The project will significantly impact Romania - Serbia border area by reducing cross-border criminality and illegal migration while also ensuring the strengthening of the institutional capacity of the authorities involved in border management. The project's specific objective is to improve the safety and security in the Romania – Serbia border area through developing a cooperation framework, joint training in border management, and investments in specialized equipment and infrastructure for the Romania – Serbia law enforcement authorities. The main outputs of the project consist of 100 persons trained in the field of blue border management; 336 persons trained in the field of land border management; training courses documents elaborated; joint operational plan reviewed; training equipment for LP1 and PP3 procured; specialized equipment in the field of border management for LP1, PP2, PP4 and PP5 procured; docking facility in Moldova Noua operationalized; surveillance system in Serbia build and operationalized, and the Conference Centre in Varciorova rehabilitated and operationalized. These outputs will lead to improved services delivered by the border management authorities to the population living in the Programme area. The project objective cannot efficiently be reached by acting only from one side of the border, considering the fluidity and speed of the cross-border criminal phenomenon. Countering illegal activity on both sides of the border requires a joint cross-border approach of law enforcement institutions, where the exchange of information and ongoing bilateral update on the most recent criminal activities are critical for an efficient response, as for strategic analyses documents. Thus, the new approach tackles the joint partnership formed between the law enforcement institutions with specific attributions in the field of border management from the eligible area of Romania and Serbia.

Actual Achievements (EN):

During this reporting period, works contracts were signed for the objective I - Rehabilitation and extension Center in Varciorova(60/19.12.2023) and the objective II - Setting-up the docking facility in Moldova Noua(5738/29.12.2023). We mention that a payment has been made to the partner PP2 MOI Serbia for the the preparation costs and the advance payment. In the project preparation phase PP2 worked on preparatory activities related to the organization of the project team. First internal project team meeting was held and all members of the project team were familiarized with the project activities and deadlines, their job description and the tasks that await them during the implementation of the project. PP2 has initiated procedure for opening currency accounts (foreign and domestic). Signed FIF and payment instructions ware sent to Lead partner. During the reporting period 1 Procurement plan for PP2 was prepared and uploaded to JEMS. Project team has worked on preparation of tender documentation for engaging the external expert for procurement. Also, the market research was done. Simplified tender for service "External expert for procurement" was launched on 28.12.2023. The deadline for submitting offers is 31.1.2024. During this period the administrative paperwork at PP3 level was drawn up for the nomination of personnel to project positions and for the completion of each member's job description. During this reporting period, GIRP has made progress in finalizing the contract for the acquisition of two boats through the framework agreement. Our contributions include ensuring legal compliance, effectively managing timelines, efficiently allocating resources. During the period elapsed, PP5 endorsed the internal procedures for the designation of the project team, the Procurement Plan of the Project at institution level, initiated the process of drafting the technical specifications of the specialized equipment that is foreseen to be purchased under the project and analyzed the provision of the Financing contract and it's annexes in order to set up all the necessary measures in order that all the provisions are complied with. The purchase of visibility materials was finalised during March for the visibility and roll-up packs (payment was not made due to the short period between the reception of materials and the finalisation of period 2) and for the billboards the purchase will be resumed in April as no compliant offers were submitted. LP 1 - During this period, payments were made for the following: Visibility materials, roll-up and Service contract for organization of Start-up conference LP1&First Steering Committee (renting a conference hall and providing coffee break and lunch), Video projector and audio headphones, Automatic translation devices. Also, there were finalised and will be paid in period 4: permanent billboards, magnetic boards, flipchart, thermal suits, fire extinguishers, first aid kit, chairs, shredders and metallic lockers. PP 2 - In the 3rd reporting period PP2 continued working on preparatory activities related to project implementation plans as well as on the procurement plan. Internal project team meetings were held systematically, as well as online consultations. The project team regularly monitored project activities and deadlines, as well as the calendar of tasks for the upcoming period and open questions that needed further consultations with project partnership and Programme authorities. Regular online meetings were also organized with project partners to stay on track and discuss joint activities. PP2 participated in the project opening event in Timisoara on April 17th, 2024. As well as in the Steering Committee meeting organized in Timisoara on April 18th, 2024. Concerning the procurement plan, in period 3, PP2 continued the preparation of planned technical specifications and terms of references for upcoming procurements. Technical conditions and details of all upcoming procurements were further discussed to successfully implement all planned procurements. On July 3rd, 2024, PP2 organized an internal project meeting to discuss open questions regarding the conditions and technical specifications for the combined procurement of surveillance system infrastructure and specialized equipment for border surveillance, control and migration control. The meeting was attended by IT and surveillance experts, as well as the project team and procurement experts. PP2 is also in the final stage of preparation of tender dossier for launching a tender procedure for Procurement of Water mobility means and Land mobility means. The procurement procedure is expected to be launched in the 4th period. In the 3rd reporting period PP2 successfully finalized the procurement procedure for IT equipment for the project team. A contract was signed in May 2024 and delivery of the equipment is scheduled for July 2024. The tender procedure for visibility and event organization services was cancelled due to procedural issues but it will be relaunched in July 2024. Contract signature is anticipated for August 2024. During period 3 there was no transfer of funds among the partnership. PP 3 - During the analyzed period, activities under following axes have been carried out: - development of course materials (methodological committees, curricula, topics, sessions plans); - public procurement procedures for the equipment stipulated in the project; - the project team was updated; - budget reimbursement procedures for cost of own personnel and travel and accommodation costs. PP 4 - During this reporting period, significant progress has been made in procurement activities. On 31.05.2024, an announcement for the procurement of vehicles with specific equipment for operational activities was submitted on SICAP. This procurement is currently in the technical analysis phase, with adjudication yet to occur. The delivery schedule for these vehicles is 270 days from the contract signing. On 12.07.2024 (will be detailed on the next progress report as it is not within the reporting period), another announcement was made for the procurement of IT equipment, including 2 laptops and 2 3D printers. In addition to these activities, progress has also been made on the procurement of patrol boats which will be submitted during the next reporting period. These efforts are vital for enhancing our operational capabilities and contribute significantly to achieving project goals and milestones. PP5 - PP5 continued the process of drafting the technical specifications of the specialized equipment that is foreseen to be purchased under the project, took all the necessary measures in order to ensure the funds needed for the proper implementation of the project and organized meetings of the implementation team in order to ensure a proper management and to mitigate any possible delays. At the same time, during the reporting period, the project team at the level of PP5 was expanded to include a logistics expert - warehouse keeper and a GDPR officer, by Notification no. 1. LP 1- During this period, payments were made for the following: chairs, metallic lockers and shredders, extinguishers, first aid kit, flipchart, magnetic boards, permanent billboards, thermal suits, laptops, Technical design for Rehabilitation and extension of the Conference Centre in Vârciorova, Technical design for Setting-up the docking facility in Moldova Nouă region and a statement of work concerning Rehabilitation and extension of the Conference Centre in Vârciorova. Also, there were finalised and will be paid in period 5: first aid mannequin, lifejackets, Interactive whiteboard, a statement of work concerning Rehabilitation and extension of the Conference Centre in Vârciorova and a statement of work concerning Setting-up the docking facility in Moldova Nouă region. PP 2 - In the 4th reporting period PP2 continued working on preparatory activities related to project implementation plans as well as on the procurement plan. Internal project team meetings were held systematically, as well as online consultations. The project team regularly monitored project activities and deadlines, as well as the calendar of tasks for the upcoming period and open questions that needed further consultations with project partnership and Programme authorities. Regular online meetings were also organized with project partners to stay on track and discuss joint activities. PP2 organized the 1st Steering committee meeting in Serbia, Vršac on July 30th, 2024. All partners participated in the meeting, and additionally representatives of the Directorate of European Non-reimbursable Funds of the Ministry of Interior, Romania also attended the meeting. Participants discussed the status of project implementation for each partner as well as potential issues and challenges in the future. Concerning the procurement plan, in period 4, PP2 continued the preparation of procurement procedures: In the 4th reporting period PP2 successfully finalized the procurement of IT equipment for the project team. A contract was signed in the previous reporting period, while the delivery of the equipment was completed in July 2024. In August 2024, PP2 successfully completed the Procurement of services for organization of project events in Serbia and design, production and distribution of visibility materials. A contract was signed in September 2024. On August 18th, 2024, PP2 launched the tender procedure for Procurement of Water mobility means and Land mobility means. The procurement procedure is expected to be completed by November 2024. In September 2024, PP2 launched market research concerning the combined procurement of surveillance system infrastructure and specialized equipment for border surveillance, control and migration control. The goal of market research was to survey the current market prices for the combined procurement and to determine how much the market conditions have changed since the project initiative was developed. During period 4 there was no transfer of funds among the partnership. PP 3 - During the analyzed period, activities under following axes have been carried out: - development of course materials (methodological committees, curricula, topics, sessions plans); - public procurement procedures for the equipment stipulated in the project; - the project team was updated; - budget reimbursement procedures for cost of own personnel and travel and accommodation costs. PP 5 - In the reporting period, PP5 initiated 3 procurement procedures in order to purchase the equipment for the project team. On 03.10.2024, PP5 completed order no. 244780, which concerns the supply of a television, and order no. 244781, which concerns the supply of 2 document shredders, and these are to be delivered during the 5th reporting period, within the budgetary line IT&C equipment for project management team A 1.2. As for the third procurement procedure, which concerned the purchase of office furniture, within the budgetary line Furniture for project management team A 1.2, it was canceled due to the lack of any bidders and will be resumed during the 5th reporting period. Moreover, PP5 drafted and partially endorsed the procurement documentation of the specialized equipment that is foreseen to be purchased under the project, took all the necessary measures in order to ensure the funds needed for the proper implementation of the project and organized meetings of the implementation team in order to ensure a proper management and to mitigate any possible delays. LP 1 - During this period, payments were made for the following: laptops, first aid mannequin, lifejackets, Interactive whiteboard, lifejackets, printers, contract service for organization of second steering committee meeting in Romania, work situation no. 2 and work situation no. 3 for Rehabilitation and extension of the Conference Centre in Vârciorova, work situation no. 1 and work situation no. 2 for Setting-up the docking facility in Moldova Nouă region. PP 2 - In the 5th reporting period PP2 began working on visibility activities related to project implementation and continued the implementation of the procurement plan. The project team regularly monitored project activities and deadlines, as well as the calendar of tasks for the upcoming period and open questions that needed further consultations with project partnership and Programme authorities. Regular communication is continuous and online meetings were also organized with project partners to stay on track and discuss joint activities. On 26/11/2024 the partnership organized the 3rd Steering Committee Meeting in Romania. PP2 contributed to the meeting, which was an opportunity for the partners to review the current status of the project , address potential challenges and plan upcoming steps jointly. PP2 also updated and submitted the table of deliverables and procurement plan dynamics to the Lead Partner to keep all parties informed about progress made on behalf of PP2. Concerning the procurement plan, in period 5, PP2 continued with the following actions: - An international open tender procedure for supplies was launched in the previous period for Procurement of Water mobility means and Land mobility means. The opening of the international tender was held on 31/10/2024. Unfortunately, the tender procedure was unsuccessful as no suitable, qualitatively or financially acceptable tender has been received. PP2 revised the technical specifications of both lots and launched an international open procurement procedure the second time on 18/12/2024. Opening of submitted tenders and the signature of contract/s is expected in March 2025. - In September 2024, PP2 completed market research for the combined procurement of surveillance system infrastructure and specialized equipment for border surveillance, control and migration control. The market research showed that the currently available project budget will not be sufficient to purchase the surveillance system with radar guided cameras. PP2 initiated a modification request to Programme authorities to construct the surveillance system with modified technical specification - cameras without the integrated radar guidance. The procedure for submission of addendum regarding the modification request is currently underway. In the meantime, PP2 is preparing the tender dossier for a combined international open tender procedure (supplies and works) and as soon as a decision is made about the modification, the procurement will be launched. - Contract with external expert for procurement services and reporting is in progress. One single and one simplified procurement procedure was completed successfully. One international open procurement procedure was repeated after the original procedure was completed without signature of contract/s. - In period 5, the Consultant for Services for organization of project events in Serbia and design, production and distribution of visibility materials designed and delivered visibility materials for project SAFE based on the Programme’s Visibility requirements. The 1st interim payment was completed for the services in the current period. In the upcoming period the organization of various project events will be the topic of discussion with PP2, project partners and the Consultant. During Period 5 there was no transfer of funds among the partnership. PP 3 - During the analyzed period, activities under following axes have been carried out: - development of course materials (methodological committee, curricula, topics, sessions plans); - public procurement procedures for the equipment stipulated in the project; - the project team was updated; - budget reimbursement procedures for cost of own personnel and travel and accommodation costs. PP 5 - During period 5, all the equipment specified under Activity 1.2 - Procurement of equipment for the Project Implementation Team was delivered and paid for, namely: 1 television, 2 document shredders, 7 desks, 6 document shelves, and 4 ergonomic chairs. Additionally, the contract for the supply of 85 complete vehicle barrier systems, as specified under Activity 1.10 - Procurement of equipment for effective border surveillance, control, and migration management for PP5, was signed. The goods are to be delivered and paid for during period 6. During this reporting period, the partner successfully procured and paid for key equipment, enhancing operational capabilities: - Aerial Surveillance Systems (2 units): Fully acquired, improving monitoring and response efficiency. - 3D Printers (2 units): Successfully integrated to support operational and technical needs. - Specialized Surveillance Vehicles (2 Ford vans): Procured and delivered, enhancing mobility and surveillance capacity. Additionally, procurement procedures are ongoing for the remaining equipment, ensuring continued progress toward strengthening surveillance, operational efficiency, and cross-border security cooperation. LP 1 - During this period, payment was made for the Work Situation no. 3 for Setting-up the docking facility in Moldova Nouă region. PP 2 - In period 6 the project team regularly monitored project activities and deadlines, as well as the open questions that needed further consultations with project partnership and Programme authorities. Regular communication is continuous with project partners to stay on track and discuss joint activities. Online meeting was organized on 23/01/2025 with representatives of the Lead partner and the Joint Secretariat to discuss project modification questions. PP2 participated in the discussion and contributed by preparing all requested supplementary documents and explanations to the project addendum within the given deadline. The addendum was finalized and submitted in April 2025. Concerning the procurement plan, in period 6, PP2 continued with the following actions: - The opening of the international open tender procedure for supplies for Procurement of Water mobility means and Land mobility means was held on 05/03/2025. The tender procedure was successful, out of 4 offers, two were suitable and acceptable offers, one for each lot. For Lot 2 - Land mobility means, the financial offer enabled the purchase of 6 vehicles instead of the originally planned 5. The question was submitted within the Addendum for modification and is currently under review by Programme authorities. After the standstill period expires, PP2 will sign contracts for both lots. - In period 6, PP2 launched a single tender for purchase of additional IT and mobile equipment from surplus funds that remained on budget line IT equipment for the project team. The single tender was published twice, but both procedures were unsuccessful, as no suitable, qualitatively or financially acceptable tender has been received. PP2 intends to relaunch the procedure with revised technical specifications in period 7. - PP2 initiated a modification request to Programme authorities to construct the surveillance system with modified technical specification - cameras without the integrated radar guidance. The addendum regarding the modification request was submitted in April and is under review. In the meantime, PP2 is preparing the tender dossier for a combined international open tender procedure (supplies and works) and as soon as a decision is made about the modification, the procurement will be launched. - Contract with external expert for procurement services and reporting is in progress. The repeated international open procedure for Procurement of Water mobility means and Land mobility means was evaluated successfully and contracting for both lots is currently in standstill period. The external expert prepared and coordinated the tender procedure and assisted the evaluation process as an observer. Two single tenders for additional IT and mobile equipment were prepared and launched in period 6. As no suitable tenders were submitted, the expert will prepare the single tender with revised technical specifications for relaunch the 3rd time in period 7. Additionally, all communication with partners and Programme authorities regarding modification request was assisted by external expert. The Consultant also prepared and submitted regular project partner reports in the previous periods as well as clarifications related to the submitted reports. The 2nd interim payment was completed for the services in period 6. In period 6 there was a transfer of funds from the Lead partner on 17/03/2025 for the 4th partner report in the amount of 2.205,63 EUR. PP 4 - During the current reporting period we have purchased 2 laptops and 1 pick-up 4x4 Ford Ranger Vehicle, in accordance with the project budget. PP 5 - During period 6, the 85 complete vehicle barrier systems, as specified under Activity 1.10 - Procurement of equipment for effective border surveillance, control, and migration management for PP5, were delivered and paid for. In this sense, D.1.10.4 - specialized intervention equipment for border management support was partially achieved. LP 1 - During this period, payments were made for the Work Situation no. 4 for Setting-up the docking facility in Moldova Nouă region and for the Work Situations no. 4, no. 5 and no. 6 for Rehabilitation and extension Center in Varciorova. PP 2 - In period 7 PP2 continued with the implementation of the procurement plan. Regular communication is also continuous with project partners to stay on track and discuss joint activities. In period 7 PP2 organized a Steering Committee meeting in Kladovo on 19/06/2025. All partners participated and contributed to the meeting. Partners presented their progress on the project and discussed open questions to be solved by the partnership. Presentation of changes introduced by Addendum no. 2, with discussion on their implications for project activities and timelines was also part of the meeting's agenda. Concerning the procurement plan, in period 7, PP2 continued with the following actions: - PP2 successfully completed the contracting procedure and signed contracts for both lots for for Procurement of Water mobility means and Land mobility means. As Addendum no. 2 was approved in May 2025 by the Joint Secretariat of the Programme, for Lot 2 - Land mobility means, PP2 signed a contract for the purchase of 6 vehicles instead of the originally planned 5. In late June all 6 vehicles were delivered and the contract for Lot 2 was completed successfully. Payment for Lot 2 will be completed in the upcoming period. - In period 7, PP2 launched again a single tender for purchase of additional IT and mobile equipment from surplus funds that remained on budget line IT equipment for the project team. The single tender was unsuccessful as no suitable, qualitatively or financially acceptable tender has been received. More precisely, one technically compliant tender was received but financially it was unacceptable as it exceeded the maximum value of the contract. PP2 relaunched the procedure in period 7, and the tender was successful as 3 offers arrived. Evaluation was completed on July 2nd, 2025 and the contract signature is expected in the upcoming period. - Upon the approval of Addendum no. 2 by JS, PP2 completed the tender dossier for a combined international open tender procedure (supplies and works) for the procurement of Border Surveillance System. The tender procedure was launched on 01/07/2025. Deadline for tender submission is in September 2025. On 24/04/2025 LP transferred to PP2 eligible 10.543.23 EUR corresponding to expenditures authorized for payment after approval of Project Reports no. 5. PP 3 - During this period, the following activities were carried out: -For activity A1.8, the body camera - D1.8.9 (which had already been received during period R6) was paid for and the electro-optical shooting simulator - D1.8.15 (which will be paid for during period R8) was received. -For activity A1.11, during this period, the curricula for the eight courses related to land borders, as foreseen in the project, were completed. - budget reimbursement procedures for cost of own personnel and travel and accommodation costs. PP 4 - During the reporting period, PP4 continued to support the implementation of project objectives by advancing key procurement procedures related to equipment and mobility means. Several acquisition processes were finalized or reached the contract signing stage, covering both project-eligible and non-eligible items. In particular, steps were taken toward the provision of specialized equipment and water mobility assets, with procurement procedures completed and contracts prepared accordingly. PP4 also monitored compliance with technical specifications during the reception phase, ensuring adherence to quality standards and contractual obligations. PP 5 - Addendum No. 2 to the financing contract has been approved, updating the values of the equipment that remains unpurchased within the project. Internally, steps have been initiated to start procurement procedures for the following items: All-wheel-drive patrol vehicle, 8+1 seats patrol vehicle, motorboat (attachable) with trailer, and pneumatic/hydraulic breaching device. LP 1 - During this period, payments were made for the Work Situation no. 5 for Setting-up the docking facility in Moldova Nouă region and for the Work Situations no. 7, no. 8 and no. 9 for Rehabilitation and extension Center in Varciorova. Also during this period, the acquisition for the rehabilitation of the platform for the installation of the PTF simulator was initiated and completed. Payment is due in the coming period. PP 2 - In period 8 regular communication was continuous with project partners to stay on track and discuss joint activities. In period 8 PP2 organized the 1st Planning meeting in Vršac on 17/07/2025. The meeting was organized with the aim of exchanging information on the current status of the project. All partners participated and contributed to the meeting. Partners presented their progress on the project and discussed open questions to be solved by the partnership. Concerning the procurement plan, in period 8 PP2 continued with the following actions: 1. Procurement of Water mobility means and Land mobility means: - PP2 successfully completed the contract for LOT 2 - Procurement of Land mobility means. As reported earlier, In late June all 6 vehicles were delivered and payment for Lot 2 was completed in period 8. As a result, the contract for Lot 2 was completed successfully. - PP2 also started the implementation of contract for Lot 1 - Procurement of Water mobility means by providing advance payment for contract implementation in Period 8. 2. Relaunched tender procedure for purchase of additional IT and mobile equipment from surplus funds that remained on budget line IT equipment for the project team was successful. A contract was signed and the purchased IT equipment was successfully delivered and paid in period 8. 3. Initial tender procedure for a combined international open tender (supplies and works) for the procurement of Border Surveillance System was launched on 01/07/2025.In reviewing and further analysis of the initiated procedure and based on received question from potential candidate, it became evident that further development and more precise definition of technical details of the tender tasks and requirements will be necessary. 4. Contract for services for organization of project events in Serbia is ongoing. The Consultant organized the 1st Planning meeting in Vršac on 17/07/2025 and provided all logistical support and documentation after the event was successfully organized. 5. Contract for External procurement services is also ongoing, external experts are regularly involved with the implementation of procurement plan, preparation of partner reports as well as communication with lead partner. On 20/08/2025 LP transferred to PP2 eligible 5.828.96 EUR corresponding to expenditures authorized for payment after approval of Project Reports no. 6. PP 3 - During this period, the following activities were carried out: -For activity A1.8, electro-optical shooting simulator - D1.8.15 (which had already been received during period R7) was paid. -For activity A1.1, Service contract for purchasing visibility materials for PP3- D1.1.5 was received and will be paid during period R9. -For activity A1.12, Event service contract for organization of joint trainings in the field of land border management – D1.12.2 was signed and received for 1 iteration and will be paid during period 9. -For activity A1.12, 336 participants trained in the field of land border management – D1.12.1, 14 trainees received certificate of completion. - budget reimbursement procedures for cost of own personnel and travel and accommodation costs. PP 4 - GIRP carried on activities for contracting the purchase of 2 boats and the specialized equipment - 5 audio-video recording equipment and 1 electronic device. Also, it was initiated a new public procurement procedure for 2 specialized vehicles, being estimated to be finalized till the end of 2025. PP 5 - During the reporting period, PP5 started on 23.07.2025 the procurement procedure for 7 pcs. 4x4 vehicles, 8 pcs. 8+1 vehicles, 2 pcs. rescue and intervention boats and 2 pcs. breaching devices. Offers were received only for three of the items (7 pcs. 4x4 vehicles, 8 pcs. 8+1 vehicles and 2 pcs. rescue and intervention boats) and contracts will be signed during period 9. In addition, PP5 made the internal arrangements in order to identify the personnel of the eligible territorial structures within the Romanian Gendarmerie (Caras, Mehedinti and Timis County Inspectorates, Mobile Group of Gendarmes Timisoara and Special Intervention Brigade) which will attend at the joint trainings in the field of land border management and blue border management carried out within the Activity 1.12 and 1.13. More information will be visibile in every partners`s report. LP 1 - During this period, payments were made for the Work Situation no. 6 and no. 7 for Setting-up the docking facility in Moldova Nouă region and for the Work Situations no. 10, no. 11 and no. 12 for Rehabilitation and extension Center in Varciorova. Also during this period, payment was made for the rehabilitation of the platform for the installation of the PTF simulator. PP 2 - In period 9 partners continued with regular communication regarding project management tasks as well as the organization of joint trainings. Within the framework of the project, joint training for members of all project partners is foreseen in eight thematic areas, in a total of twenty-four terms, during 2025 and 2026. The Joint trainings were implemented at the School for Professional Development of Border Police Employees, which is located in Drobeta Turnu Severin, Romania. During period September-December 2025, the joint training plan envisaged seven terms, and all seven terms were implemented in accordance with the planned dynamics, and according to the following schedule: More information is available in the partner reports PP 2 - MOI SERBIA. A total of 28 members of the Regional Border Police Center towards Romania from Serbia attended and successfully completed the joint training, i.e. four participants in each of the aforementioned terms. On October 17, 2025, from 11:00 to 13:00, in cooperation with members of the Territorial Border Police Inspectorate in Timisoara, in the presence of the project leader, a tour of the participants of the joint training was carried out by Police Lieutenant Colonel Jezdimir Račić. The draft Operational Plan was proposed by ITPF Timisoara and was sent to PP2 for review by LP in December 2025. There were also online video conferences organized on 16. and 18. of December 2025 with the participation of specialists designated by each partner institution. Concerning the procurement plan, in period 9 PP2 continued with the following actions: 1. Tender procedure for a combined international open tender (supplies and works) for the procurement of Border Surveillance System was launched on 12/09/2025. Deadline for submission of tenders was 18/11/2025. A total of 4 offers were received and the Evaluation Committee organized a series of evaluation meetings (6) in November and December 2025, as multiple clarification rounds were completed before final decision could be made. The evaluation was concluded on 29/12/2025 and notification was sent out to candidates on 30/12/2025. After the standstill period, a contract is planned to be signed in the 2nd half of January 2026. 2. Contract for services for organization of project events in Serbia is ongoing. The Consultant organized transportation for participants from Serbia to joint training sessions to Drobeta, Romania. 3. Contract for External procurement services is also ongoing, external experts are regularly involved with the implementation of procurement plan, preparation of partner reports as well as communication with lead partner. PP 3 - During this period, the following activities were carried out: -For activity A1.1, Service contract for purchasing visibility materials for PP3- D1.1.5 (which had already been received during period R8) was paid. -For activity A1.8, Procurement of equipment for joint trainings for PP3 - D1.1.19 - Land mobility (training vehicle, utility vehicle, bus) was received and paid -For activity A1.12, Event service contract for organization of joint trainings in the field of land border management – D1.12.2 was signed in period 8, was received for 6 iterations and for 5 iterations was paid during period 9. -For activity A1.12, 336 participants trained in the field of land border management – D1.12.1, 84 trainees received certificate of completion. PP 4 - During the reporting period, have procured the 2 vehicles for special operations and we have proceeded with the tender for the other 12 vehicles provisioned within the project. We have also participated in the trainings organized by partner no. 3. PP 5 - During the reporting period, contracts were signed for 7 pcs. 4×4 vehicles, 8 pcs. 8+1 vehicles, and 2 pcs. rescue and intervention boats. In December 2025, the 4×4 vehicles and the rescue and intervention boats were delivered and paid for, while the 8+1 vehicles are scheduled to be delivered in January 2026. In addition, PP5 continued the internal arrangements in order to identify the personnel of the eligible territorial structures within the Romanian Gendarmerie (Caras, Mehedinti and Timis County Inspectorates, Mobile Group of Gendarmes Timisoara and Special Intervention Brigade) which will attend at the joint trainings in the field of land border management and blue border management carried out within the Activity 1.12 and 1.13.

Police Cooperation Convention for Southeast Europe (EN) | The Republic of Albania, Bosnia and Herzegovina, the Republic of Macedonia, the Republic of Moldova, Romania, the Republic of Serbia and Montenegro are the Contracting Parties. They cooperate in pursuing common security interests, combat cross-border threats to law and order and international crime, step up and develop police cooperation, and consolidate and further mutual assistance in police matters.
The general scope of the Convention is to strengthen cooperation in combating threats to law and order and/or public safety, as well as in the field of crime prevention, detection and investigation. (EN), Regional Cooperation for Preventing and Combating Cross-Border Crime Romania-Moldova - THOR, submitted and approved for finance through the Interreg ENI Romania - Moldova Programme 2014 - 2020. EUStrategyDanubeRegion The project also ensures compliance and coordination with macro-regional strategies, which are essential for strengthening relations between the two countries. Taking into consideration the EUSDR action plan, the project aims to link with Pillar 4 of EUSDR - Strengthen the Region, by contributing to both priority areas: Security and Institutional Capacity and Cooperation through multiple actions serving both priority areas such as promoting strategic long-term cooperation between law enforcement actors along the Danube region by enhanced networking, improving the systems of border control in the Danube region, improving institutional capacities in order to provide high-quality public services, facilitating the administrative cooperation. The project also aims to improve the quality and efficiency of education and training systems, which is also an action identified in the action plan, linked to Pillar 3 - Building prosperity, priority area "People and skills".

Other In November 2019, the European Union signed an agreement with Serbia on border management cooperation between Serbia and the European Border and Coast Guard Agency (Frontex). This agreement allows Frontex to assist Serbia in border management, carry out joint operations and deploy teams in the regions of Serbia that border the EU, subject to Serbia's agreement. These activities aim to tackle illegal immigration and cross-border crime and can involve increased technical and operational assistance at the border. Strengthened cooperation between priority third countries and Frontex will also enhance security at the EU's external borders.
