Description (EN):

Strong territory inhabited by almost 80 million people, the Alpine Region (AR) is at the heart of Europe, being therefore the neuralgic centre of a community of states and regions having to deal with common present and future challenges. The identified challenges in the fields of economic growth & innovation, mobility and connectivity as well as environment and energy are shared by 7 States & 48 regions and only trans-national cooperation may bring the necessary solutions. The European Commission (Third report on the implementation of EU Macro-Regional Strategies) and the States involved in the European Strategy for the Alpine Region (EUSALP) expressed the need for a stable supporting structure which led to the creation of the Technical Support Structure (TSS) with its headquarters in Nice, France. The ambition of the ‘Support EUSALP’ project, which gathers the hosting regional authorities (LP, PP2, PP3) of the TSS as well as the EUSALP Presidencies and the Action Group (AG) leaderships, is to provide EUSALP with an effective technical support in order to aid the establishment of a stronger multi-level governance & implementation of concrete actions on the territories of the EUSALP strategy. By setting up a coordination framework, the project will allow a sound long-term follow-up on the objectives and priorities set by the political leadership, mainly the Presidencies, the Executive Board (EB) and the General Assembly, as well as the implementation of AGs work plans consisting of concrete activities. Moreover, Support EUSALP’s Project Partners, through the support of the TSS, will act as facilitators on a strategic level by supporting the integration of results into public policies, and on an advocacy level by increasing visibility and strengthening the communication toward its audience, including the general public and youth.

Actual Achievements (EN):

The Support EUSALP project mainly finances all activities to support the actions of the various stakeholders and bodies framing the European Strategy for the Alpine Region (EUSALP). Provence-Alpes-Côte d'Azur Region (Région SUD) is the lead region of the EUSALP Support project, as well as the main contributing region in the setting-up of the Technical Support Structure (TSS) in line with the decision taken at the General Assembly in December 2021. The main objective of these first six months was to structure and start the project activities, coordinating the 16 partners as well as all the EUSALP institutions in the enhancement of the EUSALP governance. In the first reporting period, the activities carried out were used for starting the implementation of the key priorities defined by the Executive Board (EB), the current Swiss Presidency and the AGs. During this period, the AGs, with the support of the TSS, drafted their workplans that were discussed and approved by the EB. Included in these workplans are the flagship initiatives and the 4 cross-cutting priorities. Within this period, the AGs also updated their membership. Activities regarding all three project Work Packages (WPs) have been started. In particular: - for WP1 : focus on supporting the organization of all the activities carried out by the current Swiss Presidency and preparation of the General Assembly; - for WP2 the main activity as well as deliverable for this reporting period was the elaboration and approval of the AG Work Plans - for WP3: focus on supporting the youth Council activities, the organisation of the Pitch your Project competition and the drafting and subsequent approval by the project partnership of the Stakeholder Engagement Plan (deliverable for this reporting period) The consortium organized the kick off meeting which was held in Nice on 6 and 7 February 2023 and two online Steering Group meetings, as foreseen by Application Form (AF), on 27 March 2023 and on June 27, 2023. Partners actively organised or participated in the following meetings and events: - 1st BAGL Meeting, 31 January 2023 - Support EUSALP Kick-off, 6-7 February 2023 - 2nd BAGL Meeting, 16 March 2023 - 1st project steering meeting, 27 March.2023 - EUSALP conference on circular economy, 31 March 2023 - Technical Workshop on Circular economy, 31 March 2023 - 3rd BAGL Meeting/ Youth Council-BAGL Meeting, 2 May 2023 - Alpine Space EUSALP Workshop, 24 May 2023 - 1st EB-BAGL Meeting, 25 May 2023 - Embedding Workshop, 25 May 2023 - Support EUSALP Communication Workshop, 30 May 2023 - 2nd EB-BAGL Meeting, 15 June 2023 - EUSALP conference on management of water resources, 16 June 2023 - 2nd project steering meeting, 27 June 2023 It should be noted that in each WP there are transversal management and communication activities carried out to ensure the proper functioning of the project. During the 1st 6 months, a major effort has been put on the EUSALP web design facelift with the ultimate aim to be engaging, inspiring, and design-driven. We also spent a large amount of time finding administratively acceptable solutions to provide some financial support to the Swiss Presidency in line with French and European public order. The main objective of RP2 was to strenghthen the coordination of the 16 partners as well as all the EUSALP institutions in the enhancement of the EUSALP governance, and to ensure a smooth and sound start of implementation of the 9 workplans. In RP2, the activities carried out were used for supporting the Swiss Presidency in the organization of the General Assembly and Annual Forum, ensure a smooth end of the presidency year and transition with the Slovenian Presidency, as well as supporting the AGs in the implementation of their activities according to the 9 workplans approved at the General Assembly. In addition to the Pitch Your Porject competition organized with the support of Region Grand EST, observer in EUSALP, the participation and stronger invovlement of youth was secured in particular through the active participation of youth councillors in events not only as participants but also speakers such as in the Digital Alps Conference organize by PP10. It should be noted that in each WP there are transversal management and communication activities carried out by the Region SUD to ensure the proper functioning of the project. According to the Rules of Procedures, the AGs organised at least 2 AG meetings in 2023. As stated in the PP reports, it is clear that most of them organised several more meetings but also public event such a conferences (e.g. Digital Alps conference, EUSALP Territorial Brands Conference,...) The primary goal of RP3 was to ensure a successful launch of the Slovenian Presidency's initial stages, particularly focusing on the inception event. The RP3 period also emphasized ongoing and enhanced efforts of the Task Force responsible for revising the EUSALP Action Plan. Monitoring the execution of the nine work plans, as well as the overarching priorities set by the Action Groups, was another key facet. In addition, during RP3, the 2024 Pitch your Project competition was launched with a new call for proposals and the Summer Camps 2024 was prepared. The partnership attended the MRS days in June to ensure a good representation not only of the strategy but the Support EUSALP project as well. In addition, during RP4, the 2024 Pitch your Project competition was held during the EUSALP Annual Forum 2024 in Slovenia and three winning projects, showing the creativity and dedication of young people while tackling key issues in the Alps have been awarded. The finalisation of a White Paper outlining the key changes was also handing over to the General Assembly. Monitoring the execution of the nine work plans, as well as the priorities and activities set by the Action Groups, was another key facet, achieved through regular exchanges and meetings between the AGs, the EB and the EUSALP Secretariat. In this phase, the LP was also tasked with elaborating the following deliverables: D.1.1.5 Report on the priorities for the EUSALP Action Plan as well as D.1.3.4. Training communication modules to PPs and AGLs. Additionally, a mid-term review on the Support EUSALP project was elaborated. It should be noted that in each WP there are transversal management and communication activities carried out by the Région SUD to ensure the proper functioning of the project. For instance, the Communication Officer has been actively engaging across multiple platforms and social media by posting news and videos to enhance EUSALP's visibility and outreach. To keep the audience informed, 6 flash news and 1 external newsletter were also elaborated within RP4.

TSS 1 (2022) (EN) | TSS 1 project is a governance project financed by DG REGIO and lead by Region Provence-Alpes-Côte d’Azur. The project objective was to support the governance of EUSALP through the construction of the technical support structure that will permanently support all EUSALP governance bodies and that will manage and coordinate the SUPPORT EUSALP project (EN), AlpGov2 (2019-2022) (EN) | Focused on cross-sectoral strategic implementation initiatives, entering the policy cycle, building up a learning environment. This project had a more strategic approach with a specific focus on policy and embedding. The capitalisation of AlpGov 2 results and the implementation of policy recommendations and capacity building tools are the starting point of Support EUSALP project (EN), AlpGov (2016-19) (EN) | Focused on capacity building of Action Groups, Implementation of strategic initiatives, enhancing governance and financial mechanisms, encouraging cross-AG-cooperation through ARPAF-Funds. This project was the first stage of the governance build-up process of EUSALP (EN), FACILITY POINT – Supporting the governance of the EUSAIR (EN) | The Interreg Adrion project aimed at facilitating the coordination & implementation of EUSAIR enhancing the capacity of PAs & stakeholders & supporting the implementation of joint priorities.The project activities (e.g. identification of joint priorities & flagship initiatives) will be capitalised. (EN), Danube Strategy Point (EN) | The Interreg Danube project supported the establishment of the new Secretariat for EUSDR strategy. The project funded internal & external communication, capacity building & monitoring and evaluation processes which will be capitalised by Support EUSALP through specific meetings. (EN)

Contribution to wider strategies and policies:

EUStrategyAlpineRegion The project will directly contribute to the implementation of the EUSALP strategy and the EUSALP Action Plan through the support of the implementation of key strategic actions which will be defined by the AGs, the EB and the Annual Presidencies. Specifically, through its actions, the project will contribute to the four identified pillars of EUSALP (Economic growth and innovation, mobility and connectivity, environment and energy, governance and institutional capacity)
EuropeanGreenDeal Within the framework of EU Green Deal, key actions are to support policies able to reduce pollution and preserve and restore ecosystems and biodiversity. Given the speed of environmental changing, the project will foster the role of EUSALP to contribute providing solutions to common environment challenges and to the transformation of the Alpine Region into a resource-efficient and competitive economy
TerritorialAgenda2030 In line with the principles of the EU Territorial Agenda, the project will foster the implementation of strategic actions promoting a balanced spatial planning able to decrease the inequality between places (namely, plains and mountain areas) while promoting and fast-tracking the adoption of sustainable development models and circular economy practices. The project will support the strengthening of innovation capacities in the involved regions in order to promote a lively and sustainable alpine region
Other MRS are tools to better link the goals of EU Cohesion policy with a transnational territorial approach. EUSALP promotes balanced and integrated territorial development, in line with the overall EU Policy Framework.
The project will have numerous opportunities for comparison and exchange with the other 3 MRSs: EUSDR, EUSBSR, EUSAIR. In fact, all the 4 strategies are working, also starting from the latest European Commission report, to strengthen governance and increase the stakeholder involvement
Other Urban Agenda for the EU and New Leipzig Charter
The project will contribute to the implementation of just and green spatial development, reaping the benefits of digitalisation for citizens, cities and territories, promote productive urban areas and contribute to the spatial objective of securing and promoting a future for all places and its citizens throughout the Alpine Region – which are the objectives of the TAEU2030, & also the UAEU and the New Leipzig Charter of 2020
Other Support EUSALP will rely on AG5 to work on 'Digital Transformation of Territories', 'Digital agenda for Europe', and 'Future-proof Digital Infrastructures', supporting the digitalisation and the use of smart solutions in different domains participating to cross-sectoral initiatives with others AGs and disseminating the results through the annual Digital Alps Conference
Other Support EUSALP will ensure that the MRS will exploit synergies and better link the existing platforms/initiatives (in particular TEN-T and the specific protocol on transport drafted by the Alpine Convention) for exchange of information and good practices, as well as facilitating the access of the exisiting cooepration bodies to funding instruments.
Other Europe 2020 Strategy
In line with this flagship initiative, the project will contribute to attaining a good and sustainable connectivity network for the whole EUSALP region.
