Description (EN):

DigiCare4CE will help increase the level of digitisation in long-term care facilities for older people. Since the potential of digitisation in this sector is often untapped, DigiCare4CE wants to take action here. In promoting digital solutions, the project intends to relieve the burden on nursing staff and to improve the quality of care. Considering the shortage of skilled workers, these measurements may be essential to guarantee the existence of care homes. The lack of digital solutions is addressed by partners from AT, CZ, DE, IT, PL, SI, and SK. To change this, cooperation is central because all care facilities face the same challenges that can be addressed much more effectively through collaboration. This is why working together with other providers who are overburdened by going it alone and who require cross-sectoral cooperation will push the uptake of digital solutions and technologies in long-term care facilities, so that they become fit for the future. To achieve this, in a novel approach, we will develop a strategy for the digital transformation of care facilities, test the deployment of new technology in pilot actions and elaborate action plans for the investment implementation. We will start by the DigiCare4CE Model, which defines different levels of equipment with digital technology for care facilities. We will then work on Innovation Plans and the practical testing of digital innovations. Digital transformation is to become an ongoing management task. As a result, the operators receive a customized innovation plan and practical implementation experience for the digital transformation of their facility(ies). In three years of cooperation we expect that digital transformation is anchored as a strategic element in the management of operators and subsequently also implemented in terms of investment. Care facilities are continuously exploiting the potential for innovation through digitisation and becoming better places for caregivers & carereceivers.

Actual Achievements (EN):

Within the first year of DigiCare4CE, the PP can already report a success in elaboration of the tasks and deliverables from WP1 (Strategy Development for the digital transformation of long-term care facilities for older people) and WP2 (Testing the digital transformation of long-term care facilities for older people). Even though WP3 (Enhancing the innovation capacity of the long-term care ecosystem) is starting in RP3, the PP already invested some time for the organization and set up of the summer school A.3.3 (DIT, ASSP). As the project is at 1/3 of its lifetime, specific objectives will be reached at a later stage (see also WPs). The transnational collaboration to elaborate the DigiCare4CE Model (O.1.2) started with the project confirmation in March 2023 and the subsequent Kick Off meeting in April 2023. Since then, all PP contribute actively in the development of activities and deliverables, exchange with their associated PP and provide feedback to the documents elaborated. The O.1.1 (Transnational DigiCare4CE Model) will be finished in RP3, having as basis D.1.2.3 (Transnational DigiCare4CE Model), which is finalized as living document and based on the implementation plans of WP2. Next to this, in WP1, the deliverables of A.1.1 (Capitalizing on previous project results) and A.1.2 (Co-Creation of Transnational DigiCare4CE Model) could be finalized, and A.1.3 (Benchmarking of long-term care facilities for older people) and A.1.4 (Fast entry for all: Online tool “DigiCare4CE Online Check”) has already started. Within WP2, 8 PP started the process within their pilots. Within A.2.1 (Shaping the joint pilot actions - Joint implementation and evaluation methodology), the joint methodology was elaborated, which will be used as basis for the implementation and evaluation of the pilots. The activities on implementation (A.2.2 (Implementation of pilot action "The digital transformation of care management and delivery") and A.2.3 (Implementation of pilot action “The datafication of elderly care delivery based on environmental, wearable and IoT solutions")) started with the initializing workshops (D.2.2.1 /D.2.3.1) and the elaboration of the implementation plans (D.2.2.2 / D.2.3.2). For A.2.1 and A.2.4 (Joint peer reviews of pilot actions), PP were already actively planning and organizing the study visits and peer reviews. Next to this, DIT as LP took care of the organizational and management set up and guiding the PP through the project lifetime, while ASSP as communication lead elaborated the communication strategy, and instructed the PP to actively collaborate to the public relations of the project (website, LinkedIn, newsletter). Since its launch, the DigiCare4CE project has made significant progress in supporting the digital transformation of long-term care (LTC) for older people. The co-created Transnational DigiCare4CE Model (O.1.1) plays a significant role in the project and provides a structured framework for the digital transformation process in care facilities. Developed through extensive collaboration among 10 partner and their associated organisations, this model was enriched by benchmarking activities and real-world feedback from long-term care managers, experts, and end-users. To put the model into practice, the project launched the multilingual DigiCare4CE Online Check (A.1.4), a self-assessment tool that enables care providers to evaluate their digital maturity and find tailored strategies for improvement. This tool is based on the benchmarking (A.1.3) logic and strategic guidance elaborated in earlier phases and was successfully introduced in a public webinar with high stakeholder participation. In parallel, eight pilot actions (A.2.2, A.2.3) across six countries tested digital solutions ranging from smart documentation systems and wound care tools to fall prevention sensors and motivational technologies for residents. These pilots were accompanied by study visits (A21), peer reviews (A.2.4), and monitoring and evaluation processes, ensuring practical feedback and shared learning across regions. The insights gathered now feed into two forthcoming Practitioners Guides (O.2.2). Cooperation has been a key success factor throughout the project. Partners like GGZ, ISRAA, DIT, IAT, TUKE and others contributed with complementary expertise and strong local networks. Transnational peer learning, joint development processes, and exchanges with regional and local authorities, SMEs, enterprises, and NGOs have ensured broad relevance, increased visibility, and a high potential for long-term impact and uptake of digital solutions in care.

DIGI4ME - ERASMUS + (EN) | The DigiCare4CE initiative and partners will closely follow the activities of the DIGI4ME project as it sets an important basis for work in assessing and evaluating digital skill needs in healthcare professionals and different policies. Creating a synergy between consortia will allow the DigiCare4CE partners to capitalise on the knowledge already available and promote cooperation in order to share findings, reduce efforts and maximise the outcomes of both initiatives in terms of knowledge, dissemination and evaluation methodologies. Contribution to wider strategies and policies:

EUStrategyAlpineRegion The project goals coincide with the goals of Action Groups 3 and 5 of this EU strategy. On the one hand, employees in a strategic and systemically important sector -the health sector – will be equipped with skills in digital technologies (Action Group 3) and on the other hand, the use of an electronic patient record increases the connectivity and accessibility of information (Action Group 5). Interfaces between the project and the Alpine Region Strategy are created through the use of new technologies and the training of specialists.
EUStrategyBalticSeaRegion The project contributes to the Policy Area Innovation of the EU Strategy for the Baltic Sea Region (EUSBSR PA INNO) that promotes a globally competitive position within innovation for sustainable economic growth in the Baltic Sea region, and provides a strong platform for an enhanced macroregional collaborative ecosystem for innovation, research, SMEs and digitalisation. DigiCare4CE helps to advance digitisation of the labour-intensive care sector, which opens market opportunities for innovative SMEs in the field.
EUStrategyDanubeRegion The project overlaps with priority axis 9 (People & Skills) of the Danube Region Strategy. The project imparts key knowledge elements to caregivers that will be indispensable in a digitalised world in the future. This will not only make everyday work easier for the often poorly paid nursing staff, but will also provide them with further training opportunities in digitalisation, which will increase their overall chances on the labour market. These measures to increase competence, experience and knowledge are in line with the objectives of PA 9.
EuropeanGreenDeal The project relates to the climate action and the Green Deal. In order to achieve the decarbonisation objectives, emissions must be reduced in all sectors. The digital transformation of care also opens up opportunities to reduce the carbon footprint in this sector. This is included in the criteria of the DigiCare4CE model and is used as a determining factor in the subsequent activities (benchmarking, innovation plan, pilot actions, practitioners' guide).
TerritorialAgenda2030 Under the chapter "People and places drift apart - Increasing imbalances and inequalities", the Territorial Agenda calls for action in the areas of (i) Services of general interest, (ii) Demographic and societal imbalances: (iii) Digitalisation and the 4th industrial revolution. DigiCare4CE aims at using the opportunities of digitalisation to keep care facilities sustainable also in rural regions characterised by demographic change.
EUStrategyAdriaticIonianRegion The project relates to the cross-cutting aspect: Strengthening R&D, Innovation and SMEs. DigiCare4CE focuses on the innovation aspect, in particular strengthening the ecosystem for the digital transformation of the care sector. Due to the increasing dissolution of the traditional extended family, long-term care facilities for older people are becoming more important in this macro-region. The project can show new ways through its dissemination and transfer offers.
Other EU4Health
The use of digital and intelligent solutions in the field of nursing allows administrative tasks such as documentation or medical billing work to be processed in a resource-saving manner. This allows a focus on the core nursing work. The implementation of digital applications in a system-relevant area such as nursing also leads to the promotion of resilience, which can be particularly significant in times of pandemics, for example. For instance, innovations from the field of robotics can support nursing staff in times of high sickness absence. The digital and data-secure recording of information can also enable transnational synergy effects in the form of cooperation, as this simplifies exchange processes. For this reason, the DigiCare4CE project can be subsumed into the EU4Health strategy that has grown up as a result of the corona pandemic.
