Description (EN):

Society depends on critical infrastructure assets e.g. highways/traffic management systems, built environment and water plants to perform their purpose, be secure and reliable, and to avoid significant economic impact. Ideally, “Talking Assets” could predict and proactively report its health status e.g. repair need before potential failure. This and other benefits can be realised through data-driven asset management that is more efficient, sustainable, and safer. But this transformation involves intense common challenges for all stakeholders, while authorities in charge of most assets are often under pressure. Urgency arises, as many assets face end-of-life cycle problems, compounded by a shortage of skills and budget to renovate and replace assets. Transnational cooperation will lower implementation barriers through joint learning and implementation of solutions. NWE partners hold solutions for these challenges, but need a well-coordinated approach to transform the “running system” of authorities. BEPROACT is the first transnational project to tackle these challenges, producing an accessible and replicable pathway with key services to all stakeholders. The implementation, transnational uptake and scale up, supports the territorial and digital resilience: lengthening asset’s lifetime, preventing failure, 10% cost saving in maintenance, just in time renovation, safer work environment and a more sustainable approach. Benefits for critical Infrastructure providers and users. 3 WPs: 1. Strategy: develop a custom-fit digital transformation and smart maintenance strategy for NWE organisations and asset types, coordinated in a “data enrichment cycle” (see WP1) 2. Assets: transnational planning and implementation of 15 innovative solutions in 6 different asset systems 3. People: creating implementable, replicable, accessible training schemes and knowledge platforms, anchoring the project’s results in NWE territories, multiple infrastructure authorities and academia.

Actual Achievements (EN):

RWS organized the Launch event in Amsterdam May 2023. All projectpartners prepared posters and short pilot pitches that highlight the goals, results en development approach of the pilot cases in the asset category Highway pavement, and Bridge infrastructure. WP1 Strategic session "first steps" in the joint strategy development has been prepared and organized as part of the partner meeting in Gent During the partner meeting on Gent we organized a strategic working session. Part of this session was to make an inventory for all pilot cases, which previous activities, projects and stakeholders can be seen as starting point for the further development. Relevant partners or parallel project have been selected that could be involved in the BEPROACT collaboration ecosystem that will be involved in future developments of the pilot cases. In the appendix of deliverables D.1.1.1 and D1.1.2 the results have been documented. WP2 Partner subgroups where formed around the 6 asset types. Multiple online and physical meetings were organised work together on pilot case definitions, and partner collaboration. These meetings were used to jointly develop High level pilot case project plans for the pilot cases. These high level project plans will evolve and develop into detailed project plans in the next project periods. A2.2 Built Environment (Region BFC is asset type captain) Smart building management platform to centrally monitor buildings, analyze data and define predictive maintenance plans to optimize energy use, costs and user experience. A2.3 Highways & pavement (RWS is asset type captain) Pavement residual lifetime monitoring, assessment, modelling and prediction. A2.4 Bridge infrastructure, dynamic risk and structural safety assessment (RWS is asset type captain). Proposed value: Rapid, Accurate, Explainable Bridge Portfolio Analysis. Development of a rule checking model for assisting the prioritization process A2.5 Intelligent Transport Systems (ITS), dynamic fault assessment (DCC is asset type captain). The Dublin City Asset & Fault Management System (AFMS) contains hundreds of ITS assets on streets. The AFMS is a real time data driven fault management system, connecting faults with the appointed contractors. It ensures correct operational performance. A2.6 Water system (VMM and Geosparc are asset type captain) We will develop advanced methodology, technology and data-driven services, hence a data-driven asset management approach, in order to operate the MPS more effectively and efficiently while safeguarding the water system. A2.7 Waste water system: advanced Assetmanagement in sewage system (RTC4Water is asset type captain). Wastewater system is a system of pipes, pumps, valves, overflow and storage structures used to convey wastewater from dwellings to a central processing facility called a wastewater treatment plant Leadpartner Rijkswaterstaat prepared the agenda and content items of the BEPROACT partner meeting in Gent (Nov 29-30, 2023) organized by VMM. WP3 Strategic session "Human capital development first steps" has been prepared and organised as part of the partner meeting in Gent During the session alle partners made an inventory of target groups for the training and upskilling concepts, based on a first set of skill & job profiles that should be involved in the uptake of pilot case solutions that will be developed and implemented during the course of the BEPROACT project. Communication RWS as lead partner organized the following communication activities: Communication strategy and message house: RWS had developed a project strategy that has been presented in Gent and enriched with input from all partners. It guides all individual partner communication activities. The formal project poster and project plaquette has been developed by a contracted communication bureau (Geel). The project website has been started up (more content will follow), a BEPROACT project description has been added to the formal international website of Rijkswaterstaat. Lille University hosted the second partner meeting from June 3-6, 2024, in Lille, where the online meeting was integrated with synergy projects during the partner meeting. (D.1.1.3). All project partners have updated their pilot case project plans, which are linked to the six asset type categories, along with pilot posters and brief pilot pitches. These documents serve as "internal partner deliverables," emphasizing the objectives, outcomes, and development strategies of the pilot cases. WP1 Starting points for transformation During this reporting period, all partners collaborated on WP1 activities. The focus on the six asset types led to an inventory for all pilot cases, establishing the transformation starting points and the territorial relevance of the pilot cases in NWE for each asset type. We have embraced a common practice model for Condition-Based Maintenance, a well-established methodology in the process industry, to facilitate the transition to a more mature level of data-driven Asset Management. RWS has gathered information from all partners and pilot cases to produce the integrated deliverables for WP1. WP2 Pilot Case Definitions Subgroups were established for the six asset types, each led by a designated asset type captain. Each pilot case now has a clearly defined solution. The new services have been delineated, and their development is underway. In the next phase, these will be refined and peer-reviewed within cross-domain working groups focusing on Artificial Intelligence and Drones, with contributions from technology and academic partners to further sharpen requirements and scope. A series of online and in-person meetings have been held to collaborate on pilot case definitions and partner cooperation. The lead partner, Rijkswaterstaat, has prepared the agenda and content for the BEPROACT partner meeting in Lille (June 3-6, 2024), which was hosted by the University of Lille. Each pilot case, defined as a new service, aims to elevate partners' maturity levels in Asset Management and Predictive Maintenance. It raises questions about user demand and requirements, the internal and external stakeholders to involve, including those receiving training, and the initial development step that can yield a swift result. At the partner meeting in Lille, we conducted a strategic working session covering all pilot cases. This included compiling an inventory of each pilot case's starting point for transformation and its territorial relevance in NWE for each asset type. These sessions were instrumental in further defining and refining the new services across all asset types. During this reporting period, all partners collaborated on WP3 activities. We arranged and conducted a strategic session titled "Human Capital Development." A key outcome of this session was the selection of a group of pilot training recipients to collaboratively design training and upskilling strategies. The strategic analysis, focused on the asset types working groups, included a self-assessment for public partners to determine the extent of upskilling required for current staff, the new skills that need to be developed, and the existing skills that need enhancement. These training recipients will participate in the developmental stages of the pilot cases (WP2). We have revised the Communication strategy and message house created in P1, incorporating feedback from our project officer's recommendations. The updated communication plan now steers the communication activities of all individual partners. Both the project website and BEPROACT's dedicated LinkedIn page have received updates. In the latter half of this year, all partners will adhere to the communication feedback. March 16, 2024 - Presented BEPROACT NL to a delegation from the US Army Corps of Engineers (USACE). April 11, 2024 - Featured BEPROACT at the RWS Bureau Brussels 10th Anniversary event. June 4, 2024 - Introduced BEPROACT to a selected group of external partners. Development of Pilot Cases (WP2): All project partners worked on developing the their pilot cases connected to the six asset type categories and reported their progress in short pilot pitches. Some pilot cases are frontrunners, with an early POC, other pilot cases are stil in the preparation phase. Overall progress is according to planning, with Proof of Concepts of Digital and replicable solutions for 6 asset types to support and accelerate the digital transition to data driven asset management. Complexity of Strategic Challenges: In WP1, work was done on the complexity of the strategic challenge for all six asset types, using innovative technologies such as machine learning and autonomous drones Strategic Framework for Maintenance: A common practice model for condition-based maintenance was used to formulate a strategic framework with twelve aspects, divided into three categories: assets & technology, organization, and people Integration of Collected Input: All collected input from BEPROACT partners was combined into a comprehensive strategy for transformation towards data-driven asset management and maintenance Training and Upskilling (WP3): A strategic session "Human capital development" was organized, addressing questions such as early involvement of training recipients during the development of pilot cases Communication, events and Collaboration: The project website and the LinkedIn page of BEPROACT were improved and regularly updated with news items. Trade Mission and Presentations: BEPROACT presented its innovative project during the trade mission from Flanders to Amsterdam and at other events, facilitating knowledge exchange between participants. NWE Interreg BE-GOOD (EN) | The Interreg B 2014-2020 Project BE-GOOD seized the potential of publicly available data. Through e.g. Big Data analyses, new services could be developed.
BEPROACT will take those results into consideration especially through assessing the potential use of data analysis methodologies for the use in the pilot projects

BEPROACT and the DUET Co-ordinating beneficiary will engage in a meeting to exchange on options to mutual learning, especially in the field of urban services (see BEPROACT pilot in Dublin City with regards to traffic management systems).

(EN), Horizon2020 Polivisu (EN) | The Horizon2020 project PoliVisu stands for "Policy Development based on Advanced Geospatial Data Analytics and Visualisation". PoliVisu is a Research and Innovation project designed to evolve the traditional public policy making cycle using big data. The aim is to enhance an open set of digital tools to leverage data to help public sector decision-making become more democratic by (a) experimenting with different policy options through impact visualisation and (b) using the resulting visualisations to engage and harness the collective intelligence of policy stakeholders for collaborative solution development.
As pointed out in Deliverable D 1.1.3, a joint meeting will be held to deepen mutual knowledge and to possibly plan joint cooperation. (EN), FEHRL-project: BD Pave Project (EN) | FEHRL’s (Forum of European National Highway Research Laboratories) Strategic European Road and cross-modal Research and implementation Plan 2017 – 2020 (SERRP) was published in 2017 and identified Big Data as a topic of importance for highway research in the future. A group of FEHRL members, supported by FEHRL’s Forever Open Road Programme Manager decided to explore the opportunities that big data could provide for road administrations in design, operation and management of the highway network. Eventually, it was decided to focus on road pavement deterioration, investigating ways to incorporate today’s measurement techniques and explore additional data sets that could be used, to better predict deterioration of road pavements, giving road administrations better asset condition data and enabling preventative maintenance to be undertaken.
BASt have taken on the leadership of this group and will ensure the mutual exchange of knowledge (EN), Horizon2020 project AM4INFRA (EN) | Achieving a well integrated, optimal performing transport infrastructure network in Europe is a key element in the White Paper on Transport’s overall ambition for a single European Transport Area in 2050.
The Coordination and Support Action AM4INFRA aims to overcome the legacy of European transport networks under which they have been developed incrementally (and mostly fragmented) over time within the specific setting of mode and country under various policies and service levels. Building on ongoing bottom-up actions, best practices and contemporary experiences of four National Infrastructure Agencies that are considered frontrunners in the development and application of asset management in their networks governance, it will deliver the first ever common European asset management framework approach that enables consistent and coherent cross-asset, cross-modal and cross-border decision making in the context of the White Paper on Transport.
The exchange will focus especially on the transport related pilot projects.

(2020): Artifical Intelligence Based Asset Management (EN) | The research was the basis for the development of the BEPROACT Data Enrichment Cycle that will be the strategic orientation framework, as described in WP1.
The basic research paper of Mattioli et al. focused on the following. In a System Engineering perspective, asset management (AM) is related to a subset of techniques focusing on the in-service phase, aligned with product life-cycle management discipline. Today, within AM solution market, the integration of Artificial Intelligence (AI) technics above traditional enterprise solution is a key trend. The paper is focusing on how symbolic AI and data driven AI could improve some issues of the AM life cycle, in particular in asset acquisition, performance analysis and forecasting, asset monitoring, predictive and prescriptive maintenance, supply chain optimisation including spare parts management.
