Description (EN):

IB-Green aims at reducing heat stress in industrial and business parks (IBP) by developing green and blue infrastructure (GBI). In NWE, existing IBPs take up 15-20% of the settlement area. IBPs are highly paved (80-90%) without green infrastructure and raise the heat stress in urbanised areas. Local greening and adaptation plans rarely target the potential of GBI in IBPs for climate change adaptation and biodiversity improvement. Barriers are lack of knowledge, complex economic needs in IBPs and necessity of private action. As drivers for the economic wealth of NWE, IBPs need to be urgently developed into sustainable areas to reduce climate and economic risks for the enterprises and on city level. NWE-wide, GBIs is increasingly implemented in residential and inner city areas. IB-Green will transfer and further develop successful measures from these areas, e.g. multifunctional use of space, for the specific needs of IBPs, combined with innovative processes of triggering private business owners to act. The partners from public authorities, IBP operators and practical science institutions are in charge of creating strategies, building capacities, and managing and transforming existing IBPs. The partnership from all NWE member states will combine complementary experiences and ideas to jointly develop and deliver a transnational multi-level strategy and action plans for more multi-benefit GBI in existing IBPs with optimized public-private interplay. Pilot investments and activation processes throughout NWE will demonstrate transferable solutions for more GBI in IBPs. About 1200 enterprises will benefit from decreased ecological and economic risks, over 25000 employees and residents will profit from healthier working and living spaces. A jointly developed toolbox will gather experiences and showcases, transnational training courses will build capacities of over 50 LAs and companies from NWE. The city network Climate Alliance secures uptake by its 1900 members.

Actual Achievements (EN):

All activities started as planned, some are even ahead of schedule. Added value of the cooperation: The partnership started cooperation during two partner meetings: Working Group meeting (kick off, Wiesbaden, 12 Sept 2023) and in an online meeting (14 Nov 2023). Bilateral cooperation and support further deepened transnational cooperation and learning. For example, PP01, PP04, PP05 and PP07 exchanged on first steps and recommendations to implement existing tools for analysis in an online meeting on 6 Dec 2023. PP06 is particularly interested in benefiting from the method presented by PP05 regarding an environmental issues matrix to identify the main environmental issues of their local project/area. Thematic work in work packages and specific objectives: Thematic work progressed as planned. The PPs jointly developed a common framework to analyse climate and economic risks in IBPs. They compared each other’s existing tools and methods relevant for the analysis of the IBPs and exchanged on first steps and recommendations to implement these tools. The partnership has already started to analyse relevant risks and needs in the targeted IBPs. The PPs finalised a concept for the necessary structures for cooperation and operation to target local authorities (LAs) as well as IBPs and enterprises. Pilot Actions and investments (Work package 2): Pilot Actions and investments were prepared ahead of schedule. For example, the partners responsible for the pilot actions have presented their plans and challenges during the project’s kick-off meeting. PP07 and PP04 conducted a preparatory meeting in Period 1 (Nov. 23) to clarify further steps and how PP07 can potentially support pilot action 3. Communication activities: The partnership jointly developed a communication strategy for the whole project. Together with all the PPs, the LP produced the promotional and digital materials, e.g. project flyer, poster, roll-ups. PPs have introduced IB-Green within their organisation and beyond, e.g. in several meetings, events, via newsletters etc. For example, IB-Green was presented to 3500 members and contacts of Climate Alliance in Europe in CA newsletter. Project and Finance Management: Project management teams (PMT) composed of project and financial manager were installed at LP and all PPs. Internal communication structures were built up securing the close contact between all project partners and the LP. All management tools have been set up at LP and PPs as planned. The Project Steering Group (PSG) met (September in Wiesbaden) to discuss and decide on all project-related topics such as finances, reporting schedule and communication. LP PMT is composed of Climate Alliance and Infrastruktur & Umwelt (external support after European-wide tendering) with monthly jour fixe and short communication paths. LP regularly communicated with all PPs (by e-mail, phone or via virtual meeting) for updates and clarification of questions. LP developed the IB-Green Project manual, provided a platform (QuickConnect) with all important documents, communicated with NWE programme officer on a regular basis to clarify open questions, clarified procedure and developed forms for progress reporting. Added value of the cooperation The partnership continued close cooperation during two partner meetings: Working group meeting in Luxembourg, 15-16 February 24 and working group meeting in Mechelen (BE), 19-20 June 24. Bilateral cooperation and support further deepened transnational cooperation and learning. For example, PP02 (ARN) and PP08 (LEE) had a physical bilateral meeting in Leeuwarden on 12 February 24 to exchange knowledge and best practices on how to realise more climate resilient IBPs. PP07 (WILA) and PP09 (SI) had a physical bilateral workshop on the IB-Green Award in Bonn on 21 June 24. PP09 (SI) organised an online meeting with the greening officers of the Municipality of Arnhem (PP02) and the Municipality of Leeuwarden (PP08) on 11 June 24, to develop and improve the concept for business consultations. Thematic work in work packages and specific objectives Thematic work progressed as planned. The PPs jointly developed and agreed on the framework of the IB-Green strategy. Pilot Actions and investments were prepared and first measures have already been implemented: e.g. PP08 (LEE) has planted 103 trees on various locations on the public grounds of IBP the Hemrik (pilot action 1). PP02 (ARN) conducted first pilot scans for three private lots of business owners and provided advice on climate adaptation solutions. Communication activities PP01/LP continued to update project’s digital tools such as the IB-Green website and LinkedIn; developed a redaction plan for the IB-Green newsletters until the end of the project; worked on the second newsletter to be published in early July 2024 and started working on a concept for creating a promotional video for the project. The project partners continued to present IB-Green on several occasions: e.g. PP04 presented the project during multiple events such as an online event of the chambers of industry and commerce Rhein-Neckar, Saarland and Rheinland-Pfalz. Project and Finance Management The Project Steering Group (PSG) met (February in Luxembourg and June in Mechelen) to discuss project-related topics such as finances, reporting schedule and communication. The LP project management team composed of Climate Alliance and Infrastruktur & Umwelt continued to have monthly meetings and short communication paths. The LP regularly communicated with all PPs (by e-mail, phone or via virtual meeting) for updates and clarification of questions. LP updated the IB-Green project manual, daily managed the IB-Green data platform Quickconnect for internal sharing of documents and communicated with NWE programme officer on a regular basis to clarify open questions and clarified procedure. Bilateral cooperation and support further deepened transnational cooperation and learning. For example, PP06 (SBID) and PP07 (WILA) actively and closely cooperated on the IB-Green Award, e.g. through calls and monthly bilateral meetings. Thematic work in work packages and specific objectives Thematic work progressed as planned. The PPs completed the targeted analysis of climate and economic risks of the targeted IBPs and finalised the assessments and adjustments of multi-benefit measures and economic interventions. The partnership also elaborated the draft IB-Green strategy and decided on the structure and elements of the action plans. Pilot Actions and investments were further prepared and partly realized, e.g. PP09 (SI) conducted two first consultations of businesses (Pilot Action 2). PP04 (HLNUG) selected six pilot municipalities for the funding scheme after a thorough analysis and evaluation of the applications (Pilot Action 3). PP04 (HLNUG) also conducted a series of online seminars for local authorities, which took place in September, November and December 2024. Communication activities PP01/LP continued to update project’s digital tools such as the IB-Green website and LinkedIn; elaborated and published the third newsletter in December 2024 and was in contact with the JS and PP06, PP02, PP05, PP08 and PP09 for the preparation of the blog article on IB-Green “Climate adaptation: the unexpected potential of industrial and business parks”. Besides, PP01/LP started the process to elaborate the IB-Green promotional video: an external enterprise was selected, four meetings were made to elaborate the video with the contractor. The video will be ready in Period 4. The project partners continued to present IB-Green on several occasions: e.g. PP11 (DLR) presented the project IB-Green during the Interreg North-West Europe Annual Event held in Croke Park, Drumcondra, Dublin (IE) in November 2024. PP02 (ARN) presented the project IB-Green and the activities of Arnhem at the yearly Circular Event organised by the ‘Arnhem Nijmegen Green Metropolitan Region’ 22 November 2024 (in Arnhem). PP01/LP (CA) and PP05 (MEL) jointly organised the midterm conference “Fit for future - companies putting climate adaptation into practice” in Lille, France in November 2024, in which the project and the activities of the partners were presented. Bilateral cooperation and support further deepened transnational cooperation and learning. For example, PP06 (SBID) and PP07 (WILA) continued active and close cooperation on the IB-Green Award. In period 4, a new format was introduced: the IB-Green chat room. The chat room takes place every 8 weeks and aims to give the partners further space for transnational exchange. In period 4, the IB-Green chat room took place three times. During these online meetings, the partners share knowledge and experiences of their activities to learn from each other. During the project meeting in Singen, PP02 (ARN) presented the current status of their activities and sought advice from the other partners. Besides, PP09 (SI) presented their progress in the project and organised a site visit through the IBP Singen, where the investment of PP09 will be implemented. This transnational exchange is very valuable for all partners. Furthermore, the transnational IB-green adaptation toolbox is developing in close cooperation of all partners: the multiple experiences from different partners, locations and countries are fundamental for the added value of the toolbox. Thematic work in work packages and specific objectives In period 4, the partnership made great progress on thematic work. The partners started to jointly work on the two Action Plans. Besides, the partners further prepared Pilot Actions and Investments. PP09 has successfully identified a location for pilot action 1. PP05 (MEL) is currently making the final decisions for the design of the streets including greening and planting choices. Furthermore, the partners agreed on the draft structure of the IB-Green toolbox (D.3.1.1). Communication activities PP01/LP continued to update project’s digital tools such as the IB-Green website and LinkedIn. PP01 (CA) finalised the IB-Green promotional video, which was published both on the project website and on YouTube. PP01 (CA) also contributed to an article featured in the newsletter of the German Interreg NWE Contact Point. PP01/LP and PP07 (WILA) created an entirely new promotional section dedicated to the “IB-Green Award,” now available on the website. Other project partners also continued to present IB-Green on several occasions: E.g. PP03 (GEP) presented the current status of their activities to Opgewekt Pajottenland (a collaborative project involving ten municipalities in the region). PP08 (LEE) organised an informative session on the IBP to inform entrepreneurs of the importance of climate adaptation, the municipalities activities and the upcoming Green Coach on 15 April 2025. PP07 (WILA) presented and promoted the project at several third party-events such as network meetings. PP04 (HLNUG) organised an excursion through Hesse on climate adaptation measures in Industrial Business Parks (ca. 60 participants) on 12 June 2025.
