Description (EN):

The project address common territorial challenges of 1) high rate of car ownership, traffic and road danger 2) spaces for green and for community activities are getting rare in quantity, and/or in quality. To achieve a behavioural change towards sustainable forms of urban mobility and greening the streets people need to understand its consequences and be ready to abandon their cars. Local authorities in small-medium towns don’t have the competencies and tools to raise awareness and influence behaviour. Objective: To enable the public sector and related entities to effectively involve citizens and increase their commitment to jointly address mobility and public spaces problems in functional urban areas. The expected change is the more active participation of citizens in such interventions. To meet its objectives, the project takes existing knowledge to design a tactical urbanism methodology (O 1.1) which will be used by partners to develop territorial roll-up plans (O 2.1), which will describe the long-term plans and demonstration actions. Using the lessons from pilots, the partnership develops and disseminates solutions (O 4.1) tailored to the target group. To scale up project results partners develop and recommend specific interventions as well as policy proposals with a signing letter of commitment (O 4.2). Approach: The project will borrow and adapt the general concept and good practices of tactical urbanism, use them to enable partners to implement solutions, and test the method by implementing pilots. It relies on experience from knowledge providers/municipalities from various countries of the region, thus the transnational nature of the partnership allows the testing of approaches in different settings. Innovative aspects: Using the principles of tactical urbanism; relying on new participatory tools; using new generation communication tools/digital solutions; applying principles of design thinking; using learning-by-doing principle; people-centred approach.

Le projet répond à des défis territoriaux communs: 1)taux élevé de motorisation, trafic et dangers de la route; 2)espaces verts et les activités communautaires qui se raréfient en quantité et/ou en qualité. Pour parvenir à un changement de comportement en faveur de formes durables de mobilité urbaine et de l'écologisation des rues, les gens doivent en comprendre les conséquences et être prêts à abandonner leur voiture. Les autorités locales des villes petites et moyennes n’ont pas les compétences et outils nécessaires pour sensibiliser et influencer les comportements. Objectif: Permettre au secteur public et aux entités connexes d'impliquer efficacement les citoyens et d'accroître leur engagement à résoudre conjointement les problèmes de mobilité et d'espaces publics dans les zones urbaines fonctionnelles. Le changement attendu est une participation plus active des citoyens à ces interventions. Pour atteindre ses objectifs, le projet utilisera les connaissances existantes pour concevoir une méthodologie d'urbanisme tactique (O 1.1) qui sera utilisée par les partenaires pour développer des plans de déploiement territorial (O 2.1), qui décriront les plans à long terme et les actions pilotes de démonstration. En utilisant les leçons tirées des actions pilotes, le partenariat développera et diffusera des solutions (O 4.1) adaptées au groupe cible. Pour renforcer les résultats du projet, les partenaires élaboreront et recommanderont des interventions spécifiques ainsi que des propositions de politiques accompagnées d'une lettre d'engagement (O 4.2). Approche: Le projet empruntera et adaptera le concept général et les bonnes pratiques de l'urbanisme tactique, les utilisera pour permettre aux partenaires de mettre en œuvre des solutions et testera la méthode en mettant en œuvre des projets pilotes. Il s'appuie sur l'expérience de fournisseurs de connaissances/municipalités de différents pays de la région. La nature transnationale du partenariat permet donc de tester des approches dans différents contextes. Aspects innovants: Utilisation des principes de l'urbanisme tactique; recours à de nouveaux outils participatifs; utilisation d'outils de communication et de solutions numériques de nouvelle génération; application des principes de la pensée conceptuelle; utilisation du principe de l'apprentissage par la pratique; approche centrée sur les personnes.

Actual Achievements (EN):

First period of the project was dedicated to partner introduction and getting to know each other. First project activities were dedicated to project clarification and to activities in WP1. WP1 lead partner, DUCoR, implemented all activities within A1.1 - D1.1.1 Study with Good practice catalogue and D1.1.2 Slide deck on the main findings of the Baseline Study and good practices. Additionally they prepared the methodology to review baseline situation for partners to collect baseline information on the status of environmental management in the functional urban area. Each demonstration partner prepared a paper on the baseline situation regarding sustainable mobility management and greening the public space on template prepared by WP1 leader, DUCoR. All activities in period 1 were succesfully implemented, main deliverables were also reviewed by projects PO and JS communication officer. Partnership met on its first partner and steering committee in March 2024, our host was PP FAMCP in Zaragoza, Spain. We have elected SC members, approved the Management and Financial Handbook and decided on next partner meeting venues and approximate months of its delivery. In first period no Outputs ought to be delivered.

Streets for citizens will also concentrate on soft measures and behavioural change of citizens but put more emphasis on urban acupuncture, urban DNS, guerrilla urbanism, pop-up urbanism, city repair, D.I.Y. urbanism, planning-by-doing, and urban prototyping. To ensure coordination and avoid overlaps, our partnership will get in touch with the partnership of MUV project and consult with them about their results (EN), / (FR), REGIO-MOB -Interreg Europe 2014-2020 Programme (EN) | / (FR), The project called "Interregional Learning towards Sustainable Mobility in Europe: the REGIO-MOB Experience" is part of Objective 3.1 (Improving low-carbon economy policies), aimed at learning, sharing knowledge and transferring good practices between local and regional authorities, to design and implement mobility plans involving the main regional stakeholders.
More recently, in 2021, the REGIO-MOB project coordinated by ANCI Lazio received additional funding from the INTERREG EUROPE interregional cooperation programme, involving five partners each from different European regions and a partner from the UK, with the aim of exchanging experiences on the impact of the crisis COVID-19 on the regional mobility system.
The Action Plan designed and implemented by ANCI Lazio in the framework of REGIO-MOB project has been awarded by the Interreg Europe Joint Secretariat as the better Programme impact result under Objective 3.1 "Improving low-carbon economy policies". We will use knowledge and data from partner Anzi Lazio and share them with the partners.

Good practices of new socially and environmentally progressive models will be included in the project implementation in order to cooperate on multimodal and environmentally friendly accessibility of urban areas. We aim to use the already existing knowledge of experts and with tailor-make them to support the societal transitions in towns of EURO MED area.
