Description (EN):

Fit for 55 targets and geopolitical challenges brought LIHYP together. The EC Hydrogen strategy aims at 40GW of renewable hydrogen by 2030. Although H2 technologies are close to the market, there is no infrastructure for the use of green H2 (e.g. in the transport sector) in the NSR. There is hardly any data on demand, production capacity of H2 now and in the future. Supply infrastructures are missing, EU H2 regulations are in force but lack of harmonisation on regional levels and so impair system integration for supply and standards. Inter(regional) databased pathways to fit for 55 targets miss; SME are poorly connectet to H2 economy. Without databased transnational coordinated strategies and action plans, managing production, shortages, surpluses upscaling H2 deployment is impossible. A joined approach for H2 deployment in regional H2 applications based on interregional databased roadmaps feeded by actual infrastructure related pilots data enables and upscales H2 developments to meet Fit for 55 targets. Following and committing to roadmaps, that will give relevant mangement information, will support decision making for SMES, municipalities, counties, governments, universities & educational institutes. LIHYP will realise: A NSR H2 platform-marketplace linking H2 relevant stakeholders. Data mining for demand, production and supply of H2 from now till 2030. Steps towards managing shortages and surpluses of H2 production. Steps to system integration for H2 infrastructures, harmonisation and standardization. Promote incentivs for H2, contribute to level playing field with fossil fuels. Commit LIHYP partners and her associates (about 2000 SMES) to Fit-for-55 targets by drawing up and communicate local-regional-NSR (H2) roadmaps/strategy plans till 2030, based on predictive data analysis. Entrepreneurs, investors and public authorities using roadmaps for business modelling to plan NSR investments and capacities. H2 demonstrators to learn from, showcase and promote H2 applications.

Actual Achievements (EN):

The LIHYP project has progressed hydrogen innovation through transnational collaboration. Stichting New Energy Coalition laid administrative groundwork, ensuring smooth project initiation. Despite challenges, such as partner departures, CIRCOE began onboarding new French partners, ensuring the project's continuity and enhancing the French coalition's strength. In WP1, Energy Hub Emsland led the NSR Hydrogen Stakeholder Platform development, while Universität Oldenburg ensured platform scalability. WP 2, saw Urban Waterway Logistics (UWL) setting up a Living Lab in Ghent, Belgium, conducting real-world tests with partners like P & E Lowlands. RUG developed logistical models and roadmaps for green energy value chains, crucial for sustainability in the aviation sector. GAE initiated pilot studies, and Eurowind Energy conducted techno-economic analysis, refining stakeholder analyses. Unfortunaltly, The LHM had to decide not to execute the pilot due to financial reasons. they left the project. In WP3, Hydrogen Valley/Cemtec Fonden, Kiwa Technology B.V., IDIT, DLR, and WaterstofNet contributed expertise in EU regulations and standards, vital for navigating the complex regulatory landscape. Their efforts culminated in the development of regulatory templates and reports, facilitating compliance and harmonization across borders. In WP4, partners like Provincie Drenthe, CIRCOE, and WaterstofNet contributed to roadmap templates, ensuring comprehensive regional insights. OLEC focused on communication and knowledge transfer, ensuring effective information dissemination. Additionally, atene KOM promoted the project within its network, especially to German stakeholders, enhancing stakeholder engagement.

TNI Pilot and Analysis of Hydrogen Retrofitted Coach Bus in the Normandy Region / Transdev will provide feedback on a H2 retrofitted coach as a demonstrator of this new technology. Based on the regular commercial services operated between Rouen and Evreux, Transdev will measure the energy efficiency of the H2 retrofitted coach, will make a FMEA and a Life Cycle Analysis of this solution compared to a standard diesel solution and electrical battery solution. Transdev will produce 3 final reports, and the Région of Normandy on 1 final report on : Energy efficiency and its improvement throughout the trial period FMEA report LCA of a retrofitted coach compare to a diesel coach Study on retrofitted coach from the perspective of the public authority, Région Normandy
Strategic conception of a digital Hydrogen & stakeholder platform / Setup of feature backlog for the development of the platform and determination of feature requests in 4 internal and 4 external stakeholder workshops including development of user stories The development process will use agile methods and include stakeholders needs (e.g. wanted features) to provide optimized solutions to the users, fe via an interactive web-map including a user friendly mobile application.
Collection of (external ) policy goals/ambitions/targets and development of top down roadmap / Overview of regional and national hydrogen goals, ambitions, strategies and existing roadmaps about hydrogen developments in the NSR region on a regional and transregional level. This will be done together with the WP partners by desk studies, interviews and questionnaires with public authorities and relevant stakeholders in the regions, consolidated to a top-down roadmap report for the NSR incl. regional chapters for the 5 partner regions. Updated yearly, 3 reports will be generated
Mapping of relevant frameworks regulations / Mapping of relevant framework regulations and other parameters relevant for further analysis -alignment with platform, roadmaps, and pilots. The results wil be laid down in a publication on regional/national frameworks relevant for cross-border green hydrogen value chains.
Gap analysis regarding green hydrogen economy / Pilots (WP2) will be analysed regarding regulatory and legal gaps. This includes identification of faced barriers and determination of how legal frameworks and (regional) policy impact pilot realization and their (daily) operation. Aspects which will be considered are e.g.: - Certification, standardization, and safety matters of plantcomponents - Fit for Purpose Hydrogen, quality of hydrogen for use (e.g. engine or heating). - Fit for 55 target policies and their impact on LIHYP pilots and regions.
Set up and assignment of expert advisory committee / An advisory comittee of experts will be assignd to join the development process of the database and visualisation platform. Via 12 so called 'sprints' and virtual meetings the feature prioritizing and rating will take place as well as testing of the visualisation platform.
UWL/ PEL: Living lab regarding CHP installation for city logistics in Gent / As part of the pilot there will be set up a infrastructure for tests with the CHP (Combined Power and Heat installation) by excecuting an conceptual studie and an implementation plan on the following topics: the demonstration of a modular concept of the powersupply on location regarding the fueling City bikes and for using fuel cells in urban boat. The design and test of that power supply A feasability study about the practical usage of the power supply, including a study of an A to Z hydrogen-based energy flow. In other words, from solar panel to user by using hydrogen as an energy carrier. an educational concept.
Extraction and enrichment of platform data and development of bottom- up roadmap / Gathered energy data (supply and demand of h2) from WP 1 will be sorted and enriched (with external data to adress possible inaccuracies and missing data points), allowing an in-depth analysis regarding developments in the regions. The data will be transformed into a bottom-up roadmap report for the NSR including regional chapters for the 5 partner regions, allowing monitoring of hydrogen development on a superior level. The report will be updated yearly, a total of 3 reports will be generated
GAE: Development and implement multi tools for H2 airport Groningen Eelde. / The deployment of the gamechanging H2 value chain will be tested and operated at GRQ. This will ensure 24/7 availability of green Hydrogen There will be excetuted 3 studie about a existing groundpower unit( on Technical challenges, The systemintegration aspects and the implementation). Also a logisic study will be doe by the Rug to combine all ground related devices to a hydrogen network on the airport. The combines 4 studies present a studied and tested blueprint for a full scale (Airport) Hydrogen Ecosystem.
Fit for purpose Hydrogen / Research and analysis on the preconditions and requirements for an alignment of certifications and standards to ensure guarantee of origin on the green hydrogen cross-border at scale. Supported by roundtable discussions with relevant energy agencies, hydrogen suppliers, TSO's, results will be reflected in a report.
Developing of database structure and platform architecture and setup/coding of both / Based on WP 1.1 and 1.2, the database model and type as well as platform architecture will be developed (e.g. programming language, implementation, environment and descision on which data must be acquired for which purpose in order to meet the requirements best. The implementation (setup and coding of database and website incl. visualisation map and features as mobile app.) will be realized by agile method with implementation and optimization of features in sprints.
Assessment of pilot learnings / Compilation of strategical issues and findings from Wp2 ( pilots): gaps and barriers in pilot actions regarding system integration, permits, economical feasibility, and safety and regulation, written down into yearly reports (3 reports in total). The reports will be included as additional input into the consolidated roadmaps.
BMO: Development an local Energy HUB for city cargo / A systemintegration study will be worked on the implementation of regional green Hydrogen hubs on strategic locations for City Cargo bikes. There will be 2 studies on the feasibility and efficiency by use of short supply routes and the integration of a fuel cell cargo bike. These studies will contain technical, financiel and logistical aspects as a stakeholderanalysis and citizeninvolvement.
LIHYP dissemination and mainstreaming events on legal frameworks / Round table discussions engaging national energy agencies, relevant ministries and branch organisations focusing on providing solutions and recommendations for national and EU policy level. These round tables will be organised in the middel and at the end of the project, to communicate the LIHYP legal learnings at local, regional, EU levels with identified targetgroups. ( 4x in 2025 ; 4 x 2027)
Acquisition, enrichment and integration of regional project/pilot data into database/platform / Acquisition of datasets from (about 250) different projects in the whole project area containing for example project location, partners, hydrogen supply, storage and distribution capacities or demands (in operation as well as in preparation). The datasets will be collected in 11 data collection hubs (5 partner regions as well as 6 project pilots)
Assessment of regulatory learnings / In collaboration with WP 3 partners, an assessment of the results and findings from the report (Chapter 3) on Regulations, Standards and Certifiaction will be undertaken, written down into yearly reports. This will be included as additional input into the regional roadmaps. 1 update per year
BEB: H2 Pilot train Emsland, North West Germany / A feasibility and logistic study for a demonstrator will be executed on the development of a H2 driven train. This contains the supply of green H2 and the fuelling possibilities on a potential cross border route.
Translate findings to H2 strategy with policy recommendation / Inventory of findings from pilot actions and platform activities developments. Identification of the role of the governments in the region to support the implementation of hydrogen will be consolidated and translated into a coherent recommendations framework ( including regulations code and standards) for the industries, infrastructure development and hydrogen supply in the NS region. Make recommendations for using in Wp4 and define an impact strategy to accelerate H2 initiatives.
Identification of relevant stakeholders, collection of data and integration into database/platform / Identification of important stakeholders in the NSR and collection of know-how (e.g. technological/legal/regulatory) project- and bridging activities/…, done by project partners as well as using results of ongoing initiativs and public available data.
Development of interregional dynamic roadmaps / Consolidation and comparison of bottom-up and top-down findings Based on the generated external strategies and regional Roadmaps in Activity 1. and all findings generated in the platform and the pilots, a consolidated stratgie wil be formulated as a LIHYP interregional roadmap, which wil be updated 3 time during the project. 1 update per year, leading to 3 updated reports.
EWE: Pilot onshore wind system integration, Denmark / EWE will establish a Hydrogen Refueling Station (HRS), which will be connected to a wind park and solarcell park. The technical solutions for HRS are relatively well-known, however the link to renewable energy sources entails the need for revised plant designs and stakeholder analysis, focusing on customer needs, to optimize the electrolysis plant and the entire value chain to customer needs. Therefore there will be made a study wich contains a description of the techno-economic specifications, a system-integration analysis and a Stakeholder analysis.
Support of pilot actions and LIHYP regions from legal perspectives. / Interlink LIHYP pilots, regions with legal framework LIHYP experts based on earlier gap analysis. Organise ongoing consultation meetings, follow impact of consultation sessions and draw up lessons learned.
Analysis and optimisation of pilot value chains by testing realization possibilities using platform data / Identification of realization possibilities and investigation of economically most feasible way to implement pilots (6 example project pilots from WP 2 and about 4 external pilots) in the NSR using platform data (e.g. hydrogen availability, regional legal/regulatory framework, …)
Interview on policy effectiveness / The strategical finding and concepts will be communicated with external stakeholders by holding interviews and enquetes. This will be done 2 interviews and 1 enquete per pilot region
Include early H2 solution adopters during piloting. Communicate and demonstrator solutions, lessons learned. / During development and implementation of demonstrators of the 6 H2 pilots, early adopters; platform members, others will participate in external and internal strategy sessions where challenges and solutions will be shared and discussed. Per Pilot (6) there will be hold 2 external (regional and interregional) and 2 internal events.
Disseminate LYHIP legal framework learnings. / Actively share exchanges and findings by developing publications (4), and giving input for website (4 x), social media (8x) and legal forums and external events (participating in 8).
External perception analysis of Platform / Stakeholder user analysis to identify how the platform should be communicated regarding already integrated and new functionalities. This includes identification of most relevant features (fe the interactive map) and the perception of the platform as a whole with the goal to improve external communication to address first customers of the platform. This will be done by a technical analysis and user surveys.
Stakeholder Integration and discussion of result and policy suggestions / The developments of the roadmaps wil be joined by a advisory groep of experts. They will give input at least 2 time a year starting after 1 years and give there input to the roadmap .
A roadshow driving with a lorry or bus from Normandy to Denmark on Hydrogen. / 2025 a H2 lorry ( or bus) drives from Normandy to Denmark along the NSR pilot facilities and visit all involved regions. Also meant as a awareness raising about H2 challenges on that tour there will be communicating activites at all locations. The roadshow of the pilots as a testcase to identify existing challenges and burdens, the driver will face during his journey and present first results.
Communication campaign using (social) media and project cluster organisations / Setup and realization of a dedicated Wp1 communication campaign to integrate NSR Stakeholders in the development and usage of the platform, with the goals to increase engagement rates. This includes raising awareness of the platform as solution provider to various demands, for example search for hydrogen sources or knowledge partners. This includes results from the external perception analysis (Activity 7).
Dissemination of Roadmaps in public events / The roadmap inclusive recommendations will be communicated per targetgroup. Therefore 5 discussion- and feed back sessions will be organised during the roadshow LIHYP will be present at least 10 regional, national and EU Hydrogen events with private and public stakeholders. Active knowlegde transfer with other initiative will take place here. The dissimination of all findings and results of the roadmaps and the project wil be realised in coorperation with all WPs by the final conference.
Video material following the regional pilot activities / 8 Animation clips, 12 social media videos ( 2 by every demonstrator) and 1 movie (made during the roadshow) will follow all demonstrators and will be disseminated by social media and used during LIHYP events.
NSR stakeholder involvement / Within the hydrogen stakeholder events for the NSR, the connection between virtual and physical networking will be made. This includes matchmaking events throughout the NSR, enabling stakeholders to intensify international businesses and enabling cross-border hydrogen value chains.
Web based publications / LiHYP pilot regions web publications and a joint newsletter will be created ( 2 times a year). These publications will outline all services and expected results of each pilot. The regional stakeholder groups will form the basis of these publications.

Contribution to wider strategies and policies:

Reducing the green house gas footprint in the EU as proposed in the European Green Deal let to packages of measures like "fit for 55", identifying hydrogen as important pillar. Within the project, the platform will provide bottom-up data as indicators for the current phase of the build-up of the hydrogen economy in the NSR. The comparison of this data with top-down strategies will provide a detailed controlling mechanism and can lead to adjustments in action plans on several levels.  
Defossilising mobility applications is one of the key pillars to CO2-neutrality. Within the projects, different pilots will contribute to this process and allow scale-up based on the knowhow build-up in the pilots. Furthermore, the visualisation platform will allow combining hydrogen mobility with hydrogen supply more efficiently from an economic perspective, leading to more robust business cases and increased scale-up.
