Despite being the most environmentally friendly way of transporting large quantities of goods, maritime transport, like any other human activity based on fossil fuels contributes to climate change. This is even more true in MED ports, located in the proximity of populated areas, degrading local air quality on top of the emitting CO 2. To change this, cooperation is central since not only are these issues common but they also need a shared approach, pollution and greenhouse gas emissions not stopping at borders. RENEWPORT aims to tackle this issue by supporting the clean energy transition of MED ports, turning them from emitters of pollutants and greenhouse gases to clean energy hubs by exploiting the untapped potential of renewable energy sources (RES). To achieve this, first we will develop a toolkit providing practical advice, guidance and calculation of the potential of RES use for MED ports, based on their energy needs. This will provide MED ports with a powerful solution for planning their clean energy transition. Then, project partners will test the use of RES as well as green hydrogen in different scenarios: this will not only concretely improve the performance of port operations on climate change and air quality, but lessons learned will also lead to the definition of a tool for ports as clean energy hubs, a solution replicable in other ports. Finally, project partners will establish a long-term cooperation network in the domain of clean energy transition, transferring results at local, transnational and macro-regional level and at the same time building strong cooperation with other projects having a similar scope.

Bien qu'il soit le moyen le plus écologique de transporter de grandes quantités de marchandises, le transport maritime, comme toute autre activité humaine basée sur les combustibles fossiles, contribue au changement climatique. C'est encore plus vrai dans les ports MED, situés à proximité de zones habitées, qui dégradent la qualité de l'air local en plus d'émettre du CO 2. Pour changer cela, la coopération est essentielle car non seulement ces problèmes sont communs mais ils nécessitent également une approche commune, la pollution et les émissions de gaz à effet de serre ne s'arrêtant pas aux frontières. RENEWPORT vise à s'attaquer à ce problème en soutenant la transition énergétique propre des ports MED, les transformant d'émetteurs de polluants et de gaz à effet de serre en centres d'énergie propre en exploitant le potentiel inexploité des sources d'énergie renouvelables (EnR). Pour y parvenir, nous allons d'abord développer une boîte à outils fournissant des conseils pratiques, des orientations et le calcul du potentiel d'utilisation des EnR pour les ports MED, en fonction de leurs besoins énergétiques. Les ports MED disposeront ainsi d'une solution puissante pour planifier leur transition vers une énergie propre. Ensuite, les partenaires du projet testeront l'utilisation des EnR ainsi que de l'hydrogène vert dans différents scénarios : cela permettra non seulement d'améliorer concrètement la performance des opérations portuaires sur le changement climatique et la qualité de l'air, mais les leçons apprises conduiront également à la définition d'un outil pour les ports en tant que hubs d'énergie propre, une solution reproductible dans d'autres ports. Enfin, les partenaires du projet établiront un réseau de coopération à long terme dans le domaine de la transition énergétique propre, en transférant les résultats au niveau local, transnational et macro-régional, tout en établissant une coopération solide avec d'autres projets ayant une portée similaire.

Actual Achievements (EN):

Within RENEWPORT, nine of the most relevant ports of the Med area work together to pursue their clean energy transition, untapping the unexplored potential of renewable energy as to reduce their carbon footprint and reduce energy dependency. After kicking off the project in January 2024, under the guidance of the Fundacion Valenciaport, project partners started enhancing their planning competences in exploiting renewable energy sources for MED ports – thus contributing to the first project specific objective. Starting from the analysis of their territories, partners carried out a comparative benchmarking study, assessing the regions against each other in terms of renewable energy sources adoption and best practices. The study includes the joint methodology for the development of the RES toolkit for MED ports, with potential content and options. Also, partners started working on their own investments, by developing the technical annexes to be used for the tender notices. Luka Koper and Port of Rijeka Authority already launched their tenders, ahead of the expected deadline. Besides, the LP as communication leader finalised the project communication strategy, activated the project website and social media channels and produced the first e-newsletter. Project partners uploaded the news on the project on their own institutional websites and hang posters in their premises. Furthermore, the LP participated in the Kick-Off event of the Green Living Areas Thematic Community in Turin on 10th and 11th April 2024, as well as the online thematic working group focusing on policy on 11th June 2024. Finally, under the guidance of the LP and Luka Koper project partners contributed to the calculation of the project carbon footprint of the first semester.

Contribution to wider strategies and policies:

EuropeanGreenDeal
By facilitating clean energy transition of MED ports through the development of two solutions (toolkit and pilot action), RENEWPORT contributes to the EU Green Deal, which foresees a 90% reduction of the sector’s emissions by 2050 compared to 1990 levels, with sizable contributions across all modes and 55% by 2030 (“Fit for 55” package, approved in July 2021).
More specifically, RENEWPORT will contribute to its objective of increasing the binding target of renewable sources in the EU’s energy mix to 45% by 2030, as set out in the REPowerEU Plan proposed by the European Commission.
TerritorialAgenda2030 By facilitating clean energy transition of MED ports through the development of two solutions (toolkit and pilot action), RENEWPORT contributes to the Territorial Agenda 2030, which sets out that “European citizens and enterprises need access to sustainable, secure and affordable energy supplies. This is important for local and regional development (…) Volatile energy prices and rising emissions highlight the need for sustainable and resilient solutions such as renewable energy” as a solution to address the growing urgency for actions to mitigate climate change.
EUStrategyAdriaticIonianRegion By facilitating clean energy transition of MED ports through the development of two solutions (toolkit and pilot action), RENEWPORT contributes to objectives of Pillar no. 2 of EUSAIR, one of them being “To achieve a well-interconnected and well-functioning internal energy market supporting the three energy policy objectives of the EU – competitiveness, security of supply and sustainability” as well as “development of energy production from renewable sources”.
Also, it is coherent with the “Adriatic-Ionian Green/Smart Port Hubs Concept” EUSAIR Flagship project, approved by EUSAIR in June 2020, which includes the “development of the required infrastructure to support zero emission actions”.
EUStrategyAlpineRegion By facilitating clean energy transition of MED ports through the development of two solutions (toolkit and pilot action), RENEWPORT contributes to the 3rd objective of the EUSALP Action Plan, i.e. “A more inclusive environmental framework for all and
renewable and reliable energy solutions for the future” and, more specifically, Action no. 9 “To make the territory a model region for energy efficiency and renewable energy” and “Setting up an Alpine renewable energy cluster”.
Also, the RENEWPORT LP is a member of the EUSALP Action Group no. 4 on Transport and Mobility, whose Work Plan 2020-2022 includes the thematic area no. 1 “Smart clean logistics and combined transport to support modal shift”. Strong coordination has been set up between Action Group no. 4 and Action Group no. 9 on energy, the last joint meeting taking place in Marseille on 4th and 5th October 2022.
MediterraneanSeaBasin By facilitating clean energy transition of MED ports through the development of two solutions (toolkit and pilot action), RENEWPORT contributes to the WestMED priorities a) 2.1 “Strategic research and innovation” and its action “Develop tailor-made solutions and new technologies to harness marine renewable energies and to mitigate and adapt to climate change” and b) 2.2 “Maritime clusters development” and its action “Establish regional clusters on renewable energy (…) based on
marine and maritime resources and technologies”.
Other EUSDR - By facilitating clean energy transition of MED ports through the development of two solutions (toolkit and pilot action), RENEWPORT contributes to the objectives of EUSDR Priority Action no. 2 “Sustainable energy” and, more specifically, to Actions no. 1 “To further explore the sustainable use of clean biomass, solar energy, geothermal, hydropower and wind power to increase the energy independency and to promote and support multipurpose cross border RES utilisation projects” and no. 3 “: To promote decarbonisation and reduction of air pollutants in the transport sector, regarding both public and freight transportation by developing the infrastructure for alternative fuels”.
Other EU solar energy strategy - By supporting the adoption of renewable energy sources and PPs focusing on solar energy, RENEWPORT contributes to the EU solar energy strategy, which aims to ensure that solar energy achieves its full potential in helping to meet the European Green Deal’s climate & energy targets.
Other Air Quality Directive - By promoting the use of renewable energy in MED ports through the development of two solutions (toolkit and pilot action), reducing the need for fossil fuels, RENEWPORT will help achieve the objectives of the EU Ambient Air Quality Directive (Dir. 2008/50/EC), which defines objectives for ambient air quality designed to avoid, prevent or reduce harmful effects on human health and the environment.
This is of particular importance for MED ports, since they are located in the proximity of urban areas.
Other Sustainable and Smart Mobility Strategy - By supporting clean energy transition of MED ports through the development of two solutions (toolkit and pilot action), RENEWPORT contributes to the first objective of the Sustainable and Smart Mobility Strategy, i.e. “involving an irreversible shift to zero-emission mobility by making all transport modes more sustainable”, including a target of 90% of reduction in transport emissions.
Other National plans - By supporting clean energy transition of MED ports through the development of two solutions (toolkit and pilot action), RENEWPORT contributes to achieving the objectives of the National Energy and Climate Plans (NECPs) 2021-2030 of the EU countries whose ports are project beneficiaries.
NECPs were introduced by the Regulation on the governance of the energy union and climate action (EU)2018/1999, agreed as part of the Clean energy for all Europeans package which was adopted in 2019.
The national plans set out how Member States will contribute
to the EU-wide climate and energy targets from 2021 to 2030, addressing a) energy efficiency, b) renewables, c) greenhouse gas emissions reductions, d) interconnections and e) research and innovation.
More specifically, EU MSs agreed on the following targets for share of renewable energy production by 2030: a) Spain: 42%, b) France: 33%, c) Italy: 30%, d) Slovenia: 27%, e) Croatia: 36%, f) Greece: 35%.
Although non-EU MSs, Albania and Montenegro are drafting their own NECPs, with targets of RES share of 34% and 35% respectively.
Other Regional/local plans - By supporting clean energy transition of MED ports through the development of two solutions (toolkit and pilot action), RENEWPORT contributes to achieving the objectives on RES production of the Regional Energy plans of territories involved by the project partners, and more specifically: a) Strategy for Climate Change and Energy of the Comunidad Valenciana 2030; b) Regional Scheme for the spatial planning, sustainable development and territorial equality (SRADDET) of PACA; b) Regional Environment and Energy Plan of Tuscany Region; c) Energy Plan of Friuli Venezia Giulia Region; d) Efficiency Action Plan of the City of Rijeka; e) Action Plan for a Sustainable and Low-carbon Port of Durres; f) Action Plan for a Sustainable and Low-carbon Port of Piraeus.
