In Euro-MED, 40.6 million people live in sparsely populated areas with poor or without public transport services (IEMED, 2021). These areas are expensive for Public (Transport) Authorities (PTAs) to operate due to low number of paying passengers per kilometre. This leads to high private car dependency or isolation of people (ESPON, 2020), resulting in high carbon emissions (156M tons of CO2) or inaccessibility to public services and labour market. A solution recognised by researchers and pilot projects in Europe is autonomous mobility on demand (AMOD), offering higher quality services while reducing operating costs (41% quality-cost ratio improvement, Malmö Uni, 2022) and CO2 emissions up to 72% (K2Centrum, 2022). However, it is difficult for PTAs to start planning AMOD without the ability to easily estimate its potential socio-economic and environmental impact. The AVENUE (H2020) and MultiDEPART (EIT UM) projects successfully developed methodologies to assess local impact of AMOD. Currently, these methodologies cannot easily be applied by PTAs outside of these projects. Therefore, the primary objective of ArtMED is enable PTAs to plan for AMOD by transferring methodologies from École Centrale de Lyon (AVENUE) and CARNET (MultiDEPART) to 4 PTAs in Slovenia (PO), Portugal (TML), Italy (ALOT), Greece (PF) and beyond through jointly optimising and implementing a publicly accessible AMOD impact assessment tool in a transnational approach. The tool will support PTAs in ArtMED to analyse the potential AMOD impact for local use cases and develop: 4 vision statements (for political support), 4 investment plans (for budgeting) and 2 transport model designs (for planning AMOD systems). As AMOD hardly exists yet in Euro-MED, ArtMED is the first project to make state-of-the-art insights available to PTAs through a user-friendly tool, that assesses AMOD impact to plan for more accessible, inclusive, and sustainable public transport for people in sparsely populated areas.

Dans la zone Euro-MED, 40.6M d’habitants vivent dans des territoires de faible densité avec peu ou pas de transports publics (IEMED, 2021) en raison du coût de ces services rapporté au nombre d’usagers par kilomètre parcouru. Cette absence de transports publics conduit à l’isolement des populations ou à une forte dépendance automobile (ESPON, 2020) entrainant d’importantes émissions de CO2 (156M de tonnes) et des problématiques d’accès à l’emploi et aux services publics. Les recherches et initiatives européennes ont mis en avant le potentiel des Transports autonomes à la Demande (TaD) pour offrir un service de transport public de qualité avec des couts opérationnels réduits (41% d’amélioration du rapport qualité/prix, Malmö Uni. 2022) et un moindre impact environnemental (baisse des émissions de 72% selon K2Centrum, 2022). Malheureusement, il est difficile pour les collectivités et les entreprises de transport public de mettre en place un service autonome à la demande sans connaitre au préalable l’impact que celui-ci aura à l'échelle locale. Les projets AVENUE (H2020) et MultiDEPART (EIT UM) ont développé des méthodologies pour calculer l’impact local des TaD mais ces dernières restent difficilement exploitables directement par les décideurs publics. ArtMED a pour objectif l’optimisation d’un outil d’évaluation d’impact de TaD par l’Ecole Central de Lyon (AVENUE) et CARNET (MultiDEPART) et son transfert à 4 autorités publiques, en Slovénie (PO), au Portugal (TML), en Italie (ALOT), en Grèce (PF) et au réseau d’iED. ArtMED aboutira à la production de : 4 déclarations d’intention au niveau politique, 4 plans d’investissement et 2 plans de transport pour déployer les TaD. Les TaD étant très peu développés dans la zone Euro-MED, ArtMED est le premier projet à compiler les connaissances existantes en un outil de planification à destination des décideurs publics pour offrir une solution de transport public aux populations des zones faiblement peuplées en Euro-MED.

Actual Achievements (EN):

The ArtMED project is dedicated to exploring and advancing Automated Mobility on Demand (AMOD) in the Euro-MED area. The project has made significant progress, focusing on developing best practices, creating comprehensive vision statements, and crafting tools for impact assessment and implementation. In the 1st reporting period we reached the objectives as follows: Best Practices Collection (WP1): We produced a comprehensive document detailing the levels of flexibility and stages of AMOD development across different regions, including state-of-the-art examples of automated and on-demand mobility, with examples of successful implementations. In this document, we also analysed drivers and barriers for the implementation of AMOD in public transport. Vision Statements (WP2): We started developing detailed Vision Statements outlining the relevance, potential impact, and feasible deployment timelines for AMOD in partners specific use cases. Then, these documents were validated by an internal version of the impact assessment tool to enhance the final version of the partners' Vision Statements. Tool Development (WP1): We defined a list of inputs and outputs for the AMOD impact assessment tool, and integrated methodologies from AVENUE and MultiDEPART projects to optimise the tool. By doing so, we are developing a flexible tool for contextualising service scenarios, assessing social relevance, and creating implementation roadmaps. The working version of the tool was sent to all the partners for testing and is currently awaiting feedback for further development. Promotional Material and Outreach (WP3): We finalized the project website and maintained an updated the to-do list with direct deliverables. We also developed a PowerPoint template, a Branding Manual, a LinkedIn page, and a Report template. Main Outputs Delivered: Deliverable 1.1.6 - AMOD Best Practices Collection: We completed a detailed document covering the stages of AMOD development, state-of-the-art examples, drivers, barriers, and executive summaries Added-Value of the Cooperation in the 1st reporting periode: Interdisciplinary Collaboration: The project fosters interdisciplinary collaboration, bringing together experts from various fields to enrich the development of AMOD solutions. This cooperative approach ensures diverse perspectives are considered, leading to more robust and adaptable outcomes. Knowledge Sharing: Partners actively share feedback and experiences, leveraging each other's work to enhance the project's overall quality. This exchange of knowledge is crucial for developing well-rounded and effective AMOD strategies. Stakeholder Engagement: Engaging a wide range of stakeholders, from local municipalities to technology providers, ensures that the developed solutions are practical, scalable, and aligned with real-world needs. This engagement is pivotal for the successful implementation of AMOD in the Euro-MED area. In the 1st reporting period, the ArtMED project has made substantial progress towards its goal of advancing Automated Mobility on Demand in the Euro-MED area. Through the comprehensive Best Practices Collection, detailed Vision Statements, and the development of robust tools, the project is paving a strong foundation for the future implementation of AMOD solutions. The added value of interdisciplinary cooperation and stakeholder engagement has been crutial in achieving these milestones, ensuring that the project's outcomes are both innovative and practical.

see English version (FR), AVENUE (H2020) (EN) | AVENUE aims to design and carry out full-scale demonstrations of urban transport automation by deploying, for the first time worldwide, fleets of autonomous minibuses in low to medium demand areas.
ArtMED will transfer its methodology and tools for assessing the impact of autonomous transport with on-demand features and has already its knowledge partner ECL participate in the project to ensure efficient transfer and support. Besides, another knowledge partner of AVENUE, CEESAR, has confirmed to give support by participating as an associated partner. (EN), see English version (FR), see English version (FR), PAV (Interreg NSR) (EN) | PAV is an Interreg NSR-funded project that will help cities develop sustainable spatial planning strategies that include AVs. Beyond working directly with the partner cities, PAV can help other local authorities integrate autonomous mobility by making the necessary knowledge and methodology freely and easily accessible.
In PAV project, Robert Gordon University developed a stakeholder mapping methodology in order to identify all relevant stakeholders and to depict their relationship with AV innovation. This methodology should be made better use of as it has potential to be used by other projects outside PAV and/or for project technologies.
ArtMED will use its stakeholder mapping methodology and has already obtained “letter of support” from Robert Gordon University. The goal is to procure the operations of an autonomous bus line.
ArtMED will take advantage of its results, especially one of its key deliverables, a Policy Paper presenting policy-related recommendations for the future development of automated mobility, for the policy making discussions in the 2 planned round-table events. ArtMED will leverage on its extensive deployment experience and rich source of lessons learnt and has gained valuable insights from some of its deployment managers, including Pendel Mobility, who managed a pilot at Barcelona this year; and has gained a “letter of support” from them. Applied in Lisbon, the Barcelona Metropolitan Area and Thessaloniki, MultiDEPART is targeting PTAs and facilitating the harmonisation and scalability of DRT services across European cities.
The tool will be transferred to the Euro-MED area with the support from MultiDEPART research partner, Carnet, which is also the knowledge partner of ArtMED. Other EU Sustainable & smart mobility strategy
ArtMED contributes to several flagships of this strategy. Generally, it envisions a reduction of emissions in transport (paragraph 3.). The outputs of the project support this by raising awareness for more sustainable transport options and giving public authorities the instruments to plan for operation, policy making and investments.
On top of that, the Sustainable & smart mobility strategy proposes a higher connectivity of suburban, rural, peripheral, island and remote areas (paragraphs 8, 37, 88). A combination of AV and DRT is the most suitable way of improving the connectivity of these areas, which ArtMED provides the instrument for.
Furthermore, the document suggests “an enabling environment for such game game-changing mobility solutions” (AV) by providing necessary tools for legislation and validation of the technology (paragraph 64). ArtMED is going to support this by giving policy makers an instrument in order to assess and plan for such innovative transport technologies.
