- PROMINENT MED - Interreg MED Programme 2014-2020 (EN), PROMINENT MED - Interreg MED Programme 2014-2020 (FR) | PROMINENT MED project, funded under Interreg MED Programme 2014-2020, was focused on the use of Public Procurement of Innovation (PPI) procedures in order to stimulate the development of innovative technology systems and solutions in the field of energy efficiency and their market uptake.
- The challenge faced by the partners is to study and implement (test) PPI procedures that can be transferred in similar contexts of the MED area. Project enabled, small municipalities and union of municipalities in Spain, Italy, Portugal end Croatia, to procure and implement innovation and boost development of a wide range of innovative products and solutions customized and tailored to their needs.
- The engaged LAs had concretely the opportunity to introduce and catalyze PPI procedures into their public procurement policies enabling faster implementation of local strategies and plans aiming at sustainable development through green growth. At the same time partners and involved clusters will get an opportunity to establish close peer-to-peer cooperation on one side and creation of new networks on the other side.
- Within PRMOINENT MED four key outputs where developed (also mentioned as object of capitalization in call ToR)
- - Benchmark of demand-driven innovation
- - Innovation procurement procedure
- - Guidance on Innovation procurement selection
- - Innovation procurement – pilot cases
- All of them will be capitalized and transfer in the framework of ProcuraMED joining all the material, guidelines, concrete examples in all the different languages in the Strategic Procurement Unified Platform.
- Furthermore the MED PPI network created in the frame of the project and still active will be interconnected with the Euro-Mediterranean coalition dedicated web area within the MedUrbanTools
- “ProcuraMED” will valorize the knowledge gained and the lessons learnt about the challenges, the needs and the practical recommendations developed in PROMINENT MED

- The transferring action was based on a peer-to-peer process, built on the outputs and methodologies developed in previous Prominent MED project and simultaneously focused both on demand and supply side to increase the mutual activity and interest of key sectors, which will create opportunities for business growth.
- PROMINENT PLUS achieved the formal commitment of receivers to replicate the transferred methodology in their territories, taking into account specific local needs & challenges emerged during and after its completion.
- Along the project duration the tools developed in the framework of PROMINENT MED were further developed and adapted to different context, fine-tuning the approach to different regulatory and socio-economic background.
- Furthermore the MED PPI network was further extended to new area of the Mediterranean basin and Balkans region.
- All those capital of knowledge and network will be put at disposal of ProcuraMED as well as the methodologies adopted in the transfer action will be capitalized in the new project.

- (EN), GRASP - Interreg MED Programme 2007-2013 (FR), GRASP - Interreg MED Programme 2007-2013 (EN) | Back in May 2013, University of Patras had a vision of raising awareness on e-Procurement procedures and thus developed GRASP project, funded under the Interreg MED Programme 2007-2013. The objective of GRASP was to increase the potential of MED Smart cities in organizing and developing Smart and Green e-Procurement processes with a focus on renewable energy sources and energy efficient solutions. GRASP worked with both the demand – Public Authorities (PAs) and the offer – SMEs side to start designing an advanced green transnational procurement system which empowered the cooperation between the MED PAs and SMEs involved in adopting innovative solutions in the energy sector while enabling them to better meet their carbon reduction commitments by 2020. Taking into account the Commission’s first recommendations on the creation of a process for setting common GPP criteria, in the Communication “Public procurement for a better environment” (COM (2008) 400, GRASP partnership developed databases with the needs of the public sector and the products/services offered by SMEs and designed a supporting tool for e-GPP facilitating Public Authorities prepare the tenders’ documents including green criteria. Also, a user-friendly LLC tool was developed to assist PAs assess the LCC of the products and services included in the offers of their tenders. On these databases and tools, GRASPINNO project was further built on, improving the services provided by the tools and integrating them in the GRASPINNO Unified Platform. Thus, “ProcuraMED” will use the architecture of the databases and the tools developed to make the necessary updates in terms of new green products and services available in the market, but also to add elements concerning to Innovation Procurement. The results of the user-acceptance analysis and the technical performance of the GRASP tools will be taken into account to further improve the tools acceptance and performance ensuring their effective use by the stakeholders (EN), Back in May 2013, University of Patras had a vision of raising awareness on e-Procurement procedures and thus developed GRASP project, funded under the Interreg MED Programme 2007-2013. UPatras supported both public and private actors to implement and participate actively in e-GPP for the energy refurbishment of public buildings and the application of Renewable Energy Sources (RES). In this regard, UPatras developed the GRASPINNO Unified Platform integrating useful electronic innovative tools (initially designed in GRASP project) for public and private stakeholders. The GRASPINNO Unified Platform supports Public Authorities to have one-single access point for a) searching for green products and services that are available in the market, b) identity which green criteria should include in their tenders depending on a variety of available categories in the sector of energy efficiency and RES, c) select the most appropriate criteria for each tender and prepare tenders’ documents by introducing these criteria, d)assess the LCC of products and services using project’s decision-support tools, namely 3 different LCC tools (1 ex-post LLC tool and 2 ex-ante LLC tools). At the same time, “green” SMEs can register their products/services in the platform to make them visible to the public procurers. Thus, “ProcuraMED” will use the Unified Platform to incorporate beyond “green” SMEs along with their products/services, also innovative SMEs who will communicate their products/services in case these are already in the market, but further their domain of expertise, their innovative ideas and in general what they can offer to the market. Also, during GRASPINNO, 6 Living Labs (LLs) were established in Mediterranean. In this regard, “ProcuraMED” will valorize the knowledge gained and the lessons learnt about the challenges, the needs and the practical recommendations which derived by the LLs in the design of its transferring activities (FR), GRASPINNO project, funded under Interreg MED Programme 2014-2020, worked systematically for the enhancement of Green Public Procurement (GPP) and the smart management of innovative solutions. - These instruments are expected to generate territorial dynamics impacting on local and regional communities, in terms of decision-making procedures and policies. The new dynamics will also be favorably impacting on eco-innovation of clusters/networks for their products/services provision, focusing on GPP methods and other possible intervention areas such as Energy-Efficiency & other investment sectors. These impacts are key for the implementation of a sustainable, circular and aware public procurement considering all the costs that will be incurred during the lifetime of a product, public work or service.
- The transferring process combines thematic training sessions & guided practical applications, which leads the receiver partners (regions & Chamber of enterprises) in designing concrete joint solutions adapted to specific green specs/criteria, eGPP support & LCC application plans in tenders with green products/services thus increasing their capacity in green growth. GRASPINNO PLUS achieved the formal commitment of receivers to replicate the transferred methodology in their territories, taking into account specific local needs & challenges emerged during and after its completion

GPP4Growth increased the capacity of regional administrations to effectively implement GPP unlocking regional/national investments to promote the development of new green products and services, while creating knowledge awareness on the influence of GPP on the adoption of sustainable consumption and production patterns by businesses. “ProcuraMED” will study the GPP4Growth analysis on the factors that influence businesses to participate in green tenders and contracts. “ProcuraMED” will review the good practices on GPP methods that led to the implementation of green contracts and will be inspired by good practices from North Europe, where GPP is a much more common practice for public procurers. The most suitable good practices will be further promoted during the transferring activities.
