- URBANE (EN), - (FR) | URBANE (Upscaling Innovative Green Urban Logistics Solutions Through Multi-Actor Collaboration and Physical Internet (PI) - Inspired Last Mile Deliveries) is a CIVITAS 42-month project co-funded by the new Horizon Europe Programme (HEU) with a budget of around 9 million EUR. It aims to develop novel last-mile delivery solutions combining green automated vehicles and shared space utilisation models. Leading European cities, research experts and knowledge partners, solution providers for shared, connected, and automated operations, and industry leaders in logistics services kicked off the project in September 2022.
- Due to the e-commerce and the crisis of the last years, including covid, Europe urgently needs to identify and scale-up novel last-mile transportation solutions. The last mile deliveries is the portion of the transport that produces the highest emissions, and more demand causes this.
- URBANE aims to tackle the negative trends associated with the pressure on last-mile deliveries. Its ambitions are in line with the objectives of the European Green Deal, the Paris Agreement, and the Green City Accord, towards the fast adoption of zero-emission urban logistics solutions by 2030, achieving improved efficiency of road transport and logistics systems.
- Considering the timeframe of the URBANE project (started in September 2022, and lasting for 42 months) the synergies with Colours are enormous. First of all 2 partners (ITL and CERTH) are WP Leaders in Urbane and can ease the communications among the two projects. On the other side, URBANE can be used as guidance from the technological point of view, while CoLoUrS can have the role to amplify the results and apply similar concepts in other areas, working especially on the institutional and governance level. (EN), - (FR), SPROUT (EN), - (FR) | SPROUT is a Horizon 2020 project working on defining a minimum set of data to drive evidence-based urban mobility policy making, customised to the data capabilities of both rich-and-poor data environments. The project will develop an Urban Mobility Policy Toolbox to be used on building cities’ capacity. Project policy outputs will be mainstreamed into policy instruments, revising the existing SUMP in the project cities and their urban planning policies. The coordinator of SPROUT is ZLC, and CERTH is WP leader, both partner in COLOURS. (EN), - (FR), - (FR), SULPiTER (EN) | The main objective of SULPiTER (Interreg Central EU project – 2016/2019) was to support policy makers in improving their understanding of Functional Urban Areas (FUAs) freight transport phenomena from an energy and environmental perspective. The project strengthened their capacity in urban freight planning to develop and adopt sustainable urban logistics plans (SULPs). Policy makers in Bologna, Budapest, Poznan, Brescia, Stuttgart, Maribor and Rijeka were involved in collaboration with other local, regional and national authorities and with technical partners. They worked together to build transnational policy capacity and develop transnational analytical and governance tools, resulting in improved and adopted policies for the future energy and environmental sustainability of freight transport in the Central European FUAs. SULPITER has developed and tested a detailed methodology for the development and implementation of SULPs. The methodology is based on data collection (surveys, interviews) and a deep understanding of urban freight transport phenomena through the Freight Quality Partnership (FQP) mechanism. Transnational tools (freight demand and supply modelling), guidelines (for policy makers), and knowledge sharing mechanisms (webinars, roundtables, and trainings) were found to be extremely valuable during the project and will be used for the successful implementation of the project COLOURS.
- SULPiTER was led by ITL, and UoM was WP Leader. (EN), - (FR), REFORM (EN), - (FR) | - (FR), REFORM is an Interreg EUROPE 2014-2020 project, led by CERTH/HIT and ITL partner, which supports the implementation and deployment of SUMPs as an instrument for shifting mobility towards low-carbon patterns. To achieve this, the project improves the regional strategies and operational programs that will support, fund and diffuse the concept of SUMP as the main planning tool for shifting mobility towards low carbon patterns. As part of REFORM activities CERTH/HIT has developed and hosts the Competence Center for SUMPs implementation, an open platform for the cities where they can find all the support needed for the sustainable planning but also upload specific needs and requirements or barriers and problems, thus starting an open dialogue with the participant cities/authorities for knowledge exchange.
- COLOURS can utilise this platform in order to initiate and support the dialogue among cities and authorities which are participating in the project in order to facilitate knowledge exchange related to the urban freight solutions and planning of the pilots and thus support their implementation. (EN), - (FR), SMILE (INTERREG Adrion) (EN) | - (FR), The SMILE project (INTERREG ADRION, with led by KOPER) aims to raise awareness amongst policy-makers in different urban areas of the Adriatic and Ionian region (coastal area and the area inland-smaller in medium-sized cities of the border areas.) by applying the elaboration of mobility scenarios and the joint transnational Sustainable Urban Mobility Plan (SUMP) scheme to specific local situations. The SMILE project was focused on the first and last mile of mobility. In urban areas, residents, travellers and tourists face the consequences of the lack of an effective integrated transport strategy on a daily basis. The goal of the SMILE project was to reduce air pollution due to the use of outdated diesel vehicles and frequent traffic jams, and to mitigate the negative consequences of traffic, such as CO2 emissions, noise, accidents and overcrowding of public areas with cars. (EN), - (FR), NOVELOG and SUCCESS (CIVITAS H2020) (EN) | - (FR),
- NOVELOG project (led by CERTH and with ITL WP leader of living labs) focused on the enabling of knowledge and the understanding of freight distribution and service trips by providing guidance for implementing effective and sustainable policies and measures. More specifically, the project improved the understanding of cost-effective strategies, measures and tools for achieving zero emission city logistics in urban centres by 2030, through the development of the NOVELOG Tools, guidance documents and roadmap (i.e. the NOVELOG Guidance Tool, the NOVELOG Roadmap, the NOVELOG SULP Guidelines, the NOVELOG Yellow Pages) which had a major effect in practical guidance for better integrating city logistics in urban policies. Moreover, these outcomes support the choice of the most optimal and applicable solutions for urban freight and service transport, stakeholder collaboration and the development, field testing and transfer of best governance and business models.
- COLOURS can utilise the NOVELOG results, adapting them if needed, in order to support the selection for testing appropriate common measures, policies and strategies in the MED pilot cities, leading to concrete and transferable solutions and for supporting the development/update of Sustainable Urban Logistics Plans in the Mediterranean area.
- Together with NOVELOG and other two projects, it was under the civitas umbrella. The project was focused on the need to create flexible Construction Consolidation Centres for the smooth, flexible and resilient development of heavy public works. Although it is not relevant for the deliveries, it may be interesting the impact that construction works have in the deliveries (and in the mobility in general). PP ITL. (EN), - (FR), ENCLOSE (EN) | - (FR), ENCLOSE project (led by Memex), funded by the Intelligent Energy Europe programme, faced different aspects of freight distribution in urban areas, particularly relevant and significant in small and medium size cities in terms of pollution, emissions, and costs due to, among other factors, the specific characteristics of the city structure (old road infrastructure, narrow streets, etc.), mentioned above from the perspective of Local Authorities/Municipalities.
- ENCLOSE involved 16 partners (including 9 EU small-medium towns) from 12 EU countries (Austria, Bulgaria, Greece, Ireland, Italy, Norway, Poland, Portugal, Spain, Sweden, Netherlands and the UK) and had its focus on the following main issues:
- - Assessment of the applicability and benefits of energy-efficient and sustainable urban logistics by the implementation of (a) pilot measures in the 3 pilot cities of Lucca - Italy, Trondheim -Norway and 's-Hertogenbosch - Netherlands and (b) feasibility and implementation of soft-measures in the 6 small forerunners towns of Balchik - Bulgaria, Serres - Greece, Almada - Portugal, Alba Julia -Romania, Burgos - Spain and Dundee – UK;
- - Development of Sustainable Urban Logistics Plans, integrated in the related Sustainable Urban Mobility Plans (SUMP), in all the 9 EU towns engaged in the project;
- - Assessment of the efficiency of “green vehicles” (FEVs, PHEVs, CNGs, etc.) in urban logistics schemes for achieving energy savings and CO2 reductions;
- ENCLOSE developed also the “SULP guidelines” methodology, which was integrated into the SUMP methodology. CoLoUrS project will benefit from the lessons learnt and experiences gained from the cities engaged in ENCLOSE, especially for those peculiar aspects related to small and medium-size cities. MemEx, being the coordinator of ENCLOSE, will guarantee a smooth transition of the knowledge gathered to the cities engaged in CoLoUrS both in terms of piloting logistics solutions and developing sustainable logistics plans. (EN), - (FR), CIVITAS DESTINATIONS (EN) | CIVITAS DESTINATIONS (led by Memex) was a four-year Innovative Actions project co-funded by the EU’s Horizon 2020 Programme. The overall objective of CIVITAS DESTINATIONS project was to design, implement and operate an integrated sustainable mobility package for tourists and citizens in 6 urban tourist destinations (islands): Elba- Italy, Madeira – Portugal, Limassol- Cyprus, Rethymno - Crete-Greece, Las Palmas de Gran Canaria -Spain, Valletta Region-Malta.
- The six cities developed the SUMP and implemented different mobility measures and clean and green transport services. The DESTINATIONS cities developed also the Urban Logistics Plans (SULP) and Public Transport Plan.
- The project delivered the following results:
- Result 1: Sustainable Urban Mobility Plan (SUMP) development and implementation (of some measures) for the six cities/islands
- Result 2: Sustainable Urban Logistics Plan (SULP) for the six cities/islands
- Result 3: Operation of a wide range of mobility solutions including active mobility and ride sharing, conventional PT services, electric mobility last-mile delivery services for tourists and residents
- Result 4: Evaluation of the impacts of the operation of the integrated package of the mobility measures
- Result 5: Definition of supporting Investment Plan and Business Models to guarantee the long-term sustainability of the operation of mobility measures.
- CoLoUrS' city partners will benefit from the lessons learnt of the DESTINATIONS project in terms of new business models for mobility and logistics measures. The methodology for impacts assessment will also be deeply assessed, to verify the potential for transferability. (EN), - (FR), - (FR), LIFE ASPIRE (EN) | LIFE ASPIRE project (Advanced logistics platform with road pricing and access criteria to improve urban environment and mobility of goods) aimed to develop an innovative “credit-based” policy for rewarding freight operators in the urban area, and implement new logistics service schemes to promote sustainable and smart management of urban space/environment. New eco-logistics services targeted to transport operators in last-mile deliveries have been successfully developed, managed by the innovative platform “LOCMAP”.
- LIFE ASPIRE implemented four main classes of measures:
- 1. Design and implementation of a new "credit-based" access control policy, related to the last-mile delivery/collection of goods;
- 2. Installation of new Restricted Traffic Zone (RTZ) gates with new RFID UHF devices, to monitor the number of daily RTZ accesses by commercial operators;
- 3. Development of loading/unloading parking lots management system;
- 4. Installation of innovative e-cargo bike sharing service, to provide a 100% green solution for last-mile deliveries.
- Results from evaluation activities carried out over 2020 and 2021 highlighted a positive changing trend of transport operators' behaviours in performing last-mile deliveries, fostered by LIFE ASPIRE approach/ measures/services. In particular, the number of "green vehicles" circulating in the RTZ has increased, the overall number of vans has reduced, and the average load factor has passed from 40 to 50%.
- The measures implemented in the LIFE ASPIRE project will be a source of inspiration for the COLOURS cities. Being the IT responsible for ASPIRE, MemEx will ensure a good level of understanding of the issues and opportunities addressed by the project. The Legacy of the ASPIRE project will also be capitalised on to improve the IT skills and competencies within the municipalities engaged. (EN), - (FR), LEAD (EN), - (FR) | - (FR), LEAD - “Low-Emission Adaptive last mile logistics supporting 'on Demand economy' through digital twins” – is a Research and Innovation Action funded by Horizon 2020 under call 2018-2020 Mobility for Growth (WP Smart, Green And Integrated Transport).

- PPs ZLC and Lyon Confluence are partners in a Consortium of 22 organisations, including six cities where living labs are run (Lyon, Madrid, Porto, Oslo, Budapest, The Hague). The objective of LEAD is to create Digital Twins of urban logistics networks supporting a combination of measures (i. innovative business models, ii. agile urban freight storage and last-mile distribution schemes, iii. low emission, automated, electric or hybrid delivery vehicles, iv. smart logistics solutions). Digital twins will achieve TRL7 and models will support the adaptation to different contexts.
- In particular, the living lab in Lyon is testing the Digital Twin as a decision support tool by implementing a first Urban Consolidation Centre where a first experimentation will be run.
- The project started in June 2020 and will end in May 2023, when COLOURS is planned to start; this will allow the partners to fully exploit the results, testing the solutions developed in the living labs in other contexts and in real conditions. (EN), SMILE (MED Programme) (EN), - (FR) | - (FR), SMILE (MED, ITL and CERTH PP), on energy efficient city logistics pilots & transport modelling. Benefit: even if not recents, pilots results will be used to increase the COLOURS authorities knowledge & as an input to their policies. SMILE elaborated also a specific tool to anlayze the needs at city level. Considering that COLOURS is not only at city level but also at FUA, some requirements of this model will be capitalized and taken into consideration (EN), ZERoW (Horizon 2020 Green Deal) (EN), - (FR) | ZEROW (started 2022) aims to demonstrate the applicability of systemic innovations in addressing current food system’s FLW (Food Loss & Waste) lock-in effects and steer a just transition towards a near-zero FLW system. ZeroW provides significant impacts through the demonstration of innovations in nine real-life food chains, by employing a systemic innovation approach, to effectively address the multidimensional issue of FLW. Food transport is intended here as food deliveries, and it will be investigated also how to reduce FLW in urban freight. PP involved: ITL. (EN), - (FR), SUSMILE (EN), - (FR) | During the COVID-19 crisis, VET (Vocational Education & Training) teachers and trainers have faced many challenges to continue teaching despite this disruptive situation. Distance learning measures have shown a lack of adapted means, training materials and tools across all VET qualifications. The ultimate goal of the SUSMILE project is to develop a MOOC (Massive Open Online Course) including e-learning modules, evolutive contents and a serious game, integrating high quality learning resources for VET providers to be able to train their students online on fresh, practical and innovative concepts related to sustainable last mile logistics. PP involved: ITL.
- COLOURS will activate synergies with SUSMILE and will involve the vocational and training centres to exchange results and to transfer COLOURS experiences. (EN), - (FR), - (FR), CoE-SUFS (VREF) (EN) | - (FR), COLOURS will benefit from the global initiative Center of Excellence on Sustainable Urban Freight Systems, funded by the Volvo Research Foundation. The mission of CoE-SUFS is one of behaviour modification: to change the idea of urban freight systems from one driven by profit maximization to one that accounts for the externalities produced. The research team is led by the Department of Civil and Environmental Engineering of the Rensselaer Polytechnic Institute based in New York (USA) and ITL is Associate Research Centers. With the CoE-SUFS will be activate synergies in the development of methodologies and analysis of the results, especially form the scientific point of view (EN), TRANSFORMER (Horizon Europe) (EN), - (FR) | TRANSFORMER (Started in 2022). The ambition of the TRANSFORMER project is to design long-term systemic transformation frameworks for regions across Europe inorder to accelerate the shift towards climate neutrality. At the onset of the project, a conceptual framework will be developed by mapping, defining, and categorising Transition Super-Labs (TSLs). Actual TSLs will be piloted in four regions: the Ruhr area, DE, Emilia Romagna, IT, Lower Silesia, PL and Western Macedonia, GR. The project will develop a roadmap blueprint, a toolkit (incl. Matchmaking mechanisms) and a knowledge hub, on the one hand to support the pilot regions but also to be applied by other regions across Europe. Moreover, an evaluation framework will be developed in order to evaluate the impact of TSLs in the TRANSFORMER pilot regions, as well as the respective tools and structures applied by the pilot regions. Project activities will be accompanied by comprehensive communicate and disseminate activities, providing (intermediate) results of the project and the activities in the pilot TSLs, providing a Hub with information, and offering training and capacity building activities for various target groups and stakeholders. Finally, an Exploitation Plan will be prepared for a long-lasting impact of the project. - TerritorialAgenda2030 COLOURS supports the Territorial Agenda 2030 in terms of ensuring access to smart, sustainable transport and ensuring multimodal and environmentally friendly accessibility to and within urban centres. COLOURS specific pillar dedicated to the curb management and its multiple uses impacts on land use and reduces the need for urban sprawl. Attention is paid to reducing emissions from last-mile delivery in FUAs, thus contributing to access to clean air in urban areas.
- EUStrategyAdriaticIonianRegion COLOURS includes Cesena, Koper and Thessaloniki FUAs of EUSAIR, which will actively contribute to the Priority "Connecting the region', particularly with regard to intermodal connections. To a lesser extent, MED COLOURS also contributes to the Priority "Sustainable Tourism", as last mile delivery in Mediterranean cities is closely related to tourist flows in urban areas. Synergies will be created with the EUSAIR strategy coordinators to use the project results raising awareness of the strategy on the impact of the last mile deliveries in FUAs.

- MediterraneanSeaBasin COLOURS supports the WestMED initiative by providing a better living environment for Mediterranean populations through the planning and implementation of collaborative logistics solutions contributing to the transition towards sustainable, resilient, efficient living areas, including maritime ones. Urban areas in Mediterranean cities are often very close to the seaside. Therefore, ports and maritime logistics infrastructures are also crucial for the safe, efficient and sustainable development of urban freight and logistic solutions (including the “last mile”) with a focus on fostering intermodality and connectivity (development of green transport and clean fuels as LNG, green shipping, facilities and services, safer maritime transport).
- Other The new European Urban Mobility Framework:
- COLOURS will contribute to the Framework, by planning and implementing collaborative sustainable multimodal urban freight and logistics solutions (including the “last mile”) contributing to the reduction of greenhouse gases and other air pollutants from urban transport. The project collaborative approach will enhance dialogue and cooperation among all actors of the logistics chain and improve networking and exchanges among cities planners in the TEN-T urban nodes.

- Other Urban Mobility Package:
- In the Urban Mobility Package local authorities are called to provide a regulatory framework (e.g.: managing delivery spaces, UVAR) capable of ensuring that there is a positive business case for private operators to invest in new technologies and solutions. COLOURS will support the deployment of zero-emission solutions, technologies and vehicles for urban logistics, and through the FQP it will ensure the engagement of public and private stakeholders. COLOURS will also support that SULPs and Logistics measures will be fully integrated in SUMPs in all FUAs and cities involved.
