Urban and urban-rural areas in the MED region are under threat due to negative impacts of climate change and unsustainable development practices. This calls for a change from an old to a new economy with new consumer, business and financing models that will lead towards resource efficient New Business as Usual (BaU) Economy, making the Green and Just Transition (GJT) a functional reality. BauNOW project main objective is to improve the planning and implementing capacities of public and private stakeholders for financing of measures supporting the GJT to climate-neutral and resilient living areas. With new, integrated development practices and improved access to finances for GJT, both the public and private sector in the MED project areas will recognise the business and development potential of GJT, making it their new BaU. The GJT Dashboard is the project’s solution that will facilitate this process. An easy-to-use web-based tool with step-by-step methodology on how to design, finance and implement GJT on local or regional level will serve public authorities, practitioners and private sector. It will be validated through bottom-up processes in 9 pilot areas in 7 MED countries, leading to concrete measures in support of GJT. Transferability plan, focused on access to public and private investments for GJT, will transfer the Dashboard to other MED regions and beyond through Community of practitioners, investment forums and partnership networks. Project regions and partners represent the diversity of the MED area and aim to bridge its regional disparities by joint development of effective, easily transferable solutions for GJT. BauNOW is a new outlook on development. It delivers the Dashboard tool to support the implementation of a paradigm shift in development planning, going beyond sectoral approaches, and calling for and opening opportunities for public and private sector to re-evaluate investment principles and recognise the potential of GJT as viable investment.

Les zones urbaines et urbaines-rurales de la région MED sont menacées par des impacts négatifs du changement climatique et des pratiques de développement non durables. Cela demande un changement d'une ancienne à une nouvelle économie - des nouveaux modèles de consommation, d'entreprise et de financement, portant à une économie “Business as usual” (BAU) nouvelle, économe en ressources, et une transition verte et équitable (TVE). Le projet BauNOW vise d'améliorer la planification et le financement des mesures de la TVE auprès des acteurs publics et privés vers les zones de vie climatiquement neutres résilientes. Avec des nouvelles pratiques de développement intégrées et un meilleur accès au financement, les secteurs public et privé dans les domaines des projets MED reconnaîtront le potentiel commercial et de développement de la transition, ce qui en fera leur nouveau “BAU”. Le tableau de bord pour la TVE -un simple outil de projets web- peut faciliter cela, offrant une méthodologie ascendante pour concevoir, financer et mettre en œuvre la TVE locale ou régionale. Il servira les autorités publiques, les praticiens et le secteur privé et sera validé par des processus horizontaux dans 9 zones pilotes dans 7 pays MED, conduisant à des mesures concrètes. Le plan de transférabilité, visé sur l'accès aux investissements publics et privés, le transférera à d'autres régions MED et au-delà, par le biais d'une communauté de praticiens, d'investissement et des partenariats. Les régions et les partenaires représentent la diversité de l'espace MED et visent à combler ses disparités régionales par le développement conjoint de solutions efficaces et transférables. BauNOW, une nouvelle perspective sur le développement, fournit un outil pour un changement de paradigme dans la planification du développement, au-delà des approches sectorielles, ouvrant des opportunités pour que les secteurs public et privé réévaluent les principes d'investissement et reconnaissent le potentiel de la TVE.

Actual Achievements (EN):

In this reporting period all the tasks were successfully conducted. The project started with the kick-off on February 16th. The purpose of the meeting was the presentation of lead partner (LP) Geodetic Institute of Slovenia (GIS) to acquaint all partners with the partnership, provide a general outline of the project's context and content, share administrative information and provide information on the kick-off meeting in Ljubljana. Also the short overview of the project was presented by the LP about the objectives, activities, main outputs per WP, project overall objective, project work plan and project time plan. The LP together with PPs organized In-Person two-day project meeting, which was scheduled in March 20th -21st in Ljubljana. Project partners participated in the meeting (a few of them were present online). The aim of the meeting was to introduce each other, to start the project, to unify the understanding of the project and start brainstorming about pilots. WP leaders presented activities in their WPs. LP presented key administrative and technical issues regarding project implementation including status of contracting activities, project reporting and management of the project. Project partners gave a short presentation of their work on the specific theme. They provided key information about their past and current activities, as well as potential ideas and initiatives for their future work regarding pilot activities, their experiences and knowledge .PPs presented the ideas and initiatives that are the drivers of individual “pilot” that will be developed and implemented through the BauNOW project. Project partners discussed the synergies between pilots, the type of cooperation that is needed and where they see the opportunities for connection. Some partners already made and presented drafts of implementation plans for their pilots. LP attended Green Living Areas Thematic Community Kick-off event on10 – 11 April 2024 in Turin where LP was presented project BaunOW and participated at GLA workshops. On May 2024 LP organized online working meeting concerning the general concept of the project with core PPs and KOM leader. Before the meeting a chart was sent to partners outlining a proposal for a general spatial planning and investment process into sub-phases, providing descriptions for better comprehension and the general investment life cycle process for green projects (activity 1.1). The chart serves as a step-by-step guide, detailing key phases and stakeholders involved in the participatory process. Based on the meeting, partners were asked to reflect on a concrete green project (such as climate change initiatives, nature-based solutions, mobility projects, energy initiatives, revitalization efforts, etc.) that they've either worked on or implemented in the past and evaluate its planning process. Partners provided feedback, some made an updated concept based on their project. The proposals have been taken into account in the upgrading of the concept. LP also participated at Green Living Areas BauNOW 1st Green Energy Systems Thematic Working Group Meeting 11.6.2024 and contribute to discussion.

BauNOW will integrate COMPOSE Tool as part of the Dashboard methodology in parts related to RES and EE as well as upgrade the planning principles with Nature Based Solutions, Ecosystem Approach, Corporate Ecosystem Valuation Methodology as well as put spatial planning and financing issues as key validation factors of functionality of the tool, meaning, if projects prepared by Dashboard methodology are not bankable or if they fail to stand the test of environmental sustainability, Dashboard methodology will be labelled as not fit for purpose. (EN), KNOWING (Horizon H2020 project) (EN), / (FR) | KNOWING project deals with framework for defining climate mitigation pathways based on understanding and integrated assessment of climate impacts, adaptation strategies and societal transformation. Important aspect of KNOWING project for BauNOW project is the planning methodology which defines framework conditions, assessing areas exposure to climate change pressures, which in return frames the potential for projects that are acceptable to be implemented. Through City of Granollers, project partner, BauNOW project will have access to both learn and return knowledge to an ongoing project. (EN), / (FR), Interreg MED SISMA project (Interreg MED 2014-2020 project) (EN), / (FR) | / (FR), SISMA project’s main objective is development of innovative financing schemes that leverage European Structural Funds transfers to local public authorities innovative financing solutions that rely on public/private schemes. Experiences learned will be upgraded with input from close cooperation with financial sector stakeholders and upgraded to fit Dashboard methodology. (EN), Attractive Danube (Interreg Danube 2014-2020 project) (EN), / (FR) | The Attractive Danube project’s objective was to improve capacities for enhancing territorial attractiveness of the Danube Region. It shared the similar idea with BauNOW that through good governance, policies can create conditions to increase the attractiveness of territories for its residents, visitors and businesses. The lead partner was the same organisations as in BauNOW, Geodetic Institute of Slovenia, so it can build on the results of the Attractive Danube, use its results (Territorial attractiveness monitoring platform) as an one of the inputs for the Dashboard, and its networks for transferring the Dashboard to other EU macro-regions. Since the project was addressing the Danube region, the partnership and the territories were different so overlapping is not an issue. (EN), / (FR), Interreg MED LOCAL4GREEN (Interreg MED 2014-2020 project) (EN), / (FR) | / (FR), LOCAL4GREEN is a project within the Renewable Energy Community focusing on integrating the green local fiscal policies into the policies of new local authorities’ development strategies. Ensuring that there is a suitable financial source to support every stakeholder in its efforts to implement GJT is crucial, especially the challenge of micro financing which needs to always be closely associated with fiscal policies. Experiences form LOCAL4GREEN project will be used in further detailing approaches and financial assessment methodology in Dashboard methodology. (EN), The New European Bauhaus Initiative (NEB) of the European Commission (EN), / (FR) | BauNOW and NEB share the same idea that we have to the “rebuild” our territories in a figurative sense, to act within the locally available renewable sources and to create green, accessible, inclusive and beautiful places.
With Iskriva being and official partner of the New European Bauhaus, it will ensure that the NEB principles will be continuously communicated to the partnership and taken into account when implementing the activities. With ASPs the Collective Foundation (Bulgaria) who is also an official NEB partner the impact across the whole MED will be made with Dashboard representing a tool also fit for realising the New European Bauhaus. ASP urbanes.land, another NEB partner, will transfer the results to the Central European and Danube areas.
BauNOW project contributes to NEB with the following elements:
- enriching (inspired by art and culture): by building the community of practitioners and going beyond sectoral, national regional limitations in understanding functional socio-economic units as well as innovative usage of method supporting inclusion of all in the GJT e.g. GJT Hackathons that will be tested in Bologna.
- sustainable (in harmony with nature and our planet): Dashboard itself will be representing Bauhaus solutions, holistic in its nature (nature, economy, finance, broad participation) and aiming for paradigm shift in its impact, building the new Business as Usual economy,
- inclusive (encouraging a dialogue across cultures, disciplines, genders and ages): by setting up of cross sectoral partnership, selecting partners and ASPs from different socio-economic realities and by pushing towards joint community in support of GJT in MED area and beyond, the GJT investment forums fully operationalise the principle of togetherness and co-creation. (EN), / (FR), / (FR), Amazing AOE (Interreg Danube 2014-2020 project) (EN) | Amazing Amazon of Europe project aims to establish a responsible tourism destination within the UNESCO Mura-Drava-Danube 5-country biosphere reserve in AT, SI, HR, HU, SRB. The project enhances sustainable economic growth and tourism development based on distinctive natural and cultural heritage, which has resulted in collaboration network of key actors and enabling environment for high-quality tourism, responding to limited resources of ecosystems. Planning principles involved and new roles of public stakeholders that have been developed in the project, will be used to fine tune in pilot testing and then integrated into Dashboard. Contribution to wider strategies and policies:

EuropeanGreenDeal Project BauNOW with its New Businness As Usual approach fully corresponds to EU Green Deal as a growth strategy. It puts the new investment strategy and financial sustainability of the projects at the forefront of the green and just transition. Multi-sectoral and multi-level solutions provided by the Green and Just Transition Dashboard will contribute to the objectives: no net emissions of greenhouse gases by 2050, economic growth decoupled from resource use and complete inclusivity (no person and no place left behind). Some of the pilot activities demonstrate how this can be done:
- carbon community, solar cooperatives, sustainable mobility for decreasing greenhouse gases,
- program for start-ups, business community, series of hackathons, instruments of micro-finances for economic growth decoupled from resource use,
- no person and no place left behind with supporting public services available to all population groups: energy counselling, sustainable transition hub, sustainable mobility.
In addition, inclusiveness is reflected by different types of participating areas (small and middle sized cities (Cazin, Legrad, Kočevje), metropolitan areas (Marseille, Bologna) to peripheral rural areas (Koprivnica Križevci county, Una Sana county)) and diverse set of partners and ASPs (local, regional and national authorities, international organisations, chambers of commerce, associations for rural development, local action groups, NGOs, companies).

Project BauNOW will contribute to all four pillars of EUSDR: Connecting the Danube Region (with community building), Protecting the Environment in the Danube Region (with taking into account the territorial limitations and potentials), Building Prosperity in the Danube Region (by community of practitioners and investors, investments forum), Strenghtening the Danube Region (by strengthening of capacities of public authorities and other stakeholders). Project’s partners are activating energy transition potentials in 4 countries (Slovenia, Croatia, Bosnia and Hercegovina, Montenegro) covered by the EU Strategy for the Danube region. By project partners (Iskriva) and ASPs association (The Collective Foundation, urbanes.land) the Dashnoard will be transferred (via Amazon of Europe and the New European Bauhaus on the Danube partnership) to Germany, Austria, Hungary, Serbia and Bulgaria.

The project will contribute to the objectives of EU Adaptation Strategy with increased capacities of public and private stakeholders in the Mediterranean area to adapt to the unavoidable impacts of climate change and to strengthen resilience. With synthesis with available knowledge the BauNOW project will contribute to smarter adaptation, with testing and uptaking the Dashboard to faster adaptation, with multi-sectoral and multi-level partnership and testing the different solutions at the local level and mainstreaming it to more systemic adaptation and with transnational approach and scaling up of international finance to stepping up international action on climate resilience.
