THE PROBLEM Growing consumption is generating changes in the composition of waste, including 'new' waste streams such as electronic. According to the EC e-waste monitoring 2020, e-waste is growing three times faster than the average waste stream. In 2019, EC Decision 2019/2193 established a minimum collection rate of 65 % of all e-waste placed on the market in the preceding 3 years. Unfortunately, in 2019 Eurostat report, from MED only Bulgaria and Croatia achieved 65% target, while Cyprus, Malta, Portugal, Italy, Greece and Slovenia were the top 6 in the bottom of EU, with 20% to 30%. E-waste expose a high environmental risk for MED, as informal recycling, and e-waste abandoned in dumping sites, provide hazardous substances seed into groundwater, affecting water sources, aquifers and sea water. eWaster doesn’t present e-waste as a source of environmental damage, but an opportunity to create INNOVATIVE SUSTAINABLE ECONOMY through the valorisation of this waste. OBJECTIVE EWaster aims to promote local and regional policies for better e-waste management, to reduce e-waste environmental damage in the selected areas, while promoting new innovative eco-business models based on the conversion of the currently lineal electrical and electronic (E&E) sector into a sustainable circular model. TRANSNATIONAL The unification of waste management criteria in the transnational MED area is essential, since otherwise it could facilitate the dynamization of the illegal movement of e-waste from areas with stricter regulations towards areas with more permissive regulations. To stop this threat, it is necessary to take into account common joint planning, and coordinated business promotion. eWaster gather 11 partners and 14 associated in tandems of technical and political bodies, covering 6 EU MS and 1 IPA, which will approve 10 new Action Plans for e-waste management covering the main recommendations of the “Circular Electronics Initiative” from the EU Circular Economy AP.

LE PROBLÈME L'augmentation de la consommation entraîne des changements dans la composition des déchets, y compris de "nouveaux" flux de déchets tels que les déchets électroniques. Selon le suivi des déchets électroniques 2020 de la CE, ceux-ci augmentent trois fois plus vite que la moyenne des flux de déchets. En 2019, la décision 2019/2193 de la CE a établi un taux de collecte minimal de 65 % de tous les déchets électroniques mis sur le marché au cours des trois années précédentes. Malheureusement, selon le rapport 2019 d'Eurostat, seules la Bulgarie et la Croatie ont atteint cet objectif, tandis que Chypre, Malte, le Portugal, l'Italie, la Grèce et la Slovénie étaient les six derniers de l'UE, avec un taux de 20 à 30 %. Les déchets électroniques présentent un risque environnemental élevé pour les pays méditerranéens, car le recyclage informel et les déchets abandonnés dans les décharges fournissent des substances dangereuses qui s'infiltrent dans les eaux souterraines, affectant les sources d'eau, les aquifères et l'eau de mer. eWaster ne présente pas les déchets électroniques comme une source de dommages environnementaux, mais comme une opportunité de créer une ECONOMIE DURABLE INNOVANTE grâce à la valorisation de ces déchets. OBJECTIF EWaster vise à promouvoir des politiques locales et régionales pour une meilleure gestion des déchets électroniques, à réduire les dommages environnementaux causés dans les zones sélectionnées, tout en promouvant de nouveaux modèles innovants d'éco-activité basés sur la conversion du secteur électrique et électronique (E&E), actuellement linéaire, en un modèle circulaire durable. TRANSNATIONAL L'unification des critères de gestion des déchets dans l'espace transnational MED est essentielle, car sinon elle pourrait faciliter la dynamisation du transfert illégal des déchets électroniques des zones à réglementation plus stricte vers les zones à réglementation plus permissive. Pour arrêter cette menace, il est nécessaire de prendre en compte une planification commune et une promotion commerciale coordonnée. eWaster rassemble 11 partenaires et 14 associés dans des tandems d'organes techniques et politiques, couvrant 6 Etats membres de l'UE et 1 IPA, qui approuveront 10 nouveaux plans d'action pour la gestion des déchets électroniques couvrant les principales recommandations de l'"Initiative électronique circulaire" du plan d'action de l'économie circulaire de l'UE.

Actual Achievements (EN):

The project began by delivering practical instruction for WP1, detailed with guidelines for data gathering, carbon footprint monitoring, and the communication plan. Data gathering guidelines were contributed to by all partners, who have contact with distinct kinds of stakeholders and seek to gather different types of data. The first validation workshop was conducted at the Lead Partner's headquarters, where the project was presented, the steering committee defined and its rules of procedure approved, and the Internal Evaluation and Monitoring Unit defined. Procedures for contracting the external quality evaluator were begun, but not finalised. For the output of WP1, several institutions and stakeholders have already been identified; it's hoped that these are mapped out and more engaged in project activities by the end of Period 2. In the second semester, the Environmental Research Institute hosted the eWAsTER consortium in Ljubljana, Slovenia, for the 2nd Validation Workshop. In this event, partners discussed the best approach for data collection, in order to start constructing their regional studies on the status of WEEE management in the corresponding regions and countries; these studies will be integrated into the Local Action Plans. During the second period, partners collected data from over 400 sources, stemming from surveys and interviews done to the general public, to waste management authorities, NGOs, and public policymakers. At the end of the second period, each partner is close to finalising the regional studies, which will be validated at the 3rd Validation Workshop held in February in Málaga. Throughout the second semester, ORZ participated in the European Week for Waste Reduction in November/2024, takint the opportunity to disseminate the project among over 100 participants. Similarly, Regione Marche was a speaker at the European Week of Regions and Cities on behalf of eWAsTER. Lastly, PACT, ORZ, and UBBSLA participated in the 2nd ISE Community of Practice, in which eWAsTER connected with other projects with similar resource valorisation goals. In P3, all partners have delivered the draft LAPs, containing the regional studies for their corresponding territories. All pilot tests also began structuring their work in VW3, in February. Significant progress has been made, with WEEE BEHAVE making the most progress in working with schools. WEEE REUSE has progress and began implementation, with one partner slightly deviating their implementation by 2 months. WEEE PROCURE is the most legally demanding, and so its full implementation is only expected in P4. Period 4 saw eWAsTER implement the pilot tests WEEE BEHAVE, REUSE, and PROCURE, as well as recoup delays that impacted previous activities. WEEE BEHAVE was very successful in its implementation, observing 5 partners (Greece, Bulgaria, Italy, Spain, Cyprus) engage schools and municipalities in collecting e-waste through campaigns, competitions, and workshops, all of which benefitted from dissemination actions through their duration. Partners developed a joint campaign and dissemination methodology and templates, and collaborated in adapting them to specific regional needs. WEEE REUSE progressed steadily, with two partners testing social programs to integrate at-risk social groups into circular economy activities. In Slovenia and Bosnia and Herzegovina, partners engaged (1) populations in collecting e-waste through campaigns and communication activities, (2) at-risk individuals to assist them in professional rehabilitation, and (3) organisations related with WEEE management or circular use to integrate and provide employment to those individuals. Partners developed a joint methodology for analysing results, and experience from Slovenian partners (ORZ) working in waste management and reuse practices proved valuable for ideating activities with partners from Portugal and Bosnia and Herzegovina. WEEE PROCURE suffered initial delays due to heavy regulation impeding certain practices that excluded direct eco-renting. However, two partners in Italy and Bulgaria developed inter-municipal systems for providing second lives to electrical and electronic equipment that would otherwise become e-waste. Through inter-municipal platforms, the partners implemented systems for continuously detecting this equipment, assessing needs for other municipalities, and providing a means to trade, providing smaller, less resourceful municipalities with new equipment. Following the development of the Mediterranean Methodology for e-waste Management, an online tool was developed alongside a video guide on its utilisation. The tool serves two goals: first, it provides distinct stakeholder organisations with a list of KPIs, indicators, objectives, and aspects of e-waste management they should be aware of in order to adopt circular solutions; second, it provides a survey which, when completed, outputs an action plan suited to the specificities described by that organisation. Following input from eWAsTER's project officer that the WP3 A3.4 was too ambitious, PP08 UCPB led the activity's redesign process as WP3 lead. Templates and workflows were produced in anticipation of WP3's activities and tasks in M23–24. The consortium met on three occasions during 2025: * In Málaga, Spain, on 18–19/02/2025, for the 3rd Validation Workshop, which aimed to validate drafted Local Action Plans and begin the implementation of the three pilot tests. All partners attended the meeting. * In Neum, Bosnia and Herzegovina, on 24–25/09/2025, for the 4th Validation Workshop, which aimed to validate and discuss preliminary pilot test results. All partners attended save PP08 UCPB, who was unable to attend due to force majeure. * In Rimini, Italy, on 4–5/11/2025, for the Ecomondo Fair. Partners were invited to attend and present the project by PP04 MARCHE, who took over the costs of hosting the project at the fair. Partners got to showcase early results to a general public and conduct a study visit in Pesaro and Ancona within the MARCHE region. Not all partners were able to attend, namely PACT, UBBSLA, RSU, and Aradippou.

(EN) | The European Week for Waste Reduction (EWWR) is the biggest campaign to raise awareness about waste prevention in Europe. Driven by local and regional public authorities, they bring together all sorts of other actors — citizens, schools, businesses, NGOs, associations — who organise activities to raise awareness about waste reduction.
The Week is a week in November; normally the last week of the month about sustainable consumption and circular economy in EU communities.
EWWR’s objectives are:
- to raise awareness about waste reduction, product reuse and material recycling strategies, and related European Union and Member States policies,
- to highlight the work accomplished by EWWR participants,
- to mobilise and encourage European citizens to concentrate on four key action themes,
- to reinforce EWWR stakeholders’ capacities by providing them with targeted communication tools and training.
EWWR has many thematic tools, which will be very valuable for the different communication activities of the project, in order to easy the key actors involvement in the technical activities.
Materials will be also used in the WEEE BEHAVE pilot and solution, while the project will use the Week to increase the visibility of the project by participating in it.

Driven by local and regional public authorities, they bring together all sorts of other actors — citizens, schools, businesses, NGOs, associations — who organise activities to raise awareness about waste reduction.
The Week is a week in November; normally the last week of the month about sustainable consumption and circular economy in EU communities.
EWWR’s objectives are:
- to raise awareness about waste reduction, product reuse and material recycling strategies, and related European Union and Member States policies,
- to highlight the work accomplished by EWWR participants,
- to mobilise and encourage European citizens to concentrate on four key action themes,
- to reinforce EWWR stakeholders’ capacities by providing them with targeted communication tools and training.
EWWR has many thematic tools, which will be very valuable for the different communication activities of the project, in order to easy the key actors involvement in the technical activities.
Materials will be also used in the WEEE BEHAVE pilot and solution, while the project will use the Week to increase the visibility of the project by participating in it.

This initiative seeks a new management model for WEEE collection to boost recovery, reuse and recycling, a second life for Electrical and Electronic Equipment, promoting citizens and students behavioural change toward sustainability.
InnoWEEE aims to increase the e-waste collection through innovative strategies such as the use of smart bins and the implementation of a web-platform, which will be tested in three pilot areas. The project aims to put into practice efficient processes for the valorisation of resources, both through the regeneration and re-use of still usable devices, and through the correct recycling and evaluation of valuable materials that can be reintroduced into the production cycle. InnoWEEE intends to use localization services for the collection and transport flows of the appliances collected throughout the supply chain, from the transfer to the recovery and recycling phases, through a web platform based on interoperable data and standard ICT protocols.
InnoWEEE project is under application in north Italy, covering MED areas through 3 pilot actions. The results for the collecting, their campaigns and the material used could be a very interesting feedback into the definition and implementation of the WEEE BEHAVE and WEEE REUSE to be implemented in the areas with these pilots.

After four weeks, the winner will be announced who will win a great school trip. The E-waste race makes collecting electronic waste fun, educational and easy!
The E-waste Race works together with local municipalities and local waste companies. The e-waste that is collected at schools is properly disposed of and recycled by these parties.

(FR) | This project deals with the role that circular economy plays in the future of tourism in the Mediterranean area, specifically in the islands.
The aim of the project is to minimize the environmental costs of tourism in these islands. A large increase of waste concentrated within a short period needs to be managed by the islands. Thus the project is centered in waste prevention actions and Circular Economy perspectives.
Some of the project action’s goals like the raise of awareness for the reduction of waste, the development of innovative tools and technologies and providing decision support for effective policies are very aligned with eWaster objective and methods to reach a circular economy.
Special attention is to be made to the use of this previous work in the pilot 0WEEE PROCURE which will promote the eco-renting among EEE big consumers, such as hotels, which can benefits from updated electronic and electric equipment, continuous maintenance, creating 0 WEEE and supporting a second-life of their EEE.

Contribution to wider strategies and policies:

The European Commission adopted the new circular economy action plan (CEAP) in March 2020. It is one of the main building blocks of the European Green Deal, Europe’s new agenda for sustainable growth.
Zero Pollution Action Plan, adopted by the European Commission on 12 May 2021, aims at improving air, water and soil quality, setting a target of 50% reduction of plastic litter at sea, 30% reduction of microplastics released into the environment and 50% reduction of residual municipal waste.
As stated in the Interreg MED program, these objectives are at the heart of the European Green Deal. The transition to a climate-neutral and resillient society is both an urgent challenge and an opportunity, and all relevant EU legislation and policies need to contribute to the fulfilment of the climate neutrality objective.
Interreg Euro-MED projects, such as eWaster, support territories as well as national and regional policies to achieve these targets.
EWaster fully aims at this objective promoting policy change in the full range of options to better manage the e-waste.
In the EU Circular Economy Action Plan, e-waste is the first defined key value chains, which shows the importance of this problem to CE.
TerritorialAgenda2030
Territorial Agenda 2030 defines two territorial priorities, a Just Europe and a Green Europe, which have six sub priorities for developing the European territory.
The Agenda agrees that there is need to respond to the increasing pressure concerning sustainable development and climate change, in the fields: Climate change; Air, soil and water quality; Just transition; or Circular value chains.
“A Green Europe that protects common livelihoods and shapes societal transition” has 3 priorities, one of which is Circular Economy.
Territorial Agenda 2030 support Europe’s transition to a circular economy, and the development of place-based industrial symbiosis processes, by supporting the development of local and regional circular economy strategies.
Specifically, the Agenda defines how to move to circular value chains through long-lasting design, maintenance, repair, reuse, remanufacturing, refurbishing and recycling.
eWaster contributes strongly to this priority of the Agenda, by promoting specific Strategies, Action Plans, political endorsement of new policies, testing of innovative solutions, which move the MED regions towards more circular and greener models.

The Strategy is divided into four pillars, which represent the three key challenges of the Strategy: Blue growth, Connecting the Region, Environmental quality, Sustainable tourism.
The specific objectives for Environmental quality pillar are:
1. To ensure a good environmental and ecological status of the marine and coastal environment by 2020.
2. To contribute to the goal of the EU Biodiversity Strategy to halt the loss of biodiversity and the degradation of ecosystem services in the EU by 2020.
3. To improve waste management by reducing waste flows to the sea and, to reduce nutrient flows and other pollutants to the rivers and the sea.
E-waste components, such as heavy metals and batteries are dangerous water and soil polluters, and such as it is confirmed in different EU wide analysis (European Court of Auditors, Countering WEEE Illegal Trade project, e-waste monitor, etc.) its uncontrolled treatment and dumping is creating serious damage to the environment, the biodiversity and the water quality.
EWaster is fully aligned with the 3 specific objectives for Environmental quality pillar.
Additionally, the current 2014 version of the Strategy doesn't mention circular economy, but the recent Commission report from March 2021 about the EUSAIR provide a clear recommendation on Pillar 3 revision, stating that in EUSAIR “newer concepts, such as circular economy, need to be included in the revised EUSAIR Action Plan”.

The Strategy builds upon three thematic policy areas and one cross-cutting policy area, being 3rd Thematic Policy Area "Environment and Energy" the one which includes the Action Group 6: To preserve and valorise natural resources, including water and cultural resources.
The Objective 3 of the Priority Area is ensuring sustainability in the Alps: preserving the Alpine heritage and promoting a sustainable use of natural and cultural resources. Objective 3 explains how natural resources (in particular, clean and abundant water, minerals, a variety of landscapes and great biodiversity), and strong and diverse cultural life are major assets of this region.
Action Group 6 describes how the region natural resources present a great potential of economic, but they are to be preserved, trying to avoid any source of damage from their unfair exploitation.
eWaster is well aligned with this Strategy, as it seeks a prevention of contamination of natural resources through better waste management policies, at the same time that promotes a swift to more circular eco-business which resuse already exploited resources instead of getting more resources from the nature.
MediterraneanSeaBasin
The purpose of the Initiative is to foster sustainable blue growth and jobs, improve safety and security and preserve ecosystems and biodiversity in the western Mediterranean region.
While geographically speaking the Initiative focuses mainly on the seas and coasts surrounding Algeria, France, Italy, Libya, Malta, Mauritania, Morocco, Portugal, Spain and Tunisia, it also addresses the marine and coastal areas as interconnected systems.
Taking into account that the first goal of the initiative is a safer and more secure maritime space, EWaster fully aims at this objective promoting the waste management of e-waste components.

“Circular electronics initiative” inside the New Circular Economy Action Plan
In its resolution of 10 February 2021 on the New Circular Economy Action Plan, the European Parliament supported the Circular Electronics Initiative, which should address the shortcomings in durability, circular design, presence of hazardous and harmful substances, recycled content, reparability, access to spare parts, upgradability, e-waste prevention, collection, reuse and recycling.
The circular electronics initiative that would promote longer product lifetimes and include, among others, the following actions:
- regulatory measures for electronics and ICT including mobile phones, tablets and laptops under the Ecodesign Directive;
- implementation of the ‘right to repair’, including a right to update obsolete software;
- regulatory measures on chargers for mobile phones and similar devices (including the introduction of a common charger);
- improvement of the collection and treatment of waste electrical and electronic equipment;
- review of EU rules on restrictions of hazardous substances in electrical and electronic equipment.
It also called for the integration of issues linked to early obsolescence including product obsolescence caused by software changes; and for the harmonisation and improvement of recycling infrastructure for waste electrical and electronic equipment in the EU.
In all the presented activities, eWaster project is aligned with the support of this Initiative.

“Switchmed initiative on a circular economy in the Mediterranean“
One of the thematic areas of this initiative is the circular economy and sustainability. Reducing resource consumption, waste and pollution from industries is a good deal for the environment and the businesses. Under the lead of UNIDO, industries in the Southern Mediterranean explore the advantages of greener and circular business models that can improve their environmental footprint and business performance.
This is the objective of the project eWaster which aims to test new eco-innovative business models based on the eco-renting of EEE, the maintenance, the reuse and the second life of e-waste. Th e tested solutions will promote new companies and start-ups which are key enablers of green and circular economy business models needed for the transition towards sustainable consumption and production patterns.

“UfM Ministerial Declaration on Environment and Climate Change, and the 2030 GreenerMed Agenda”
The 2nd UfM Ministerial Conference on Environment and Climate Action, hosted in Cairo in 4 October 2021, reviewed the UfM environmental objectives, rising several necessities, such as the multiple challenges to environmental assets in the Mediterranean region, including land and ecosystem degradation and fragmentation, biodiversity loss, air, water and soil pollution.
The Ministries present in this Conference expressed their willing to “Lead by example and reflect the highest possible ambition by accelerating the transition towards sustainable, climate-neutral, green, fair, circular and resilient economies;”
“In particular, investments should promote … sustainable economic activities and projects in sectors such as urban and rural development, green and circular economy, water and waste management,…”
UfM has passed from the ‘H2020 Initiative for a Cleaner Med’ to the ‘2030 Agenda for a Greener Med’ where the 2030 GreenerMed Agenda provides a regional structured framework that creates political and operational convergence to accelerate the transition of the Mediterranean region towards a green, circular and inclusive economy.
The agenda is a living document and was built on the conclusions and results of the H2020 Initiative for a Cleaner Mediterranean, the SCP programmes and is linked to the Agenda 2030 and the Sustainable Development Goals.
The 2030 Agenda builds on three axes
- Support the transition to a green, circular and socially inclusive economy based on sustainable consumption and production practices;
- Prevent and reduce pollution on land, sea and air;
- Protect, preserve, manage and restore natural resources.
EWaster IS FULLY ALIGNED with GreenerMed objectives of transition to a circular and socially inclusive economy (solutions WEEE PROCURE and WEEE REUSE), and the objective of depollution and pollution preservation (WEEE BEHAVE) in MED.
