The centralization of services and companies’ business operations, and the rural-urban migration stream are Slovenia’s and Austria’s shared challenges. Businesses and business support services are concentrated in heavily populated urban areas, where lower costs enable a greater ease of use. Rising trends of limited access to education (business-wise), decreased number of jobs, especially the high-added-value ones, and lower economic activity in rural areas are direct consequences, too. Reduced development opportunities in the countryside are the reason we are witnessing brain drain and youth rural-to-urban migration creating bedroom communities and leaving the countryside on both sides of the border very vulnerable. We wish to address this issue through the project and establish successful rural coworking communities. A coworking space is a shared office space normally accommodating entrepreneurs, sole traders, freelancers, remote workers, start-ups, and others in need of a working space outside the traditional office setup. Benefits include flexibility (short-term lease), low cost of operation, networking and collaboration among the diverse array of coworkers, and idea and experience sharing. Instead of the users being isolated by their non-traditional work style, conducting business from their own homes or private offices, coworking allows them to schedule and utilize their time better, and boost productivity. The accompanying educational programme is another great added value. Namely, various events are organized within coworking communities in order to augment collaboration between the users and the local community, and to cultivate new knowledge in the broadest of entrepreneurial senses. Thus, they take on the role of an entrepreneurial support organization and promoter (by promoting business opportunities and encouraging cooperation with local companies) in rural areas, increase the countryside quality of life (by eliminating the daily commute to distant workplaces or even migrating to urban areas) and inspire innovation, creativity (through integrative cooperation among users) and economic growth. The number of coworking spaces has risen significantly in the last decade, as they have become very popular due to their flexibility and adaptability. However, poor accessibility and infrastructure deficits, a small pool of potential users, and lack of finance are obstacles a rural coworking space has to overcome. Hence, most of them exist in heavily populated urban areas where their survival is guaranteed by the number of potential users. We intend to surmount those challenges and establish long-term successful rural coworking spaces by testing individual business models at different locations and implement a coworking community manager training course through the COWORKING.NET project. It is an innovative approach, brand new to the cross-border area. Target environment variables are going to be considered in designing and choosing of the rural coworking pilot business models: target population, location, infrastructure and equipment, manager selection process, pricing policy, promotional activities, and other parameters to ensure success even after the project’s end. Appointing the right manager is one of the crucial decisions. They play the community builder and developer role, organize events, have to take charge of promotion and recruiting new users, have well-developed communication skills, a strong professional network and local community presence, knowledge of financial planning and monitoring … The challenge in question is going to, for the first time, be tackled through an integrated and structured approach by conducting such training. It is going to be developed and executed as a cross-border practice, later available to all interested individuals and organizations. Furthermore, addressing currently essentially nonexistent cross-border collaboration among entrepreneurs and small businesses as well as between them and the entrepreneurial support systems represents a great added value of the project. The trans-border good practices, knowledge and experiences exchange, as well as mutual learning and development, and cooperation between mentors and entrepreneurs are going to be the tools used to break out of the box, represented by the SI-AT border. Several networks are going to form and, as a result, opportunities to collaborate on all levels and project target groups will arise. Study visits are going to be conducted and small business owners are going to be offered help at cross-border affiliation and cooperation. A more resilient and sustainable entrepreneurship in rural areas of both countries, along with a transnational collaboration, are going to be supported and encouraged by founding coworking communities in the countryside, testing business models, conducting training, greater involvement of the support environment and transfer of good practices, knowledge and experience.

Die Zentralisierung von Dienstleistungen, Unternehmenstätigkeiten und die Verlagerung der Bevölkerung in größere städtische Zentren ist eine gemeinsame Herausforderung für Slowenien und Österreich. Sowohl die Unternehmen als auch die unterstützenden Dienstleistungen konzentrieren sich in den Städten, wo es eine größere Masse an Menschen, niedrigere Kosten und erleichterte Geschäftstätigkeit gibt. In den ländlichen Gebieten hingegen ist seit einiger Zeit ein Trend zu beobachten, der zu einem schlechteren Zugang zur Ausbildung (auch im Bereich des Unternehmertums), zu weniger Arbeitsplätzen, insbesondere zu solchen mit höherem Mehrwert, und zu einer geringen Wirtschaftstätigkeit führt. Infolge der geringeren Entwicklungsmöglichkeiten in den ländlichen Gebieten kommt es zu einer Abwanderung junger Menschen in die Städte auf beiden Seiten der Grenze. Das Projekt zielt darauf ab, dieses Problem anzugehen und florierende Coworking-Gemeinschaften in ländlichen Gebieten zu schaffen. Coworking ist eine Open-Space-Arbeitsumgebung, deren Nutzer sind Unternehmer, Freiberufler, Start-ups, Telearbeiter und andere Personen, die einen Arbeitsbereich außerhalb der traditionellen Büroumgebung benötigen. Die Vorteile liegen vor allem in der Flexibilität, den niedrigen Kosten, der Vernetzung und der Zusammenarbeit, die durch die Kombination der Nutzer und den Austausch von Ideen entsteht. Anstatt allein zu Hause zu arbeiten, können diese Zielgruppen mit Coworking ihre Arbeit und Freizeit effizienter teilen und gleichzeitig eine höhere Produktivität gewährleisten. Das Schulungsprogramm, das in der Regel in solchen Räumen stattfindet, stellt einen weiteren großen Mehrwert dar. Coworking-Spaces organisieren eine Vielzahl von Veranstaltungen, um die Zusammenarbeit zwischen den Mitgliedern und der lokalen Gemeinschaft zu fördern und neue Kompetenzen im weitesten unternehmerischen Sinne zu entwickeln. So übernehmen sie die Rolle einer Organisation zur Unterstützung des Unternehmertums, eines Katalysators für das Unternehmertum, das die Lebensqualität in ländlichen Gebieten erhöht (wodurch das Pendeln zu weit entfernten Arbeitsplätzen entfällt), Innovation und Kreativität anregt und damit das Wirtschaftswachstum fördert. Die Zahl der Coworking-Spaces hat in den letzten Jahren erheblich zugenommen, da sie aufgrund ihrer Flexibilität sehr beliebt geworden sind. Die meisten von ihnen befinden sich in städtischen Gebieten, wo es eine ausreichende Anzahl von Menschen gibt, um einen Coworking-Space zu unterhalten. Die begrenzte Zugänglichkeit und Infrastruktur, die geringere Zahl der Nutzer und der begrenzte Zugang zu Finanzierungsquellen sind jedoch Hindernisse, die ein Coworking im ländlichen Gebiet überwinden muss. Um diese Hindernisse zu überwinden und langfristig erfolgreiche Coworking-Spaces zu etablieren, werden im Rahmen des Projekts verschiedene Geschäftsmodelle für ländliche Coworking Spaces an mehreren Standorten getestet und die Manager der einzelnen Coworking Gemeinschaften geschult. Dies ist ein innovativer Ansatz, der im grenzüberschreitenden Raum bisher einmalig ist. Bei der Konzeption und Auswahl der Pilot-Geschäftsmodelle werden die Besonderheiten des Umfelds berücksichtigt: Zielgruppe, Standort, Ausstattung, Wahl des Coworking-Managers, Preispolitik, Werbung ... und andere Aspekte, die den Erfolg auch nach Abschluss des Projekts sicherstellen. Besonders wichtig ist die Wahl des Coworking-Managers. Er/sie muss die Gemeinschaft fördern und Veranstaltungen organisieren, er/sie muss gut werben und neue Nutzer anwerben können, über gute Kommunikationsfähigkeiten und ein etabliertes Kontaktnetz verfügen, sich mit Finanzen auskennen usw. Durch das Training werden wir diese Herausforderung zum ersten Mal auf ganzheitliche Weise angehen. Wir werden eine grenzüberschreitende Schulung für Coworking Manager entwickeln und durchführen. Der Mehrwert des Projekts besteht darin, dass es sich mit der praktisch nicht vorhandenen grenzüberschreitenden Zusammenarbeit zwischen Existenzgründern, Kleinstunternehmen und dem Umfeld der Unternehmensförderung befasst. Durch den grenzüberschreitenden Austausch bewährter Praktiken, die gemeinsame Entwicklung und die Weitergabe von Erfahrungen werden wir die Barriere der nationalen Grenzen überwinden. Das Projekt wird mehr Möglichkeiten für die Zusammenarbeit aller Projektzielgruppen schaffen, Studienbesuche bieten und Unternehmern helfen, grenzüberschreitend Kontakte zu knüpfen und zusammenzuarbeiten. Durch die Einrichtung von Coworking-Gemeinschaften in ländlichen Gebieten, die Erprobung von Geschäftsmodellen, Schulungen, die verstärkte Einbindung eines unterstützenden Umfelds und den Transfer von bewährten Verfahren und Wissen werden wir die grenzüberschreitende Zusammenarbeit fördern und ein widerstandsfähigeres und nachhaltigeres ländliches Unternehmertum auf beiden Seiten der Grenze unterstützen.

Centralizacija storitev in poslovanja podjetij ter selitev prebivalstva v večja urbana središča so skupni izzivi Slovenije in Avstrije. Tako podjetja kot podjetniške podporne storitve so skoncentrirani v mestih, kjer je večja masa ljudi, posledično so stroški nižji in delovanje olajšano. Zato pa na podeželju že nekaj časa spremljamo trende oteženega dostopa do usposabljanj, tudi s področja podjetništva, manjšega števila delovnih mest, sploh tistih z višjo dodano vrednostjo, in nizke ekonomske aktivnosti podeželja. Zaradi zmanjšanih razvojnih priložnosti na podeželju smo zato na obeh straneh meje priča begu možganov in odseljevanju mladih v mesta, kar ustvarja spalna naselja in dela podeželje zelo ranljivo. S projektom želimo nasloviti ta problem in na podeželju vzpostaviti uspešne coworking skupnosti. Coworking je sodelovni prostor odprtega tipa (open-space), njegovi uporabniki so navadno samostojni podjetniki, freelancerji, startupi, delavci, ki svoje delo opravljajo na daljavo, in druge osebe, ki potrebujejo delovni prostor izven tradicionalnih pisarniških okolij. Prednosti zanje so predvsem fleksibilnost (saj se jim ni treba zavezati za najem sodelovnega prostora za daljše časovno obdobje), nizki stroški, mreženje in sodelovanje, ki ga prinaša kombinacija uporabnikov, ter deljenje idej in izkušenj med uporabniki. Namesto da uporabniki delo opravljajo izolirano, sami doma ali v samostojnih pisarnah, lahko z uporabo coworking prostora bolj učinkovito delijo svoj delovni in prosti čas, ob tem pa tudi zagotavljajo višjo produktivnost. Veliko dodano vrednost predstavlja tudi izobraževalni program, ki se običajno odvija v tovrstnih prostorih. Poleg tega coworkingi organizirajo različne dogodke za spodbujanje sodelovanja med člani in lokalno skupnostjo ter razvoj novih znanj v najširšem podjetniškem smislu. Tako prevzemajo vlogo podjetniške podporne organizacije na podeželju ter spodbujevalca podjetništva (prek spodbujanja razvoja novih poslovnih priložnosti in sodelovanja z lokalnimi podjetji), povečujejo kakovost življenja na podeželju (odpravljajo potrebo po dnevni vožnji na oddaljeno delovno mesto ali preseljevanju v mesta) in spodbujajo inovativnost in kreativnost (multidisciplinarno sodelovanje med uporabniki) ter posledično gospodarsko rast. Število coworkingov je v zadnjih 10 letih močno narastlo, saj so postali zelo priljubljeni zaradi svoje fleksibilnosti in prilagodljivosti. Večina jih je v večjih urbanih naseljih, kjer je zadostna masa ljudi, ki omogoča preživetje coworkinga na daljši rok. Omejena dostopnost in infrastruktura, manjše število uporabnikov in omejen dostop do virov financiranja pa so ovire, ki jih mora premagati podeželski coworking. Za premagovanje teh ovir in vzpostavitev uspešnih coworkingov na dolgi rok bomo v projektu COWORKING.NET testirali različne poslovne modele ruralnih coworkingov na več lokacijah in izvedli usposabljanje za menedžerje posameznih coworking skupnosti. Gre za inovativen pristop, ki ga v čezmejnem prostoru še ni bilo mogoče zaslediti. Pri oblikovanju in izbiri pilotnih poslovnih modelov podeželskih coworkingov bomo upoštevali specifike okolja: ciljno skupino, lokacijo, infrastrukturo in opremo, izbiro upravljalca oz. menedžerja coworkinga, cenovno politiko, promocijske aktivnosti in druge aspekte, ki bodo zagotovili uspešne coworkinge tudi po zaključku projekta. Med najpomembnejšimi odločitvami je ravno izbira menedžerja coworkinga. Ta nastopa v vlogi graditelja in spodbujevalca skupnosti ter organizatorja dogodkov, obvladati mora promocijo in pridobivanje novih uporabnikov, imeti visoko razvite komunikacijske veščine, dobro vzpostavljeno mrežo kontaktov in sodelovanje v lokalni skupnosti, razumeti finančno načrtovanje in spremljanje ... Preko izvedenega usposabljanja bomo k temu izzivu prvič pristopili celostno in strukturirano. Razvili in izvedli bomo čezmejno usposabljanje (ki bo kasneje na voljo tudi drugim zainteresiranim posameznikom in organizacijam) za menedžerja coworkinga. Velika dodana vrednost projekta pa je tudi, da naslavlja praktično neobstoječe čezmejno sodelovanje tako med podjetniki začetniki in mikro podjetji kot tudi med njimi in podpornim okoljem za podjetništvo. S pomočjo čezmejne izmenjave dobrih praks, skupnega razvijanja in učenja, deljenja izkušenj in znanj ter sodelovanja mentorjev in podjetnikov bomo prebili oviro, ki jo je v preteklosti predstavljala državna meja. Preko projekta se bo oblikovalo več mrež – priložnosti za sodelovanje na vseh nivojih in v vseh projektnih ciljnih skupinah. Izvedeni bodo študijski obiski in malim podjetnikom bo ponujena pomoč pri čezmejnem povezovanju in sodelovanju. Z vzpostavitvijo coworking skupnosti na podeželju, testiranjem poslovnih modelov, izvedenim izobraževanjem, večjim sodelovanjem podpornega okolja ter prenosom dobrih praks, znanj in izkušenj bomo spodbudili čezmejno sodelovanje in na obeh straneh meje spodbudili bolj odporno in trajnostno podjetništvo na podeželju.

In the first reporting period, we successfully set up all major project structures and started implementing the activities of the first work package. V prvem poročevalskem obdobju smo uspešno vzpostavili vse ključne projektne strukture in pričeli z izvajanjem aktivnosti prvega delovnega sklopa. Ključni poudarki vključujejo: 1.Vzpostavitev sistemov vodenja in poročanja: Skladno s prijavnico smo pripravili naslednje ključne dokumente: - Sistem notranje komunikacije za projekt COWORKING.NET, - Sistem notranjega poročanja za projekt COWORKING.NET, - Sistem upravljanja kakovosti za projekt COWORKING.NET, - Sistem upravljanja tveganj za projekt COWORKING.NET. 2. Analiza stanja in razvoj poslovnih modelov: - Zaključena priprava metodologije za analizo stanja (D.1.1.1) in izvedba osnovnih analiz za vse sodelujoče lokacije. - Razvoj petih potencialnih poslovnih modelov za coworkinge na podeželju (D.1.3.1) ter izvedba delavnice za lastnike, upravnike coworkingov in projektne partnerje (D.1.3.2), kjer so udeleženci izbrali najprimernejši model za svoje lokacije. 3. Priprave na študijsko ekskurzijo in čezmejna analiza: - Pričeli smo z načrtovanjem študijske ekskurzije (D.1.2.1), za katero so že določeni datum in lokacije, izvedba sledi v naslednjem obdobju. - Izvedene so preliminarne analize čezmejnih lokacij (Občine Škofja Loka, Kranjska Gora in Tržič na Gorenjskem, Markovci in Podlehnik v Podravju, Passail in Weiz v Avstriji) ter pričetek analize EU trendov na področju coworkingov (D.1.1.2). Skupno poročilo (D.1.1.3) bo zaključeno v naslednjem obdobju. 4. Komunikacijske aktivnosti: Projekt COWORKING.NET je bil predstavljen na spletnih straneh vseh partnerjev, objavljeni so bili A3 plakati v prostorih vseh partnerjev, aktivnosti pa so bile komunicirane preko njihovih obstoječih komunikacijskih kanalov. 5. Partnerstva in sestanki: Izvedena sta bila dva partnerska sestanka: uvodni 8. 11. 2023 v Kranju in drugi 17. 1. 2024 v Weizu, s čimer smo zagotovili koordinacijo in usklajenost med partnerji.

V teh prostorih lahko ljudje iz različnih disciplin med sabo sodelujejo ter razvijajo nove proizvode in storitve. Primeri podobnih organizacij so: Fab Labs, Living Labs, Open Innovation Centres in medsektorski inkubatorji. Preko oblikovanja priporočil za odločevalce, izmenjave dobrih praks in podpiranjem mest pri ustvarjanju ugodnih pogojev za razvoj takih lokacij se spodbuja inovacije, razvijajo veščine in razvijajo skupnosti. Ziel des Projekts war es, die Politik der regionalen Unterstützungssysteme für Unternehmer durch den Austausch von Erfahrungen und die Ermittlung bewährter Verfahren zu verbessern und die gewonnenen Erkenntnisse in regionale Aktionspläne zur Erhöhung der Zahl innovativer KMU in ländlichen Gebieten einzubeziehen. Besonderes Augenmerk wurde auf den Zugang zu Finanzmitteln und den Zugang zu Wissen für KMU im ländlichen Raum gelegt. (DE), Spodbujanje podjetniškega duha je treba še naprej razvijati na podeželju, zlasti pa spodbujati nove niše poslovnih priložnosti, kot so "energija, okolje, ekoindustrija, IKT ali socialne inovacije". Cilj projekta je bil izboljšati politike regionalnih podpornih sistemov za podjetnike z izmenjavo izkušenj in opredelitvijo dobrih praks, pri čemer je treba pridobljene izkušnje vključiti v regionalne akcijske načrte za povečanje števila inovativnih MSP na podeželju. Posebna pozornost je bila namenjena: dostopu do financiranja in dostopu do znanja pri podeželskih MSP. Das Gesamtziel des Projekts war die Entwicklung eines Schulungspakets für KMU, das Fähigkeiten zur Anpassung an den Klimawandel, E-Marketing und Kompetenzen im Bereich der Digitalisierung von Unternehmen umfasst. Contribution to wider strategies and policies:

EUStrategyDanubeRegion Projekt bo prispeval k rezultatom 2 stebrov strategije: Zagotavljanje blaginje in Okrepitev regije. V prvem spodbujamo predvsem transnacionalno sodelovanje in povezovanje med podjetji in organizacijami za podporo podjetjem - prednostno področje 8. Preko čezmejnega sodelovanja coworkingov, osebja in strank bomo spodbujali izmenjavo znanja med MSP, izboljševali konkurenčnost podeželskih območij in zmanjševali čezmejne ovire za podjetja. Aktivno pa bomo naslavljali tudi prednostno področje 9 - Vlaganje v ljudi in spretnosti. Z organizacijo programa coworkinga in skupnega čezmejnega usposabljanja, bomo olajševali dostop do usposabljanja in izobraževanja na podeželju, ki je pogosto prikrajšano in ima otežen dostop do teh veščin.
EUStrategyAlpineRegion S projektnimi aktivnostmi naslavljamo 1. steber: Ekonomska rast in inovacije, natančneje specifični cilj 1 in prednostno nalogo izboljšanje in razvoj podpore za podjetja. Preko coworkingov se bodo tudi na podeželju razvijale podporne organizacije za podjetništvo, omogočeno bo izobraževanje in povezovanje med podjetniki in s tem dvig ekonomske aktivnosti na podeželju.
