Les autorités locales (AL) EuroMED sont de plus en plus engagées dans la transition énergétique mais elles n'ont que peu souvent les capacités adéquates pour mener à bien les processus d'évaluation et de planification lors de la préparation de leurs stratégies locales de transition énergétique durable (en particulier les petites municipalités). Dans le cadre d'Interreg MED 2014-20, les projets COMPOSE, PRISMI et LOCAL4GREEN ont permis aux AL de rédiger des stratégies locales de transition énergétique durable testées avec succès, grâce à des processus coopératifs qui ont révélé leur potentiel de capitalisation. Malgré cela, les outils de ces trois projets ont été utilisés séparément et le manque d'intégration a été un défaut qui a empêché un transfert ultérieur. Le projet fournira une boîte à outils optimisée pour soutenir la planification et la mise en œuvre des plans énergétiques locaux, construite sur les résultats des projets COMPOSE, PRISMI et LOCAL4GREEN et déploiera un processus de formation pour l’appliquer dans les nouvelles AL. En outre, le projet soutiendra les principaux acteurs multiplicateurs (autorités régionales, associations de municipalités, agences de l'énergie, etc) afin qu'ils intègrent la nouvelle boîte à outils dans les services de soutien qu'ils fournissent habituellement aux autorités locales. Ce processus de transfert aux parties prenantes multiplicatrices est une caractéristique clé de l'approche du projet et il sera déployé en étroite collaboration avec le projet communautaire thématique (TCP). Des recommandations politiques visant à améliorer les stratégies locales de transition énergétique durable seront rédigées et les décideurs politiques seront interpellés en collaboration avec le TCP et le projet de dialogue institutionnel (IDP). La capitalisation des projets COMPOSE, PRISMI et LOCAL4GREEN nécessite la coopération transnationale des partenaires pour produire une boîte à outils optimisée et soutenir les nouveaux territoires impliqués.

Description (EN):

The EuroMED Local Authorities (LAs) are increasingly engaged in the energy transition but in general they do not have adequate capacities to carry out proper assessment and planning processes when preparing their local sustainable energy transition strategies (particularly, the small municipalities). Many dispersed efforts have been done to tackle such problems, even by former Interreg MED projects. In the Interreg MED 2014-20, the projects COMPOSE, PRISMI and LOCAL4GREEN produced relevant outputs for LAs to draft their local sustainable energy transition strategies that were successfully tested, even in cooperative processes that revealed their potential for joint capitalization. Despite this, the PRISMI, LOCAL4GREEN and COMPOSE tools were used separately and the lack of integration was a shortcoming that prevented a further transfer. The project will deliver an optimized toolbox to support planning and implementation of local energy plans, built on the COMPOSE, PRISMI and LOCAL4GREEN projects’ outputs and will deploy a training process to apply the novel toolbox in new Local Authorities. Furthermore, the project will support key multiplier stakeholders (regional authorities, associations of municipalities, energy agencies, etc.) to integrate the novel toolkit as a tool for the support services they normally provide to local authorities. This transferring process to multiplier stakeholders is a key feature of the project’s approach and it will be deployed in close collaboration with the Thematic Community Project (TCP). Policy recommendations to improve local sustainable energy transition strategies will be drafted and policy makers properly addressed in collaboration with the TCP and the Institutional Dialogue Project (IDP). The capitalisation of the COMPOSE, PRISMI and LOCAL4GREEN needs the transnational cooperation of the partners in charge of such previous projects to produce the optimized toolbox and support the new involved territories.

Actual Achievements (EN):

The Kick-off and 1st Steering Committee Meeting was held in Valencia on 7-8 March 2024, organized by FVMP (LP), where partners met in person fostering their transnational cooperation to implement the project first activities and agreed the next steps. During the KoM, the SC rules and members were approved. Also, representatives of Green Living Areas Mission participated. Regarding WP1, in the framework of the KoM, the 1st Technical Committee Meeting was held on 7 March. The Technical Committee, composed by MUSOL, TUC-ReSEL and UNIZAG FSB, plays a crucial role in the elaboration of the Deliverable 1.2.1 and Output 1.1, both to deliver an optimised toolkit for local authorities to plan and deploy local energy transition plans, based on the synthesis and upscaling of PRISMI, COMPOSE and LOCAL4GREEN outputs. In this meeting, the technical partners and the LP discussed about the potential areas for updating and upgrading the previous tools, and, considering COMPOSE toolbox the most comprehensive and integral tool, they discussed about the integration of PRISMI and LOCAL4GREEN results into the COMPOSE toolbox and interface. After several technical meetings, TUC-ReSEL, WP1 manager, jointly with MUSOL and UNIZAG FSB, in order to define the key areas for optimization of a novel integral tool based in the capitalized results (Activity 1.1), produced a questionnaire to gather feedback from key stakeholders regarding their priorities, challenges, needs and capacity on green transition planning, and also their perception and recommendations on the usability and effectiveness of COMPOSE, PRISMI and LOCAL4GREEN toolkits. For this, TUC-ReSEL asked the partners to interview 4-5 stakeholders from their countries, both associated partners organizations and municipalities that participated as ETU/Flagships developed by the Interreg MED Renewable Energy Project. All partners started the contacts with the associated partners and other key stakeholders to ensure their early involvement in the project, and to interview them for collecting their valuable feedback, essential for the toolkit’s development. With the information collected, TUC-ReSEL is carrying out the cross-country analysis whose results are expected by the 2nd period to move forward in the optimized toolkit. At the same time, the technical partners have been working to update and upscale the COMPOSE, LOCAL4GREEN and PRISMI outputs, and to integrate them in the COMPOSE toolbox to generate the novel tool, which will be user friendly and easy to use for the local authorities (Activity 1.2). As planned in the AF, they are still working on the new tool, that was not expected to be delivered in the 1st period. Regarding WP2, FVMP, as Carbon footprint coordinator, has supported partners in the carbon footprint reporting process for the 1st period. All partners have contributed with their data using the Excel file template provided. FVMP has filled in all the partners’ data in the online carbon footprint tool (Activity 2.4). Regarding WP3, on 11 February 2024, FVMP jointly with MUSOL had an online meeting with the Community for Green Living Areas (GLA) to know the role of the Thematic Community Project (TCP) and Institutional Dialogue Project (IDP), and their relationship with the thematic projects. Later, FVMP and MUSOL attended the GLA Kick-off Meeting held in Turin, on 10-11 April 2024, where both had the opportunity to participate actively in the KoM sessions. Also, FVMP participated in the Thematic Working Group: Green Energy Systems, on 11 June 2024, meeting organized by GLA IDP (Activities 3.3 and 3.4). At the end of this 1st period, MUSOL agreed with FVMP to draft a shared methodology to identify windows of opportunity to provide policy recommendations to enhance the local energy transition planning. MUSOL is currently working on a draft of the methodology (Activity 3.2). In order to support partners in management issues, FVMP produced the Project Management Plan that defines the role, organization and procedures for the management of the project, including relevant information as the work plan, project tools, activity and financial reporting, eligibility of expenditures and reporting on carbon footprint. Regarding project communication, FVMP as Communication manager, attended the Communication Meeting on 13 March 2024 and the WordPress training on 30 April 2024 organized by the JS. FVMP prepared the contents for the project website and published it, and also created the project social networks. In Basecamp, FVMP created the folders to allow partners to share project documents and work in collaboration. Moreover, FVMP is part of the Communication Working Group created by the GLA TCP and participated in their 1st meeting on 25 June 2024. As well, FVMP has produced the project poster using the Programme’s template and delivered to all partners, that have printed and displayed it in a visible place in their organization headquarters, meeting the publicity rules.

LOCAL4GREEN supported Local Authorities to design and implement innovative fiscal policies to promote renewable energy sources both in the public and private sector and households, mainly in the framework of the Sustainable Energy and Climate Action Plans adopted by the Local Authorities signatories of the Covenant of Mayors for Climate and Sustainable Energy. In the LOCAL4GREEN project, the project involved 78 Mediterranean municipalities, designed 173 green fiscal policies and approved 79 policies. In the LOCAL4GREEN PLUS project, 17 Mediterranean municipalities have adopted 26 fiscal policies to promote RES. As relevant tools, the project produced the “Handbook on Green Fiscal Policy Formulation”, and the “International Handbook on Green Fiscal Policy” where the best practices on policy models implemented in the partners’ countries were collected. LOCAL4GREN proved that local green taxation is an effective and very useful tool to promote RES for Local Authorities, and it will be integrated in the new tool that will be created with LOGREENER Project. The FVMP was the lead partner of both LOCAL4GREEN and LOCAL4GREEN PLUS and MUSOL was the partner in charge of the elaboration of the outputs to be capitalized and provided support to the local authorities and receiver partners to adapt and make adopt the green local fiscal policies. As COMPOSE provides the most comprehensive tool, the capitalisation process is mainly based upon the COMPOSE output interface.
COMPOSE supported local authorities to build low-carbon communities and increase the renewable energy share in the local/regional energy mix in 11 Med regions. A holistic, step-by-step, methodological approach was developed to foster efficient implementation of local energy plans, considering not only technical, but also socio-economic and environmental aspects.
The TUC ReSEL developed a prototype model for sustainable energy projects design, implementation and assessment, which consists of 6 planning steps (Setting the baseline, Creating Local Action Groups, Local Plans and Local Partnerships, Implementation, Monitoring and Evaluation) and 2 critically important horizontal ones and a practical web-based toolbox (Sustainable Energy Planning toolbox). 18 sustainable energy demonstration projects were implemented, testing on the ground the COMPOSE Common Methodology for Development in Albania, Bosnia & Herzegovina, Croatia, Cyprus, France, Greece, Italy, Montenegro, Portugal, Slovenia and Spain. In the COMPOSE PLUS a special emphasis was put to mainstream and transfer of the tested COMPOSE toolbox and the respective validated methods, in 7 additional MED territories with a focus on building capacities for local authorities/stakeholders/networks at EU/national/regional/ local level for sustainable development and clean energy transition. The partner TUC ReSEL developed the COMPOSE methodological approach and the Sustainable Energy Planning toolbox (COMPOSE TOOLBOX) and it is in charge of the capitalisation of such tool in the LOGREENER. Therefore, the COMPOSE outputs play a prominent role in the capitalization and transferring process entailed by the LOGREENER project.
As COMPOSE provides the most comprehensive tool, the capitalisation process is mainly based upon the COMPOSE output interface.
COMPOSE supported local authorities to build low-carbon communities and increase the renewable energy share in the local/regional energy mix in 11 Med regions. A holistic, step-by-step, methodological approach was developed to foster efficient implementation of local energy plans, considering not only technical, but also socio-economic and environmental aspects.
The TUC ReSEL developed a prototype model for sustainable energy projects design, implementation and assessment, which consists of 6 planning steps (Setting the baseline, Creating Local Action Groups, Local Plans and Local Partnerships, Implementation, Monitoring and Evaluation) and 2 critically important horizontal ones and a practical web-based toolbox (Sustainable Energy Planning toolbox). 18 sustainable energy demonstration projects were implemented, testing on the ground the COMPOSE Common Methodology for Development in Albania, Bosnia & Herzegovina, Croatia, Cyprus, France, Greece, Italy, Montenegro, Portugal, Slovenia and Spain. In the COMPOSE PLUS a special emphasis was put to mainstream and transfer of the tested COMPOSE toolbox and the respective validated methods, in 7 additional MED territories with a focus on building capacities for local authorities/stakeholders/networks at EU/national/regional/ local level for sustainable development and clean energy transition. The partner TUC ReSEL developed the COMPOSE methodological approach and the Sustainable Energy Planning toolbox (COMPOSE TOOLBOX) and it is in charge of the capitalisation of such tool in the LOGREENER. (EN) | GREEN PARTNERSHIPS connected cities and regions from 11 MED countries that share mutual support in overcoming obstacles by establishing a common transnational approach for efficient implementation of innovative EE and RES solutions leading to sustainable local and regional development. It contributed to the development of competent local partnerships and local skills with the aim of changing behavior in the local society in order to promote solutions for green and energy-sustainable cities.
22 pilot projects, addressing specific needs of the local communities have been selected and put into action to increase energy efficiency and use of RES and to prepare feasible technical solutions for future investments. The local partnerships brought together stakeholders affected by a certain EE measure, from the owner to suppliers, potential investors, employees and final users. They shared their proposals and actively took part in their implementation.
The knowledge, methods and experiences tested within the Green Partnerships project were included in the Practical Guide for Implementing Effective Local Energy Action Plans. An outcome that put the foundations for the COMPOSE Common Methodological approach for local sustainable energy planning and it will therefore capitalized in the LOGREENER by TUC ReSEL.
TUC-ReSEL was the leader in Capacity building and knowledge transfer for public bodies in all 11 MED cities and regions and provided step-by-step plans for capacity building. A supporting instrument was created in the 11 GreenPartnerships countries (Slovenia, Cyprus, Greece, Italy, France, Portugal, Spain, Albania, Bosnia- Herzegovina, Croatia, and Montenegro), with the guidance of TUC-ReSEL, the Local Action Groups (LAGs) adopting an interdisciplinary multi‐stakeholder approach. In addition, TUC ReSEL developed, in the Region of Crete, 3 of the 22 pilot projects that served as lighthouses of efficient implementation of energy strategies.

EUStrategyAdriaticIonianRegion 5 countries involved in the project are part of the Adriatic and Ionian Region (Italy, Slovenia, Croatia, Bosnia and Herzegovina and Greece). Our project is aligned with the EU Strategy for The Adriatic and Ionian Region, particularly with the Connecting the Region pillar and Energy Networks thematic area. The cross-border cooperation and the networks that will be promoted in the framework of this project fits this Strategy. Furthermore, Supporting the transition to zero-carbon electricity generation supports the competitiveness of the economy in the ADRION region (lessons learned from the Interreg ADRION projects).
EUStrategyAlpineRegion One of the defined challenges of the regions of the strategy that includes two partnership countries of this project (Slovenia and Italy) is climate change and its foreseeable effects on the environment, biodiversity and living conditions of the inhabitants. The project will contribute to boost the local climate change mitigation. We will contribute to 3rd Thematic Policy Area - "Environment and Energy" of this strategy, which is the Action group 9 - Energy. Specific objectives of Action group 9 is to support energy management systems in the Alpine Region by developing, sharing and installing energy efficiency and decentralised monitoring systems at the local level and by promoting regional energy monitoring.
Other Fit for 55% package
Part of the Green New Deal, the Fit for 55% package is a revision and adaptation of the existing climate and energy legislation, in order to meet the New UE objective to reduce by 55% the GHG emission by 2030.
The Fit for 55% package stipulates that every member state should:
· Ensure that the amount of renewables in transport leads to a GHG intensity reduction of at least 13% by 2030.
· Increase the share of renewables in the heating and cooling sector by at least 1.1% points a year.
· Aim for a minimum 49% share of renewables in buildings in 2030.
The tools developed in previous projects (PRISMI, LOCAL4GREEN and COMPOSE) have proven their potential for capitalization, in facilitating innovative methods and efficient guidance, enabling the development of energy efficiency solutions, increased shares of renewable energy sources in the local energy mix in several European territories and therefore contributing to GHG emission reduction. This project will provide the local authorities with a comprehensive set of (separated) tools to plan and implement local plans of RES promotion in line with the Green New Deal and the Fit for 55% package, specifically tackling the so-called diffuse sectors.
Other REPowerEU Plan:
REPowerEU is the Plan proposed by the European Commission as a response to the difficulties and perturbations in the global market due to the Russian invasion of Ukraine.
Developed to save energy, produce clean energy, diversify our energy supplies, the REPowerEU would augment the total capacity of renewable energy generation, increasing again the target stipulated in the Fit for 55% package. This new plan aims to duplicate the production of photovoltaic solar energy and accelerate the transition to cleaner energy sources. Our project, with the Energy Transition Planning Tool, will maximize the local production of green energy and the percentage of local energy needs satisfied with local renewables with the best payback time, yet aligned with this new Plan.
EuropeanGreenDeal This project strongly contributes to the European Green Deal long term strategy of achieving carbon neutrality by 2050. Indeed, this proposal focuses on
ensuring a secure and affordable EU energy supply developing a fully integrated, interconnected and digitalised EU energy market prioritising energy efficiency, improving the energy performance of our buildings and developing a power sector based largely on renewable sources.
The focus on this plan is on clean energy transition, reduce the greenhouse gas emissions and enhance the quality of life of European citizens, our project participates to its objectives, with the transfer of tools to design and implement local fiscal policies to promote RES in European territories.
Amongst the Commission’s main objectives to achieve is to “build interconnected energy systems and better integrated grids to support renewable energy sources” (40% new renewable energy target for 2030) and to boost energy efficiency (36-39% new 2030 energy efficiency targets for final and primary energy consumption) through its transferring mission, our project will contribute to it with toolkit for local authorites to plan and deploy local sustainable energy transition plans, clearly aligned with the European Green Deal clean energy transition objectives.

The NEB inspires a movement to facilitate and steer the transformation of our societies along sustainability, aesthetics, and inclusion. Also, to bring together citizens, experts, businesses, and institutions together to reimagine sustainable living in Europe and beyond. The COMPOSE Project was selected to participate in the inauguration of the NEB strategy in Brussels last June 2022 and the TUC ReSEL team is involved in the NEB promotion. The LOGREENER project will enable the update of the tools produced by the COMPOSE, PRISMI and LOCAL4GREEN projects’ outputs and the elaboration of a novel toolkit based on such outputs. The updated tools and the new integrated toolkit will consider the NEB. Actually, the integration of NEB is one of the most prominent update of the mentioned tools. Therefore, the integral toolkit produced by the LOGREENER will include the NEB and it will embed specific actions in order to ensure that the local sustainable energy transition strategies will be drafted taking into account the NEB.
Other Development Strategy of Zenica-Doboj Canton 2021-2027, through Strategic Goal 3, “Improvement of environment, public infrastructure and energy efficiency” and Priorities 3.1. “Energy efficiency improvement”, 3.2. “Coordination of energy and industrial sector development towards energy transition, reduction of emissions and environmental protection”, and 3.3. “Ensure sustainable natural resource management system and improvement of environment”. Concrete contribution can be seen in the following strategic measures:

3.2.1. Improving the environmental aspect of the use of energy in public sector
3.3.1. Improving the conservation and efficient management of natural resources

The strategy supports the activities that would foster the use of Renewable energy available in the rural areas, islands and small cities.

Other The goverment of the Valencian region (associated partner, Generalitat Valenciana) has recently (April 2022) pre-approved the climate change and ecological transition regional law that obliges all Valencian municipalities to draft a SECAP-Sustainable Energy and Climate Action Plan (using the Covanant of Mayors model) and the Generalitat Valenciana wants to support municipalities to adapt to the new regulation contributing with integral planning toolbox to make easier the process. The project will provide them with an integral tool to be distributed and used to support Valencian municipalities to accomplish the new obbligation in terms of local energy transition planning.
