Deliverables:
- Climate Change - Parameters / Identification of spatial and usage related effects of climate change in maritime spatial plans within different sectors, such as energy, fisheries and ecosystems.
- Co-Design Workshops to Develop Criteria and Objectives for Innovative Approaches and Tools in MSP / Co-design / co-development of criteria and objectives regarding the new and innovative tools and approaches with all relevant actors from local/regional to national level. Expertise and knowledge of these actors will be gathered concerning key elements in MSP, multi-use, cumulative impacts and land-sea-interaction to process it for innovation in MSP. Three workshops on multi-use, cumulative impacts and land sea interaction are planned (1 national level, 1 local/regional level, 1 multi-level)
- Building capacity (Internal –National Level) / Two internal workshops / training on implementing and using the developed innovative tools and approaches (WP2) for capacity building in MSP.
- Climate Change - Visions / Development of spatial planning adaptations and visions that take into account the anticipated changes in the maritime sectors and related economy (WP1.1) that are promoted by climate change to make MSP more adaptive to the effects of a changing climate.
- Sharing News on Objectives and Criteria / Sharing news (website, social media and other designated channels) to inform about criteria and objectives
- Building Capacity (External – National level) / Two external workshops / training on implementing and using the developed innovative tools and approaches (WP2) for capacity building in MSP
- Land-Sea-Interaction - Parameters / Identifying future connectivity (land-sea-interaction) needs in MSP in the face of changes, such as new shipping routes towards the Artic, increase maintenance traffic to offshore wind farms and cable connections and all effects on the regions around the NSR.
- Innovative Tools and Approaches for Multi-Use of Space / The criteria and objectives (WP2.1) will be taken up to develop an innovative tool to introduce innovation in the MSP to respond to a changing climate. A tool (software) will be co-developed, using 3D, augmented reality and interactive maps: To a) assist MSP processes to illustrate multiple ways how a specific sea area is going to be used in the future, b) raise awareness of the complexity of the marine space and the need for integrated approaches and c) foster literacy on all governance levels
- Capacity Building and Raising Awareness (Local/Regional Level) / Sharing and discussing outputs of WP1 and WP2 on a local / regional level (among others with North Sea Commission member regions), to build overall joint capacity and to raise awareness of MSP challenges and progress among all levels of governance during two workshops
- Land-Sea-Interaction - Visions / Developing scenarios (visons) for an increase in land-sea-interaction for offshore wind maintenance ship traffic and new emerging routes towards the Artic as a result of a changing climate and its effects on the regions around the NSR. Deliverable: Other = Infographics and maps
- Innovative Tools and Approaches for Cumulative Impacts at Sea / The criteria and objectives (WP2.1) will be taken up to introduce innovation in the MSP process. A tool (software) will be co-developed to a) assist MSP processes to picture outputs of effects of activities that occur in a specific area b) raise awareness of impacts of activities at sea and c) foster literacy on all governance levels
- Dissemination - Outcomes of Visions / Communicating and discussing outcomes of Land-Sea-Interaction Scenarios (WP1), Visions for Cumulative Impacts (WP1) and Multi-use of Space (WP1) among MSP actors across North Sea Region Borders on multiple governance levels. Deliverable: external workshop and video production.
- Cumulative Impacts (transnational scale) - Parameters / Identification of North Sea specific cumulative impacts, such as large scale offshore wind developments in the face of meeting EU energy and climate targets
- Innovative Tools and Approaches for Land-Sea Interaction / The criteria and objectives (WP2.1) will be taken up to introduce innovation in the MSP process. An approach will be co-developed to better connect regions and MSP processes on a national level with a focus on land-sea interaction. Deliverable: New, interactive engagement approach
- Dissemination of MSP Innovation Capacity / Sharing and discussing outcomes of improved innovative MSP (WP2) and how tools and approaches contribute to creating better governance, jointly among MSP actors on all level. Deliverable: external workshop and video production.
- Cumulative Impacts (transnational Scale) - Visions / Developing joint visions and adaptations towards adapting to a transition to a sustainable economy while limiting cumulative impacts in the North Sea region.
- Internal Testing of Innovative Tools and Approaches / Internal testing and evaluation of WP2.3. WP2.4 and WP2.5 with competent MSP authorities, regional/local representatives, as well as research institutions to prepare for an institutionalization within planning processes and plans
- Dissemination and Alignment of MSP Innovation Capacity in Context of other Initiates / Aligning innovation capacity of all levels of governance by aligning innovative approaches and tools with other topical initiatives i.e. digital twin of the North Sea, MSP Challenge Simulation Platform, Operation Ocean, North Sea Commission, MSP Collaboration Group.
- Cumulative Impacts (Local/Regional Scale) - Parameters / Analyzing and comparing impacts of human activities, such as offshore wind farms to local communities across the North Sea region
- Evaluation of Developed Criteria and Objectiv / Evaluation of developed criteria and objectives (WP2.1), developed tools (WPs 2.3 2.4 and 2.5) to prepare for overall strategies and actions plans of WP
- Road-Map Innovative MSP to Prepare for Overall Implementation of all Strategies and Action Plans / Implementing an action plan to adapt and translate all outputs and deliverables (of all WPs) into MSP processes and plans to further improve MSP governance in the future.
- Dissemination Campaign / All partners contribute to a dissemination campaign that includes e.g. a promotional documentary, videos and showcasing innovative MSP, including a touring exhibition.
- Cumulative Impacts (Local/Regional Scale) - Visions / Developing visions and adaptations to mitigate impacts of human activities, such as offshore wind farms on local communities/regions.
- Multi-Use at Sea - Parameters / Identification of possible multi-use of space practices of maritime activities as a result of increasing pressure on space.
- Outreach Sessions / Project beneficiaries will coordinate and host outreach sessions at various events, conferences etc. to guarantee high level transnational awareness of Norsaic outputs and collecting feedback. Conferences include MSP Forum, MSP Conference, Scientific Conferences (such as MARE conference)

- Norsaic Final Conference / A Norsaic final Conference will be organized and hosted in the NSR to share all outcomes and results of the project within and beyond the NSR.
Contribution to wider strategies and policies:
- MSP is an enabler of the European Green Deal. Among others, it aims to develop a sustainable blue economy, protecting biodiversity in the marine space and to facilitate clean and secure energy. Norsaic will work along the lines of the Green Deal by improving cooperation governance.
- The IMP and its aim to foster sustainable development of all sea-based activities has highlighted the urgent need for Ocean management. Norsaic will strongly contribute the IMP goals by improving adaption in plans and processes, innovation for next level planning and cooperation between all relevant stakeholders.
- The long-term plan of the Biodiversity strategy to protect nature and reverse the degradation of ecosystems. It is very much in line with the aims of MSP. Facing climate change, Norsaic will contribute to achieve these goals by establishing a framework that will help to manage our seas coherent and more sustainable
- Norsaic will adapt current MSP processes and plans to contribute towards a healthy and sustainable North Sea and is therefore very much contribution the aim of the EU Marine Strategy Framework Directive to protect the marine environment across Europe.
- In the North Sea Region 2030 Strategy, regional authorities have jointly defined the most pressing topics where there is an added value in transnational cooperation and action. One of these topics is MSP. Norsaic will strongly cooperate with (regional) governments around the NSR. Challenges in MSP will be jointly tacked to achieve the goals of the strategy, incl. sharing good practices, raising awareness, contributing to policy development and cooperating with others on multi-governance levels.
