Description (EN):

The strategic project on Good Governance aims at enhancing efficiency of the public administrations partners in responding to citizens and territorial needs. The project intends to develop a set of interventions improving: a) the efficiency and the quality of public services provided through simplification procedures and digitisation strategies/tools, b) the skills and capacity of public administrations in managing both digitalisation processes/tools and EU Cohesion policy mechanisms, especially in terms of programming/management of different funds for a better impact on territories. Two specific objectives are envisaged: 1) the creation of the necessary conditions so as to accompany and support public institutions in a process of empowerment and improvement of the efficiency of the services provided; 2)the empowerment/enhancement of the public administration’s human capital, through the acquisition of digital skills as well as higher knowledge on EU Cohesion policy, programming/ management of funds. The first specific objective will be achieved through the definition of a strategic framework as well as specific operational plans for the enhancement of digital skills; the implementation of pilot actions for the implementation of specific IT Tools, responding to territorial needs; the creation of a Multifunctional Hub, providing the necessary support in terms of knowledge transfer on the issues addressed by the project, both through a networking platform and a cross-border task force providing tailored expertise. The second specific objective will be attained through capacity building activities in order to improve skills of public institution staff, focusing both on digital competences as well as on EU Cohesion policy, programming/managing ESI funds, both in a perspective of empowerment and facilitation in simplification processes, participation to projects as well as the enhancement of the pre-adhesion process (acquis communautaire) for Albania and Montenegro.

Expected Achievements (EN):

The Multifunctional Hub will provide a "networking/interchange environment" for the empowerment of public institutions/stakeholders through knowledge transfer, mainly in terms of methodologies/tools on the topics addressed by the project. The Hub has been conceived as a "flexible structure" with a twofold objective: 1) a networking platform where partners/stakeholders will benefit from specific support in terms of knowledge, best practices, policies, training/capacity building activities. The platform, available in an open source form with the support of national agencies/universities holding the specific expertise, will be directly related to WP2 and WP3, 2) a working group composed by partners, supported by experts, will provide stakeholders with tailored support on the issues addressed. The Hub will be sustainable over time, ensuring, through a specific MoU 1) continuous empowerment of public employees, 2) technological/organizational change of the local PA. WP1 Budget: 892.000€ WP2 aims to support a wider administrative simplification of the procedures currently used in public administration systems, in particular through IT tools responding to the Joint Strategic Model and partners’ Operational plans. After a preparatory phase during which an AS-IS analysis will be carried out, a Joint Strategic Model will be defined in order to set the main criteria according to which each partner will specify its own Operational Plan for the enhancement of digital skills and simplification processes. Pilot actions will allow structuring and testing a more efficient delivery of public services as well as an enhanced flow of information, through dedicated IT tools. PP2, in collaboration with LP, will be responsible of the coordination of the technical activities while PP3 will be responsible for the communication activities. The LP will ensure its support with specific IT expertise for the implementation of all pilot actions. The budget allocated for WP2 is €1.170.300. WP3 aims at improving partners/stakeholders's skills, with an emphasis on local authorities. Empowerment is the key element for the qualification of staff, through: the acquisition/improvement of skills on digital topics and knowledge for an increasingly qualified services delivery; a more efficient participation to EU Programs/projects allowing to enhance impact of EU funding on partners' territories. Some activities will be expressly dedicated to the enhancement of the pre-adhesion process and participation to the acquis communautaire for AL and ME. Capacity building will be achieved also with the substantial support of the Multifunctional Hub (WP1) and will be complementary to WP2 activities. Given the strategic relevance of empowerment, a MoU for the post-project development of broader-ranging capacity building activities is foreseen. PP4 will be responsible for the entire WP, with the support of PP5. The LP will coordinate Italian training activities. WP3 Budget: €907.100. In order to enhance the impact of the activities that will be implemented by the project, all partners have foreseen additional resources (within the limits foreseen by the Program) allowing to integrate/expand the current range of activities, with a particular attention to capacity building (WP3) and pilot actions (WP2). As for WP3, the LP envisages an additional round of the training program (short master) in the benefit of Apulian local authorities, which will be implemented in the wake of the previous sessions. Considering the strong interest of all partners in capacity building activities, it can be assumed that other partners as well will be likely to implement additional training sessions and/or another round of study visits. As for WP2, additional resources are foreseen mainly by Molise, Albania and Montenegro in order to consolidate the development of the specific IT tools resulting from the implementation of the pilot actions.

IPA III EU Annual Action Plan for Albania and Montenegro (EN) | By focusing on public administration enhancement for more efficient digital public services delivery as well as simplification processes and capacity building of partners and other public administrations at national/regional/local level, the Project shall be considered synergic with EU annual action plans 2022 in favour of Albania and Montenegro, and specifically with the reform of public administration and public service delivery aimed at supporting the modernization and professionalization of public administration and to ensure better quality of life for citizens by creating a well- functioning and accessible public administration. (EN), EUSAIR STAKEHOLDER PLATFORM (EN) | The Platform created in the framework of the strategic project “Supporting the governance of the EUSAIR: Facility Point” of the ADRION Program, will be considered as a significant landmark, likely to integrate first and foremost the activities envisaged in WP1 (Multifunctional Hub) aiming at networking and knowledge transfer. Through the Stakeholder Platform stakeholders, project beneficiaries and interested public will have the opportunity to interact and cooperate with EUSAIR key implementers on the issues concerning the Adriatic-Ionian Region. Moreover, the platform, being conceived as a virtual place for the support of a two-way "vertical" communication flow between stakeholders and EUSAIR key implementers and vice-versa, as well as a support for “horizontal” communication among stakeholders, will allow strengthening the impact of project activities, as envisaged in WP1 and WP3, therefore enhancing the empowerment of partners and stakeholders and providing a fruitful opportunity for the future transferability of project outputs. (EN), Apulia and Molise Regional Operational Plans 2021-2027 (EN) | The project will be synergic to the Regional Operational plans of both Apulia and Molise, integrating the approach and activities foreseen by the two plans. All possible overlapping, and consequently the risk of double funding, has been carefully avoided during the phase of conception of project activities, by identifying those activities likely to integrate and therefore boost the on-going process of digitalisation of thePA public services delivery at regional level. Integration between project activities and the ROPs will mainly concern the pilot action on paper archives digitalisation as well as capacity building activities focused on enhancing digital skills of the administrations' staff. (EN), "e-Albania" Portal (EN) | At present, “e-Albania” is the unique government portal of Albania that serves as a single contact point for government services, with a status in the delivery of online public services in the country, triggered also by the COVID-19 pandemic. Considering that the Public Services Policy Paper has been approved by the Albanian Governement only in the last weeks and that the strategic project envisages to implement all coherent activities in order to transfer into practices the approved provisions all over the country, any possible integration with the present portal will be verified so as to develop and exploit the more fruitful synergy between the two initiatives. Contribution to wider strategies and policies:

EUStrategyAdriaticIonianRegion By focusing on the enhancement of the institutional capacity of public administrations and key stakeholders, in terms of compliance/adaptation of non-EU countries with EU Acquis, the equipment of people with new skills as well as the harmonisation of standards, the project directly contributes to EUSAIR Strategy. Although the project does not deal with maritime governance issues, institutional capacity and governance as addressed by the project fall under Pillar 1 of the Strategy, as cross-cutting issues. EUSAIR stakeholders, namely public administrations at national, regional and local level will be involved through the implementation of digitation activities and tools, training/capacity building modules in order to increase their capacity in delivering higher quality services and in complying with EU regulations.
Other The EU Commission’s vision for Europe's digital transformation by 2030 (Digital Compass) calls for combined efforts and investments to create a digital environment in Europe, setting concrete objectives and targets in the four key areas of digital skills, infrastructure, digitalisation of businesses, and online public services, in respect of the Declaration on EU Digital Rights and Principles. The Project fits into this context as it supports the empowerment of public administrations in terms of acquisition of digital skills and tools for a more efficient public services delivery and, specifically for Albania and Montenegro, for the enhancement of the harmonization process with EU objectives and rules in terms of digital environment.
Other Strategy Italy 2025, through its articulation and its integration with the National Recovery and Resilience Plan, aims at a significant transformation of the country in terms of technological innovation and digitization. Among its challenges, stands out the achievement of a digital society, where citizens and businesses can use the public digital services easily and systematically. A broad and pervasive use of digital technologies in the operational processes of the PA and in the management of relations with citizens and businesses can therefore represent an important opportunity for the Italian economic growth, as well as ensuring greater transparency of the public system and quality of the services delivered. Moreover, the lack of skills is one of the obstacles that have the greatest influence on administrations' difficulty in increasing their use of new IT and represents a critical issue in Italy as a whole.
In this scenario, the project provides its contribution, with a particular attention to the on-going upgrading process of Puglia and Molise, by intervening on the simplification process through digital enhancement in terms of IT methods and tools, and in particular on digital skills of public employees through the definition of targeted interventions, likely to address efficiently the specificities of the Italian PA. The value of training activities envisaged is in fact twofold: it strengthens individual skills, in line with European and international standards, and structurally reinforces public administrations, with the aim of improving the quality of services to citizens and businesses.
