Les prairies sous-marines recouvrent 1,2 million d'hectares des côtes de la zone Euro-MED. Des prairies saines fournissent des Services Écosystémiques (SÉ), estimés à >1 trillion€, essentiels aux sociétés et aux économies et stockant 18% du carbone bleu de la planète. Cependant, les herbiers marins restent l'un des écosystèmes les plus négligés de la zone Euro-MED et près de 7% sont détruits chaque année à cause de la pisciculture, du chalutage de fond, de l'ancrage, de l'érosion côtière et du ruissellement des nutriments: cette inaction a un coût. Afin d’accélerer la restauration des herbiers marins, ARTEMIS intègre l’ensemble des dimensions sociétales et monétaires de ces écosystèmes, au travers de nouvelles méthodes techniques (protocole de restauration) et financières (premier système de Paiement pour les Services Écosystémiques - PSÉ) associées aux investissement et politiques des acteurs publics et privés. ARTEMIS déploie 4 pilotes transnationaux incluant toutes les étapes de la restauration (de la transplantation dans les zones dégradées à l'amélioration des zones protégées) et tous les niveaux de politique (de l'absence de politiques de restauration aux décrets de protection), pour les autorités publiques, centres de recherche, ONG, entreprises, offices de tourisme, entraînant: 1. La restauration de >2 hectares d'herbiers marins avec un rendement de 10x l'ÉS et un financement de 2 millions d'euros obtenus via des accords de PSÉ. 2. Des résultats transnationaux; plan d'action Euro-Med et carte des opportunités de restauration, feuille de route pour l'intégration des SÉ en entreprises, outils de restauration, cadre d’évaluation des actions, guide pour les PSÉ. 10 partenaires de 5 pays assurent une expertise multidisciplinaire (économie, écologie, politique, engagement des parties prenantes, innovation) pour réaliser des projets pilotes, un apprentissage collaboratif et un développement de politiques, transférables à travers la zone Euro-MED.

Description (EN):

Seagrass meadows cover 1.2M hectares along Euro-MED coastlines. Healthy meadows deliver critical ecosystem services (ES) to societies and economies, storing 18% of the world’s blue carbon, and provide >1€ trillion in coastal protection, recreational opportunities for tourism or nursery services to commercial fisheries (UN, 2022). However, seagrasses are still one of the most overlooked ecosystems in the Euro-MED area and close to 7% of meadows are lost annually due to pressures like fish farming, bottom trawling, anchoring, coastal erosion and nutrient runoff: the cost of inaction. To accelerate the restoration of seagrass meadows in the Euro-MED area, ARTEMIS integrates the societal and monetary values of seagrass ES into technical (state-of-the art restoration protocols), financial (first-of-their-kind Payment for Ecosystem Services schemes (PES) targeting multiple ES) and relevant public and private policies and investments. We implement 4 transnational pilots covering all restoration stages (from transplantation in degraded areas to the enhancement of protected ones) and levels of policy (from absence of restoration policies to protection Decrees), leading to the following outputs for restoration and blue economy actors: public authorities, research centres, NGOs, companies, tourism agencies: 1. >2 hectares of seagrass meadows restored with 10x returns in ES and €2M additional funding secured via PES agreements. 2. Transnational outputs: i) Euro-Med action plan and opportunity map for seagrass restoration, ii) roadmap for corporate integration of seagrass ES, iii) technical seagrass restoration toolbox, iv) actionable framework for seagrass valuation and storytelling, v) ready-to-use guidelines for seagrass PES. 10 project partners from 5 countries provide multidisciplinary expertise (economics, ecology, policy, stakeholder engagement, innovation) to deliver joint pilots, peer learning and policy development, replicable across the Euro-MED area.

Actual Achievements (FR):

Period 1 was busy for the ARTEMIS project. The project set up, kick off and administrative procedures kept the partnership busy throughout the first six months of the project. The Partnership Agreement and the Subsidy Contract were both signed in May 2024. In terms of coordination, the project’s internal documentation, including work plans and task lists, was organized and monitored. Strategic planning efforts focused on refining project goals, ensuring all tasks aligned with ARTEMIS’ objectives, and fostering collaboration with partners and stakeholders. Project activities: - Peer Learning Programme (A 1.1 / A 2.1 / A 3.1 / A 4.1): Bax designed an initial framework for the project's peer learning programme and collected partners' extensive input via a design thinking workshop delivered during the ARTEMIS partner meeting held in Marseille. Following this, the Bax team has been working on digesting the feedback received and conceptualising a first round of workshop ideas to be launched in period 2, in close coordination with the project's amplification efforts and identified stakeholders. - WP1 implementation advanced well during Period 1. In Act 1.2, HCMR and ISPRA provided scientific knowledge to select adequate methodologies for building a baseline of the seagrass Ecosystem Services (ES) at each pilot site and to collect relevant data from the Greek pilot site. Regarding the selection of methodologies for the ecosystem service assessment, blue carbon and biodiversity were selected by the PP as the two main ES to be evaluated at the pilot sites. HCMR and ISPRA provided to the other PP the relevant literature, detailed methodologies, and personal experience on how to evaluate these services. For biodiversity estimation, the EBQI index, an ecosystem-based approach to assess the status of Posidonia oceanica seagrass meadows as outlined by Personnic et al. 2014, was suggested, with the addition of fixed transects or plots to obtain more detailed information on species recording. As for Activity 1.3, during the meeting in Marseille, ISPRA proposed a restoration strategy from the LIFE SEPOSSO project for common methodologies and facilitated the discussion and exchanges, providing general considerations and criteria to select the best approaches for the pilot sites. In this regard, a work schedule was proposed in order to acquire useful information about the pilot sites, directing the future restoration activities related to planning, implementing and monitoring activities. WP2 implementation advanced well during Period 1. Act 2.2 includes stakeholder mappings that were carried out to: Identify potential companies interested in PES. Current scope – Greece. Identify potential knowledge partners with focus on seagrass restoration Identify potential initiatives focused on seagrass restoration and blue carbon Ecoacsa reviewed and contributed to the documentation and proposals shared by partners, regarding on how to link information from the Nature Capital Account (WP2) into the design of the Posidonia Payment for Ecosystem Services (PES) scheme/Market Based Instrument (MBI) and particularly how to link such information with the final outcome; being the blueprint (WP3). Ecoacsa is also working towards the adaptation of the Nature Value Tool (NVT) for seascapes, particularly to aid with the biophysical and economic quantification of seagrass ecosystem services (WP2 – A2.3). - WP3 implementation advanced well during Period 1. The Peer Learning Programme module (A.3.1) started with a concept note shared by Bax to the partnership and A.3.2 started, Ecoacsa has coordinated internally and with Denkstatt EY a state-of-the art report on market-based instruments for seagrass restoration in the Mediterranean (defining content, structure and deadlines). - WP4 implementation advanced well during Period 1. Act 4.1 started as highlighted above. Act 4.2 started, Preliminary outline of a concept note for Policy Outreach and Advocacy discussed between Plan Bleu and The Green Tank. Act 4.4 MEDSEA produced a Communication and Dissemination strategy which is available to the PP and the JS. in Basecamp. This was a major milestone achieved during this reporting period. Act 4.5 Denkstatt as Carbon Footprint Manager in the project, provided guidelines to partners on the data required and arranged a Q&A session on how to input data to the Interreg carbon footprint calculator. A 4.6 Project Amplification: Bax has designed the project's amplification strategy. This initial concept was validated with partners and the C4N project during the face to face meeting held in Marseille. The big milestones across WP1-4 are the launch of the Peer Learning Programme (A 1.1 / A 2.1 / A 3.1 / A 4.1) and the production of initial concept notes for workshops to be organised in Period 2 as well as the organisation of the first Partner meeting in Marseille in May 2024. The project has made significant progress during the second period and has reached important milestones. ARTEMIS has moved from the launch phase to the implementation phase with positive progress across all WPs, bringing the team closer to the expected results and stated ambition. Below we highlight the main milestones that ARTEMIS has reached: WP1: The big milestones of WP1 during this reporting period was establishing a common understanding of key terminology, particularly baseline, pristine state, and reference value as well as upskilling the project pilot partner teams on the selected methodologies (Blue Carbon assessment and Biodiversity through EBQI Index) for ecosystem services baseline assessment. WP2: The big milestone of WP2 was the significant progress made on stakeholder engagement, especially as the Stakeholder Mapping methodology was elaborated in detail by the Green Tank (A2.2). leading to a template and guidelines suited to the ARTEMIS project’s objectives. The template was thoroughly populated with stakeholders relevant to the Greek pilot site and was presented initially to WP leaders and then all ARTEMIS partners for feedback. Once input was received and considered, the Stakeholder Table and Power Grid were finalized and shared with all ARTEMIS partners along with clear guidelines (November 2024), so that project partners working on the pilot sites could populate them with relevant data. The adoption of a common methodology led to a unified manner to identify key stakeholders across all pilot sites adding to the project’s methodological robustness. The Stakeholder Table and Grids were completed for the pilot sites in Crete, Monfalcone and Minorca by the end of 2024, while the one for Sardinia is being completed. It is envisioned that the Stakeholder Tables and Grids will be working documents to be updated as the project progresses and used across the various project actions. The completion of the Stakeholder mapping sets the foundation of many other activities of the project. In addition, significant progress was made on stakeholder engagement. This step involved the design of a questionnaire aimed at facilitating interviews and meetings that would elucidate the level of knowledge and perception of selected stakeholders on issues relevant to ARTEMIS. The questionnaire was thus structured on three axes: a) Knowledge of and on Posidonia Oceanica and restoration actions, b) Governance of Posidonia Oceanica conservation and restoration and c) Perceptions on Payment for Ecosystem Services. This questionnaire and a discussion guide with key points, was shared with all project partners to be used as an example across ARTEMIS pilot sites. WP3: Significant achievements were made in WP3 with the delivery of the State of the Art Report on Market-Based Instruments for Seagrass Restoration. WP4: In terms of policy work, together with The Green Tank, a preliminary outline of a concept note for Policy Outreach and Advocacy was prepared to guide the policy relevant actions. In addition, the transnational policy analysis, aimed to document the global, EU and regional policy and legal provisions for the restoration of seagrass restoration ahead of the elaboration of specific policy recommendations (A4.2), was initiated. For the purposes of this analysis, mapping of existing policy and legal frameworks and bibliographical research relevant to ARTEMIS were undertaken. In addition, to supporting the transnational policy analysis, the mapping and research helped identify points on which all pilot sites need to focus, as they engage with stakeholders. These were then integrated in the questionnaire elaborated. At the same time, the stakeholder interviews undertaken by The Green Tank have already provided valuable information that will complement the research and analysis undertaken, and, as such, will enrich its content, conclusions and recommendations.Communication and dissemination actions took place within the project, coordinated by MEDSEA. Many articles and social media posts were produced, positioning the project and increasing its visibility. One important milestone was the Press Workshop organised by MEDSEA to develop a press release plan for the next semester. In terms of amplification activities, many partners participated in the second annual dialogue on 28th 29th November, in Malaga. Plan Bleu organized a roundtable where ARTEMIS was presented, and connection with other thematic projects were made. Discussions took place with partners on the organisation of an ARTEMIS workshop during the European Seagrass Restoration Alliance conference in April 2025. Finally, Plan Bleu participated in regular meetings and joined the Mediterranean Posidonia Network Taskforce. Plan Bleu will participate in the MPN seminar in May 2025 in Tunisia, and will present ARTEMIS work which will feed into a regional strategy for the conservation and restoration of seagrass meadows in the Mediterranean. WP1. One of the key milestones of this period is the finalisation of the ecosystem services baseline assessment in the pilot sites for biodiversity and blue carbon, and the initiation of restoration activities. The final reports per pilot will be available in Period 4. After sampling campaigns in Menorca, Sardinia and Crete, restoration works were implemented in Sardinia and Crete. The Monfalcone pilot site has been working on the assessment of past restoration initiatives in the Gulf of Panzano and the provision of ecosystem services of seagrass meadows in the area. The project has also started the initial mapping of seagrass restoration projects in the Mediterranean and launched a consultancy for producing static and interactive maps. WP2. Act. 2.2. Stakeholder mapping and engagement was finalized in all pilots, through a tailored questionnaire, and a workshop was organised in Crete to discuss with key stakeholders to discuss the institutional framework and the prospect of PES schemes. Act. 2.3. The set up of a natural capital accounting tool has been initiated by Ecoacsa, by adapting existing tools to the seascape, with the support of pilots which will continue in the next period. Act. 2.4. Related to Act 3.2 and the State of the Art report on market based instruments for seagrass restoration and conservation, a Graphic Design expert was hired to support the project team working on a summarized version of the report to target the private sector. Leaflets and infographics are being developed as pitching materials. Act. 2.5. An awareness raising campaign was organised in Crete. WP3. The state-of-the-art report on market-based instruments for seagrass restoration in the Mediterranean was finalised. The methodological guide for setting up Payment for Ecosystem Services (PES) schemes « Cookbook 0.0 » was initiated under the coordination of Ecoacsa and the support of pilots. The framework of the cookbook is being developed for each pilot, to gather information on legal and registry, commercial, financial and risks aspects. WP4. The main achievement of this Work Package was the advancement of the Policy Recommendations Brief, which included mapping institutional frameworks, identifying gaps and good practices, validating the document structure, and completing the analysis of international, European, and pilot site institutional frameworks at national, regional, and local levels. On the communication side, a multi-channel strategy was implemented through the website, social media, blog posts, thematic campaigns, and press outreach. In parallel, production of the ARTEMIS documentary was launched. WP1-WP4 Peer to Peer Programme During this reporting period, P2P sessions were organised by Bax. The first session, Raising the Voice of Natural Ecosystems (6 February 2025, online), addressed how to communicate the value of ecosystems to different audiences. The second session took place during the ARTEMIS Annual Meeting in Crete (hybrid format). It focused on State-of-the-Art Scientific Methods for Seagrass Restoration, with presentations from Mediterranean and European projects on methodologies, monitoring, stakeholder involvement, and financial strategies. The third session was organised as a side event at the UN Ocean Conference in Nice to discuss how policy frameworks, financial mechanisms, and local governance can support large-scale restoration. Project management and coordination During this period regular monthly consortium meetings and the second in person project Meeting in Crete were held, with associated partners (March 2025). Coordination is ongoing with the Natural Heritage mission. Participation in events ARTEMIS hosted a collaborative workshop - "Unlocking Finance for Seagrass Restoration» during the European Seagrass Restoration Workshop (Arcachon, April 2025), which gathered donors, researchers and practitioners from across Europe. The project progress and experience were also shared during the CINEA Wetlands and Blue Carbon Workshop, the webinar “Integrating Seagrass Blue Carbon Ecosystems into Nationally Determined Contributions (NDCs): A Global Mediterranean Perspective”, a roundtable on nature markets of the Fundación Biodiversidad in Spain (Madrid), and the Coalition for Private Investment in Conservation annual workshop (London, United Kingdom). At the Mediterranean Posidonia Network seminar (Tunisia, May 2025), ARTEMIS approach was presented, with a focus on PES schemes. At the UN Ocean Conference in Nice (June 2025), ARTEMIS co-organised a side event on scaling up Posidonia restoration, and was presented during an Interreg Euro Med programme side-event bridging sustainable tourism and natural heritage mission. The project approach on PES was presented during the Blue Economy Finance Forum in Monaco (June 2025), at a side event organised by the MPN taskforce.

Plan Bleu is a partner of this project, and is in charge of the development of a theoretical governance framework for successful ecological restoration of wetlands at EU level. ARTEMIS will build upon the delivery of this output (expected June 2023) to adapt the learnings therein to seagrass, as a coastal wetland. ARTEMIS contributes to SDG 13 (climate action) , SDG 14 (life below water) and SDG 17 (partnerships for goals), among others. ARTEMIS will raise the profile of seagrass meadows as a powerful nature-based solution for climate change mitigation, which already stores close to 20% of all oceanic carbon. ARTEMIS drives climate change and biodiversity action (SDG14) in restored meadows by directly increasing the rates of CO2 absorption (SD1G13) in meadows restored through the project. ARTEMIS also creates tools (restoration toolbox, PES, policy recommendations and roadmaps) for others to replicate this exercise, thus facilitating wider impact. This is done through a transnational collaborative exercise, which will demonstrate the value of multi-disciplinary partnerships for joint impact creation (SDG17).
