TREASURE’s overall objective is to improve environmental quality in and around Mediterranean port areas, by mitigating and reducing sediment and water pollution. Human activities cause unprecedented environmental changes in coastal and marine ecosystems. Port areas become both the final accumulation site for chemicals from anthropic activities and a cause of pollution that is difficult to contain. This represents a significant environmental risk for marine biodiversity and surrounding areas and a risk to human health. Within this overall challenge, TREASURE identifies 3 sub-challenges: CHALLENGE 1: GOVERNANCE – need for cross-sector and cross-cutting governance frameworks to improve environmental quality in port areas. CHALLENGE 2: MONITORING ENVIRONMENTAL QUALITY – need for a common and advanced monitoring framework, able to assess impact and pressures on port environments. CHALLENGE 3: NOVEL TECHNIQUES –need to support commercialisation and roll-out of new techniques to remediate polluted sediments and water. Our approach, capitalising on previous projects, merges 3 multi-disciplinary Action Lines to address the core challenges and produce the integrated TREASURE solution (key output): ACTION LINE 1: Multi-stakeholder Supporting Ecosystem for the creation and management of territorial labs. ACTION LINE 2: New approaches to environmental assessment, through application of an integrated matrix of criteria and using the Lines of Evidence approach for qualitative evaluation. ACTION LINE 3: coordinated sourcing and experimentation of novel techniques for pollution reduction in sediments and water, allowing for validation in industrially relevant conditions. This integrated approach is novel, as is our proposal for multi-stakeholder labs, our Lines of Evidence approach and our focus on novel techniques. Transnational cooperation is necessary to achieve our objectives, both due to the common challenges that we address and to the innovative approach that we propose.

L'objectif global de TREASURE est d'améliorer la qualité de l'environnement dans et autour des zones portuaires méditerranéennes, en atténuant et en réduisant la pollution des sédiments et de l'eau. Les activités humaines provoquent des changements environnementaux sans précédent. Les zones portuaires deviennent à la fois le site d'accumulation finale des produits chimiques et une cause de pollution difficile à contenir. Cela représente un risque environnemental pour la biodiversité marine et les zones environnantes, ainsi qu'un risque pour la santé humaine. Dans ce cadre, TREASURE identifie 3 sous-défis : 1 : GOUVERNANCE - nécessité de cadres de gouvernance intersectoriels et transversaux pour améliorer la qualité environnementale dans les zones portuaires. 2 : SURVEILLANCE - nécessité d'un cadre de monitorage commun et avancé, capable d'évaluer l'impact et les pressions sur les environnements portuaires. 3 : TECHNIQUES NOUVELLES - nécessité de soutenir la commercialisation et le déploiement de nouvelles techniques pour assainir les sédiments et les eaux pollués. Notre approche, qui s'appuie sur des projets antérieurs, fusionne 3 lignes d'action pluridisciplinaires pour produire la solution intégrée TREASURE (résultat clé) : 1 : Ecosystème de soutien multi-acteurs pour la création et la gestion des laboratoires territoriaux. 2 : Nouvelles approches d'évaluation environnementale, par l'application d'une matrice intégrée de critères et l'utilisation de l'approche « Lines of Evidence » (LOE). 3 : Approvisionnement coordonné et expérimentation de nouvelles techniques de réduction de la pollution dans les sédiments et l'eau. Cette approche intégrée est nouvelle, tout comme notre proposition de laboratoires multipartites, notre approche fondée sur les LOE et notre attention aux nouvelles techniques. La coopération transnationale est nécessaire pour atteindre nos objectifs, tant en raison des défis communs que nous relevons, que de l'approche innovante que nous proposons.

Actual Achievements (EN):

In Period1 (P1), all WPs were launched with the following achievements: On 05/03/24 a virtual meeting was held. WPs’ work plans for P1/2 were presented by WP leaders. To create multi-stakeholder governance ecosystems (WP1) a tool to gather preliminary input on territorial background on environmental challenges and stakeholders was shared. To introduce the new approach to environmental assessment (WP2), project GEREMIA was presented, together with a form to verify partners’ capability in environmental data sampling. The schedule for sourcing novel techniques for environmental remediation (WP3) was shared. WP 1 - At Kick-off meeting (KO) (Livorno 03-04/04/24), TANIA project was presented to capitalise its knowledge on novel solutions for remediation. With an eye to the signature of territorial agreements for instating mini-labs in TREASURE, all partners presented territorial analyses. In June, a template was shared to prepare the signature of territorial cooperation protocols. All partners set up local stakeholder groups by end of P1. WP 2 – At KO, the Lines of Evidence approach was deepened. All partners reported on stakeholders’ scientific knowledge, data available and data collection capability. WP 3 – at KO, the questionnaire designed by PP6 to select environmental challenges was presented. Partners highlighted missing subjects to expand the proposed topics. In P2 environmental challenges will be addressed by a call for interest to catalogue novel remediation solutions. In May the questionnaire was circulated. All partners, associates and a number of stakeholders answered to it. On 25/06/24, a virtual meeting was held to validate the results. WP4 - PP9 elaborated the communication strategy and its tools, including: project poster, templates, social media, internal monitoring. Tools and strategy were presented at KO. LP and PP6 attended all virtual meetings of Natural Heritage Mission, shared infos on TREASURE and joined the mission launch event (Rovinj 26-27/06/24).

TANIA - TreAting contamination through NanoremedIAtion (Interreg Europe 2014-2020) (EN), TANIA - TreAting contamination through NanoremedIAtion (Interreg Europe 2014-2020) (FR) | TANIA supported interregional cooperation among 5 European regions in order to develop regional action plans to support wide and effective application of nanoremediation for contaminated soil and water.
The project was coordinated by TREASURE Lead Partner ASEV and it piloted a mini- (nano)remediation laboratory in Tuscany (geographically diffused laboratory combining multidisciplinary expertise of different laboratories). Supported by a regional protocol for collaboration among key actors across the territory, this pilot analysed various aspects required to invest in the permanent version of the open laboratory (infrastructure, locations, functional and operational requirements, management and working structure, innovative technologies and solutions).
TREASURE adapts this experience to the Mediterranean, by piloting the creation and consolidation of a coordinated network of mini-laboratories for the experimental treatment of contaminated port waters. This experience is designed to help address CHALLENGES 1 and 3, as part of ACTION LINES 1 and 3. In this adaptation, experience of the TANIA project will be integrated in particular with knowledge from partner PMM-TVT. As a multi-stakeholder marine cluster, their practical experience can help partners to map the necessary stakeholders, to define their roles and to define working models to put the Multi-stakeholder Supporting Ecosystem (mini-territorial lab) into action. This was one of the first experiences of developing and testing the Lines of Evidence approach, which covers an integrated assessment of environmental quality of marine environments considering the presence of chemical elements and their impact on relevant biological indicators (e.g. ecotoxicology, impact on specific marine species).
TREASURE can use, across the Euro-MED area, the model to calculate and apply an integrated environmental index of port areas (measuring conditions before and after TREASURE testing activities). This experience is designed to help address CHALLENGE 2, as the foundation for ACTION LINE 2.
It is noted that knowledge and outputs from this project will be integrated with the extensive knowledge that all partners have on environmental monitoring. This comes both from daily operations in managing port areas and/or working in environmental management issues. It also comes from a range of European projects in which partners have taken part (see examples in Section B). Moreover, Transport Malta has specific expertise on risk management / risk assessment, pollution preparedness and response strategies. This will be used to integrate the Environmental Impact evaluation and Hazard Management matrix. The Horizon Europe Work Programme defines the objectives to:
- Protect and restore marine and freshwater ecosystems and biodiversity, in line with the EU Biodiversity Strategy 2030;
- Prevent and eliminate pollution of our ocean, seas and waters, in line with the EU Action Plan Towards Zero Pollution for Air, Water and Soil;
- Make the sustainable blue economy carbon-neutral and circular, in line with the proposed European Climate Law and the holistic vision enshrined in the Communication on a new approach for a Sustainable Blue Economy.
In the 2022-2025, the mission will focus on a ‘development and piloting’ phase. Research and innovation will lay the foundations for implementing the three Mission objectives and enabling actions, paving the way to further citizen participation and engagement.
The mission defines lighthouse projects, including “Mediterranean sea basin lighthouse – Actions to prevent, minimise and remediate pollution from excess nutrients and chemicals”. The call for this project closed in April 2022, with 11 proposals received. Cooperation with the projects funded on this call will be a key part of work within TREASURE. (EN), The Mission “Ocean, seas and water” work programme under Horizon Europe will provide a systemic approach for the restoration, protection and preservation of ocean, seas and waters. The Horizon Europe Work Programme defines the objectives to:

Contribution to wider strategies and policies:

EuropeanGreenDeal TREASURE contributes to the Green Deal and in particular its key deliverable “EU Action Plan: “Towards Zero Pollution for Air, Water and Soil”, which ties together all relevant EU policies to tackle and prevent pollution. The plan has the following overall vision "Air, water and soil pollution is reduced to levels no longer considered harmful to health and natural ecosystems and that respect the boundaries our planet can cope with, thus creating a
toxic-free environment."
In general, TREASURE hopes to contribute to the creation of toxic-free environment, focused in and around port areas, seen as crucial to protect our biodiversity and ecosystems and to reduce negative impact on human health.
Among its key targets for 2030, those to which TREASURE hope to contribute are particularly those related to improving water quality (reducing waste, plastic litter at sea (by 50%) and micro plastics released into the environment (by 30%). TREASURE also considers pollution in sediments and the areas surrounding the port. As such, it can also contribute to the objectives to improve soil quality.
Within its section on "Living within our planetary boundaries", the Action Plan dedicates signficant space to the quality of marine water and marine ecosystems.
The Action Plan includes a number of flagship initiatives and actions, with the most pertinent for TREASURE being those related to reviewing the standards for the quality of water, including in EU rivers and seas and reducing soil pollution and enhancing restoration. TREASURE is also relevant to initiatives promoting multi-stakeholder input to zero pollution.
TREASURE also responds to the need explicitly cited in the Green Deal to support research and innovation that will accelerate and navigate green transition and deploy, demonstrate and de-risk novel techniques that can contribute to restoring degraded and polluted port ecosystems.
TerritorialAgenda2030 TREASURE contributes to the Territorial Agenda 2030 and its priority “A Green Europe that protects common livelihoods and shapes societal transition”.
The Agenda specifically cites the importance of coordinated actions to improve air, soil and water quality and to halt the rapid, man-made loss of biodiversity.
In particular, TREASURE is relevant to the HEALTHY ENVIRONMENT priority, which should encourage better ecological livelihoods, climate-neutral and resilient towns, cities and regions. This priority cites the marine ecosystem as one of those being “fundamental to human existence and important for long-term sustainable development.” In the case of TREASURE, we propose practical solutions to encourage the recovery of such healthy environments in and around port areas.
EUStrategyAdriaticIonianRegion TREASURE contributes to the EUSAIR strategy, within its priority on Blue Growth. This priority cites the importance of “Blue technologies”. The novel remediation techniques being tested in TREASURE fit into this category and their testing in industrially relevant conditions is in line with the Strategy’s aim not only to promote R&I, but also business opportunities.
Moreover, the priority has a focus on governance and quadruple helix engagement. TREASURE’s governance framework is in line with this, encouraging joint commitment to reducing pollution in port areas through the creation of territorial labs.
TREASURE involves partners from the following EUSAIR member states: Greece, Italy, Albania, Montenegro. Partner CEI is directly involved in EUSAIR working groups.
EUStrategyAlpineRegion N/A. Focusing on port areas, TREASURE does not contribute directly to the EU Strategy for the Alpine Region.
Other WESTMED initiative.
The WESTMED initiative focuses on the concept of the blue economy and the related traditional and emerging economic maritime sectors in the Mediterranean region. Naturally, this include ports and the services that ports provide.
TREASURE is particularly relevant to Action 2. Biodiversity and marine habitat conservation and restoration. It can also contribute to Action 6. Maritime safety and the fight against marine pollution.
TREASURE involves partners from WEST MED member states: Italy, Spain, France and Malta, 1 Associate partner from Tunisia and 1 Associate partner representing a network able to involve other countries (CRPM).
Other Marine Strategy Framework Directive (MSFD)
The Marine Directive (MSFD – adopted in 2008, amendments in 2017, revision in 2023) aims to protect more effectively the marine environment across Europe. It set up initiatives to improve the qualitative and quantitative status of all water bodies, safeguard public health and clean bathing water, and halt the loss of biodiversity.
The report on the first implementation cycle (2020) showed that the framework requires work to tackle a number of predominant pressures, which includes excess nutrients and others types of pollution.
TREASURE seeks to become part of the move towards reducing sediment and water pollution, from various sources, in port areas.
