- (EN), Blueing the Black Sea GEF Regional project (EN) | In support of the Common Maritime Agenda, the Blueing the Black Sea (BBSEA) Program supported by the World Bank and its partners would be aiming at catalyzing blue economy investments for the Black Sea. The initial step of building a coherent BBSEA Program is focused on Pillar 1 “Save the Sea” which is aiming at reducing pollution in the Black Sea. Although the proposed Project would benefit all Black Sea countries through knowledge exchange and standards building, the national-level activity would take place only in the four GEF-eligible countries (Georgia, Moldova, Turkey, and Ukraine) in accordance with GEF policies in the current context of the Black Sea. Contribution to wider strategies and policies:
- EUStrategyDanubeRegion Two project participating countries Romania and Moldova are the Danube Region countries. Romania is one of the leading participants of the Danube Strategy of the EU. Romania and Moldova are actively involved in the strategy implementation process. Poor waste management is one of the main environmental problems for the countries in the Black Sea region. The Romanian part of Danube is the end carrier of all the waste discharges into the Black Sea originating from the other countries.
- The proposed project has linkages with the following Priority Areas:
- 06“To preserve biodiversity, landscapes and the quality of air and soils”; 09 “People and Skills”; 10 “Institutional Capacities & Cooperation”. In accordance with the EUSDR Action Plan, Priority Area 10 addresses institutional capacity-building at local, regional and national level, involvement of civil society in public governance, increasing local development and better spending as well as increasing absorption rates of EU funds.
- The project will contribute to the improvement of the composting practice in the Danube region countries. In particular, a new waste management system in Moldova will be introduced, as well as the development of this field in Ugheni and the communities located along the Prut River. All activities will be implemented in Romania and Moldova within the project, will make its contribution to reducing the pollution in the rivers.
- The project activities in Romania will be implemented in the Galati Region. Of particular importance are the composting promotion and environmental awareness-raising. This in turn, will make its contribution to EUSDR.
- SeaBasinStrategyBlackSea Romania, Moldova, Turkey and Georgia, involved in the project, are the participating countries of Agenda. The presented project objectives and estimated results support the Agenda and its goals, therefore the project activities are ultimately aimed at protecting the environment in the Black Sea Basin, reducing pollution, introducing modern innovative technologies in the field of waste management/composting and promoting the use of energy-efficient approaches, which will also contribute to Blue economy in BSB. The project objectives have links to Goal II: A competitive, innovative and sustainable blue economy for the Black Sea, Priority 3: Promote blue skills and blue careers as an engine for innovation and competitiveness. In particular, in the field of 2) Education, which promotes formal and informal learning, vocational education and training. Encourage life-long learning, including via regional programs.
- The project implementation will contribute to deepening regional cooperation and bringing together stakeholders, which is one of the important factors of this Agenda.
- Other National Waste Management Strategy 2030 of Georgia
- The project will contribute considerably to the implementation of the National Waste Management Strategy 2030 of Georgia. Especially, in the strategy’s Objective 12. Creation and implementation of biodegradable waste collection and treatment systems. Target 12.1. Introduction of biodegradable waste composting practice.
- In Tskaltubo municipality, a composting plant for biodegradable waste will be established. The community composting sites will be organized and developed in rural selected communities. The composting facility for biodegradable waste will be created in Telavi municipality also. The Rural composting center in Tskaltubo and other facilities of communities composting organized in Georgia within the project will significantly reduce the amount of waste sent to landfills, which, in turn, will also have a positive effect on environmental protection and the emission of greenhouse gases.
- The project results will be replicable and useable for other municipalities and communities of the country.

- Climate Change Strategy 2030 of Georgia.
- The Rural composting center will be established in Tskaltubo municipality within the project, where aerobic composting of biodegradable waste will be implemented.
- This composting center will significantly reduce the amount of waste sent to landfill, which, in turn, will also have a positive effect on the emission of greenhouse gases. Thus, the project will also contribute to the Climate Change Strategy 2030 of Georgia, specifically to the priority of the strategy, such as 4.6 Waste Management and Objective 6.2. Support waste recycling. This objective envisions the promotion of the processing of biodegradable waste, in particular, through composting.
- Other Waste Management Strategy of the Republic of Moldova for 2013-2027
- Introduction and implementation of the modern composting approaches in selected municipalities of the Republic of Moldova will contribute to the achievement of the main objectives of the Waste Management Strategy for 2013-2027.
- Other Turkey’s Zero Waste Project
- TZWP has been launched by the Ministry of Environment and Urbanization in 2017 under sustainable development principles that focus on controlling waste and leaving a cleaner and more habitable world for future generations. TZWP increases efficiency, raises awareness of sustainability and enhances its prestige while decreasing environmental risks. Turkey aims to dispose of 35% of the existing waste by recovery and 65% by regular storage in 2023. Municipal waste is expected to recover by using biological methods from 0.2% in 2014 to 4% in 2023.
- Smart4Rural project will contribute to TZWP by introducing and demonstrating the biodegradable waste composting benefits and implementing learning and educational programs for the target groups and stakeholders. The experience built within the Smart4Rural project will be used by other municipalities and rural communities of the country.
