Description (EN):

The project addresses the lack of accessible tourism options in the Estonia-Latvia border area for people with disabilities, limited mobility, or other special needs (families, elderly people, people with mental impairments). The project aims to advance a network of accessible gardens, parks, and nature sites, increase the number of accessible garden tourism options, and promote sustainable tourism. The expected outcome is an increase in the number of tourists visiting the region, especially form new target groups, generating employment opportunities and contributing to the local economy. The project's outputs include a common standard for accessible garden tourism development, an online accessible Garden Pearls web-page, and training for stakeholders in the garden tourism industry. In addition, the project will undertake 13 pilot initiatives and 4 general investment activities to enhance and assess the accessibility of gardens and parks in the Garden Pearls network. Based on the pilots jointly developed solution will be implemented in 17 gardens. The project's novelty lies in its approach to combining garden tourism and accessibility, which is a unique selling point for the region. The cross-border approach is necessary to share best practices and jointly tackle accessibility challenges faced by many gardens and parks in the Estonia-Latvia Programme area.

Actual Achievements (EN):

In the first period of the "Garden Pearls II" project, the focus was on setting up essential project management and communication systems, developing financial and reporting processes, and starting collaborative efforts among partners. A solid project management structure was created, including internal communication and a filing system. Financial management approach and reporting guidelines were also put in place to ensure smooth operations and accountability. A key activity was the kick-off meeting, where the project's goals, deliverables, budget, and implementation plan were introduced. The meeting allowed partners to present their plans in more detail and discuss accessibility and development strategies. Efforts to coordinate activities regionally and locally included meetings with various representatives (both local authorities and accessibility target group representatives) to plan cooperation and activities. Site visits to targeted gardens/parks were conducted to discuss possible improvements. The work with piloting started with a pilot investment planning meeting focused on a review and analysis of intended solutions and plans with target group involvement. necessary documents and target groups. A template for monitoring and assessment of target groups involvement and solutions to be used was developed to guide stakeholder consultations. Partners engaged with community groups and relevant organizations (Apeirons, Sustento, Union of Disabled People in Estonia) to gather expertise and prepare for improving accessibility in designated pilot sites. Initial publicity efforts were made to raise awareness about the project. Project information is available in partner web-pages and information on plans provided in events (e.g. Vidzeme Tourism Association Conference, on 28.11.2023, Estonian Rural Tourism annual event on 29.11.2023, Visit Pärnu info-day on 13.12.2023) Overall, the first period established a strong foundation for improving the accessibility of the Garden Pearls tourism product. By setting up essential systems, starting key collaborations, and engaging stakeholders, the project prepared for the next steps aimed at enhancing accessibility and social inclusion in our gardens and parks. In the second period of the "Garden Pearls II" project, the focus was on ensuring that pilot actions were thoroughly planned and discussed with selected accessibility target groups. A system for making pilot decisions was established to consider the needs of all relevant partners seeking solutions. Four joint meetings, including two larger working group (WG) meetings and two pilot decision meetings, facilitated joint planning and decision-making. As a result, three pilot locations were approved to commence work on increasing accessibility and providing input for potential solutions. Partners collaborated closely and participated in a study trip to West Sweden from May 13 to May 15, 2024. During this trip, participants visited various gardens, including the Gothenburg Garden Association, Jonsered Gardens, Gothenburg Botanical Garden, Växtrum in Lerum Municipality Gardens, Nolhaga, and Gunnebo Castle and Gardens. Best practices were observed in both physical infrastructure development and online information provision. Overall, the second period strengthened project partner cooperation, increased the capacity to carry out planned activities, and allowed for efficient progress with pilot investments. This collaboration instills confidence that the successful implementation of the project is achievable. In third period of the "Garden Pearls II" project, the focus was still on ensuring that pilot actions were thoroughly and jointly planned, decided and of course discussed with selected accessibility target groups. A system for making pilot decisions was used to consider the needs of all relevant partners seeking solutions. Five joint meetings, including one larger working group (WG) meeting and four pilot decision meetings, facilitated joint planning and decision-making. As a result, additional pilot locations were approved to commence work on increasing accessibility and providing input for potential solutions. Gardens waiting for piloted solutions were actively engaged in these meetings. Deadlines for decisions on solutions were consolidated with needs of gardens. As in 2025 the promotion of improved GP can start then it has become more important to start work with marketing channels. Partners collaborated in preparing the technical specification for improving gardenpearls.eu web-page (for easier and more simple info provision and to include more web accessibility functions into it). In the fourth period of the "Garden Pearls II" project, the focus was continuously on ensuring that pilot actions were thoroughly and jointly planned, decided, and of course discussed with selected accessibility target groups. A system for making pilot decisions was used to consider the needs of all relevant partners seeking solutions. Still now, we are moving our dedication and effort in carrying out investment works of pilot actions, so we can proceed with follow-up accessibility investments. Four joint meetings, including one larger working group (WG) meeting and three pilot decision meetings, facilitated joint planning and decision-making. In fourth period these meetings are also used for assessing investment actions' progress and consistency with joint decisions. Gardens waiting for pilot solutions are getting more actively engaged in these meetings. Three investments sites have finished their work and 3 pilot actions have already given full input to possible solutions. As in 2025, the promotion of improved GP can start then it has become more important to start work with marketing channels. Service provider for improving gardenpearls.eu web-page (for easier and simpler info provision and to include more web accessibility functions into it) was selected. Garden Pearls route was promoted in large international fairs: Grüne Woche in Germany (310 000 visitors); in Helsinki MATKA fair in Finland (56 000 visitors); in Tallinn Tourest fair in Estonia (18 000 visitors). The interest toward garden tourism was significant. In the fifth period of the "Garden Pearls II" project, partners made substantial progress towards the objective of advancing the Garden Pearls cross-border tourism product by creating, connecting, and enhancing new and existing sites within the network. This reporting period further intensified implementation of pilot initiatives and general investments, with a clear focus on accessibility, social innovation, and inclusive design for gardens and parks. Regular joint working group meetings and pilot solution planning sessions ensured that development and decision-making were comprehensive and collaborative, involving partners as well as representatives of target groups—especially those with special accessibility needs. Testings and consultations were completed by both partners and external accessibility experts, with best practices openly shared throughout the network to guide future investments. In parallel, ongoing procurement and installation of tactile information boards, inclusive resting places, and educational materials continued at other pilot and investment sites. Progress was also made in the development of comprehensive self-assessment toolkits for garden and park managers, ensuring long-term capacity building for inclusive tourism product design.

Green Heritage (EN) | Project Green Heritage created Green Heritage Tourism Route that popularised 36 heritage sites and surrounding green parks in Estonia, Latvia and Russia. There was an increase in knowledge and competence, as well as an exchange of best practices for the management and restoration of cultural heritage sites, as well as the best approaches for their effective use in tourism. Additionally to these results Garden Pearls continues the exchange of best practices and knowledge on the management and restoration of these heritage sites and parks can help to improve their sustainability and accessibility, ensuring that they can be enjoyed by visitors for generations to come. The "Garden Pearls" project successfully established a garden tourism network in Latvia and Estonia where there was previously no information or common tourism product between the two countries.
