Le secteur de la biotechnologie bleue peut contribuer de manière significative à la protection de l’environnement, au bien-être humain et à la croissance économique, mais dans la région méditerranéenne, il en est encore à ses débuts. Le projet B-BLUE a permis de créer un réseau d’acteurs de la biotechnologie bleue, d’identifier les meilleures pratiques et d’analyser les principaux moteurs, obstacles et opportunités pour les entreprises de la région euro-méditerranéenne. Il a également mis en place cinq pôles de biotechnologie bleue afin de soutenir la collaboration, l’échange de connaissances et l’innovation au sein des chaînes de valeur de la biotechnologie marine. En outre, une communauté numérique et l’outil B-Blue MatchMaking ont été développés pour soutenir les initiatives conjointes, parallèlement à l’Alliance méditerranéenne pour l’innovation en faveur d’une bioéconomie bleue durable et à deux groupes de travail collaboratifs. 2B-BLUE s’appuie sur ces résultats pour : 1. promouvoir des bonnes pratiques fondées sur des données probantes afin de transformer la recherche en applications concrètes, 2. créer des sites de démonstration pour tester de nouvelles technologies et combler le fossé entre la recherche et l’industrie, 3. forger des alliances stratégiques entre les parties prenantes afin de soutenir l’adoption des biotechnologies bleues dans les industries méditerranéennes, 4. améliorer les politiques régionales pour renforcer les capacités en matière de durabilité, de recherche et d’innovation dans la région euro-méditerranéenne. Le projet s’attaque aux principaux obstacles identifiés dans le cadre de B-BLUE – tels que les déficits de financement, les problèmes réglementaires et la coopération public-privé limitée – en les transformant en opportunités pour un secteur des biotechnologies bleues plus structuré et plus durable en Méditerranée. Ses résultats seront diffusés auprès de nouveaux territoires et des principales parties prenantes.

Description (EN):

The Blue Biotechnology sector can strongly contribute to environmental protection, human wellbeing and economic growth, but in the Mediterranean it is still at an early stage of development. The B-BLUE project created a network of actors in blue biotechnology, identified best practices, and analysed key drivers, barriers and opportunities for companies in the Euro-Mediterranean area. It also established five Blue Biotechnology Hubs to support collaboration, knowledge exchange and innovation in marine biotechnology value chains. In addition, a digital community and the B-Blue MatchMaking Tool were developed to support joint initiatives, along with the Mediterranean Innovation Alliance for Sustainable BlueBioeconomy and two collaborative working groups. 2B-BLUE builds on these results to: 1. promote evidence-based best practices to turn research into real applications, 2. create demonstration sites to test new technologies and bridge the gap between research and industry, 3. build strategic alliances of stakeholders to support the uptake of blue biotechnologies in Mediterranean industries, 4. improve regional policies to strengthen sustainability, research and innovation capacities in the Euro-Mediterranean area. The project addresses key barriers identified in B-BLUE - such as funding gaps, regulatory issues and limited public-private cooperation - turning them into opportunities for a more structured and sustainable blue biotechnology sector in the Mediterranean. Its results will be transfered to new territories and key stakeholders.

Actual Achievements (EN):

The project is progressing on time and achieving the objectives, work packages, activities and expected results. In this first period the consortium agreement between the partners and the JS has been signed. In addition, the KoM has been held in Murcia (held on 14 and 15 March at the University of Murcia) and the rules of the steering committee of the project have been agreed for its correct implementation. On the first day were presented (1) the organisations participating in the project and their roles in the implementation of 2B-BLUE; (2) the most important issues related to the implementation and functioning of the project in the framework of the Interreg Euro Med programme (JS); (3) the Community4Innovation project which has given the necessary tips for the effective collaboration of 2B-BLUE with other thematic and governance projects under the umbrella of the sustainable economy priority of the programme; and (4) the 3 work packages, their activities and a work plan for the period 1. On Day 2 has been focused on the explanation and presentation of the aspects related to the coordination and management of 2B-BLUE, the administrative and financial issues, giving precise details about its procedures, the fundamental aspects for the communication and dissemination of the project and finally the rules of 2B-BLUE and its Steering Committee (SC) have been adopted. It has been generated a work repository in TEAMS to deposit and make accessible to the partners all the important information generated in the project. At the same time, it has uploaded the relevant information generated to the project's BaseCamp. During this period 1, monthly coordination meetings have been held in order to review the fulfilment of activities, deliverables and objectives and outputs expected (on 24 April, 24 May and 27 June). So, action points have been marked for each partner of the project according to what was established in the proposal and with a timeframe to carry them out. This has allowed the correct implementation of the planned activities and the correction of possible delays or deviations. 2B-BLUE partners participated in several events organised by the programme and other in line with the cooperation project objectives. For example, in (1) the Innovative Sustainable Economy Mission of the Interreg Euro-MED Programme 2nd Innovation Camp in Barcelona (28-29 May); (2) in Launch of the Community of Practice of the Innovative Sustainable Economy Mission and 1st edition of the MED Innovation Day in Marseille. 18-19 June; (3) or (4) in the ISBW15 Congress held in Napoli (17-21 June). In WP1 Study to facilitate the strengthening of the blue biotechnology sector in emerging value chains (lead by HCMR). A digital repository of good practices and actors has been created (http://medbbhub.cnr.it/) and serve to feed and develop successfully the organisation of WP2 pilot activities (At the moment, there are included 68 actors and 35 good practices). The action has been successfully coordinated by IRBIM-CNR and all the 2B-BLUE partners are collaborating to feed the repository. It is a digital tool to meet D1.1.1 (M6) on time and with the objectives of A1.1 related to the mapping of best practices and actors and A1.2 (and D1.2.1) finetuning pilot activities in BBHUBs of each country and in the Demo Sites (A2.1, A2.2, A2.3 and A2.4) and T-Labs (A3.1) while designing a BBt testing framework and pave the way for the implementation of the WP2 Development and implementation of testing activities in the blue biotechnology hubs (BBHs) and meet their objectives (starting in period 2). Here IRBIM-CNR has prepared a legal document to facilitate public-private collaboration in the framework of the pilot actions in the 6 BBHubs (Spain, France, Slovenia, Italy, Greece and Albania) and which will be applied in the framework of the A2.1 (methodology for testing in real environments), A2.2 (set-up of public-private Joint research units for demos sites and their implementation (A2.3). At the same time, ENEA is training (following seminars and indications of the JS) and coordinating successfully the carbon footprint monitoring action. All partners are following their indications to meet the foreseen targets and complete the information in the CO2 monitoring tool. Finally, NIB has prepared a dissemination and communication plan and strategy for the 2B-BLUE project in the framework of activity 3.4 (internal deliverable D3.4.1 uploaded on Base Camp). In this way, the strategy of amplification of results and dissemination of the project and the programme can be fulfilled. Also, NIB worked to keep the website (and social networks) alive in order to comply with the dissemination and cooperation commitments established by the JS with other thematic projects of the Innovative sustainable economy mission and other national and international strategies. The project is progressing on time and achieving the objectives, work packages and activities towards expected results. During period 2, monthly coordination meetings were held to review the fulfilment of activities, deliverables, objectives and expected results on the dates of 17 September, 25 November and 19 December. 17 October was the second physical Steering Committee meeting of 2B-BLUE (see information below). After each meeting, action points were noted for each partner according to what was specified in the proposal and with a timeframe for their implementation. This allowed the correct workflow of the planned activities and the correction of any delays or deviations. The second physical SC meeting was held on 17 October in Rome, Italy. Minutes report is uploaded in Basecamp. On this day (1) the former project B-BLUE, results and lessons learned, were presented to the new associated partners of the 2B-BLUE project; (2) the task status, main achievements, plan for the next deliverables and the next 6 months steps of the 3 work packages were presented, emphasising the Carbon Footprint Monitoring tool and its use; (3) each project partner explained the potential pilot activities to be carried out in each national BBHub (4) and the overview of the first period report. Also in Rome, the first international T-Lab was held on 18 October, as a side event of the Blue Planet Economy Expoforum, open to the public and visitors with 42 attendees. The aim of this T-Lab was to present 2B-BLUE to external key actors. Three guest speakers were invited to share inspiring examples with the public and the project partners. The main outputs of period 2 are: In WP1, Deliverables D.1.2.1, D,1.3.1 and D.1.3.2 have been finalised and uploaded to BaseCamp and JEMS, with the key role of leaders HCMR and CNR and the contributions of all partners. For Activity A1.4, all the PPs, with support from Enea, have recorded 2024 emissions using the Carbon Footprint Monitoring Tool and uploaded to Basecamp. D1.1.1 Dynamic database with map of BBt best practices and stakeholders is open access online (https://medbbhub.cnr.it/. It is a living tool during the project. The classification of the information in the repository is being improved to facilitate its use. Monthly meetings, SC meetings and preparation of T-Labs have contributed to provide a coordination framework for their fruitful transnational interaction between PPs. All reports are in the 2B-BLUE repository on Teams. In WP 2, activity A.2.1 Methodology for BBt testing in real environment has started. CNR and PMM have prepared a common template to collect structured information from national T-Labs for the methodology to be applied in the demo sites from period 3 to 5. CNR is developing an Expression of Interest model for selecting third parties to join JRUs; and a CRA framework. This effort goes to provide BBHs with the common regulatory framework for the testing of BBt in the different pilots. The aim is to test common methodologies of pilot actions for the alignment of national/regional policies & financing instruments in the field of the Blue Bioeconomy. Potential collaborations between BBt and demonstration sites have already been identified. The PPs will monitor the testing phase for potential multilateral initiatives & synergies for business. Regarding WP3, Activity A.3.1 'Organisation of Transformation Labs (T-Labs)', the first national T-Labs were held during this period in the 6 BBHubs led by PPs (Slovenia, 19 November; France, 19 November; Albania, 27 November; Spain, 28 November; Italy, 12 December; Greece, 16 December). The exchange of strategies and objectives prior to the T-Labs was relevant to gather structured information due to the different contexts of the project's BBHubs. The types of T-Labs were physical, online or hybrids, always in the format of a workshop with multiple attendees. The total number of participants in the six national T-Labs was 221, with representatives of the 5 quintuple helix. The project communication officer NIB prepared a dissemination and communication plan and strategy (internal deliverable D.3.4.1 uploaded to Basecamp). Also, the communication report was updated in January 2025. All PPs contribute to the strategy of amplification of results and dissemination of the activities of the project. NIB and UMU also participate in governance projects of ISE Mission: (1) the ISE Community Hub Launch Event (2 October), 2nd ISE Community of Practice (11 November) preparing cooperation in the Transfer of Results (Peer Review Process) and the Mentoring & Twinning Programmes. BBt days were organised in the local language to raise awareness on the BBt sector in collaboration with key actors. For exmple, UMU & CTN organised a Day of Aquaculture4.0 (18 September); ENEA &CNR- IRBIM organised a workshop per Favorire la creazione di un ecosistema dell'innovazione per sfruttare il potenziale delle biotecnologie blu (18 October). During the third reporting period, all project partners (PPs) actively participated in monthly progress meetings and attended the third Steering Committee meeting held in Montpellier in May 2025. They contributed to the methodological and technical development of all packages in particular WP 2 with the implementation of Demo Sites and planning of pilot actions in their respective territories. All partners were also involved in communication and dissemination activities through their institutional channels and in coordination with the communication lead. In particular: CNR and PMM, as co-leaders, focused on finalizing deliverable D2.1.1, titled “Model for the Development of Public-Private Joint Research Units; Specifications for the Set-Up of Public-Private Partnerships for Collaborative Research and Related Agreements”. PMM was responsible for organizing the third Steering Committee meeting, which took place in Montpellier. IFREMER also co-organized the 3rd. Steering comitee meeting and the visit to Palavas-les-Flots at the Palavas Marine Experimental Platform (PEMP). ENEA completed the reports for Periods I and II, led the carbon footprint tool assessment (T1.4), co-developed the Italian pilot action plan and monitoring activities with CNR, and coordinated input collection for D3.1.1 as WP3 co-leader. It also co-led deliverable D2.1.1 on public-private research models and reallocated budget to support two strategic studies on IMTA system scalability and best practices. ACEPSD contributed best practices linked to the Vlora Bay demo site, adapted the B-Blue demo-site model to establish a Joint Research Unit (JRU), and signed a collaboration agreement with the company "Alb-Adriatico 2013." It launched preliminary site preparations, infrastructure planning, and environmental assessments, and participated in key project meetings. ADF engaged external expertise for WP1 activities, carried out stakeholder mapping and best practices identification in Albania, and finalized the carbon footprint report. In coordination with ACEPSD, it organized the first online TLab in Albania and managed the publication of project content on its website, including materials sent to the communication lead. In period 4, project activities continued at a good pace in accordance with the project time plan. The coordination has been permanent, with 5 monthly meetings (25 July, 17 Sep, 27 Oct, 21 Nov and 18 Dec), and the 4th Physical SC meeting, hosted by NIB in, Slovenia on 29 Sep. An extraordinary SC meeting was also held on 18 Nov to address the administrative transition of project partner PMM–TVT to the newly established entity PMM. This change took effect on 1 January 2026, with PMM assuming all the functions previously held by PMM–TVT. WP1: Working groups have improved the project repository to make it easier to search the database for information. ENEA has completed the final report of Carbon Footprint 2025 using information provided by all PP. Partners' and 2B-BLUE Carbon reports 2025 are in BC and in this report. - Output 1.1. corresponding to deliverable D.1.3.2 (toolkit of solutions) is complete. WP2. After the legal and operational frameworks (A.2.1) were defined in P3, P4 focused on the implementation phase (A.2.2 and A.2.3.). The 6 BBHubs created the Joint Research Units for the establishment of DS and the necessary infrastructure for pilot activities, in collaboration with local private and public partners. The DS of the six BBHubs (France, Italy, Spain, Greece, Slovenia, Albania) are all established and operating, with continued monitoring of the activities tested in each of them. This monitoring process is contributing 1) to continuous improvements of the BBt tested under real conditions, and 2) to modelling the DS methodology for transferring to other territories with similar needs (A.2.4). To facilitate PPs monitoring using a common framework, WP2 leaders, CNR-IRBIN and PMM-TVT, have provided guidance and templates that automatically feeds into the expected deliverables and outputs. These will be completed before the end of Period 5. Internal Deliverable D.2.1.1 is completed and published in BC and in the project website. - Output 2.1. in progress according to project plan. WP3. In P4, PPs organised 5 national T-Labs (Slovenia-28 Mar, Albania-25 Nov, Spain-26 Nov, Italy 27 Nov of 2025 and France, 20 Jan 2026). NIB organized the international T-Lab in Slovenia (30 Sep.2025). In total 240 participants attended the national T-Labs and 143 participants the international T-Lab in Slovenia. All minutes of T-Labs use a common structure for the key deliverable D.3.1.1 Final report on T-Labs. Regarding A.3.2. Knowledge Transferring framework, HCMR, NIB, PMM, and ENEA visited the Spanish DS, and UMU visited CNR. More visits are planned in P5 with DS fully operating. A.3.3. Dissemination of results were very productive this period with 12 scientific publications and technical reports on the advances and contributions of 2B-BLUE to the Blue Biotechnology sector. Publications including the Catalogue of Blue Biotechnology Demonstration Sites and the November newsletter are in the project website. https://2b-blue.interreg-euro-med.eu/dissemination-materials/, and WP3 section of this report. A.3.4. Contributions of 2B-BLUE to the EURO_MED ACADEMY: 1) The Output 1.1 was peer-reviewed and published in the Euro-MED Academy in July, and 2) The course 'Partnership models for sustainable aquaculture'. PPs contribute to the videos and materials in progress, leaded by NIB and in line with the guidelines set by the Euro-Med Academy Educational Committee. LP UMU is collaborating in the MENTORING&TWINNING PROGRAM, focused on the 'Demonstration Site Methodology and Results' to foster public–private cooperation, and the 'Transformative Labs (T-Labs) Methodology and Results' to promote in-depth transformations of socio-technical systems. PPs participated in 7 events organized by THE GOVERNANCE AND INSTITUTIONAL PROJECTS: Business models and investment readiness for circular economy projects, Training for Thematic Projects (Sep 29); 3rd ISEC Innovation Camp (23–24 Oct, Portugal); 4th ISE CoP gathering, (Oct 29); Business Models Implementation: case studies organized by ISE Mission (10 Dec)- CTN presented the Spanish pilot; ReWeaving Circular Governance in the Mediterranean - MED Innovation Summit (5 Nov, Spain)- CTN, NIB, UMU in collaboration with ISE Mission; Pathways to a Thriving Mediterranean Blue Economy, side event at COP24, organized by UNEP. (2-5 Dec, Egypt)- UMU and AZA4ICE in collaboration with ISE Mission; MED Talks 3rd Edition (16 Dec 2025), organized by Interreg Euro-MED and UfM. In P4, PPs organized the events: Algoréseau, PMM-TVT (09 Oct, France); XIV ECMNP, NIB, (30 Sept–3 Oct, Slovenia); MEDBLUETECH Summit, UMU, (26 Nov, Spain). - Output 3.1. is in progress according to project plan. - Output 3.2 Organizations cooperating across borders is complete. Building the blue biotechnology community in the Mediterranean (B-Blue) (FR), Building the blue biotechnology community in the Mediterranean (B-Blue) (EN) | Interreg-MED project (ENEA coordinator, together with partners UMU, NIB, HCMR, PMM-TVT and IRBIM-CNR), this project set the precedent of the present project 2B-BLUE. While the previous project was focused in governance aspects, aimed at gathering the key actors of the Med BBt sector and increase their innovation capacity and their coordination to unlock the innovation potential in the field through joint transnational initiatives, also involving organizations from the Southern Shore of the Mediterranean, 2B-Blue was born as testing project to implement actions on B-Blue community and to create joint solutions tested in real life conditions. Moreover, it will capitalise on the B-Blue methodology for mapping best practices and stakeholders, fine tuning and integrating the related dynamic database; the research and analysis on regulatory frameworks, environmental sustainability evaluation frameworks, market perspectives and sustainable business models relating to BBt value chains; the Demonstration Sites models and methods to be tested on a wider and transnational scale; its tools & methodologies for the innovation transfer & capacity building in the BBt sector to be upscaled in a new knowledge transferring framework.

Indeed, it will further consolidate, support the development and deployment of transformative innovative technological, social, business and governance solutions for allowing the digital MED LightHouse to provide effective solutions for the reduction of MED hydrosphere pollution by 30-50 % by 2030. BlueMissionMed will connect BBH Network with other initiatives on BBt, facilitate best practise exchanges, support the networking of experts, create synergies on effective participatory workshops for exploring the multi stakeholder lab concept as an effective tool for knowledge transferring. A similar work will also be conducted in this project, without excluding the investigation of market perspectives and needs.

2B BLUE Mediterranean Transfer Action Framework for Blue Biotechnology Solutions

Contribution to wider strategies and policies:

EuropeanGreenDeal The project contributes to creating a more sustainable and efficient food and service production system in the use of marine resources. By providing fairer, more sustainable and local products and services in line with the Farm to Fork strategy. In addition to facilitating the preservation of marine biodiversity and offering technologies, tools and methods for a collaborative way to exploit in a sustainable way the marine biodiversity through marine biotechnologies. Also green financing and legal schemes in the sector and promote new businesses will be implemented that will favour a green transition through public and private funding for new green and sustainable initiatives.
MediterraneanSeaBasin 2B-Blue will contribute by the promotion of sustainable products and services from the sea and provided by blue biotechnology. It will promote the adaptation of new standards for sustainable seafood production and providing new frameworks for the promotion of the products and services offered by blue biotechnologies. The project contributes offering solutions to points: (2.3) improve the state of biodiversity by supporting local participatory initiatives to improve sustainability through blue biotechnologies in the value chains adressed, and by improving investment in the promotion of nature conservation, (2.4) improve coastal resilience by stimulating innovation and bridging knowledge gaps with solutions to 2-B-B-Blue. And (2.5) by offering more sustainable, responsible and climeted friendly food systems from the sea. Since the promotion of sustainable aquaculture and algae products have a much lower carbon footprint than terrestrial animal proteins.
TerritorialAgenda2030 2B-Blue has the environmental sustainability as horizontal project feature & take esplicitely into account in its implementation the SDGs so it contributes the UN 2030 Agenda for Sustainable Development & in particular to the Med SSD 2016-2025 (UNEP/MAP).
EUStrategyAdriaticIonianRegion The project directly addresses the Blue Economy & the Environmental quality pillars of the EUSAIR strategy: the innovation knowledge collected, produced & transferred + the networking & coordinated soft governance fostered through project activities ensure environmental protection of marine areas & new business opportunities through biotech solutions improving productivity while reducing externalities & connecting blue economy with other sectors (i.e. pharma, nutraceutical, agrofood, energy).
Other WESTMED The project contributes to Goal 2 of the Framework for Action of the Initiative, thanks to development & systematization of knowledge with a transnational cooperative approach & transferring of innovative solutions to companies boosting entrepreneurship cooperation thus creating investment opportunities. It addresses also marine knowledge development (e.g. exploiting EMODNET output) & coastal community actions of Goal 3 & its scope involves both MED Shores through APs from Southern WestMed bank.

The project contributes to the three thematic axes for a greener Mediterranean. In Axis 1 the project will develop RDI-based solutions to improve the efficiency in the use of marine resources in sustainable algae and aquaculture value chains. It will promote sustainable policies, green procurement, the development of a blue and locally adapted industry. It will encourage the development of sustainable processes and eco-labelling brands coming from blue biotechnologies, with actions of awarenss raising to consumers of more sustainable and carbon neutral products. For Axis 2 will offer solutions to improve pollution prevention in aquaculture systems, promoting systems such as IMTA. Axis 3. will offer solutions to protect and manage marine resources through blue technologies and the best solutions demonstrated and tested in the project (Demo sites and TLabs).

2B-Blue will contribute to strengthening Euro-Mediterranean cooperation in research and innovation in blue biotechnologies and contribute to fully exploit the economic growth potential in value chains related to the blue biotechnology sector and promote a sustainable development of the Mediterranean. The project contributes to the thematic platforms of dialogue and exchange between actors at national level of the countries participating in 2B-Blue (national pivots) and international level for the implementation of the BLUEMED agendas. And share experiences and resluts throught the BLUEMED Platforms (Policy platfrom, knowledge plaform, economy platform and technology platform).

EU Mission: Restore our Ocean and Waters: 2B-Blue will contribute to the accomplishment of Mission’s objectives by scouting, producing and gathering together BBt solutions that can support the reduction of pollution and turning blue economy in climate-neutral and more circular. Thanks to the co-designing, co-implementation and the knowledge transferring tools that will complement such BBt solutions, the project will pave the ground for their demonstration and deployment within the Mission’s Lighthouses. Moreover, it will contribute to the set-up of the Lighthouses, which are called to map relevant stakeholders, networks, governance structures and citizen engagement, providing them with a Euro-Med transnational community of actors in the BBt sector.
