- LOCAL4GREEN supported Local Authorities to design and implement innovative fiscal policies to promote renewable energy sources both in the public and private sector and households, mainly in the framework of the Sustainable Energy and Climate Action Plans adopted by the Local Authorities signatories of the Covenant of Mayors for Climate and Sustainable Energy. In the LOCAL4GREEN project, the project involved 78 Mediterranean municipalities, designed 173 green fiscal policies and approved 79 policies. In the LOCAL4GREEN PLUS project, 17 Mediterranean municipalities have adopted 26 fiscal policies to promote RES. As relevant tools, the project produced the “Handbook on Green Fiscal Policy Formulation”, and the “International Handbook on Green Fiscal Policy” where the best practices on policy models implemented in the partners’ countries were collected. LOCAL4GREN proved that local green taxation is an effective and very useful tool to promote RES for Local Authorities, and it will be integrated in the new tool that will be created with LOGREENER Project. The FVMP was the lead partner of both LOCAL4GREEN and LOCAL4GREEN PLUS and MUSOL was the partner in charge of the elaboration of the outputs to be capitalized and provided support to the local authorities and receiver partners to adapt and make adopt the green local fiscal policies. The strategy allows to identify the potential of the territory and use a methodology to combine public and private investments aimed to achieve a common goal: a more sustainable territory. The strategy has been applied in the internal areas in Italy and able to combine public and private investments on RES, EE, sustainable mobility, sustainable tourism and sustainable agriculture. The partners UNCEM Lazio will permit the capitalization of this Italian national programme, particularly the approach to increase public and private investments.

By studying the REScoops’ activities and their members’ engagement, the project measures their impact on households’ energy consumption. Specific strategies were developed to challenge cooperatives to implement evidence-based energy efficiency actions and services beyond RES production. 5 Cooperatives adopted 6 different tools and pilot tested them and delivered a toolkit with a range of best practice products like communication tools, ICT tools for better measurements, or new business models that support energy savings and can mobilise EU Citizens to invest in Sustainable Energy.

(EN) | GREEN PARTNERSHIPS connected cities and regions from 11 MED countries that share mutual support in overcoming obstacles by establishing a common transnational approach for efficient implementation of innovative EE and RES solutions leading to sustainable local and regional development. It contributed to the development of competent local partnerships and local skills with the aim of changing behavior in the local society in order to promote solutions for green and energy-sustainable cities.
- 22 pilot projects, addressing specific needs of the local communities have been selected and put into action to increase energy efficiency and use of RES and to prepare feasible technical solutions for future investments. The local partnerships brought together stakeholders affected by a certain EE measure, from the owner to suppliers, potential investors, employees and final users. They shared their proposals and actively took part in their implementation.
- The knowledge, methods and experiences tested within the Green Partnerships project were included in the Practical Guide for Implementing Effective Local Energy Action Plans. An outcome that put the foundations for the COMPOSE Common Methodological approach for local sustainable energy planning and it will therefore capitalized in the LOGREENER by TUC ReSEL.
- TUC-ReSEL was the leader in Capacity building and knowledge transfer for public bodies in all 11 MED cities and regions and provided step-by-step plans for capacity building. A supporting instrument was created in the 11 GreenPartnerships countries (Slovenia, Cyprus, Greece, Italy, France, Portugal, Spain, Albania, Bosnia- Herzegovina, Croatia, and Montenegro), with the guidance of TUC-ReSEL, the Local Action Groups (LAGs) adopting an interdisciplinary multi‐stakeholder approach. In addition, TUC ReSEL developed, in the Region of Crete, 3 of the 22 pilot projects that served as lighthouses of efficient implementation of energy strategies.
