The COVID-19 pandemic has brought to the forefront the high market inter-dependence between the EU and Western Balkans, with Italy remaining one of the main trade partner for Albania and Montenegro and Apulia one of the main gateway for the movement of goods and people from the region. COVID-19 also gave new impetus to the automation of supply chains and cross-border procedures; however the scope for using advanced technologies is far greater and their enhancement represents a common challenge to overcome inefficiencies deriving from complicated and time-consuming procedures still affecting the Programme area. ISACC+ intends to respond to these challenges by promoting the optimization and automation of control processes in the SA area. To achieve this goal, it capitalises the output of the previous ITALME “ISACC” project, an AI-based platform to support anti-fraud inspections, which is ISACC has only been tailored on customs needs and tested in the port context, but can instead perform a wide range of tasks to support further types of controls. ISACC+ output is a comprehensive action plan resulting from all project activities that, while studying the scale-up options of the ISACC platform, takes a cross-border approach to: - assess the technological and procedural state of the art of security procedures at border-crossing in the SA area; -define new procedures, methods, dataset and techniques to improve cross-border controls; -test them in prepared scenarios or through the involvement of target groups; -commit PPs and target groups to further exploit the system after the project end. ISACC+ shows innovation profiles for the produced cutting-edge research activities that will contribute to advance the existing body of knowledge on the deployment of disruptive technologies to cross-border controls, as well as for the project methodology, which takes into account all possible scenarios for the ISACC platform scale-up, with a constant involvement of target groups.

Actual Achievements (EN):

During the first RP, the project staff implemented the following project activities: - Establishment of sound management for the successful implementation of the entire project, structuring and setting up adequate provisions for strategic and day-to-day management. In particular, all PPs appointed management functions based on the AF and set up collaboratively adequate procedures for decision-making. The Lp maintained adequate internal communication within the partnership and coordinated sound reporting procedures between the partners. The project staff ensured continuous risk management, including continuous monitoring of deviations, and setting up of mitigation measures. - Start of the communication procedures. All PPs forwarded photos, ppts and videos to Lp. The project staff received the templates from the Communication Offices, re-elaborated them, shared them, and published them in all the institutional and social media channels according to the programme's and the CO Ms Carmela Sfregola's requirements. - Kick-off meeting online, on the 11th June, 2024 on Google Meet platform (moderated by Annachiara Stefaucci -coordinator of EU Office) . - Project templates development: the project staff standardised the layout template of the 4 Deliverables as part of the assigned Action Plan Management Model. The templates are availables for any PP in the correspondent sub-folder created in the shared project folder. - Activity 1.1 Cross border events to promote the ISACC system: D.1.1.1 - Conference on Digitalization of information in cross border logistics and transport. The project staff organized and implemented the conference at Bari Karol Wojtyla Airport, on 2nd July 2024, involving all PPs, logistics and transport public and private stakeholders to discuss the main novelties and best practices of digitalization in freight transport, with special attention to regulatory aspects related to international logistics, rail and maritime transport. - Preparation of the D.1.1.4 - Conference on port facility security and Customs control procedures in int. maritime transport. - the ISacc+ staff also started the preliminary state-of-the-art analysis for customs procedures in airports and the study of new technologies to analyse X-ray images used in customs controls. In detail, the partnership posed the basis for the following deliverables production: - 1.2.1 JOINT ACTION PLAN FOR NEW DATA AND TECHNOLOGIES analysis; - 1.3.1 JOINT ACTION PLAN FOR NEW SITES analysis. Based on the information gathered in the deliverables and activity produced in Period 1, all PPs began the development activities related to the preparation of the following subsequent project deliverables and conferences. During the RP2 , new progress was achieved. The activities conducted by the project partners contributed to the advancement of project objectives, particularly in terms of communication, coordination, stakeholder engagement, and the preparation of final project outputs. The project staff played a central role in ensuring the effective and timely management of the project. This included both strategic oversight and operational coordination, the staff also carried out consistent risk monitoring and applied mitigation strategies to address any potential delays or deviations. For this reason has been required a major change (duration extention) in order to make it sure the complete implementation of all deliverables. Communication activities were strengthened during this period. In addition to management and communication, it has been successfully organized the international conference in Kotor, which focused on key thematic areas. The event addressed procedures related to port facility security and customs control in the context of international maritime freight and passenger transport — core elements of the platform applications. The conference, held in Kotor on 19 November 2024, provided a knowledge exchange, fostering dialogue between public authorities, port operators, and other key stakeholders. A major highlight of the conference was the inclusion of a dedicated focus group session. This session engaged relevant actors and end-users in a participatory format, with the goal of collecting structured feedback on the usability and relevance of the ISACC platform. This input is instrumental for the next phase of the project, as it feeds directly into the ongoing action planning process and helps align the platform with user needs and operational contexts. The event was attended by approximately 50 participants, who played an active role in the discussions. This high level of engagement testifies to the relevance of the topics addressed and the growing interest in the ISACC PLUS tools and methodologies.

"ISACC - Innovative Systems to enhance Antifraud Customs Controls" funded under the Targeted Call for Proposals of the 2014 - 2020 INTERREG IPA CBC Italy Albania Montenegro Programme (EN) | The main synergy is represented by the previous targeted ITALME project titled "ISACC“, which aimed at defining informative methodologies, models, processes and structures that could simplify and harmonise the introduction of innovative approach in the phases of customs inspection and antifraud controls in Italy, Albania and Montenegro. ISACC+ will capitalize on the main ISACC output, i.e. an interoperable platform based on the creation of a customs 'footprint', consisting in a digital form with info and parameters of a good, aimed at verifying in customs control points the invariance of the generated information through automatic data analysis systems and geo-tracking information.
The ISACC platform has strictly been tailored on customs needs and has been tested, by means of the pilot, only in the port context (with a pilot involving the Ports of Bari, Bar and Durres). Nevertheless, the platform, to be intended as a general purposes system, through proper adaptations can perform a wide range of different tasks to support further types of security and cross-border controls. ISACC + will therefore aim at analysing and testing other practical applications of the platform, if used for additional purposes (i.e. always used by customs, but in different scenarios such as airports, rail or road controls) or by other actors (for example financial police or other police bodies).
With reference to the partnership variations, the need of conducting deep-breathing domain analysis led to the enhancement of the academic part of the consortium, with the inclusion of the Durres University in the ISACC + proposal, which has a longstanding research background on transport management and logistics subjects. Besides, the involvement of an enterpreneurial association such as CONFIMI will further engage private sector stakeholders to with the goal to trigger a fruitful exchange of views on needs and constraints to improve trade practices and customs procedures in the programme area. EUStrategyAdriaticIonianRegion At macro-regional level, ISACC + contributes to the EUSAIR Strategy - II Pillar “Connecting the Region” and to the EUSAIR 21 - 27 Flagship “The Adriatic Ionian Multimodal Corridors”: it is coherent with the "Maritime Transport“ topic, by contributing to the Priority Action "Developing ports, optimizing port interfaces, infrastructures and procedures“ that specifically refers to the optimization of customs clearance procedures. Besides, it is coherent with the topic “Intermodal connections to the hinterland” and contributes to the implementation of the “Cross-border facilitation” action and to the sub-action “Adoption of common standardized administrative procedures at border crossings (e.g. for security and custom controls)”.
Other ISACC + contributes to the European Commission DG TAXUD Strategic Plan 2021 - 2024, aiming at ensuring the full implementation of the Union Customs Code legal package, while adapting customs rules to modern trade realities and communication tools, which have strongly been affected by the COVID19. More specifically, the project contributes to all actions referring to the digitalisation of all clearance processes at the border but also to closer cooperation between customs and other regulatory authorities at EU and international level. Among these, it supports the EU Single Window environment for customs initiative, resting on the two pillars of Government-to-Government and Government-to-Business digital administrative cooperation.
