Actual Achievements (EN): The Subsidy Contract for the Project ”A more secure cross-border area by enhancing the emergency response capability” - COOP, was signed on 29th of November 2023 in Bucharest. During the reporting period 30.11.2023 - 28.02.2024, at the level of project were realized the following activities:
1. Lead partner nominated the implementation team members through the General Inspector Order no. 28/ 10.01.2024. In this document, are mentioned both project team members that will be permanently involved in the implementation of the project and other experts who will be involved in some activities to provide expertise.
2. At the level of General Inspectorate for Emergency Situations was drew up and approved the Public Procurement Plan which contain the purchases that will be performed by Lead Partner within the project.
3. On 05 February 2024, General Inspectorate for Emergency Situations, as Lead Partner, organized in video-conference system a working meeting attended by representatives from “Banat” Inspectorate for Emergency Situations of Timis County and Regional Office for Cross-Border Cooperation Timisoara. The purpose of the activity was to discuss about the actions taken by the each partner from the beginning of the implementation period and to establish next steps for carrying out planned activities.
4. The project team of the Partner 2 prepared the Procurement Plan that was sent to the Lead partner and uploaded on the JEMS portal.
5. Following the prepared Procurement Plan, a tender for the procurement of service "External expert for tender procedures" was announced on the Interreg IPA Romania-Serbia program website by the representatives from Partner 2. The deadline for submitting tender applications was 26.2.2024. The evaluation meeting was held on 27.2.2024. Letters of notification to the successful and unsuccessful tenderers were sent on 29.2.2024. The contract with the successful tenderer was signed on 7.3.2024.
6. The members of the Steering Committee at the level of Partner 2 were nominated.
7. At the level of Partner 3, the Annual Procurement Plan and the Project Sheet have been prepared with the
support of the project leader. At the same time, Partner 3 nominated the members of the project team.
During the report period the project partners communicated continuously through online communication means in order to establish the status of the activities and solve any problems.
In the reporting period, at the level of the project were realized the following activities:
1. Partner 2 signed the contract for an external expert for tender procedures on 07.03.2024 and published the award notice on 08.03.2024. The prior information notice for the procurement of specialized intervention equipment was also published by the representatives of Partner 2 in the EU Official Journal of Tenders on 22.05.2024, as well as on the programme and beneficiary websites.
2. On 25 of March 2024, in Timișoara, Romania was organized the First Steering Committee Meeting of the project. The activity was attended by all partners involved in the implementation of the project. The purpose of this activity was to discuss on the activities foreseen in the project, the implementation schedule, difficulties encountered and other problems related to the implementation of the project. The activity achieved it`s proposed results, being established an estimated schedule for the next activities. For the good organization of the Steering Committee Meeting, were contracted Event organisation services and Translation service.
3. After through consultation with all project partners and with the view to successfully continue to the project implementation, General Inspectorate for Emergency Situations, as Lead Partner, sent to the representatives from Regional Office for Cross - Border Cooperation Timisoara the Notification letter no.1 for the modification of project partners' implementation teams. The modification request was approved on the 23th of May 2024.
4. The representatives of Lead Partner responsible of the implementation of the project`s activities drew up the Technical Specification and Necessity report for the public procurement of the Visibility materials. The documents were approved and the public procurement was launched.
5. On the 28th of May 2024 in Timisoara was organized the Start-up conference of the project. The event was attended by representatives from Lead partner and Partner 3, stakeholders and mass-media. Due to administrative problems regarding the internal procedure of traveling abroad within the Ministry of the Interior of the Republic of Serbia, Partner 2 could not participate in the activity.
Within the conference, the project manager, Mr. Alin Maghiar, made a presentation of the activities and objectives of the project, the expected results and the budget allocated to the partners. At the same time, the Project Coordinator of Partner 3 made a brief description of the future specialized training center for firefighting and rescue in hostile environments that will be built in Timisoara. During the activity also took the floor the Executive director of Regional Office for Cross-Border Cooperation Timisoara, Mrs. Anca Lolescu, Head of Managing Authority for Interreg IPA Romania - Serbia Programme, Mrs. Oana Cristea, Deputy Director of Non-Refundable External Funds Directorate, Mr. Daniel Boicu, Advisor, First Collaborator within the Romanian Embassy in the Republic of Serbia, Mrs. Anca Popa and First deputy of General Inspector of General Inspectorate for Emergency Situations, Mr.Constantin Florea.
On the occasion of Start-up conference of the project, on the website of General Inspectorate for Emergency Situation was published a Press release. At the same time, the activity was publicized by mass-media representatives.
For the good organization of the activity, was contracted Translation service.
6. In the period 28 - 30 May 2024, in Timisoara was organized the first workshop for Developing a Joint Protocol and a Joint Cooperation Plan planned within the activity A.1.1. The meeting was physically attended by the representatives from Lead Partner and Partner 3. The representatives of Partner 2 - Sector for Emergency Management, Ministry of Interior of the Republic of Serbia attended the activity in video-conference system. The purpose of the activity was to start the drafting of joint operational documents by identifying specific and common risks in the eligible area, cooperation needs, border crossing particularities, missions legally assigned to Romanian and Serbian partners, as well as decision-making levels in both countries. The discussions held, the materials presented and the conclusions of the meeting are set out in the minutes of the activity.
7. At the level of Partner 3, the contract for Urban planning services for the development of Zonal Urban Plans (PUZ) was concluded.
During the reporting period, the project partners communicated and collaborated continuously for carrying out the planned activities and solving any problems.
In the reporting period, at the level of the project were realized the following activities:
1. On the 9th of July 2024, Lead Partner signed the contract for the supply of visibility materials.
2. According to the official invitation sent by the representatives of PP2, in the period 9 - 11 July 2024 the representatives of the project partners participate in the activity A.1.1 Workshop no. 2 for Developing a Joint Protocol and a Joint Cooperation Plan. The activity was organized in Pancevo, Republic of Serbia.
3. After through consultation with all project partners and with the view to successfully continue to the project implementation, the representatives of Lead Partner, sent to the representatives from Regional Office for Cross - Border Cooperation Timisoara the Request for addendum no.1 for the modification of the Subsidy contract no. 217151/04.12.2023.
4. According to the Official invitation no. 58485 from 06.08.2024 sent to the representatives from Partner 2 - Sector for Emergency Management, Ministry of Interior of the Republic of Serbia and Partner 3 - `Banat` Inspectorate for Emergency Situations of Timis County, on the 14th of August 2024 was organized the Second Steering Committee Meeting of the project. The activity took place in video conference system. The purpose of this activity was to discuss about the activities foreseen in the project, the implementation schedule, difficulties encountered and other problems related to the implementation of the project. At same time, the members of the Joint Steering Committee discussed on the base on Progress report no.2 and Request for addendum no.1. The discussions held and the conclusions of the meeting are set out in the minute of the activity.
5. According to the Official Invitation no. 58394 from 23.07.2024 sent to the representatives from Partner 2 - Sector for Emergency Management, Ministry of Interior of the Republic of Serbia and Partner 3 - `Banat` Inspectorate for Emergency Situations of Timis County, in the period 27 - 29 August 2024, in Timisoara was organized the activity A.1.1 Workshop no.3 for Developing a Joint Protocol and a Joint Cooperation Plan. The purpose of the activity was to continue the elaboration process of joint operational documents will state and regulate the establishment, role, scope, composition and functioning of the Joint Romanian-Serbian system for emergencies/disasters management in the common cross-border area. The discussions held and the conclusions of the meeting are set out in the minute of the activity. For the good organization of the meeting, was contracted Translation service.
6. Simplified tender procedure "Organization of events and translation service" was launched by PP2 on July 2,2024. Tender opening session was held on August 8, 2024 and the contract for this service was signed on August 20, 2024.
7. International open tender procedure "Specialized intervention equipment" was also launched by PP2 on July 31,2024. Deadline for submission of tenders was October 4, 2024. Corrigendum to contract notice was published on August 20, 2024.
8. Single tender procedure "Procurement and production of promotional materials" was launched on August 27, 2024 by the representatives of PP2. Deadline for submission of tenders was September 13, 2024.
9. Partner 3 obtained the Certificate of Urban Planning (July 22, 2024) and carried out the procurement procedure for the design and execution of the training facility.
10. On the 28th of August 2024, at the level of Partner 3 was signed the Contract for the design and execution of works for the cross-border training facility.

In the reporting period, at the level of the project were realized the following activities:
1. After through consultation with all project partners and with the view to successfully continue to the project implementation, in September 2024 was sent to the representatives from Regional Office for Cross - Border Cooperation Timisoara the Notification letter no. 2 for the modification of project partners' implementation teams.
2. In accordance with the Official invitation sent by the representatives of Partner 2 - Sector for Emergency Management, Ministry of Interior of the Republic of Serbia, in the period 8 - 10 October 2024 project partners' representatives participate in the activity A.1.1 Workshop no. 4 for Developing a Joint Protocol and a Joint Cooperation Plan. The activity was organized in Zrenjanin, Republic of Serbia.
3. According to the Official invitation no. 59112 from 08.11.2024 sent by the LP, on the 15th of November 2024 was organized the Third Steering Committee Meeting of the project. The activity was attended by all project partners and took place in video conference system. The purpose of this activity was to discuss about the activities foreseen in the project, the implementation schedule, difficulties encountered and possible proposals for modification of the Subsidy contract. At same time, the members of the Joint Steering Committee discussed on the base on Project report no.3 and Notification letter no.3. The discussions held and the conclusions of the meeting are set out in the minute of the activity.
4. After through consultation with all project partners and with the view to successfully continue to the project implementation, in November 2024 was sent to the representatives from Regional Office for Cross - Border Cooperation Timisoara the Notification letter no.3 for the modification of project partners' implementation teams.
5. At the level of Lead Partner were drawn up the Technical Specification and Necessity report for the public procurement of the Vehicle. At the same time the representatives of LP1 launched the public procurement procedures for the acquisition of the Office equipment and ITC equipment.
6. On the 8th of November 2024, at the level of General Inspectorate for Emergency Situations was signed the contract for the Lot 6 - Coordination support system, Command point type within the public procurement of Office equipment.
7. On October 17, 2024, the representatives of Partner 2 - Sector for Emergency Management, Ministry of Interior of the Republic of Serbia cancelled the International open tender procedure "Specialized intervention equipment" (Fire and rescue vehicles and Firefighting water tender vehicles). The reason for the cancellation of the tender procedure is that none of the received offers met the selection criteria.
8. At the level of Partner 2, Single tender procedure "Procurement and production of promotional materials" was relaunched on October 10, 2024. The contract for procurement and production of promotional materials was signed on November 25, 2024.
9. On the 10th of October 2024, PP2 launched Simplified tender procedure “Technical equipment” (LOT 1 - ICT equipment, LOT 2 - Furniture and technical equipment).
10. On the 12nd of September 2024, Partner 3 - `Banat` Inspectorate for Emergency Situations of Timis County obtained the "Site Organization" building authorization.
11. At the level of Partner 3 the documentation for the for the Procedure "Open Tender" - supply and assembly of special polygon equipment was published on the 2nd of November 2024.
12. On the 20th of November 2024, the representatives of Partner 3 obtained the Building Authorization of the training facility.
In the reporting period, at the level of the project were realized the following activities:
1.After through consultation with all project partners and with the view to successfully continue to the project implementation, was sent to the representatives from Regional Office for Cross - Border Cooperation Timisoara the Request for addendum no.2 for the modification of the Subsidy contract no. 217151/04.12.2023.
2. In accordance with the Official invitation sent by the representatives of Lead partner, on the 21st of February 2025 project partners' representatives participate to the Steering Committee Meeting no.4. The activity was organized in video-conference system.The discussions held and the conclusions of the meeting are set out in the minute of the activity.
3.On the 9th of December 2024, Lead partner sent to the winning bidder the product supply order - Visibility stickers - 100 pcs. procured within the public procurement of Office equipment. The goods were delivered and received on the 18th of December 2024.
4.On the 20th of December 2025, Lead partner received a number of 2 pcs. - Coordination support system, Command point type, products procured within the public procurement of Office equipment. On the same day, at the level of General Inspectorate for Emergency Situations was signed the contract for the procurement of 2 pcs. - A3 Multifunction printer within the public procurement of IT equipment. The products were delivered and received on the 28th of January 2025.
5.At the level of Partner 2, the international open tender procedure "Specialized Intervention Equipment" was relaunched on December 23, 2024. A clarification document (Questions and Answers) and a Corrigendum to the technical specifications were published on February 12, 2025.
6. On December 2, 2024, Partner 2 signed the contract for the tender procedure "Technical Equipment" (LOT 1 - ICT Equipment). The delivery of the ICT equipment took place on January 8, 2025, with payment scheduled to be made thereafter. At the same time, the contract for the tender procedure "Technical Equipment" (LOT 2 - Furniture and Technical Equipment) was signed at the level of SEM MOI on December 12, 2024.The delivery of the furniture was successfully completed on February 6, 2025, as per the terms of the signed contract, with payment scheduled to be made thereafter.
7. The representatives of Sector for Emergency Management made the first payment for the service of the "External Expert for Tender Procedures".
8. At the level of Partner 3, activities related to the public procurement procedure for the contract 'Supply and assembly of machinery, technological and functional equipment requiring assembly, specific to the investment objective Polygon for specialized training of emergency response personnel from Romania and the Republic of Serbia' were carried out.
9. Considering that the Jems application does not allow new items to be added under the 'List of expenditures' section, another progress report for Period 5 has been prepared by the representatives of ISU TM.
In the reporting period, at the level of the project were realized the following activities:
1. In April 2025, LP1 sent to the representatives from BRCT the Notif. Letter No. 4 for the modification of PP' implementation teams.
2. LP1 drafted and sent to the representatives from BRCT the Addendum Request 3. Given the necessity for the LP1 to include certain ineligible costs in the project budget, the implementation team members also prepared and signed the Add. no.1 to the PA.
3.On 24 March 2025, the LP1 sent the product supply order for one card printer (1 pc.), procured within the public procurement of Office equipment, to the winning bidder. The product was delivered and received on 26 March 2025.The payment was made on 9th of April 2025.
4.On the 24th of March 2025, the LP1 also sent the product supply order for ten metal cabinets (10 pcs.), procured within the public procurement of Office equipment, to the winning bidder. The products were delivered and received on 27th of March 2025.The payment was made on 14th of April 2025.
5.On the 12nd of March 2025, LP1 signed the contract for twenty monitors (20 pcs.), procured within the public procurement of ITC equipment. The products were delivered and received on 21st of March 2025.The payment was made on 8th of April 2025.
6.On the 24th of March 2025, the LP1 sent the product supply order for one simultaneous translation system (1 cpl.), procured within the public procurement of Office equipment, to the winning bidder. The product was delivered and received on the 3rd of April 2025.The payment was made on 14th of April 2025.
7.On the 24th of March 2025, the LP1 sent the product supply order for one simultaneous translation system (1 cpl.), procured within the public procurement of Office equipment, to the winning bidder. 8. 9. On the 17th of March 2025, at the level of LP1 was signed the Subsequent Supply Contract for the public procurement of the 2-in-1 Portable Workstation - 20 pcs. The products were delivered and received on the 27th of May 2025.The payment was made on 29th of May 2025.Out of the total number of products purchased, 5 units will be distributed to PP3.
10. On the 16th of May 2025, the representatives of LP1 sent the product supply order for ten Ergonomic office chairs (10 pcs.), procured within the public procurement of Office equipment, to the winning bidder. The products were delivered and received on the 26th of May 2025. The payment will be included in the next partner report.
11.Considering the savings resulting under the budget line - Office equipment, the representatives of LP1 responsible for the implementation of the project`s activities drew up the technical documentation for the public procurement of two interactive whiteboard stands (2 pcs.).
12.On the 7th of May 2025, LP1 organized a technical meeting attended by all project partners. The activity was organized in videoconference system and aimed to discuss some aspects regarding the project implementation status. The discussions held and the conclusions of the meeting are set out in the minute of the activity.
13.At the level of PP2, the evaluation procedure for the tender "Specialized Intervention Equipment" (Ref. No. RORS00005 – TD03/R) began on March 3, 2025. Following a request for additional clarifications, the evaluation committee decided to cancel the tender procedure because no offer met the minimum technical requirements.
14.In regard to the contract for the procurement of ICT equipment (Tender: Technical Equipment – LOT 1 ICT Equipment), delivery was completed and payment was made by the representatives of Partner 2 on March 12, 2025. At the same time, under the contract for the procurement of furniture (Tender: Technical Equipment – LOT 2 Furniture and technical Equipment), delivery was completed and payment was made on April 23, 2025.
15.Regarding the contract "Procurement and production of promotional materials" signed at the level of PP 2, the preparation and printing of promotional materials are currently in progress. Add. no. 1 and Add. no. 2, both extending the duration of the contract, have been signed.
16.At the level of PP3, the public procurement procedure for the award of the contract for the ‘Supply and assembly of machinery, technological and functional equipment requiring assembly, specific to the investment objective Polygon for specialised training of emergency intervention personnel from Romania and the Republic of Serbia’ was completed and the supply contract was signed on 17.03.2025.
17.At PP3 level, infrastructure works have continued.
In the reporting period, at the level of the project were realized the following activities:
1. After thorough consultation with all project partners and with the view to successfully continue to the project implementation, in June 2025, General Inspectorate for Emergency Situations, as Lead Partner, sent to the representatives from Regional Office for Cross - Border Cooperation Timisoara the Notification letter no.5 for the modification of project partners' implementation teams.
2. On the 26th of August 2025, the representatives of project partners participate in the Steering Committee Meeting no.5. Activity was organized in Pancevo, Republic of Serbia by the representatives of Partner 2.
3. The payment for 10 pcs. - Ergonomic office chairs, procured within the public procurement of Office equipment, was realized on the 25th of June 2025 by Lead Partner 1.
4. Oh the 31st of July 2025 the representatives of Lead Partner realized the reception of the product - Vehicle. The payment was made on 21st of August 2025.
5. The public procurement procedure for two interactive whiteboard stands (2 pcs.) was cancelled due to lack of compliant offers at the level of Lead partner.
6. At the level of Partner 2, the tender procedure "Specialized Intervention Equipment" (covering Fire and Rescue Vehicles and Firefighting Water Tender Vehicles) was launched on 19 June 2025. The tender opening session was held on 25 August 2025. Notification letters were sent to both successful and unsuccessful tenderers on 5 September 2025. Contract signing and advance payment are scheduled to take place in the upcoming period.
7. Promotional materials under the contract "Procurement and production of promotional materials" were printed and delivered to the Partner 2 on 25 August 2025.
8. Receipts were drawn up for works nos. 5, 6, 7, 10, and 11, representing works, technical assistance services, and site management services, Activity Report No. 2 by Partner 3.
In the reporting period, at the level of the project were realized the following activities:
1. After thorough consultation with all project partners and with the view to successfully continue to the project implementation, in September 2025, General Inspectorate for Emergency Situations, as Lead Partner, sent to the representatives from Regional Office for Cross - Border Cooperation Timisoara the Notification letter no.6 for the modification of project partners' implementation teams.
2. According to the Official invitation sent by the representatives of Partner 2 - Sector for Emergency Management, Ministry of Interior of the Republic of Serbia, in the period 7-9 October 2025, the representatives of project partners participate in the A.1.1 Workshop no.5 for Developing a Joint Protocol and a Joint Cooperation Plan. Activity was organized in Pancevo, Republic of Serbia.The discussions held and the conclusions of the meeting are set out in the minute of the activity.
3. On 14 October 2025, the Lead Partner sent the official invitation to the project partners for Steering Committee Meeting No. 6 and Workshop No. 6 for Developing a Joint Protocol and a Joint Cooperation Plan. General Inspectorate for Emergency Situations also organized the activities in Timisoara, Romania in the period 17-20 November 2025 with the participation of all project partners. The discussions held and the conclusions of the meetings are set out in the minutes of the activities. For the good organization of the meetings, were contracted Translation services and Events organization services.
4. Following Workshops no. 5 and no. 6, at the level of Partner 2 the Joint Protocol and Joint Cooperation Plan were drafted and translated into Serbian. The first payment 10% of contract value under the contract “Organization of events and translation services” were successfully completed on 24 October 2025.
5. At the level of Partner 2, the Contract "Procurement and production of promotional materials" was successfully completed and payment was made on 12 November 2025.
6. The tender procedure for “Specialized intervention equipment” was successfully completed, and the contract was signed by Partner 2 on 29 September 2025. The advance payment (40% of the contract value), was made on 12 November 2025. More than that, the tender procedure "Command and reconnaissance vehicle with UAV" was launched on 21 November 2025.
7. Project partner 2 submitted a request for the reallocation of the remaining budget to the budget line “Logistic Vehicle” and procurement of two additional fire-fighting water tender trucks.
8. At the level of Partner 3, were carried out activities regarding the reception of equipment under the contract for Supply and installation of machinery, technological and functional equipment requiring assembly, specific to the Investment objective - ”Training ground for the specialized training of emergency response personnel in Romania and the Republic of Serbia”. Part of the equipment under the above-mentioned contract was received and installed in the training ground in November 2025.
9. At Partner 3, receipts were drawn up for payment situations nos. 12, 13, 14, and 15, representing site management works and services (Statement of Account no. 3).
In the reporting period, at the level of the project were realized the following activities:
1. Based on the proposal of the Project partners, Lead Partner sent to the representatives from Regional Office for Cross - Border Cooperation Timisoara the Request for addendum no.4 for the modification of the Subsidy contract no. 217151/04.12.2023.
2. On December 4, the payment was made for the event organization services and the translation services required for the organization of Steering Committee no. 6 and Workshop no. 6.
3. Following the discussions with project partners, the 7th Steering Committee meeting was organized in videoconference system on 4 March 2026.
4. The updated draft documents for the Joint Protocol and the Joint Cooperation Plan have been finalized and translated into Serbian.
5. On 24 December 2025, the tender opening session was conducted for the procurement of a command and reconnaissance vehicle with a UAV. Following the evaluation process, a decision was made to cancel the tender procedure, as none of the submitted offers met the required technical specifications.
6. The tender for the procurement of field support vehicles (Lot 1 – Logistics vehicle and Lot 2 – Command and reconnaissance vehicle with an UAV) was launched on 24 February 2026.
7. The works for the development of the land and the construction works for the administrative buildings have been received and paid for.
8. The equipment under the contract for "Supply and installation of machinery, technological and functional equipment requiring assembly, specific to the investment objective Training ground for the specialized training of emergency response personnel in Romania and the Republic of Serbia" was received, put into operation, and paid for at a rate of 43%.In addition, four of the five containers that are part of the "Fire House" were supplied from Germany.
9. Receipts were drawn up for payment situations no. 16, representing site management works and services.
