial Agenda 2030 into practice by taking part in its joint actions and inspiring future ones. . Interesting results of these actions and the pilot experiences will be evaluated through A1.5 , particularly those related to ‘Climate change adaptation and resilience through landscape transition’ and ‘Climate action in Alpine towns’, as to be taken up in the project resources catalogue A1.6. Finally, C4Nature’s aim to support multilevel cooperation between all actors, enhancing multi-level governance, place-based approaches and territorial cohesion is in line with the agenda and will be strengthened by specific advocacy activities (A3.5) .
- EuropeanGreenDeal European Green Deal priorities aims to protect biodiversity and ecosystems, reduce pollution, promote circular economy and ensure sustainability of the blue economy. Indicatively, the EU Biodiversity Strategy 2030 acknowledges nature restoration as a key contribution to both climate change mitigation and adaptation and the Forest Strategy proposes measures for strengthening forest protection and restoration. Moreover, one of the European Green Deal Actions is dedicated to the Environment and Oceans. This Action includes priorities aiming to protect biodiversity and ecosystems, reduce air, water and soil pollution and move towards a circular economy, improve waste management and ensure the sustainability of the blue economy and fisheries sectors. C4Nature through its multi-discipline partnership and collaboration with TPs (A1.2) covers all the thematic areas and objectives of the above Action and Strategies. The achievement of these priorities requires action in multiple layers, engaging a cross-sectoral partnering, augmenting knowledge and upscaling, as well as mainstreaming of pioneering ideas (A2.4). C4Nature will target locations and regions (A2.5) that are biodiversity hotspots, face pollution challenges and are characterized by intense economic activity, focusing also in the coastal and maritime areas. The project will aim to take these activities one step further by promoting and systematizing transferring and mainstreaming of the results aiming to address the environmental objectives of Green Deal on a larger scale producing real impact in the Med region (A3.3). In addition, C4Nature will seek for a collaboration with CINEA (European Climate, Infrastructure and Environment Executive Agency) which is the European Green Deal Executive Agency, mainly on the ‘Climate and Environment’ & ‘Maritime’ Programmes.
- Other The EU Strategy on Adaptation to Climate Change (an EU Green Deal Climate Action) was built based on the impacts of climate change that earth is facing, such as extreme weather including heat waves and droughts. Due to climate change impact, environmental degradation is faced and also the health and the well-being of people all around the world is affected.
- This new EU Strategy identifies ecosystem-based approaches as a cross cutting priority. Its principal objectives are to make adaptation smarter, swifter and more systemic, and to step up international cooperation on adaptation to climate change.
- C4Nature will be aligned with the EU Strategy on Adaptation to Climate Change and will work towards the Strategy’s vision by improving knowledge on climate impacts by promoting nature-based solutions for adaptation,, by enhancing climate risk assessment and adaptation actions and streamlining these into the CLIMATE ADAPT platform (A1.4, A 1.6, A 2.7), and by helping to strengthen climate resilience in the whole Mediterranean area and beyond (A 3.3).
- Other The EU Integrated Maritime Policy (IMP) is a holistic approach to all sea- related EU policies, which seeks to provide a more coherent and coordinated approach to marine and maritime issues, also considering climate change. The Marine Strategy Framework Directive (MSFD) is the IMP’s environmental pillar, which seeks to protect the marine ecosystem and biodiversity upon which our health and marine-related economic and social activities depend. It establishes a common framework requiring Member States to take the necessary measures to achieve and maintain Good Environmental Status of the EU's coastal and marine waters.
- C4Nature will take into consideration MSFD’s 11 Qualitative descriptors for determining good environmental status (e.g., that biological diversity and sea-floor integrity is maintained, human-induced eutrophication is minimized, etc.) when evaluating proposed solutions (A1.5), ensuring the resources presented all contribute to the IMP goals..
- Other The EU Water Framework Directive (DIRECTIVE 2000/60/EC) aims to establish a framework for the protection of inland surface waters, transitional waters, coastal waters and groundwater. Its aim is to prevent further deterioration and protect and enhance the status of aquatic ecosystems, to promote sustainable water use, to establish specific measures for the progressive reduction of discharges, emissions and hazardous substances, to ensure the progressive reduction of pollution of groundwater and prevent its further pollution, and to contribute to mitigating the effects of floods and droughts. All the above are directly linked with the aim of C4Nature’s project, which will contribute to climate change actions and initiatives in order to prevent, restore and valorize the aquatic environment by integrating impactful solutions into its Catalog of transferrable TCP results (A1.6) and fostering transference and uptake by a broad community (A 2.3).
- Other The EU Floods Directive (FD), adopted in 2007, aims to assess and manage all kind of floods (river, lakes, flash floods, urban floods, coastal floods, including storm surges and tsunamis) in a coherent way across the EU and integrates the consideration of climate change impacts directly in its implementation. In order to reduce and manage the risks that floods pose to human health, the environment, cultural heritage and economic activity, the Directive requires Member States to identify the river basins and associated coastal areas at risk of flooding, then draw up flood risk maps and establish flood risk management plans focused on prevention, protection and preparedness.
- C4Nature will focus flood risk reduction solutions aligned with the EU Floods Directive (A1.4) and capitalize the implementation related challenges diagnosed in the the 1st Floods Directive Implementation Report and the 2nd Preliminary Flood Risk Assessments Report, integration lessons learned into specific working groups (A 2. 5). and policy making processes (A 2.6)
- Other The Mediterranean Action Plan (MAP) of the United Nations Environment Programme was established in 1975 by Mediterranean governments as the first regional action plan under the UNEP Regional Seas Programme with clear objectives to foster regional collaboration against marine pollution and promote integrated planning and sustainable use of marine resources. At the heart of MAP lies the Convention for the Protection of the Mediterranean Sea - the so called Barcelona Convention . Over time the Convention was complemented by seven (7) Protocols addressing different aspects of marine and coastal environment and resource protection and management.
- C4Nature will contribute to the MAP by identifying concrete solutions enhancing the implementation of the protocols (A1.6), ensuring transference towards a broad community of target groups (A 2.4) and fostering incidence into policy making (A3.5 and A2.6). To support the latter, C4Nature community direct contributions will be crucial, ensuring resources to be streamlined through their representation in key bodies, i.e CREAF is a UNFCCC (United Nations Framework Convention on Climate Change) observer.
- EUStrategyAdriaticIonianRegion The Strategy for the Adriatic and Ionian Region (EUSAIR) is one of the Adriatic and Ionian four EU macro-regional strategies. Its general objective is to promote economic and social prosperity in the region by improving its attractiveness, competitiveness and connectivity.
- C4Nature's activities are expected to contribute to two of EUSAIR’s main pillars:
- the “Environmental Quality” pillar (ensuring a good environmental and ecological status of the marine and coastal environment / halting the loss of biodiversity and the degradation of ecosystem services, and restoring them by addressing threats to marine and terrestrial biodiversity / improving waste management by reducing waste flows to the sea and, reducing nutrient flows and other pollutants to the rivers and the sea). So C4Nature will contribute to both topics of this pillar, i.e., the marine environment and the transnational terrestrial habitats and biodiversity and the “Blue Growth” pillar (promoting the sustainable seafood production and consumption, by developing common standards and approaches for strengthening these two sectors).
- C4Nature aims to promote tools and actions( A 1.6 and A1.9) that preserve the environmental quality, including also the marine environment, a crucial aspect for the Mediterranean region that is surrounded by sea. Covering almost the whole ADRION area (Albania, Bosnia and Herzegovina, Croatia, Greece, Italy, Montenegro and Slovenia), C4Nature’s community (A.2) will have the capacity (A2.4) and channels (A2.5 and A2.6). to contribute to the common objectives in the macro-region.
- EUStrategyAlpineRegion The EU Macro-regional Strategy for the Alpine Region (EUSALP) aims to bring a new impetus for cooperation and investment to the benefit of all involved: States, regions, civil society stakeholders and, above all, European citizens. The main challenge for this strategy is the preservation of natural and cultural assets in the Alpine area.
- C4Nature will contribute to EUSALP on its 3rd objective ‘Ensuring sustainability in the Alps: preserving the Alpine heritage and promoting a sustainable use of natural and cultural resources’. In particular, A2.5 will target EUSALP’s Action Groups: 6. Preserve and valorise natural resources, including water and cultural resources, 7. Develop ecological connectivity in the whole EUSALP territory and 8. Improve risk management and better manage climate change, including major natural risks prevention. In the same line, EUSALP Cross-cutting Policy Area on “Governance, including Institutional Capacity”, will be targeted through A 3.3 for improving cooperation and coordination of actions in the region.
- MediterraneanSeaBasin The WestMED initiative was developed with the aim of building bridges between Southern Europe and North Africa and strengthening relations between partner countries in the Western Mediterranean. This is also one of the main priorities for C4Nature, which is a project targeting all western Mediterranean countries and regions, northern, southern, and eastern. C4Nature will establish a close collaboration with the WestMED initiative
- (A3.3) and will try to co-work on common axes, as the WestMED’s Axis II – Common priorities for action to be developed in the framework of the WestMED initiative, and more precisely on Priority 2 “Biodiversity and marine habitat conservation and restoration” (as described in the WestMED’s Ministerial Declaration and Roadmap). This priority focuses on the fight against pollution at sea and land, the protection of coastal and marine ecosystems, and the fight against coastal erosion and habitat degradation. Collaboration is foreseen also on Priorities 8 (Marine and maritime knowledge) and 9 (Biodiversity and marine habitat conservation)
- C4Nature will especially target WestMED hubs for fostering dialogue and joint actions (A2.5), aiming to enhance the community’s network and promote transference of results, tools and strategies in both Mediterranean shores.
- Other C4Nature targets national through streamlining TCP results and other highly transferable resources using existing mechanisms for science into policy making, starting from the PP and AP countries. This is straightforward for governmental bodies included in theC4Nature consortium and community, who will streamline solutions (A1.6) into national and regional policy making processes (A3.5 andA 2.6), through their responsibility areas.
- -For example, in France, FOB (under the supervision of the ministries responsible for Ecology and Agriculture & Food) contributes to the exercise of administrative and judicial environmental policies. It provides support for government environmental policies and assists managers of national areas. It also strives to educate the public on biodiversity issues and gain their support for conservation.
- Nevertheless, all partners and community members will strongly contribute to this task, relying on their direct advisory services towards governmental bodies of interest. Only few examples are given here, but more applications are pursued in the course of the project:
- - In Greece, through the close collaboration with NECCA, C4Nature will follow and address the aspects of the National Strategy for Biodiversity and the Five-Year Action Plan, the National Strategy for climate change adaptation and the recently published Greek Climate Law on the transition to climate neutrality and adaptation as well as environmental protection.
- - In Italy, CoNISMa counts in its board 5 key ministries (MUR, MIPAAF, MiTE, MIms, MIBAC) and through ISPRA and the regional agencies, C4Nature can contribute to the process of environmental legislation and the implementation of policies.
- - In Slovenia, C4Nature's contribution is in line with the Nature Conservation Act and its measures for biodiversity and natural resources conservation, protection and the obligation to include the measures.
- Other Regional strategies in the same line as for the national level, C4Nature will target regional policy makers and contribute to streamlining the catalogue of transferrable resources (A1.6)starting from the PP and AP countries relations with public authorities. in example for Spain, CREAF will use its direct relationship with the Government of Catalonia, through its council members in the Advisory Council for Sustainability (CADS) in the implementation of the Agenda 2030, its direct collaboration established with the Catalan Office for Climate Change (C4Nature AP) in the development of the climate change law and adaptation strategy, (ESCACC), with the DG for mountain and coastal management for the elaboration of the new law for Mountains areas and new Coastal Zone Protection Plan, its direct engagement in the design of the Natural Heritage and Biodiversity strategy for Catalonia, or for example by jointly organising with the Ministry for Foreign Action and Open Government the yearly MedCat Days fostering the implementation of the Agenda 2030 and promoting a Mediterranean macroregion. During the project duration, the regional dimension will be expanded by territorial clustered working groups (A2.5) and further addressed through specific advocacy actions (A3.5).
