Description (EN):

The Norsaic Project aims to create a future-proof and innovative cooperation governance for next-level transnational Maritime Spatial Planning (MSP) in the North Sea. The North Seas marine space is an intensely used area, shared by many countries and actors who have various interests, while also new emerging usages and challenges develop. At the same time, the North Sea is also an important environmental asset. Climate change, economic drivers and local/regional impacts of activities necessitate new and adapted MSP approaches, innovation and an overall improved joint capacity, which is jointly developed by authorities and decision-makers, research organizations and maritime actors, for an improved cooperation governance on national, as well as local/regional level. Norsaic will bring together all these actors, who will jointly work together to lay the foundations for a vibrant, healthy and sustainable North Sea region in the face of climate change by focusing on adaptation strategies and visions for the future, creating innovation capacity for governance and finally building joint capacity for cooperation in MSP. Norsaic ambitions are to bring MSP to a next-level by facing transnational cooperation to govern the sustainable transition of the marine space. Norsaic's approach will cover a) a much needed adaptation and advancement of crucial MSP elements, such as land-sea-interaction, cumulative impacts and multi-use of space to develop future proof MSP processes and plans in the NSR responding to a changing climate, b) establish innovation capacity for MSP for institutionalization of advanced next level planning and to eventually c) come up with joint capacity actions towards long lasting governance in next level MSP on all levels. Overall Norsaic will increase the overall cooperation governance in MSP by jointly developing MSP adaptations, strategies and action plans, which will be adopted and implemented by national and local/regional authorities in the NSR.

Actual Achievements (EN):

Norsaic, dedicated to enhancing cooperation and governance in marine spatial planning (MSP) for a vibrant, healthy, and sustainable North Sea region, commenced its journey one year ago with resounding success. Collaborative efforts among project partners have resulted in the development of comprehensive work plans, meticulously crafted through extensive discussions and garnering approval from all partners. Two partner meetings, held in Hamburg and Delft, served as focal points for activities across the project's three work packages. Work Package 1 (WP1): Emphasized addressing climate change concerns, featuring a workshop centered on visions and strategies for MSP in the face of climate change. Work Package 2 (WP2): Initiated the exploration and development of an innovative Augmented Reality (AR) application aimed at facilitating collaborative discussions within MSP frameworks. Work Package 3 (WP3): Currently engaged in crafting workshops geared towards mutual learning and knowledge exchange, synthesizing insights from WP1 and WP2. NORSAIC has established meaningful collaborations with various MSP initiatives, notably the Greater North Sea Basin Initiative, laying the groundwork for joint events and outputs currently in deliberation. Concurrently, the project prioritizes communication endeavors, actively participating in numerous events and meetings to introduce Norsaic to a broader audience. In its entirety, NORSAIC remains committed to enhancing cooperation and governance within MSP. Through the adaptation and advancement of crucial MSP elements, fostering innovation capacity, and building joint cooperation capacity, Norsaic strives to realize its vision for a sustainable North Sea region.

Deliverables:

Climate Change - Parameters / Identification of spatial and usage related effects of climate change in maritime spatial plans within different sectors, such as energy, fisheries and ecosystems.
Co-Design Workshops to Develop Criteria and Objectives for Innovative Approaches and Tools in MSP / Co-design / co-development of criteria and objectives regarding the new and innovative tools and approaches with all relevant actors from local/regional to national level. Contribution to wider strategies and policies:

MSP is an enabler of the European Green Deal. Among others, it aims to develop a sustainable blue economy, protecting biodiversity in the marine space and to facilitate clean and secure energy. Norsaic will work along the lines of the Green Deal by improving cooperation governance.
The IMP and its aim to foster sustainable development of all sea-based activities has highlighted the urgent need for Ocean management. Norsaic will strongly contribute the IMP goals by improving adaption in plans and processes, innovation for next level planning and cooperation between all relevant stakeholders.
The long-term plan of the Biodiversity strategy to protect nature and reverse the degradation of ecosystems. It is very much in line with the aims of MSP. Facing climate change, Norsaic will contribute to achieve these goals by establishing a framework that will help to manage our seas coherent and more sustainable
Norsaic will adapt current MSP processes and plans to contribute towards a healthy and sustainable North Sea and is therefore very much contribution the aim of the EU Marine Strategy Framework Directive to protect the marine environment across Europe.
In the North Sea Region 2030 Strategy, regional authorities have jointly defined the most pressing topics where there is an added value in transnational cooperation and action. One of these topics is MSP. Norsaic will strongly cooperate with (regional) governments around the NSR. Challenges in MSP will be jointly tacked to achieve the goals of the strategy, incl. sharing good practices, raising awareness, contributing to policy development and cooperating with others on multi-governance levels.
