Contribution to wider strategies and policies:

  • EUStrategyAdriaticIonianRegion By focusing on the enhancement of the institutional capacity of public administrations and key stakeholders, in terms of compliance/adaptation of non-EU countries with EU Acquis, the equipment of people with new skills as well as the harmonisation of standards, the project directly contributes to EUSAIR Strategy. Although the project does not deal with maritime governance issues, institutional capacity and governance as addressed by the project fall under Pillar 1 of the Strategy, as cross-cutting issues. EUSAIR stakeholders, namely public administrations at national, regional and local level will be involved through the implementation of digitation activities and tools, training/capacity building modules in order to increase their capacity in delivering higher quality services and in complying with EU regulations.
  • Other The EU Commission’s vision for Europe's digital transformation by 2030 (Digital Compass) calls for combined efforts and investments to create a digital environment in Europe, setting concrete objectives and targets in the four key areas of digital skills, infrastructure, digitalisation of businesses, and online public services, in respect of the Declaration on EU Digital Rights and Principles. The Project fits into this context as it supports the empowerment of public administrations in terms of acquisition of digital skills and tools for a more efficient public services delivery and, specifically for Albania and Montenegro, for the enhancement of the harmonization process with EU objectives and rules in terms of digital environment.
  • Other Strategy Italy 2025, through its articulation and its integration with the National Recovery and Resilience Plan, aims at a significant transformation of the country in terms of technological innovation and digitization. Among its challenges, stands out the achievement of a digital society, where citizens and businesses can use the public digital services easily and systematically. A broad and pervasive use of digital technologies in the operational processes of the PA and in the management of relations with citizens and businesses can therefore represent an important opportunity for the Italian economic growth, as well as ensuring greater transparency of the public system and quality of the services delivered. Moreover, the lack of skills is one of the obstacles that have the greatest influence on administrations' difficulty in increasing their use of new IT and represents a critical issue in Italy as a whole.
  • In this scenario, the project provides its contribution, with a particular attention to the on-going upgrading process of Puglia and Molise, by intervening on the simplification process through digital enhancement in terms of IT methods and tools, and in particular on digital skills of public employees through the definition of targeted interventions, likely to address efficiently the specificities of the Italian PA. The value of training activities envisaged is in fact twofold: it strengthens individual skills, in line with European and international standards, and structurally reinforces public administrations, with the aim of improving the quality of services to citizens and businesses.
