Description (EN):

The Danube Strategy Point (DSP) is the secretariat of the EUSDR and a strategic working unit for the implementation, communication, capacity building, monitoring and evaluation of the EUSDR. DSP supports both the core strategic decision-makers (NCs) and the operational-thematic level (PACs). Also, DSP enhances the connection of the EUSDR to the EC (DG REGIO) and the DRP. DSP secures and supports smooth and efficient communication and coordination among the (TRIO) PCY, the EC, NCs, PACs (SGs) and further (core) stakeholders. Through its communication activities DSP reaches out to the wider public as well as to specific target groups and also serves as first point of contact. DSP offers technical support to PAs and supports the development of capacities of all actors involved. Taking into account the multiple challenges posed by different fields and their interconnected nature, DSP also provides necessary cross-thematic and cross-pillar exchange, where needed. Special focus is laid on support and capacity building for non-EU states. Through its wide range of activities, its stakeholder reach-out and support in core processes within EUSDR implementation and its Action Plan, DSP also elaborates and provides information, expertise, studies and data to the NCs, for streamlining and supporting the operational and political decision-making processes. DSP supports the alignment of the Strategy and funding instruments (Embedding) by facilitating the exchange and cooperation with EU programmes and the responsible authorities. DSP also provides support for closer collaboration with a wide range of strategic actors, organisations, initiatives as well as other MRS. DSP’s day-to-day work follows in close cooperation with the incumbent EUSDR Presidency while ensuring the institutional memory of the EUSDR and its operability. Since 2018, DSP is hosted by two initiator states of the EUSDR: City of Vienna and Ministry of Development, Public Works and Administration of Romania.

Actual Achievements (EN):

This first PPR is covering the 12 starting months of the project (01/01/2023 – 31/12/2023), in line with the DRP Programme rules. During the first 12 months, the DSP 3 project successfully implemented its work plan, continuing the best practices of the previous DSP 2 project, as well as kickstarting new support activities for the EUSDR. Under SO 1, the DSP fulfilled its mission to provide support to the EUSDR core governance. This included: - Ongoing technical, organisational, and content-wise support to the EUSDR Presidency (SI PCY until 10/2023 and AT PCY starting 11/2023), e.g. in organising and implementing core governance meetings (NC meeting, PAC meeting, NC-PAC meeting) and other meetings; content-wise support in the preparation of the AT PCY programme and priorities as well as securing the smooth transition from one EUSDR Presidency to another. - Support to the Slovenian EUSDR Presidency in organising and implementing the 12th EUSDR Annual Forum in 10/2023 in Brdo pri Kranju, Slovenia - Activities aiming at increasing EUSDR visibility and smooth internal and external communication - Management & administration of the DSP. SO 2 focused on the horizontal coordination of the EUSDR on cross-cutting issues as well as matters regarding the embedding of the EUSDR into programmes. This included: - Providing a good practice sharing platform for EUSDR stakeholders to exchange on EUSDR-internal governance issues - technical/thematic support to the PACs in organising SG meetings - support to other PAC events - participation in external events to be informed of relevant initiatives and contribute to the thematic support of PACs and other EUSDR core stakeholders - building stronger ties between the EUSDR and other stakeholders as well as other MRS, e.g. through cooperation with Interact; cross-MRS events such as the 4 MRS TRIO PCY meetings, the Mediterranean Coast and MRS Week, and meetings of all four MRS Supporting Units - the implementation of one MA Network meeting in 05/2023 and consecutively the 2nd EUSDR Embedding Week in 06/2023, to facilitate close contact with the managing/programming authorities, other European Funding instruments and other financing institutions - cooperation with EuroAccess to inform PACs in a targeted manner about open calls relevant for their fields, as well as to gather detailed data about EU funding instruments as a basis for the DSP’s monitoring and analysis of embedding. The focus in SO 3 lay on activities related to monitoring, evaluation, the revision of EUSDR core-documents and EUSDR core-decision making processes. Notable contributions include: - The elaboration of the EUSDR Evaluation Plan 2023-2028, setting out the evaluation framework for the EUSDR for the whole project duration, as a basis for evidence-based decision making - Support to the Slovenian EUSDR Presidency in compiling and updating core documents, such as the “Guidance Paper for Embedding the EUSDR into EU Programmes. From programming to implementation”; “Empowering countries and regions for stronger involvement in the EUSDR. Guidelines for future work”; and the updated EUSDR Governance Architecture Paper (GAP) - Support to the updates of the Rules of Procedure (RoP) for the meetings of NCs and PACs - Ongoing updates of all EUSDR contact lists - Ongoing management of the common EUSDR calendar. Under SO 4, the DSP aimed at improving stakeholder involvement and supporting the EUSDR stakeholders in implementing the EUSDR Action Plan. The following achievements are to be pointed out: - To provide a platform for multilevel exchange between stakeholders, the DSP contributed to activities by DG REGIO, first and foremost the 4th EU MRS Week, held in Brussels in 04/2023. - To show the variety of initiatives & the concrete successes made in implementing EUSDR, the DSP continued to compile the annual list of Danube Strategy Flagships. - In terms of planning and implementing capacity building measures, DSP elaborated a concept for a Capacity Building Needs Analysis (CBNA). The CBNA is conducted by external providers and will serve to develop a Capacity Building framework for the EUSDR actors. - Concerning capacity building measures for EUSDR stakeholders, the series of “Unfolding EUSDR” workshops, as started in the DSP 2 project and proven successful, was continued. The “Unfolding EUSDR” workshops aim at introducing newly appointed EUSDR stakeholders to the work of the Strategy, to harmonise their knowledge and capacity, gain synergies and reduce redundancies in the operational work. In this RP, five of these workshops were held. - With the goal to support youth involvement in the EUSDR (A.4.4), the DSP, in this RP, supported both the Danube Youth Council (DYC) and the Danube Youth Organisations Network (DYON), as two complementary structures for institutionalised youth participation. DYC is coordinated by the DSP. In RP 3, the work plan of the DSP 3 project was successfully implemented. Under SO 1, the DSP fulfilled its mission to provide support to the EUSDR core governance. This included: - Ongoing technical, organisational, and content-wise support to the Austrian EUSDR Presidency, e.g. in organising and implementing core governance meetings (NC-PAC meeting, NC meeting) and other meetings and in reaching out to other stakeholders and MRS - Support to the Austrian EUSDR Presidency in organising and implementing the 13th EUSDR Annual Forum in 06/2024 in Vienna, Austria - Activities aiming at increasing EUSDR visibility and smooth internal and external communication - Coordination with EC and DRP - Management & administration of the DSP. SO 2 focused on the horizontal coordination of the EUSDR on cross-cutting issues as well as matters regarding the embedding of the EUSDR into programmes. This included: - Supporting the exchange among stakeholders on cross-cutting issues which require joint approaches - technical/thematic support to the PACs in organising SG meetings - support to other PAC events - participation in numerous external events to be informed of relevant initiatives and contribute to the thematic support of PACs, as well as to promote the EUSDR and the PAs - contributions to the preparations for the post-2027 programming phase - cooperation with EuroAccess to inform PACs in a targeted manner about open calls relevant for their fields, as well as to gather detailed data about EU funding instruments as a basis for the DSP’s monitoring and analysis of embedding. The focus in SO 3 lay on activities related to monitoring, evaluation, the revision of EUSDR core-documents and EUSDR core-decision making processes. Notable contributions in this regard include: - Update of the EUSDR Monitoring concept - Reporting on the Progress and Achievements of EUSDR Priority Areas (PAC Reporting) 2024, technically handled via a reporting tool on the EUSDR website, in close coordination with EC - EUSDR Process/Implementation Evaluation: The public procurement to identify an external evaluator was conducted in this RP. M&E Factory was identified as the provider for the Process/Implementation Evaluation and started the work in 03/2024. The Inception Report was finalised in 05/2024. - Ongoing updates of all EUSDR contact lists - Ongoing management of the common EUSDR calendar - Participation in meetings and surveys on territorial development and spatial planning. Under SO 4, the DSP aimed at improving stakeholder involvement and supporting the EUSDR stakeholders in implementing the EUSDR Action Plan. The following achievements are to be pointed out: - To provide a platform for multilevel exchange between stakeholders, the DSP contributed to activities by DG REGIO, first and foremost the EU MRS and SBS Days, held in Brussels in 06/2024. - To show the variety of initiatives & the concrete successes made in implementing EUSDR, the DSP collected the Danube Strategy Flagships 2024 from the PACs. - In terms of planning and implementing capacity building measures, DSP implemented the Capacity Building Needs Analysis (CBNA). The CBNA is conducted by external providers (contracted by PP2 MDPWA) and will serve to develop a Capacity Building framework for the EUSDR actors. - Concerning capacity building measures for EUSDR stakeholders, the series of “Unfolding EUSDR” workshops was continued. The “Unfolding EUSDR” workshops aim at introducing newly appointed EUSDR stakeholders to the work of the Strategy, to harmonise their knowledge and capacity, gain synergies and reduce redundancies in the operational work. In this RP, two of these workshops were held, tailored to the needs of the respective audience. - With the goal to support youth involvement in the EUSDR (A.4.4), the DSP, in this RP, supported both the Danube Youth Council (DYC) and the Danube Youth Organisations Network (DYON), as two complementary structures for institutionalised youth participation. In RP 4, the work plan of the DSP 3 project was successfully implemented. Under SO 1, the DSP fulfilled its mission to provide support to the EUSDR core governance. This included: - Ongoing technical, organisational, content-wise and strategic support to the Austrian EUSDR Presidency, e.g. in implementing the Presidency agenda, organising and implementing core governance meetings (NC-PAC meeting, PAC meeting) and other meetings and in reaching out to other stakeholders and MRS - Activities aiming at increasing EUSDR visibility and smooth internal and external communication - Coordination with EC and DRP - Management & administration of the DSP. SO 2 focused on the horizontal coordination of the EUSDR on cross-cutting issues as well as matters regarding the embedding of the EUSDR into programmes. This included: - Supporting the exchange among stakeholders on cross-cutting issues which require joint approaches - technical/thematic support to the PACs in organising SG meetings - support to other PAC events - participation in numerous external events to be informed of relevant initiatives and contribute to the thematic support of PACs, as well as to promote the EUSDR and the PAs - contributions to the preparations for the post-2027 programming phase - cooperation with EuroAccess to inform PACs in a targeted manner about open calls relevant for their fields, as well as to gather detailed data about EU funding instruments as a basis for the DSP’s monitoring and analysis of embedding. The focus in SO 3 lay on activities related to monitoring, evaluation, the revision of EUSDR core-documents and EUSDR core-decision making processes. Notable achievements in this regard include: - EUSDR Process/Implementation Evaluation: The work on this evaluation has been ongoing throughout the RP. The Interim Report, featuring the first results of the data collection, was delivered in 09/2024 and sent to EUSDR core stakeholders for feedback. The Final Report is expected for spring 2025. - Publication of the EUSDR Implementation Report, covering the period 2022-2023 - Support to the Austrian EUSDR Presidency in compiling the Embedding Guidance Paper 2024 - Ongoing updates of all EUSDR contact lists - Ongoing management of the common EUSDR calendar. Under SO 4, the DSP aimed at improving stakeholder involvement and supporting the EUSDR stakeholders in implementing the EUSDR Action Plan. The following achievements are to be pointed out: - To show the variety of initiatives & the concrete successes made in implementing EUSDR, the DSP published the list of Danube Strategy Flagships 2024 and promoted the Danube Strategy Flagships. - In terms of planning and implementing capacity building measures, the Capacity Building Needs Analysis (CBNA) was finalised. The CBNA has been conducted by external providers and served to develop a Capacity Building framework for the EUSDR actors. - Concerning capacity building measures for EUSDR stakeholders, the series of “Unfolding EUSDR” workshops was continued. The “Unfolding EUSDR” workshops aim at introducing newly appointed EUSDR stakeholders to the work of the Strategy, to harmonise their knowledge and capacity, gain synergies and reduce redundancies in the operational work. In this RP, two of these workshops were held, tailored to the needs of the respective target groups. - With the goal to support youth involvement in the EUSDR (A.4.4), the DSP, in this RP, supported both the Danube Youth Council (DYC) and the Danube Youth Organisations Network (DYON), as two complementary structures for institutionalised youth participation. This included: - Ongoing technical, organisational, and content-wise support to the Bosnian and Herzegovinian EUSDR Presidency, e.g. in organising and implementing core governance meetings (PAC meeting 02/2025, NC meeting 04/2025) and other meetings, and in reaching out to other stakeholders and MRS - Activities aiming at increasing EUSDR visibility and smooth internal and external communication - Management & administration of the DSP. SO 2 focused on the horizontal coordination of the EUSDR on cross-cutting issues as well as matters regarding the embedding of the EUSDR into funding programmes. This included: - Supporting the exchange among stakeholders on cross-cutting issues which require joint approaches - Facilitation of meetings of the Task Force EUSDR Governance Development, to shape and further develop the governance structure of the EUSDR - Technical/thematic support to the PACs in organising SG meetings - Support to other PAC events - Participation in numerous external events to be informed of relevant initiatives and contribute to the thematic support of PACs - Ongoing exchange with funding programmes and support to preparations for the post-2027 funding framework - Cooperation with EuroAccess to inform PAs in a targeted manner about open calls relevant for their fields, as well as to gather detailed data about EU funding instruments as a basis for the DSP’s monitoring and analysis of embedding. The focus in SO 3 lay on activities related to monitoring, evaluation, the revision of EUSDR core-documents and EUSDR core-decision making processes. Notable contributions in this regard include: - Finalisation of the EUSDR Process/Implementation Evaluation - Publication of the EUSDR Implementation Report covering the years 2022-2023 - Ongoing updates of all EUSDR contact lists - Ongoing management of the common EUSDR calendar. Under SO 4, the DSP aimed at improving stakeholder involvement and supporting the EUSDR stakeholders in implementing the EUSDR Action Plan. The following achievements are to be pointed out: - To show the variety of initiatives & the concrete successes made in implementing EUSDR, the DSP collected the Danube Strategy Flagships 2025 from the PACs. The final list of Flagships, as well as the Certificates, will be issued in the next RP. - Based on the findings of the Capacity Building Needs Analysis (CBNA; finalised in the previous RP), tailored training sessions are currently being developed, to empower EUSDR stakeholders to better fulfil their roles in the EUSDR and to better collaborate with other EUSDR core stakeholder groups. - Concerning capacity building measures for EUSDR stakeholders, the series of “Unfolding EUSDR” workshops was continued. The “Unfolding EUSDR” workshops aim at introducing newly appointed EUSDR stakeholders to the work of the Strategy, to harmonise their knowledge and capacity, gain synergies and reduce redundancies in the operational work. - With the goal to support youth involvement in the EUSDR (A.4.4), the DSP, in this RP, supported both the Danube Youth Council (DYC) and the Danube Youth Organisations Network (DYON), as two complementary structures for institutionalised youth participation. In RP 6, the work plan of the DSP 3 project was successfully implemented. Under SO 1, the DSP fulfilled its mission to provide support to the EUSDR core governance. This included: - Ongoing strategic, technical, organisational, and content-wise support to the Bosnian and Herzegovinian EUSDR Presidency, e.g. in organising and implementing core governance meetings (NC-PAC meeting 09/2025, Joint EUSDR and EUSAIR NC-NC Meeting 11/2025, Annual Forum 11/2025) and other EUSDR Presidency meetings and in reaching out to other stakeholders and MRS - Activities aiming at increasing EUSDR visibility and smooth internal and external communication - Management & administration of the DSP. Further steps will be implemented in 2026 during EUSDR Bulgarian Presidency - technical/thematic support to the PAs and PACs in organising SG meetings - support to other PAC events - participation in numerous external events to be informed of relevant thematic initiatives and contribute to the thematic support of PACs - Ongoing exchange with funding programmes and support to preparations for the post-2027 funding framework - Cooperation with EuroAccess to inform PAs in a targeted manner about open calls relevant for their fields, as well as to gather detailed data about EU funding instruments as a basis for the DSP’s monitoring and analysis of embedding. The focus in SO 3 lay on activities related to monitoring, evaluation, the revision of EUSDR core-documents and EUSDR core-decision making processes. Notable contributions in this regard include: - EUSDR Monitoring concept for reporting on the Progress and Achievements of the EUSDR Priority Areas has been updated - Ongoing updates of all EUSDR core stakeholder contact lists - Ongoing management of the joint EUSDR calendar and set up of a new cross-MRS calendar of main events across all four EU MRS Under SO 4, the DSP aimed at improving stakeholder involvement and supporting the EUSDR stakeholders in implementing the EUSDR Action Plan. The following achievements are to be pointed out: - To show the variety of initiatives and the concrete achievements made in implementing EUSDR, the DSP compiled the list of 29 Danube Strategy Flagships 2025-2026 and issued a certificate to each Flagship. The Guidance Paper for identifying and listing Danube Strategy Flagships was adapted according to a feedback survey which was carried out among the PACs. The results were presented at the NC-PAC Meeting in 09/2025 and led to a changed submission timeline for the future. - Concerning capacity building measures for EUSDR stakeholders, the series of “Unfolding EUSDR” workshops was continued. The “Unfolding EUSDR” workshops aim at introducing newly appointed EUSDR stakeholders to the work of the Strategy, to harmonise their knowledge and capacity, gain synergies and reduce redundancies in the operational work. In this RP, two of these workshops were held, tailored to the needs of the respective target group. - Based on the findings of the Capacity Building Needs Analysis (CBNA), two tailor-made training sessions were developed and implemented to the EUSDR stakeholders: “EUSDR Onboarding and Institutional Memory” (09/2025) and “EUSDR Policy Analysis and Advocacy Skills” (11/2025). - With the goal to support youth involvement in the EUSDR (A.4.4), the DSP, in this RP, supported both the Danube Youth Council (DYC) and the Danube Youth Organisations Network (DYON), as two complementary structures for institutionalised youth participation.

Contribution to wider strategies and policies:

EuropeanGreenDeal Counteracting Climate Change is an important horizontal objective of the revised EUSDR Action Plan 2020. Also recent EUSDR (TRIO) Presidencies have put environmental protection and climate change high on their agendas.
The DSP will contribute to the EGD objectives mainly in two areas. Firstly, the DSP supports activities and facilitates coordination in decision making, cross sectoral approaches, multi-level governance and stakeholder involvement related to the green transition. Secondly, the DSP supports EUSDR stakeholders in transferring Green Deal priorities and objectives to third countries in the Danube Region, in line with the role of EUSDR in European integration.
EUStrategyDanubeRegion DSP contributes to the EUSDR by the implementation of the Project Specific Objectives:
- Specific objective 1: To provide support to the EUSDR core-governance and core-stakeholders in the implementation of the EUSDR; supporting the internal and external communication aiming for an increased visibility of the EUSDR in the macro-region and beyond.
- Specific objective 2: To strengthen the internal and external horizontal coordination of the EUSDR on cross-cutting issues as well as on the embedding of the EUSDR into EU-funded programmes.
- Specific objective 3: To further develop and implement a Monitoring and Evaluation framework for the EUSDR as basis for evidence-based decision making and for visualizing the added-value of the EUSDR. To coordinate EUSDR reporting other than to the DTP.
- Specific objective 4: To improve stakeholder involvement and to support EUSDR stakeholders in implementing the EUSDR Action Plan.
By the implementation of these Specific Objectives, the DSP actively, clearly and sustainably contributes to the smooth functioning of the EUSDR. The DSP activities will not only provide a stable structure and institutional memory of the Strategy, but will also, by the implementation of its activities in close cooperation with and active involvement of the core-stakeholders, enable the implementation of the EUSDR and its further development and evolvement.
TerritorialAgenda2030 Application of the Territorial Agenda relies on informal multilevel cooperation between Member States, sub-national authorities, the EC, the EP, the CoR, the EESC, the EIB and other relevant players and benefits from cooperation with those in charge of EU MRS. Through cooperation between different levels, different policies and different stakeholders DSP will support a facilitation of activities bringing an added-value that can be transferred and provided to stakeholders in the MLG sphere via a strategic framework.
Other The UN Sustainable Development Goals (SDG) like SDG 4, 6, 13, 17 provide a sector-relevant backbone to several Priority Areas of the EUSDR and are also footed in the revised Action plan. The MRS, as the multi-stakeholder partnerships, can support the implementation of the SDGs. The SDGs can also be used by relevant PAs as a strategic tool providing direction of activities. Hence, the SDGs can become a tool for policy coherence and holistic implementation of the EUSDR. The DSP can support the PAs in making links to SDGs and support comprehensive implementation of the EUSDR.
The complementarities between the EUSDR and the enlargement process to the Western Balkan countries are also highlighted in the revised Action Plan. The EUSDR, through its horizontal cooperation level and its regional dimension, connects the WB to the EU. The EUSDR can be used as a tool for EU enlargement by providing a convergence of interests between EU member and non-member states. The EUSDR’s cooperative nature, the inclusive approach, the capacity building measures and the joint approach in territorial cooperation and cohesion policy make the EUSDR (and MRS in general) enlargement mechanisms and cooperation tools. The DSP will support the WB in e.g. offering a framework for governance and policy making levels, strategic processes and funds, to converge promoting involvement of stakeholders and participatory policy-making.
Territorial strategies, such as MRS and SBS, provide orientation for more effective cooperation and investments to deliver greater coordinated impacts in regions affected by shared challenges and needs. They also offer access to partnerships and coordination frameworks. By sharing several countries among 3 out of fours MRS, it is only natural that closer cooperation and mutual learning among MRS may gain more importance in the future. The DSP will support and facilitate these processes through several exchange platforms, capacity building, communication and cooperation.
