In these last years, phenomena that are the direct consequence of climate change and of policies for the protection of territories, especially the most vulnerable ones, which have not always proved far-sighted and capable of having a positive impact on the issue of risk management, have become increasingly frequent. Sharing the awareness of the need to address the issue of territories protection and resilience through a better water management and the identification of tools for the prevention of forest fires, the national and regional public Administrations of Italy, Albania and Montenegro, with specific competences on the issue of civil protection, have identified common objectives to be achieved with the SA RESILIENT project. The main objective of the project is to positively affect regional and national policies on territorial resilience with medium and long-term initiatives through: - the identification and improvement of tools for the collection, analysis and sharing of data to manage and prevent such phenomena, mainly capitalising the best results of previous projects; - the improvement and strengthening of capacity building through training activities and exchange of experiences also with Institutions and Authorities of other European countries; - the strengthening of infrastructures and equipments to allow operators to operate at their best in the field and, consequently, to allow the whole Southern Adriatic area to reach the same levels in terms of promptness and immediacy of the response in case of critical events; - actions to increase the awareness of the local communities living in the territories involved as a fundamental features in view to strengthening the link between institutions and territories and thus to concretely implement the identified strategies and trigger a virtuous process of active participation. The SA RESILIENCE project capitalises on successful experiences such as the TO BE READY project, but also intends to actively contribute to the priorities of the EUSAIR Strategy (Pillars 3 and 4, specifically) as well as to the main initiatives, including those of governance, active in the Mediterranean in the framework of other cooperation programmes, especially ENI CBC MED and the future NEXT MED. The greatest strength of the project is the active participation in the partnership of the administrations involved in civil protection in the three Countries.

Expected Achievements (EN):

Strengthen the information base of water resources (sources, waterbodies, networks, supply, quality, replenishment, withdrawal, losses and leakages) and forest fire hazard areas, including effects of climate change and human activity. Endorse a joint strategy and draft a joint civil protection protocol for wildfire management, water access in emergencies, with enhanced monitoring procedures, water sources access, and exchange of teams and equipment in cross-border disasters. Implement the joint strategy by testing and applying new technologies for water resources mapping and monitoring, use of software and instruments for wildfires early warning and management, for improved efficiency in detection and cooling. Complete the implementation of the investments initiated in the project to strengthen the impacts of the activities and their transnational approach. The total value of the WP is 720.000,00 euro. resources will be allocated pro rata among the partners on the basis of the needs identified during project implementation.

ToBeReady (IPA, Strategic) (EN) | TO BE READY aimed to enhance prevention and preparedness measures regarding natural and man-made disasters and improve safety, by adopting joint protocols and standards in case of wildfires and floods, and improving operators’ knowledge and skills. The SA_Resilient partners have already worked together in the ToBeReady project and will extend and advance their cooperation model to integrate water resource management with civil protection measures against forest fires, under the climate chance scenarios affecting the region. In particular, the RESILIENT SA is specifically functional to the capitalisation of the operational tool identified (such as the one related to the prevision and emergency management for flood events and forest fires) but also to streghtened the transnational cooperation among institutions and operators. (EN), CrossWater (IPA Strategic) (EN) | CrossWater aims at establishing an efficient and effective cross-border Water Management System in the Programme area, through the joint development of new infrastructures and technologies, as well as new control and measurement systems. It tested in pilot areas. SA_Resilient may advance the knowledge by integrating water management with forest fire response and mitigation. Furthermore, SA_Resilient will also develop a knowledge base on water resources for a vast area in the SA region. At least 4 out of 7 project partners in CrossWater will join the SA_Resilient, therefore ensuring for synergies and capitalization of networking and cooperation model. In particular, the RESILIENT SA is specifically functional to the capitalisation of the cross-border integrated plan on Water Management System and the Common Water Management System Policy Paper. (EN), ADRISEISMIC (ADRION) (EN) | ADRISEISMIC intended the exchange of practical experiences and knowledge to reduce the seismic risk in the partner countries, including activities for the improvement of transnational cooperation, communication between partner countries, improvement of common capacities to dela with the seismic emergencies, joint structures and infrastructures, common response mechanisms and a joint strategy to lower the vulnerability in the seismic area of ADRION. SA_Resilient could exchange with and learn from the experience of ADRISEISMIC, as it currently mirrors its objective, but with a focus on water and fire emergencies. (EN), MUHA (ADRION) (EN) | MUHA focused on the preparedness-response-mitigation-rebuild cycle, connecting the observed and modelled hazards and risks related to the integrated water cycle with the existing and improved coping capacity of national, bilateral and EU Civil Protection Mechanisms. It addresses four water related risks (pollution, flooding, drought, failure of critical infrastructure due to earthquakes), linking different aspects of the water cycle in an improved response system (analysis, forecasting and command) integrated in Common Alerting Protocols. SA_Resilient can learn from the experience of MUHA regarding analysis, networking, joint transnational management, common action plans, pilot methods and tools. There is a common scope, but no territorial overlap. (EN), 3Watchout (IPA) (EN) | The 3 WATCH OUT project aims at defining a trilateral cooperation model in the field of civil protection, to share experiences and skills on the prevention of hydrogeological, seismic and fire risks. It has also developed a WebGIS on risks. Puglia Region is the lead partner making sure the knowledge is transferred into SA_Resilient, but also ensuring continuation and/or replication in a wider area with a more strategic territorial scope – two Italian regions and two countries versus the pilot areas in 3 WATCH OUT. (EN), E-Citijens (Interreg) (EN) | E-Citijens (Italy-Croatia) (Molise region) aimed to develop a decision-making platform with DSS for emergencies through the use of social media. With the closure of social network policy this was difficult to achieve, but the decision support should also be taken up through integration with issues such as artificial intelligence and data science to improve knowledge and the mechanisms that trigger climate change. Contribution to wider strategies and policies:

EUStrategyAdriaticIonianRegion The project contributes to EUSAIR Pillar 3 – Environmental Quality, that has the objective to address environmental quality as to marine, coastal and terrestrial ecosystems. SA-Resilient deals with water resources, an environmental issue that can only be adequately tackled through cooperation and proposes joint solutions to contribute to preservation of eco-regions spanning Italy, Albania and Montenegro. The project enables also capacity-building and public awareness raising, as well as research on water resources and innovative technologies to use these resources efficiently in disaster risk reduction (fire emergencies).
Other Actions carried out by Puglia region is fully in line with EU Civil Protection Mechanism, born in 2001 - Regulation (EU) 2021/836 amending Decision No 1313/2013/EU - with the aim to strengthen cooperation between the participating countries (EU Members and other 9 extra EU States) on civil protection, improving prevention, preparedness and response to disasters. In detail, Puglia region Department worked since some years on the creation of a its regional force task with vehicles for fire risks, in line with the EU Civil Protection Mechanism, with different actions (i.e., training, exercises, workshops, purchase of vehicles, etc).
All these actions are coherent with European strategies: in fact, the European Commission upgraded the EU Civil Protection Mechanism and created RescEU to further protect citizens from disasters and manage emerging risks. RescEU (Decision (EU) 2019/420) was established as a reserve of European capacities, fully funded by the EU; it includes a fleet of firefighting planes and helicopters, medical evacuation planes, and a stockpile of medical items and field hospitals that can respond to health emergencies.
Puglia region worked on regional plans aimed at train and strengthen volunteers in terms of tools and prevention skills. With Regional Resolution n. 758/2023 Puglia Region approved it regional plan for prevention, preparedness and forest firefighting for 2023-2025, in line with the Regional System of civil protection (Law n. 53/2019) as well as at national level the following documents: Law in terms of forest firefighting n. 353/2000, Guidelines for regional plans for forests fires approved with Decree of 20/12/2001, Decree n. 120/2021 enacted into Law n. 55/2021 that lists measures and instruments for forest firefighting.
Other On July 18, 2019, the Albanian parliament approved Law no. 45, "On Civil Protection", in full compliance with the Sendai Framework for Disaster Risk Reduction, as it approximates a number of EU directives and decisions, and will help meet the conditions for Albania's membership in the Mechanism of EU Civil Protection, with Law no. 7/2023 "On the ratification of the Agreement between the Republic of Albania, one part, and the European Union, the other part, for Albania's participation in the Civil Protection Mechanism of the Union".
The law nr. 45/2019 established the National Civil Protection Agency (NCPA), under the Ministry of Defence (MoD).

The Government of Albania, answering to the globally accepted obligations as part of the Sendai Framework, as a full member country of the EU Civil Protection Mechanism (EU CPM) and aspiring to become a future EU member state but most importantly wanting Albania to become a disaster resilient country, has undergone a profound reform of its disaster management system.
Through a carefully designed and inclusive process, this year we could finalize the National Disaster Risk Assessment (NDRA) approved by DCM No.168, dated 24.03.2023, the National Disaster Risk Reduction Strategy 2023-2030 (NDRRS 2023-2030) approved by DCM No.94, dated 22.02.2023 and the National Civil Emergency Plan (NCEP) to be approved within October 2023.
The National Plan for Civil Emergencies (NCEP) is the third strategic document that was prepared at the central level. This is a comprehensive document, which considers the involvement of all ministries, institutions and central structures, at the district level, local and international ones in the management of civil emergencies.
Other In line with the provisions of the Civil Protection Code, Legislative Decree no. 1 of 2 January 2018 governing the "National Civil Protection System", in the Molise Region the Civil Protection activities are ensured by the Civil Protection Service, currently incardinated in the IV Department, Government of the Territory.
The Civil Protection Service takes care of activities related to forecasting, prevention, emergency management and management of post-emergency interventions, through functional structures such as the Decentralized Functional Center (forecasting), the Regional Operations Room (emergency management), the Mobile Column (emergency interventions) and the Planning office (emergency planning).
There are numerous activities and information that can be traced back to a geographical coordinate x, y, The Molise Region does not have effective tools that allow the management of this information, both in times of "peace", both during an emergency.
With this project we will fill an urgent and limiting need, that of being able to manage territorial data through a tool such as the Geoportal.
Today in the Molise Region there are no functional tools that allow you to manage, for example, emergency planning with tools of this type or meteorological and climate monitoring data, to make them immediately accessible to other institutions or to the citizen.
This project will allow all this through the implementation of a geocatalog, a geoserver and a geoportal, all on a cloud platform with activation of useful services for citizens and emergency response structures, easily integrated with other IT systems and platforms through simple and functional tools such as API rest connectors.
Other In Montenegro, the most common fires are in: - green and forest areas, - residential, public, commercial and other facilities, - facilities, installations and warehouses of dangerous materials, - infrastructure facilities, installations and devices. A forest fire occurs in several forms: a low or ground fire, which engulfs combustible material on the ground and low vegetation, a high fire develops from a low fire of stronger intensity and conifer forests are most often threatened by it, and an underground fire, very rare and spreads very slowly. Area of very high risk Southeast and southwest (coastal area) of Montenegro: Bar, Budva, Ulcinj, Kotor, Herceg Novi, Cetinje and part of the area of Nikšić, Danilovgrad and Podgorica with characteristic Mediterranean and sub-Mediterranean climate and vegetation .National parks must have special treatment when it comes to fire risks, because of their special importance for Montenegro as an ecological country, as well as because of their specific flora and fauna. Therefore, the national parks Durmitor, Lovćen, Biogradska gora and Skadar Lake have priority in extinguishing fires and remediating the consequences, regardless of which danger zone they belong to. The South-coast area accounting 24% of total population which directly depending of water spring „Bolje sestre“ whiche is managed by Regional Waterworks located in National park Skadar lake, while this number is several times increase during summer season.
